Map tonight, theres a lot to keep your eye on. Three big storms threatening the u. S. Coastline at this hour. Parts of florida just placed under a hurricane watch, braced for up to 10 inches of rain. A Tropical Storm warning for sections of South Carolina. And hawaii gearing up for a possible onetwo punch. The big island facing a hurricane warning at this hour. Gabe gutierrez starts us off tonight in North Carolina storm zone. Reporter tonight the view from the International Space station is stunning, massive hurricanes swirling across the globe. Hurricane madeline in the pacific, threatening hawaii, its followed by hurricane lester. Churning in the atlantic, hurricane gaston, not expected to affect the u. S. Now, the carolina and florida coast are bracing for separate tropical systems. This storm is an uncertainty, but we are preparing for it. Reporter in florida, tropical depression number 9 is forecast to turn toward the gulfcoast. Heavy rain and isolated tornadoes during the next few days. Everybody has to be careful. We dont want anybody to be injured and we dont want any loss of life. Reporter another system, tropical depression number 8 is grazing North Carolinas outer banks, where a Tropical Storm warning is in effect. The concern here, rip currents, fast moving water that moves away from shore and swimmers are pulled out to sea, in panic, trying to swim back to the beach. Rip currents are dangerous, they have taken three lives here in the outer banks just this past summer. Reporter young Payton Waller got caught up in one and managed to escape. Its really rough and all these waves just crashing. Reporter other tourists on this tail end of summer are taking the offshore storm in stride. One to three inches, back home this is what you call a thunderstorm. Reporter the storms closest to the eastern u. S. Are expected to strengthen into major hurricanes, it has suddenly become a busy season in the tropics. Dont focus so much on the strength or the category, because the water hazard ends up being the most dangerous. Reporter as florida prepares for floodsing, here in new yorks outer banks, here things might seem calm but there is dangerous rip currents up and down the eastern seaboard as far north as new england, possibly extending into the holiday weekend. Nbcs gabe gutierrez. Lets turn to our meteorologist, dylan dreyer. Lets start in North Carolina where gabe is, and this storm, tropical depression 8 is taking its turn to the north northeast. Moving way from land. We still could see one to three inches of rain and gusty winds overnight and rip currents remain a threat through tomorrow. Now to the gulf, tropical depression 9 is forecast to become a strong Tropical Storm before it makes landfall on thursday in northern florida. But the whole track has shifted a little bit farther north. Now charleston, South Carolina could see the effects of a strong Tropical Storm by the time we get into friday. Either way, we are still looking at the possibility of tornadoes and up to 10 to 15 inches of rain in and around tampa and that could lead to some dangerous flooding. Out in the pacific, we have two category 3 hurricanes, madeline and lester. Madeline will stay to the the south of hawaii while lester is going to stay to the north of hawaii but we still could see 10 to 15 inches of rain on the big island and that could lead to flooding and mudslides. A lot to keep an eye on. As voters go to the polls in some high profile primary races tonight, a sign of just how worried top u. S. Officials are that hackers likely from russia could be aiming to tamper with the u. S. President ial election just over two months from now. Nbc news has learned that the u. S. Intelligence community has now launched a top secret review. Our justice correspondent Pete Williams with the details tonight. Reporter as the nation prepares to vote 69 days from now, nbc news has learned that a top secret u. S. Intelligence group has already been tasked with looking at russias election related hacking. The white house gave the mission to a cold war Legacy Organization called the foreign denial committee. Today the fbi director suggested his agency is also on the case. Those kinds of things are something we take very, very seriously. And work very, very hard to understand so that we can equip the rest of our government with options for how to deal with it. Reporter u. S. Officials say after trying and failing to get into arizonas online Voter Registration system Russian Hackers penetrated a similar system in illinois. Copying but not changing or damaging a small fraction of the data. But state Election Officials say it would be much harder for any outsider to hack into the completely separate individual devices that count the actual votes. If its not on the internet and youre not voting via the internet, the only way to hack into anything would be machine by machine. Reporter states that use optical scanners still have the paper ballots as a backup. Even so Security Experts warn that touch screen systems with no paper backups still in use are much more vulnerable especially to an insider hack. I think its negligence for a secretary of state anywhere in the country now not to have a paper trail for their votes, not to have some backup system because the risks are just too great in this cyber wild west. Reporter also today democrats in Congress Asked the fbi to look into whether russian hacks into the Democratic National committee were an attempt to help Donald Trumps campaign. Tonight intelligence Officials Say they doubt russians are trying to help trump but the thinking is that russia is trying to undermine confidence in the u. S. Election system, even if it cant manipulate the vote. Pete williams in washington, thank you. There are reports tonight that one of the most dangerous terrorists in the world has been killed. The brutal number two in command of isis, suspected of playing a role in some of the most vicious recent attacks on the west weve seen. Richard engel now with exactly what we know tonight. Lepage has been accused of ra racist remarks, apologized for leaving a profanity laced message for a political foe which was then publicly revealed. His political future is up in the air. Reporter two term republican Governor Paul Lepage already known for his bombastic style kicked it up a notch in recent days. 90 plus reporter last thursday, lepage