For the gop. And that is just the start of it. Lets look at some of these individual races and remember for the western time zones, its going to take a little longer. And in the begich race, the democratic incumbent in alaska, its going to take longer still. Too early to call is what were calling this late race. North carolina senate. To some of the calls that came in late here on the east coast, kay hagan, the incumbent democrat gone, tom tillis is your new senator elect. Arkansas, mark pryor, son of a senator, a senator himself. Gone, tom cotton is the senatorelect. He received a call from the president tonight. Cory gardner, whats believed to be one of the best run campaigns in this Midterm Election turning away mark udall who could not hang on to the democratic seat in colorado. In iowa, another big one, a huge republican pickup, a history maker, an iraq war veteran, 44yearold senator elect joni ernst. First woman elected in iowa statewide office electoral history. In kansas, senator roberts, the veteran survives a big challenge from a guy who wouldve gone to washington as an independent. The businessman greg orman. Georgia senate, this was close. Right down to the wire. The democrat, the daughter of long time senator sam nunn turned away by david perdue, the senatorelect from georgia. In kentucky, one of the earliest calls of the night, Mitch Mcconnell who now becomes the majority leader of the u. S. Senate. We watched that happen during the course of the evening. He is going back, republican incumbent senator in kentucky. In new hampshire, another important race along the eastern coast, jeanne shaheen. Scott brown, he tried to become a senator from massachusetts. Moved to new hampshire. Ran again, and has lost again. In virginia, this went late and it was by the thinnest of margins. Mark warner has turned away the republican challenger, former head of the party, ed gillespie, and not by much, but hell go back to the u. S. Senate. And in louisiana, this one could go till closer to christmas than thanksgiving. Mary landrieu is going to be forced into a runoff because of the 50 rule. Which brings us here to new york city. What a night. Were running out of superlatives. It happened in slow motion. Chuck todd, Andrea Mitchell here obviously. Chuck, how do you term it right now . Well, look, when youre shellacking, tsunami, a wave, you look at it by the numbers. Looks like republicans will get at least 7 senate seats, maybe gets to 8, maybe gets to 9. You could look at it by the numbers and say, oh, its an average sixyear itch. But its when you look at the totality of it all, the two president ial midterms for president obama, were looking at 80 plus house seats hes lost. 14 to 15 senate seats. All these gubernatorial seats, more state legislatures. I think right now, there are just three democrats in the country that won a republican seat on any level of when were talking governor, gwen graham, a daughter of bob graham down in florida, won a seat really, the congressman down there selfdestructed. And a guy named brad ashford, looked like he was going to win in nebraska. Again, a congressman who said im not giving up my paycheck. And that was it. Other than that, this is this is a this is a debilitating type of sixyear itch for the president. Hes a diminished leader. This morning. Before we get to andrea, lets talk about some of these other races. One of them is standing by to talk to us live. Lets go to Massachusetts Governor charlie baker, Martha Coakley second attempt. Turned away, and the bay state, the commonwealth of massachusetts, youve got a republican governorelect. Jerry brown versus the former treasury official, Neel Kashkari who put on one of the most controversial ads, by the way, featuring a drowning child. Jerry brown tonight in what became an easy reelection for him. Sam brownback is returning. The incumbent governor of kansas reelected. Not by much, a closer fight than he thought oregon governor, the projected winner, the incumbent. There on to idaho. Where Governor Otter is butch otter is the incumbent. In idaho, we have a bunch of too close to call. In colorado, hickenlooper has been hanging on, back and forth. Right now, trending against him. But still officially too close. Connecticut, this will be something if the incumbent, democratic incumbent dan malloy, former mayor of the city of stanford loses to the republican tom foley. But it would be keeping with what weve seen tonight. 