Special counsel to examine russian interference in the 2016 election, tonight Robert Mueller has completed his investigation and submitted his report. Its a Pivotal Moment in a yearslong National Drama that has lasted nearly the entire Trump Presidency thus far. And now its in the hands of the attorney general, william barr, to determine how much of muellers findings that congress and the rest of the country will see and what will remain secret. One chapter in this long saga is over, and now another begins. A lot to get to tonight. Lets start with justice correspondent pete williams. Pete, what do we know . Reporter lester, here are a few facts that are important to emphasize. First, this means that Robert Muellers work is done and his investigation now shuts down. Secondly, mueller has ended his work without issuing any further indictments. The attorney general says tonight that he may be able to start Briefing Congress this weekend on whats in the report. 22 months after he was appointed to find out whether anyone in the Trump Campaign helped the russians meddle in the election, tonight Robert Mueller has just turned in the highly anticipated report of his investigation, signaling the end of his work as special counsel. The Justice Department notified the chairman and ranking members of the house and Senate Judiciary committees saying simply, special counsel robert s. Mueller iii has concluded his investigation. The letter said congress would be notified as early as this weekend about the main points of muellers work. Under the rules governing the special counsel, mueller submitted his confidential report directly to the attorney general, william barr. And now the huge question, how much of it will he reveal given the keen interest from congress and the public . The rules call for mueller to issue a barebones report summarizing the cases he took to court and explaining which ones he declined to prosecute. Barr said in his confirmation hearing that he understands the intense interest in what mueller found. I am going to make as much Information Available as i can, consistent with the rules and regulations that are part of the special counsel regulations. Reporter in fact, those rules dont call for making the report public at all. They say only that the attorney general should notify congress if he blocked anything the special counsel wanted to do. Democrats in congress say theyll insist on seeing the whole thing. This is of too great a consequence to the country to be swept under the rug. And so we will use whatever compulsion we can and must to make sure that the public gets the full story. Reporter democrats say they might also try to force mueller himself to testify about what his investigation concluded. Though mueller brought charges against six people connected to the Trump Campaign, none of them were accused of helping russia meddle in the election. Among the Big Questions now, did mueller reach any conclusions about the nature of mr. Trumps business connections with the russians . Will the report say anything about whether the firing of james comey as fbi director amounted tst President Trump told lester that he fired comey because of the russian meddling investigation. When i decided to just do it i said to myself, i said, you know, this russia thing with trump and russia is a madeup story. Reporter will muellers report say anything about mr. Trumps involvement in the payment of hush money to two women who claim they had affairs with him, something he has denied . What will the report say about investigations that will continue into, for example, whether the Trump Inaugural Committee preserve, protect, and defend reporter illegal accepted foreign contributions . And pete joins us now. Pete, what happens now . I think the question everyone is asking is how soon might we know at least some of the details of muellers report . Reporter at least some, perhaps quite quickly. But all congress is going to get for now is who was prosecuted and why. We know he indicted 34 people, and perhaps some limited information on who else was investigated and why. Barr said in his letter that he will talk to mueller and Deputy Attorney general, rod rosenstein, to see what else from the report can be made public and given to congress. And even though muellers work is done, other investigations will go on, carried on by u. S. Attorneys in new york, washington, and elsewhere, lester. All right, pete, thank you. How is President Trump, who is spending the weekend at his maralago estate in florida, reacting to this news . Kristen welker is at the white house. Kristen, whats the response there . Reporter lester, good evening. Tonight the white house says it has not received or been briefed on the special counsels report. The president s attorneys also weighing in saying theyre relieved its finished and now its up to the attorney general nexsteps. Tonight inside the white house, the urgent effort to manage the mueller fallout with the special counsels report now turned in. The president s attorneys have been preparing their own counter report. All of this a nearly twoyear cloud hanging over the president , who has consistently fired back at the central question mueller is investigating. Was there any collusion between the Trump Campaign and russia . Its all a madeup fantasy, its a witch hunt. No collusionno nothing. There was no collusion of any kind. There was no collusion, no obstruction, there was no nothing. Reporter after initial praise of mueller Robert Mueller is an honorable man reporter the president made sustained attacks aimed at discrediting what he believes is a partisan investigation. I know that hes conflicted and i know his best friend is comey, whos a bad cop. Look, the problem with the Mueller Investigation is everybodys got massive conflicts. Reporter and its had impacts even within his