This is catastrophic as they said it would be. Up to 20 inches of rain in the last 24 hours. This is that 100 year or more flood that they say that they wish they dont get and hope they were preparing for. Tens of thousands of katrina survivors are among those that live here, we have spoken to some of them what it means to brace for another one like this and the big, big problem as you know, this is day two of what will be a five day storm here. We always said it wasnt the initial impact for houston but for the 6 million in the metropolitan area, it was the slow moving storm with bands of rain that just keep falling continuously for days. The bayous and creeks work well with six, seven inches of rain, they cant handle this. More than a thousand were rescued overnight. They continue to do that. Theyre telling people get to the highest floor of your house, if thats not good enough, get on the roof and wait for daylight to be rescued. The first phase is when it roared ashore with winds up to 130 Miles Per Hour. The second phase was the storm surge. Some areas reporting 7 to 12 foot storm surge in some locations. And the third stage is what were in now, torrential rain that will last for days and with the rain thats fallen already and rain thats to come, it is shaping up to be one of the most catastrophic flooding disasters in u. S. History. This morning, more scenes of destruction along the texas gulf coast. The town of rockport caught in the eye of the storm. We have nothing left. Reporter amanda evans is shaken. I was crying. I was on my knees praying that we made it. Reporter her home gone. Hundreds of thousands left without power after utility poles collapsed, roofs ripped away, trees and road signs leveled. Here in rockport. This is where harvey slammed into texas a second time. Winds clocked at 125 Miles Per Hour, literally tore this town apart. While the winds have eased, the rain thats still coming down will continue for days, making a devastating situation even worse. Houston saw a barrage of tornadoes, this one touching down four times. Texas Governor Abbott visited evacuees at a shelter in austin. Our job now is to help people rebuild their lives, get them back home as quickly as possible. Reporter along the gulf coast, search and rescue efforts are under way. New York National guard is sending airmen, aircraft and vessels to texas and louisiana to help out. And a rare ray of sunshine as the hurricane made landfall in Corpus Christi friday night, Irma Rodriguez went into labor. The babys name, harvey. Now we are still keeping an eye of course on the rain because we have the situation where harvey is not moving, it is basically meandering around this part of texas. Because of that, it is tapping into the gulf of mexico. Look at the bands coming in off the gulf of mexico. As long as the storm stays in this location, we have an Endless Supply of fuel for the tropical downpours. All those red and orange areas around houston and galveston, those are areas with the heaviest rain, rainfall rates of 4 to 6 inches per hour. And thats falling over hours at a time. Now, unfortunately this is the track of the storm. At this point whether it is a Tropical Storm or depression doesnt matter because winds are not that important at this point, but it is the fact that were going to continue to tap into gulf of mexico and see more and more rain. We have flash flood warnings in red all around houston, bay city, to galveston, flash flood watches in the surrounding area because of pockets of heavy rain. Heres the forecast for the rest of the weekend into monday, tuesday, and wednesday. Still looking at potential for heavy downpours with rainfall rates as much as 3 to 6 inches per hour. Since friday, we picked up about 14 to 28 inches of rain. In houston, officially we have over 13 inches of rain. Now going forward, we can easily see another 15 to 25 inches of rain on top of whats already on the ground. And some areas could end up with 40 inches of rain, the most rain we have seen from any Tropical Cyclone is 52 inches, in hawaii in 1950. There are some estimates, if some areas are stuck in bands of rain for an extended period of time that we could see more than that. Thats why this is a record breaking storm. Were talking about the rain falling from the sky, we also have to watch river flooding, thats an issue days from now as all of this water filters into rivers and streams and as they overflow their banks, low lying areas on the shore lines will see additional flooding. President trump did not go through the usual Justice Department review before wiping out the former arizona sheriffs recent contempt conviction for failing to stop immigration patrols as he was ordered to do so by a federal judge. Arpaio has long been the focus of criticism his illegal Immigration Enforcement discriminated by using racial profiling. Was the president using cover of a storm that threatened 16 Million People in the gulf coast of texas to get all of this out the door . You know, i dont know if thats what this is. I think this is a case the president wanted all of this done and his staff decided well, this is going to be horrible, lets try to do it this way. But i think we make a mistake sometimes when we try to apply too much strategy to President Trump. We know this about him, he is a bit impulsive. He made this decision, wanted to see it done. I think this was staff deciding to try and bury it, but youre not going to bury Something Like this. Both republican senators from the state of arizona, john mccain and jeff flake who know sheriff arpaio well condemn that pardon, paul ryan through his office, not a strong denial, his office had come out against it. John mccain said this undermines the rule of law to let sheriff arpaio go the way the president did. Was this just an act of loyalty from President Trump . Arpaio was a guy who joined President Trump early in his campaign, was there for him. President trump was worried as an 85yearold man, he wouldnt do well in jail. Why did he do this . 