6,000 votes separating the two of those. And alaska, and some of these are just going to be too late, even on west coast time. The newly reelected governor of the state of kansas Sam Brownback is with us tonight. And, governor, youre a famous guy in the pages of Rolling Stone among other journals this week. They talk about the tea party experiment. Thank you. Yeah, i knew youd take that as a badge of honor. They talk about the tea party experiment, as they call it in kansas. You did, lets be honest, have to work a heck of a lot harder and sweat a lot longer tonight. A skin of your teeth victory, what does that tell you about your strategy so far . Is it vindication . Or is it cautionary tale for you . Really, what happened here was my opponent who did a very good job, paid an education cut that never happened here. There was federal money that went away, but the state invested mure at education. And that ended up a center piece issue that we had to fight through that got stuck on us early on. And that really made this race a much tougher race than it really ever shouldve been. Do you change your style from here on in . Do you change your tax policy . Are there any changes you can learn from, i think, what has to clinically be called a political near death experience for you tonight . Look. Weve done the tough stuff now. Weve gotten our taxes down. Weve put more money down. Due to govern, so moving forward, were going to be able to work on things like water policy and poverty issues. Some things that ive wanted to do. But you had to fix these other items and get the state growing again before you could do that. And now were in position to do these other things. What do you think is what should be the guiding principle. I know youre not in the washington business anymore. But the Republican Party has been rewarded with what is easily a wave election tonight of some rich majority. And how do you view the Democratic Party in this intransigence in washington in congress . I think, really, what youve seen is president obamas policies for being by and larg large to pass bills to the president that people can look at and say, you know, 65 of the American Public says thats a good idea. And if the president decides to v veto it, he does. To set up a 2016 race of ideas that the republicans have. And thats why i talk about things like poverty being something i think is key. Paul ryans going to work on that. Those are the sort of areas i think we need to start mining and working into to present to the American Public. The headline tonight from kansas, governor brownback lives to see another day. The once and future governor of kansas, faust who worked on issues like poverty in the future. Governor, thank you very much. Congratulations on your reelection victory tonight, governor Sam Brownback in the sunflower state. Andrea mitchell here in the studio. Your thoughts on what we have seen transpire tonight. What the voters are telling us, they dont like government. Government is doing too much. They want the business community, private sector to do mo more. The job approval is very, very low. Lower than when he was elected. And theyre angry and upset about the economy. And i think that that has been so underplayed by the democrats, the democrats never found their voice on the Economic Issues that they should have been able to manage. Income inequality and a lack of earning power that many americans, in the states, the rule of states that were in play, its so important. And they never found a message that is a base economic message for democrats. The newly elected senator elect from the state of colorado gave what i think is going to be a very excuse me, wellreviewed speech. He said, washington is out of touch, out of step, and out of time. Right. Its hard to make a case that hes wrong on any of those three looking at what happens. Thats right. And i think, you know, its going to be interesting to see how the president responds to this. Were already seeing he knows he needs he needs to look like hes making efforts to reach across the aisle. Hes been making these phone calls tonight to republicans who have won. Yep. If hes going to make congratulatory calls, theyre going to be to republicans. I think the soul searching the Democratic Party does as a whole. The president is only there for two more years. Youve got to ask yourself if youre a rank and file member of the democrats. Harry reid and nancy pelosi, are they still your leaders . Fallout like this before, weve seen history suggest, andrea, usually you see a shuffling of the leadership. Harry reid has a strangle hold on the senate. When i first introduced this, theyve been pushing back, what are you talking about . Weve already secured these votes, and maybe he has. Ill be interested to see how a mark warner feels. Harry reid and president obama own this these senate problems. Mark pryor lost by 16 points because he couldnt prove he was a centrist because harry reid decided to play a different game, cautious game in the senate on votes thats going to be second guessed. And you cant ill be surprised if there isnt real talk about changing the entire leadership of the Democratic Party in congress, simply put the focus on mcconnell and boehner. As we were saying tonight, make sure you can kill the king if youre going to kill the king. I think hell have as many problems as republicans. We have a call and then well check in with the white house. This call is about as far west as you can get and still be in the United States. And that is the governor of hawaii. The democrats will be able to at least add another governor to their total tonight. They are theyre taking their victories as chuck pointed out, where they can get them. This was this was for the governorelect ige. Not a not more than a layup as you saw from the percentages. He knocked off the incumbent democrat. We already saw an incumbent go down. Democrat