administration, turning the president against his own attorney general, continually bashing Jeff Sessions for recusing himself from the investigation, allowing Deputy Attorney general, rod rosenstein, to appoint mueller. The attorney general says, im going to recuse myself. Reporter and its put his family in legal jeopardy too. One key event that muellers team has looked at, the trump tower meeting during the eldest son don jr. And soninlaw Jared Kushner among those meeting with a russian attorney who promised dirt on hillary clinton. The president defending his son at the time. My son is a wonderful young man. I think from a practical standpoint, most people would have taken that meeting. Reporter and the Mueller Investigation also raising the specter of impeachment. Some democrats pushing for it, even before the special counsels work was done. Were going to impeach the [ bleep ]. Reporter though House Speaker nancy pelosi warning against it. I dont believe in it. Reporter much of the Mueller Reports fallout could depend on how much of it the public sees. Let it come out. Let people see it. Thats up to the attorney general. Reporter what to watch for now, whether the president s legal team releases that counter report. Theyve told us they wont decide until they see muellers findings, if theyre released. Lester . First to you as we await muellers findings, what could this mean for the president and how he comports himself the next few days . Look, weve gotten a preview of how the president s going to comport himself if you look at the last week. He has clearly been agitated about the coming Mueller Report all week long. And that frankly is probably the best explanation we can offer when it comes to the mccain rants that he went on all week, because he sort of blames mccain for triggering this investigation. The bottom line is i think youre just going to see a more aggressive president as we go on, because politically this has worked for him. Legally hes got plenty of jeopardy. Politically, doing what hes done has worked. Hallie, give me your thoughts. To chucks point it is the political piece of it the president will seize on. I would watch for him to claim victory and vindication over these next days and weeks as he heads out onto the campaign trail already thinking about 2020. Coming at him from House Democrats on capitol hill. Those democrats are uniformly calling for more transparency. Reporter tonight the fire at that Chemical Plant outside houston has reignited and spread, once again blanketing the area in thick, black smoke. The flareup coming two days after the blaze was extinguished and only stoking new fears about whats in the air and the water. What is your concern . I have asthma. Is it being impacted, do you think . Uhhuh. You absolutely know that . Yes, for a fact. Reporter at a press conference earlier today, federal officials insisted the air and water are safe. As the epa monitors for benzene both at ground level and from a plane overhead, air alliance pr were safe, not being out here that long. But if youre out here too long, it could start affecting you. The benzene could be a problem . It could be, yes. Reporter some residents say theyve lost trust in those in charge. It means theyre hiding something. My daughter angela was murdered reporter in the film a mother places billboards to shame police for not solving her daughters murder. The billboards created an adversarial relationship between the mom and the police. Right. Are you worried about that . You know, i just want to find jodys killer. Reporter jenny also put pressure on authorities. A few years ago she unsuccessfully sued to try and force Baltimore County police to release evidence in the case. What is known is that jody had driven to this parking lot afte. It doesnt make sense. The whole night was very out of character for her. I mean, she was terrified of everything. She was actually afraid to live in baltimore. Reporter witnesses reported a man in a white bmw, like this one, approached jodys car and spoke to her. At that point, a suspect pulled out a handgun, shot one time at her direction. Reporter gravely wounded, jody managed to drive across the street. The shooter following, taking something from jodys car as she died. I think the key to this whole thing is what he wanted in that car. Reporter her sister convinced cold case investigator Cheryl Mccollum to get involved. Youve got to talk to those witnesses. Maybe they told you everything, maybe they didnt. Maybe you havent talked to everybody that knew something. Thats why her billboard is so critical of this whole thing. R. And the other part of me is going to find out what happened. Reporter as for the billboards, so far police say theyve produced no solid tips. Unlike the movie, jenny hopes her search will bring full closure. When we come back, a School Shooting drill so realistic, some outraged teachers say it went way too far. With so many Mass Shootings in this country, active Shooter Drills have become routine. Thats right, and although they dont yet know what that report says, were already getting reaction from across the country. Nbc bay areas scott budman joins us now with the details. Scott . Anousha, the reaction is coming in from washington and the bay area tonight, and this without knowing all that much. What we do know is that mueller has already charged 34 people as part of his investigation, obtaining guilty pleas or convictions for seven of them. Hes not recommending any more indictments which means for now, no indictments of trump family members or President Trump himself, at least on this case. It is now up to the attorney general, william barr, to decide how much of any of this report is released or whether other charges could be filed. We spoke to a local Political Science professor who says this kind of secrecy is something of a surprise