100 loyalty. This is how he has done business. This is how he conducted himself in politics. He is a loyalty guy first, not always loyal always demanding loyalty in return. Anybody that sticks by him, he sticks by them. That is the concern, unintended consequences of this. I dont want to sit here and presume that President Trump wants to see Law Enforcement officials sort of flout the fourth amendment, but he did send that message by doing this. This is a pardon issued not for violation of law passed by congress, this is violation of the constitution. Thats what makes this pardon so unusual and perhaps the most unprecedented in our history. So thats a concern. The message that it could send to those involved in the russia inquiry. We know this president has already asked about the pardon issue when it comes to the russia investigation. Is he sending a message to loyalists to him, stick by me, dont cooperate, ill have your back. I have to say, it will be interesting to see if paul ryan instructs the House Judiciary Committee to do what congress did after the nixon pardon, what congress did after the mark rich pardon by bill clinton, both hugely controversial, hold some hearings, try to get rationale and justification. Theres concern this sets a bad precedent. Ill be curious to see if paul ryan does more than just issue that statement. Well see. When the president comes back now after this wild month of august, charlottesville, Everything Else since then, and the recess is over, he has to work with what he touted, he wants tax reform, thats the big agenda item now. We have seen the last few weeks of him and Mitch Mcconnell going back and forth, flake, mccain, all of these republican senators he desperately needs to get anything through. I lost the last part of your question there, but essentially it is so unusual what the president is doing to his own party, he has attacked more republican senators by name since becoming president than Democratic Senators by name. The only thing that gives him a chance of getting his agenda through, republicans on capitol hill also want tax reform, so they may do it, but may do it despite working with this president. What we are dealing with now, National Weather service put out a new tweet, said catastrophic flooding in the metro area is expected to worsen, could become historic. It is what we have been saying since the beginning. A lot of people wondered if the worst Case Scenario would come to pass. Everything points to that. So far it is as catastrophic as we thought it might be. They got too much rain too fast. More than a thousand people rescued. Others that need to be rescued told to go on their roofs. You have katrina survivors that have already been through this. This is a terrible, terrible situation for houston. More than 6 Million People here. As it starts to get light outside, now were going to start to see what it really looks like out there, willie. Unfortunately that rain is not going anywhere. Jacob, thank you very much. Reporter good morning, willie. It is rain, rain, more rain. Thats the problem. You can see the spillway over my shoulder. This is all headed down towards the guadalupe river. You look from above, a drone shot looking at the river, you can see that it is now expanding over its banks. They estimate that by wednesday if the rain keeps up the way it is forecast, it will be 32 feet above flood stage. One of the concerns is for peoples safety but also for pet safety. Look at this picture, unfortunately perhaps in a moment of panic, somebody left and when they left they left the dog behind chained to a pole. Fortunately the person going by and snapped this picture then went over and released the dog. People still do not have any electricity. The expectation is that there may be electricity returned later today, at least to some portions of town. Because theres no electricity oddly with all of this water everywhere, the power plant that feeds the water plant is off line and that means the water cannot be consumed. So anybody in their home is being told they need to boil their water, but with so many people having electric stoves these days, it is hard to do that as well. Willie . Reporter willie, weve been stationed in Corpus Christi which is on the southwest side of the storm, the calmer side of the hurricane. The northeast side of the storm, areas like rockport, hardesthit with the wind. Thats an area we drove to yesterday and trying to get from here to there yesterday was very tricky. It was a totally different picture from what we saw here. Winds in the area were up to 125 Miles Per Hour and you can just driving in, the amount of damage we saw, the sides of brick buildings ripped off. We saw power poles bending over the roadways. There were random areas you knew they were once fields, they looked like bodies of water with white caps on them as the wind crossed over them. It was a very bizarre scene to go from not a whole lot of destruction in Corpus Christi and drive through flooding and drive through some of the worst damage to get to rockport where Cell Phone Service was down, wasnt an ounce of power, werent even people around because that area was evacuated. I was connected to wifi, able to check tweets. They said are you in rockport, can you see if my home was okay, trying to give me directions where to go. It was devastating to see. That was phase one of the storm. The winds up to 125 to 130 Miles Per Hour. Now were in the final phase of the storm, but unfortunately this phase is the one thats going to last through at least middle of this week. That heavy rain is because we are tapping into the moisture off the gulf of mexico, that will continue to produce tropical downpours. With these downpours, rainfall rates of 4 to 6 inches per hour. We already have reports of about 14 to 28 inches of rain. We could easily see an additional 15 to 25 inches of rain. Because of that, we have flash flood warnings in effect, including houston, galveston, bay city. Because of that flooding thats only occurring and sadly only gets worse. This storm is moving and meandering about 1 mile per hour. Going nowhere fast. It will continue to pull in that moisture.