wins in the end. To the white house we go, Chris Jansing is standing by. Chris, you heard chuck talk about the challenge. Its a late night on the north lawn. I assume its lights out. If not, just figuratively. Literally behind you. Tomorrow is a new day and these initial moves are going to be watched very closely. Yeah, and to andreas point, as well. I talked to a highranking democrat in the house who called what happened tonight an implosion. So you had these calls that were made tonight on the house, senate and also governors on both parties. But tomorrow really is kind of the day of reckoning for the president. You heard him earlier today when he was in one of these radio interviews suggesting that the real problem here was that the map was stacked against him. They knew this was coming. I think they hoped it wouldnt be this bad. Tomorrow, senior officials tell me hes going to lay out what he plans to do. Not just for the next two years, but very intensively for the next couple of months during this lame duck session. And then friday, in another bipartisan outreach, hes invited house and Senate Leadership again from both parties to come and talk about things they can work on together, probably things like Corporate Tax reform and infrastructure, some trade. But the real issue is going to be i asked a Senior Administration official tonight, what about immigration . Again today, at the briefing, josh earnest said the president has said hes going to issue an executive order on immigration. I said, can that still stand . And i was told, absolutely. Thats going to be the balancing act theyre going to have to do. Can you move forward in a bipartisan way and sign an executive order about that. I think any answers in that Briefing Room today should be considered dated by tomorrow and maybe well have our revision. Chris jansing, our senior White House Correspondent on the lawn. Funny thing almost happened to senator roberts of kansas on his route to reelection as a Senior Member of the republican side in the u. S. Senate. There was the detail of needing an address in his home state of kansas. And then there was the orman campaign, kind of resurgent, independent businessman, would have been an independent going there. Roberts in the end was able to put together a victory. Kelly odonnell is at what was hoped to be orman victory headquarters tonight. Wow, kelly, have they vacuumed . Or reporter brian, weve been together on nights like this before when youre at the losing headquarters, the sound at this point is the stacking of the chairs, the vacuuming. Theyve taken down the banners, disassembled the stage. Its that kind of night. For a time during this campaign season, greg orman was one of the most notable figures because he changed the dynamic of the race. In the end, the Republican Party came in. They came to help pat roberts. And he acknowledged that he had perhaps not been in touch quite enough. That he had maybe not been as attentive as he shouldve. But tonight, he won a fourth term in the United States senate. He says its a lot about the overall themes of the night. Kansas voters wanting to see a republican senate, they got that, and pat roberts was one of those stories tonight. Left for dead, some thought, saved by his party tonight. Kelly, except for you in the picture, its the saddest thing ive ever seen. Sadder than the individual chair is over your shoulder the undropped balloons. I think theyre setting up for breakfast, brian. The Breakfast Event in here. Wow. Thats a balloon maybe theyre going to drive them across town. Kelly odonnell, thank you for your efforts and all your work tonight. Kristen welker is at what the Nunn Campaign hoped was going to be nunn victory look at those undropped balloons. This is the theme of the night for these democrats and independents, huh, kristen . Reporter it sure is. Empty here, as well, brian. Republican david perdue was able to avoid a runoff and win this state outright by touting his business background, the fact that he comes from a family of politicians. He is the cousin of former governor sonny perdue. And by painting Michelle Nunn as being a rubber stamp for president obama. That resinated in this state. President obama lost this state in 2012. He remains deeply unpopular here. Still, it is significant that nunn made this such a competitive race. And it could bode well for democrats in future races. She did it by trying to paint him as an out of touch businessman. She didnt get enough votes, though, this state remains reliablely red tonight. A lot of good secondhand sales on balloons tonight. Kristen welker, thank you very much. Elections have consequences as theyre learning at a slew of democratic headquarters. Weve assembled an allstar group. And we are up against a break. Another big hello live to the American West from here in the eastern reaches in new york where its 1 30 in the morning. But were still going because were propelled by a huge story line. That is a gop blowout tonight. Take a look at how it is that elections have consequences. This is a tweet making the rounds tonight from senator rand paul. Steve schmidt is with us, among other things in addition to white house