insisted that 90 of the states drug dealers are black or hispanic. When a Democratic State representative criticized him, the governor left this voice mail. I have spent my life helping black people and you little son of a [ bleep ] socialist [ bleep ] i want you to record this and make it public because i am after you. Lepage apologized today on maine radio, sending a cryptic message about the rest of his term. Im not going to say that im not going to finish it or am not saying i am going to finish it. The victim of a Sexual Assault at an elite private school, a case that gripped the nation is talking exclusive to nbc news. Why shes choosing to speak out now. Also moment of impact. Caught on camera, a tractor trailer smashing through cars, strangers frantically racing to rescue a driver trapped in the flaming wreckage. Tonight we are seeing and hear for the first time from a young woman at the center of a rape trial that captivated the nation because it took place at one of the most storied prep schools. Owen labrie was tried with rape and ultimately convicted of Sexual Assaulting a 15yearold girl. Now, chessy prout is now 17 and ready to tell her story. This is an nbc exclusive. This is the first time youve come out and said publicly what happened . Yes. Yes. Why did you want to do that . Well, i feel ready to stand up and own what happened to me. Reporter on a spring evening in 2014, 15yearold chessy prout went on a date with then senior owen labrie. She says the night went terribly wrong, putting her, labrie and one of the countrys most elite boarding schools at the center of a rape trial. I was raped. I was violated in so many ways. Its been more than two years since the incident took place and a year since labrie was acquitted of felony rape charges but found guilty of a lesser felony and four misdemeanors including Sexual Assault and endangering the welfare of a child. Labrie was sentenced to a year in jail but is out on bail, appealing his conviction. They said that they didnt believe that he did it knowingly. And that frustrated me a lot because he definitely did do it knowingly. Throughout the trial labrie maintained the encounter was consensual. What happened when you tried to go back to school and i guess it seemed like everybody knew . Everybody pretty much knew i think and none of my old friends that were boys would talk to me. Nobody was talking about the issue itself, they werent trying to prevent it from happening to anybody else. In the midst of a lawsuit against st. Paul. The school came under fire for its handling of the situation and for having a culture some said allowed this kind of behavior to occur which it categorically denies. What do you hope happens to him now . Do you ever think about that . I dont, i hope he learns, i hope he gets help. Because if he doesnt learn, he will do it to another young woman. Reporter she has now raised a campaign to raise awareness to survivorings of Sexual Assault and chooses not to talk in detail about that night. I have been trying so, so hard to move forward. Reporter and says its her familys support that has helped her the most. Even when i get my panic attacks and i lock myself in my closet because i dont want my little sister to see me like that and shell come into my closet when im rocking on the floor. And punching my legs trying to get myself to calm down. And shell try and give me the biggest hug and say chessy, youre okay, chessy, youre okay. And i just cant imagine how scary it is for other people to have to do this alone and i dont want anybody else to be alone anymore. I dont. Chessy prout ultimately left st. Paul school. Shes completing her senior year of high school in another state. In a statement to nbc news, the school denied the culture or tradition of Sexual Assault ever existed but says chessys experience caused us to look anew at the issue and brought about positive changes at the school. Breaking news in los angeles tonight. Police have take an pop star, chris brown in custody and say he has been arrested on suspicion of assault with a deadly weapon. This follows a day long standoff at his home beginning at 3 00 this morning when officers were called to investigate a womans claim that brown pointed a gun at her. Brown refused to let police in or leave the premises to speak with officers. The alleged victim, Baylee Curran telling tmz that brown threatened her at gunpoint and a series of instagram videos he taunted the police. He has been in trouble before and in 2009 he assaulted his then girlfriend, rihanna. If convicted of possession of a firearm, he faces three years in prison. Finally tonight, that newly released dramatic dash cam capturing a pileup in new york, leaving some drivers trapped in wreckage seconds earlier was their car. It happened in the city of binghamton and now the mayor there is thanking rescuers, many of whom were passing motorists for saving the life of one driver. Miguel has the story. Reporter like an out of control missile shooting down route 17 in new york, a tractortrailer slammed into traffic leaving a car engulfed in flames and a debris field a quarter mile long. There were cars scattered everywhere, pieces of cars all over the place. Reporter through the mangled mess of cars, ed spotted one vehicle on fire, smoke and fl e flames pouring from the sedan and an elderly woman trapped inside. The doors wouldnt open, the windows wouldnt go down. She was screaming to help her get out. Reporter he ran to find a fire extinguisher and chris white jumped in to help. All the doors were shut due to impact from collision. Reporter soon others joined the road rescue. The car door was jammed, the inferno growing and using the fire extinguisher to douse the fla flames. It must have been very scary for her to be in the car when interest was on fire like that, if you watch the video, it was horri horrifying. Reporter together, the men carried the elderly woman through the passenger window to safety and incredibly injuries only minominor. It was unique. The four of us never met each other and the first time weve seen each other. We were able to come together by some unknown force and Work Together as a seem and pull it all together. Reporter today, for the First Time Since their harrowing rescue, these four men together once again, the mayor of binghamton calling them heroes for reasons we can all clearly see.
