Good evening. Once again, cell phone video on the internet have made us bystanders to the gritty and ugly side of police work. But many who have seen it wonder if what was captured in a South Carolina classroom went far outside the line of duty and an uncooperative student thrown to the ground by a School Resource officer. A case that has now triggered a federal civil rights investigation. Gabe gutierrez is in columbia with the tape and story behind it. Reporter it is 10 30 monday morning, math class at Spring Valley high school. Ben fields is called in to control a student. Witnesses say she was not participating in class and taken out her phone and refused to leave when the teacher asked. The confrontation escalates while other students watch silently. While she still sitting in her desk fields pulls her to the ground and throws her across the floor. It wasnt right. He was slinging her around like a rag doll. Nya kenny tells craig melvin she stood up for her classmate and was arrested and charged with disturbing schools. I can tell you that i feel like the grown men were in there too. And he was known as officer slam. I was in eighth grade hearing about this man. The cell phone video lit up social media, trending under the hashtag assault at Spring Valley high. It is not necessary to do that to her when she is just a child sitting in the seat. Fields is a sheriffs deputy. He says she tried to punch him once but he should have responded differently. When a student refuses to comply, what should a resource officer do. One of the first things we would like to see happen is that the school handle it and not involve us and a Law Enforcement officer. Fields and other School Officials are faces facing a lawsuit brought by a student for a 2013 student that he unfairly targets africanamerican students with allegations of gang membership. Fields and others deny wrongdoing and supplied evidence. He is also a football coach and had received a culture of Excellence Award at the school last year. He is a good officer. And sometimes he can be pretty mean but he can also be a nice officer. He can help kids out at school. Reporter and tonight deputy fields is on administrative leave without pay. Deputy fields has not commented, nor has the student. The sheriff says he believes race was not a factor and the teacher and the principal said the force was appropriate. The sheriff plans to announce the future of his future in the department tomorrow. Gabe guiterrez in columbia, thank you. For the first time tomorrow the republican candidates for president will faceoff for a debate with a new frontrunner. On the eve of a showdown in colorado, ben carson has now opened up a National Lead over donald trump. A stunning turn in a Campaign Season that continues to defy expectations. Nbcs Hallie Jackson sets the stage for us. Reporter it is all coming together in boulder. For ben carson too. Number one nationally in a major poll for the first time ever, now overtaking Donald Trump Thanks to support from people like bruce. Dont let his demeanor fool you. He is extremely intelligent. He exhibits incredible leadership skills. Heilman echoing how others describe him, using words like intelligent and humble. Republicans are now more attracted to carsons personality style and professional experiences, but he too will have to deal with the details of the policy. But as carson raises his profile he is raising eyebrows with unorthodox poly policy views, comparing slavery to abortion and today defending his education reform plan but saying it is not redistribution it is the government having a responsibility to educate everyone. And looking at the best system in order to do that. Reporter it is not just what he says but how he says it. Quietly, that is in stark contrast to his main rival, but the candidate yelling today isnt trump. It is john kasich. Do you know how crazy this election is . Let me tell you something. Ive about had it with these people. Reporter the Establishment Republicans trying to make a noise in this field. As those not named carson or trump hope to break out tomorrow to get traction in polls that can and will change. Right now seven in ten voters say it is not too early to economy. And a new hint of a possible exit strategy, but trump insisted he did not lose and he if does, it is still a victory. I will still be proud of my effort because i think ive done very well. Reporter tomorrow night here at the debate site, well see trump respond as he slips into second place, getting ready to take aim at carson who will face scrutiny about his policies. And if you saw some kasich, trump wont be the only one fired up on the attack as candidates on the bubble try to make an impression before time runs out. Lester . Thanks. Lets bring in the political director, moderator of meet the press, chuck todd. The pundits have been predicting a trump flameout. Might this be it and how do you see him responding in tomorrow nights debate. Well see. This is the moment weve been waiting for. To see how donald trump would handle the first time he sort of faced adversity. And for him adversity is falling in the polls. We saw the first time it happened in iowa. He started lashing out at the pollsters, the media companies. And then he lashed out at ben carsons religion and things like that. So, look, if this becomes selffulfilling for him, if he doesnt show that he can accept adversity, if this is how he reacts, i think it could snowball and speed up his downfall if he is not careful. And news on the democratic side, Hillary Clinton opening up a commanding