experience, he ran daytoday operations in the mccain campaign. David axelrod you know used to work for a guy named obama. David, you first. You believed this was a wave. You called it earlier this evening, which took a lot for you. Well, the the evidence started mounting. It was a little hard to escape. Theres no doubt about it. When you see some of the states that fell, maryland, for example, there were circumstances there that were but still, there were strongholds that you that should be democratic but werent. Some exceptions, pennsylvania being one of them. But by and large, it was a tough night. I asked you earlier, your guy, president obama has said, look, im not going to act like lbj. I cant start now. But there was news tonight he called the brand new senatorelect from arkansas. Do you think this is going to necessitate a new style of governing for a guy who has shunned back slapping, arm twisting and working the phones . Well, i think its a new set of circumstances that he has to adapt to. And i think theres an opportunity here, i know its hard to find underneath the wreckage. But the opportunity is that youve got a Republican Party that also has to rehabilitate itself thats going into a National Election, that really just ran on an antiobama platform. It has to prove they can govern. And ought to take advantage of that opportunity and see what can be done with them. Hes called for a meeting on friday. I think its an important meeting because i think the country wants to know theres a way forward. The problem for the republicans is, theyre going to have to deal with the fact they spent a whole year telling people their definition is theyre antiobama and now to turn around and say were going to work with them is going to be a tough pivot for them. Steve, if i appointed you chairman of the rnc tonight, if you were the future mr. Previs, what would be your governing principle be . Well, often times in the election where the victorys as big as this one, sometimes wrong conclusions were made. This is a repudiation of the president s agenda. Not an affirmation of a republican agenda mainly because there has not been a republican agenda. So the Republican Party now in control both the house and the senate has to put together legislation that they can send to the president s desk thats popular with the american people. For the president to dispose of. And the Republican Party should be in the business of offering economic proposals that get this economy growing. That deal with issues, middle income wage stagnation, education reform, Immigration Reform. The country has many, many challenges, many problems, and the Republican Party ought to offer Relevant Solutions to those problems and send them to the president s desk and have their hand out willing to work with the president to govern the country. What if he chooses to govern by executive order . Well, look, i think that at this moment of maximum political rebuke for the president. When he wakes up tomorrow, its really one of the great tests of his leadership during his term. The president of the United States is never irrelevant. People will say the obama era was over, the president is a lame duck. Nonsense, the president of the United States is the most powerful man in the world for another two years. So if the president of the United States goes out after this rebuke and, for example, by administrative fiat rewrites the nations immigration laws. And ive been a long time advocate of Immigration Reform. And i think its important to the future of the Republican Party. Legalizing 7 Million People with the stroke of a pen would be a declaration of political war and a move of almost unprecedented divisiveness. And it will stall and collapse and make all of the dysfunction that has come before feel like childs play. I sat in a room in the white house with the president and republicans and democrats who had supported Immigration Reform before who said they would support it again. But when push came to shove, it got killed in the house of representatives. You think thats going to change now . Well, look, i think its a fundamentally important thing for republicans to deal with because its possible as you know for republicans to win a National Election with about 40 of the hispanic vote. But, making a politically foolish decision in the house of representatives doesnt in my view entitle the president to try to rewrite the nations immigration laws by a stroke of a pen. I think its an enormous overreach of executive authority. What do you i think the Democratic Party is in a behind. The hispanics delayed this, basically, Senate Democrats delayed the president. Six months ago, they wanted the president to do it. And then, of course, they panicked and said dont. What do you do . They have to pass it and they wont. You have to sign it and maybe you cant. I think its a terribly difficult thing. Dl theres already anger because he hasnt moved yet. Therell be a lot of unhappiness within the Democratic Party. I was going to say, how wonderful if we could run this question oh, yes, we can. Jose, why dont you, please, save us from ourselves and weigh in on this. Whatever you want, brian, you get, my friend. And lets talk about that. Because, you know, if you look at the election in colorado, for example. President obama got 87 of the latino vote in 2012 in that state. And mark udall looks like hes getting 71 of the vote. Thats a 16 drop. And why is that drop in colorado . Well, because among other things, i think hispanics are upset. Upset that the president would promise to do something. He said he would have some executive orders that would mitigate the deportations by the end of the summer. And then, as chuck said because of the pressure of Democratic Senators in the south, he decided to delay that. And so, the question that i think that we have to be talking about is how on a National Level hispanics may be not a group you can take for granted. The president has to do something. He promised he would. But then what happens with the new senate and the house if he does take some executive action on Immigration Reform . Remembering that the Senate Passed the bipartisan bill over a year ago on Immigration Reform and the house couldnt get their act together. Jose, thats why we went to you. Thats why we ask you about these things and you have crystallized the issue. Andrea mitchell, youre a veteran of this, and you also know to steves terrific point about the power and prestige of the president. Things can change overseas, domestically. You know, Ronald Reagan and bill clinton both damaged by scandal and midterm losses did a lot of good things in the last two years with new leadership in the white house, which is a point David Axelrod and i were discussing. Does this white house need to be revived . People are tired and they have not been as effective as they should be for this president. Maybe its his fault, maybe its their fault, but theyre going to be shaken. Well, first of all, you know that washingtons going to demand that bodies get thrown out. And he is going to be resistant because thats the way he is. But it also is appropriate at this time in his administration to look and say what went right, what went wrong. Do i have the right team in place to deal with the things in front of me . And i think he should do that. He has to do that. The only changes that the democratic parties need to make . Well, we were discussing this before. The question is, who is best to lead them through the next two years . And, you know, i believe that theres some personal loyalty to those leaders and theyre both senators are going theyre not happy with how harry reid led them down this road. Theyre not happy with the president. Not happy with the way the entire structure of the senate worked. And steve knows theres a quote in the godfather and the term Wartime Council comes to mind. Exactly. And harry reids case, he has a enormously difficult reelection coming ahead in 2016 where hes likely to face very popular latino incumbent republican governor of nevada, brian sandoval. And i think thats a race that will be enormously difficult for harry reid to win. And certainly, you know, his duties as Senate Leader probably distract him from that race. And vice versa. And clearly, after a loss like this, theres always going to be calls for new blood and fresh thinking. Steve, thank you. Speaking of new blood and fresh thinking, you brought a lot to the table and to the conversation tonight. A quick break in our coverage. Were returning from new york right after this. Its hard looking at these results to argue with any of the three of those. Lets look at Voter Attitudes as if we need to put a finer point. Tamron halls been immersed in it all night long. Youve been a good sport dealing with negative in, negative out, after all. In reality, though, brian, were learning so much about the voter, the mindset. Not always pleasant to hear. But it is the reality of this night. Why did the party fair so well . The exit poll tells us, there were three big factors driving this outcome. First up, republicans across the country tried to tie their democratic opponent to president obama and his policies. And it seems to have worked. With the president s job approval at 44 , that is down ten points from when the president won reelection just two years ago. Voters also negative about government in general. A majority 54 said the government is doing to do. Taking on things better left to businesses and individuals. And the third reason, the gop had this wave. They did so well, it weighs on the minds of many people. It was in rough shape back in 2008 during the great recession. But the sentiment is still very negative, with 70 saying the economy is not in good shape. So obviously, brian, when you see things like people dont have confidence in the economy, they feel the next generation wont have the same benefits and opportunities that we have. It is certainly a sour mood, but it explains why people voted the way they did tonight. Thats right, tamron, talking about the difference between our parents generation and this one in terms of hopes and dreams. I hope you see a romantic comedy this weekend. A romcom. Eugene robinson is here. Its late. It is late. First of all, all journalism students go read his column about ben bradley. It has nothing to do with