lead over Bernie Sanders in iowa. A pair of new polls today. What do you make of the new numbers. Im very cautious on this. These are two polling firms frankly that havent had the same history that for instance the Des Moines Register has and they show a closer race. This is not a runaway from Hillary Clinton. I have no doubt she got moment up after the great ten days she had. But Bernie Sanders fits the progressive wing of the Iowa Democratic party. Dont assume the numbers are as correct as they look. Chuck, thanks very much. And you can see the gop debate tomorrow night at 8 00 on cnbc. And this note from washington where there is no government shut down or default on the debt. A tentative deal that would end the threat of shutdown until after the president has left the white house in 2017. It is on the next president s plate. John boehner clears the deck for likely replacement, congressman paul ryan who will be able to start the new job without a bruising political fight. Questions are growing this evening about the u. S. Military role in iraq and syria. Less than a week after an american soldier was killed against isis in iraq. Are forces engaged in Ground Combat in the region. The president has repeatedly said no. But today the defense secretary seemed to say otherwise. We get more from chief foreign correspondent, richard engel. Reporter after american and kurdish commandos stormed a prison in iraq last week and freed dozens of hostages, it was clear that the u. S. Entered directly into combat yet again in the middle east. It cost the life of Master Sergeant joshua wheeler. Today the secretary of defense Ashton Carter couldnt be more explicit. U. S. Troops will be in combat against isis. We wont hold back from supporting capable partners in tune opportune attacks against isil or conducting such missions directly. Whether by strikes from the air, or direct action on the ground. Reporter but the president has said repeatedly the American Forces that have been deployed to iraq do not and will not have a combat mission. Reporter the white house is treading a fine line. Seeming to want it both ways. Considering a wider role for u. S. Troops in iraq and syria, while insisting socalled regular troops wont be in combat. Only a small numbers off special ops forces will carry out, quote, direct action. But this is how wars can start with, a toe in the water. I think the administration is confused about what is combat and what isnt combat. It doesnt matter if you are in a special operations force, or a conventional force. If people are trying to kill you, youre in combat. Reporter how did it happen . It evolved of course. First the u. S. Tried to create a rebel army to fight isis but the rebels ended up surrendering or kidnapped by al qaeda. And allies including turkey and the kurds have their own agendas. So the u. S. Is going against isis more directly. And it is a slippery slope. One death so far, and more Dangerous Missions coming. So tonight, an apparent contradiction. The white house insists nothing has changed. No troops in combat. But the pentagon insists there are more troops engaging in direct action. Lester. Richard, thank you. There is a disturbing alert about tires on cars and trucks across the country right now. The ntsb said there could be at least 1 million to 2 million dangerous recalled tires on the road. But the system for recalling the tires is broken and many of us never learn that the tires we are driving on have a potentially deadly flaw. Nbcs tom costello has the warning you should hear. Reporter february, 2014, two killed and eight injured in florida after a tire came apart on a church van. March, 2014, five killed and two injured in arizona, two killed. June 2014, joan morrow was killed, her husband frank suffered a traumatic brain injury after a tire on a pickup truck blew in South Carolina, forcing their suv off the road. My father was fractured from head to toe. He had multiple brain bleeds. Skull fractures. Reporter nationwide, the ntsb said 500 people are killed and 19,000 injured each year in tirerelated accidents. From 2009 to 2013 they recalled 3. 2 million faulty tires, but only 44 of them came off the road. The rest millions of tires are still out there posing a potentially lethal risk. Today, ntsb experts told the board that many owners, even mechanics dont know when a tire has been recalled. Why cant my Service Technician tell me if my tires are have been recalled . Main reason for that is there would not be any way to do it. There is no government or Industry Data base to notify owners or mechanics which means if you buy a tire from an independent tire shop it is up to you to register your tires with the manufacturer. To register you need the Identification Number located on the side wall and it starts with the letters dot. Then notify the tire maker of your name and address. I think it is shocking to consumers to know that when they go into a shop, to have their tires inspected, that no one can tell them whether they have a recalled tire on their car. Tonight the ntsb is calling for a mandatory National Tire registration system. The industry is encouraging customers to register tires with manufacturers. 34 years ago the ntsb required a Standard VehicleIdentification Number, the vin, to track Service Problems and recall. The ntsb said it is time for a similar Automated Program for tires. Lester. And then there is this new warning about taking ecigarettes on and th this new warning about taking ecigarettes on airlines. A federal rule bans battery operated smoking devices checked bags.