Election Night. Just one of my favorites. And hang on, weve got maine governor le page. Chuck todd called this the only major race affected by ebola. Look at that. The incumbent republican governor of maine was in trouble. He took a hard line on ebola because of the nurse that came back, was quarantined in new jersey, moved to be with her boyfriend in ft. Kent, maine, where its brave mainers and moose and pine trees. And the governor doubled down on ebola. Have we seen it all . We have seen it all. Thats amazing. Ebola swing the great state of maine. I dont think anybody he could get to if maine goes, so goes maine. Thats what they say. Hes been controversial. Well. Just one point of bookkeeping, however. Earlier, a few hours ago yes. You know you dont lose maryland, connecticut, if its not a wave. Malloy is up. Malloy what are the implications of the Democratic Party . And in terms of if theres a certain staleness, i think, to the Democratic Party right now. And it seems all the more stale tonight. But it you know, i mean, what new ideas were out there . What fresh faces are out there . Well, ill tell you what concerns me. Tamron talked about the approval rating, 2010, 12 and 14. Its two different electorates. And a big difference in the electorate is that in 2012, 18 of the electorate were young people. Maybe i think 19 . This election it was 11 or 12 . Young people stayed away from the polls. Right. But that coalition you have to answer the why. That when they im raising the question. Now, they werent part of the electorate in 2010 either. Theyre traditionally drop off voters. Theres a big effort to motivate them. That failed. That Winning Coalition was assembled by barack obama. A compelling candidate with a compelling message, with a huge issue. There was the iraq war in 2008. Hope and change. Hes a great politician. A black guy from chicago with a name off the guantanamo list, right, who managed to get himself elected twice. Hes a hall of fame politician. But, it is a mistake to assume that the democratic candidate will automatically assemble that coalition of minorities, women, young people. I think it is a mistake to whistle past that graveyard. Well, Chris Mathews theory tonight said the gop has become the party of audaciousness. Its audacious for ed gillespie to dream he could take on mark warner and darn near beat him tonight. But the truth is, the promise of 2008 was that we could get past the divisive politics of washington and deal with some of the really big problems facing the country. Thats what attracted so many people, including young people, and what theyve seen in the last six years or four years since 2010 has been gridlock. And they look at this and they say, this is not this is not the way to really attack the problems. Theyre not going to do anything. And i think thats a problem, yes, its a problem for the Democratic Party. I think it could be a problem for a Republican Party, as well. Theres a certain amount of blame for that, on both sides. But thats the rollout of that website, people havent forgotten that. Theres a level of confidence that is expected. And its whether youre pursuing isis or ebola initially. I mean, people blame the government for a lot of things. The website was certainly the governments fault. There were it was a turbulent couple of years. No question about it. I think the blanket thats been over that town since 2010, sort of this unyielding kind of struggle has turned a lot of people off to politics. You cant, though, ignore the fact that the Republican Party had its highest unfavorable rating, i think for any Midterm Election i can think of. It was, i think, almost higher than it was in 06. And it was a bad year. And they still said, boy, those guys may stink, but, boy, do these guys stink more . I understand that. Thats a rough always but this was the same in 2006, the Republican Party paid that price. And if we dont change the nature of politics in washington and theres a republican president , theyll be in the same soup again. I dont think i think Steve Schmidts point earlier was the right one. Republicans shouldnt take the wrong lesson from this. I think youre right on that. They better find a way to be constructive or theyre going to get booted, as well. Impressive message disciplined tonight by these winners. You get a sense there was almost a memo that went out from, perhaps, Mitch Mcconnell or john because every single senate winner had the same tone and the same message. I didnt see ted cruz jr. Out there. No, and im wondering if the Washington Post will start a meter that will travel back and forth to hold some of these statements to account. We have had very few updates from the registrars offers in santa clara county. There are quite a few races in the bay area that have gotten national attention. Measure dfrmt would impose a one cent per ounce tax on sugar sweetened beverages. That would raise one to two million annually to the general fund. Measure dfrmt is passing resoundly in berkeley. Across the bay in san francisco, prop efrmt is similar. It would impose a 2 cent tax on most sweetened drinks. It needs a twothirds majority to pass. Its getting a lot of support.
