Critics argue that could come at a greater cost. Investigative reporter travelled to mexico to see it first hand. 1,600 miles traveled. Months of waiting to experience this. I want to go walk in the water tonight. Kelly jenkins couldnt be happier. Yes, i really am. And that sounds crazy. It sounds nuts. Crazy, because jenkins flew from california leaving some of the best doctors in the world to come here, to mexico. As the ceo of 360 global she has been connect others around the world of medical tourism. She is about to have her first surgery outside of the usa. This will help everybody, because it force American Hospitals to look at their efficiencies and lower cost. I am from nigeria. Its a trend the world is looking to take advantage of. Bring that down to a total of two. Earlier this month, the medical Tourism Association held a conference in las vegas. You came all the way here from india for this conference . Yes. The fiveday conference ended with a class. Health care has really gone global. There is no reason that it needs to stay in your backyard. Joe haurbgins is with the medical Tourism Association. U. S. Companies like united program, are now exploring medical tourism as a part of what they cover. If its cheaper and if its quality, you cant lose. Well, my mexican credentials, i been the through medical school and my specialty training here. About 70 of his patients are coming from other countries. Including kelly jenkins. He allowed us inside the operating room during her procedure. A knee surgery that will cost her 5,000. Back home in california, it would have cost 12,000 to 14 grand. What i have to pay every year for malpractice insurance compared to my colleagues in the u. S. , i am paying a tenth. The low cost has more and more patients shopping around for medical procedures. I did the gastric sleeve in november of last year, and this year i am doing the breast lift, and tummy tuck and an arm reduction. We met another california woman in the operating room next to jen kepbz. I can do one surgery in the u. S. For the price of doing two here. Or three. Deals like a facelift in latin america for 5,000, or 15,000 stateside, or a heart bypass surgery for around 5 grand in india, and 140,000 in the u. S. , and a Knee Replacement surgery for 11,000 in america compared to this in malaysia. What is the downside . I see a patient every two weeks that has an issue. Plastic surgeons say it could be anything but reliable. At her practice in lafayette, her regularly performed corrective surgery on patients that look to save but end up paying in the end. She altered her voice, and she needed multiple surgeries to fix her mouth. I think most medical professionals are horrified. If something goes wrong, and u. S. Doctors often have moreover sight. If they dont pay anything for malpractice insurance, and likely their over head is much less because there are not all the certifications we have, and thats a warning. Supporters of medical tourism argue if you do your homework and make sure you are entrusted hands, its worth the risk. I will probably have surgery in an American Hospital again. Jenkins surgery did go well and we are told she is recovering back home. Still, the cdc warns the added complication of travel opens patients up to other dangers, including blood clots and infections. Coming up after the break i remember hitting, i dont remember anything after that point. Fatigue behind the wheel. They share the road with us every day. They are giant silver trucks and on the side they read, cisco foods. Earlier this year an investigator reporter broke the story about the Worlds Largest food distributor storing meat in outdoor sheds. But its these trucks that could be creating a different risk on the roads. 911 emergency. We were in an accident. I got in an accident. Where are you . The bridge. You are listening to a cisco big rig driver calling 911 after he slammed into this stalled car on september 11th. I am jammed inside. Oh, my god. I really smashed it. Are you hurt . Yeah, i am bleeding on the head. The crash looked so bad, First Responders thought the worst. I was on the outside lane, and he smashed into the back of the car. I remember, i guess you could say i remember hitting. I dont remember anything after that point. He says he woke up in the passenger seat. He suffered a torn acl and herniated disk in his back. I thought he was going to change lanes like all the other vehicles, and as he got closer and closer and the speed was not dropping, that was when i thought i was going into the bay. The big rig is leaking fuel. They need to change it. He is a former cisco big rig driver that asked us to disguise his face and voice because he still drivers trucks in the bay area, and he said this is the potential dangers cisco trucks pose on the road. While the report cites driver inattention, it doesnt say if the driver was fatigued. But this insider said its full of risks. I was trying to get over to the system. He says cisco tried to cut corners by maxing out drivers hours, pushing them to the limit, and as we found, over it. Its against the law to do that. Federal law says drivers can work one 16hour day a week. But there is a trove of truck logs showing hundreds of violations of that law that have gone undetected. From april to october, records show dozens of drivers logged multiple 16hour days in a week, and it was the worst in august. That was the first month the company had to operate without its food sheds, shutting down the convenient pit stops led to more deliveries for drivers. How do so many violations add up in such a short period of time without being detected by Law Enforcement . Those that caught it at a terminal level, and but those terminal inspectors are done once every two years. They are done once every two years, thats correct. The inspection at the headquarters was more than a year ago. If they are over hours they can create a hazard, and thats a tu a concern to everybody. Officers have to rely on highway patrol, and surprise stops like this one like at this scale. I am doing a paperwork check to make sure everything is uptodate, let me get your drivers license and registration and logbook. It can be like searching for a needle in a hay stack. Cisco has not been cited once in the past two years for over hours, according to the department of transportation. Cisco declined to be interviewed for the story. If you see multiple and repeated violations what does that say to you. It says they have not done a job for training that driver or their company. Its a very serious issue as we are concerned with, making sure the drivers are not in excess of their hours. So now we have got gas spilled out there on the freeway, and we have dot en route. As for the cisco driver that crashed into maso, records show he was not driving over hours on the day of the crash, but he had violations in the previous months. According to chp, you know, they investigate that because its unsafe for everybody out on the road. The chp says its now investigating cisco san francisco. The company also remains under investigation by state and federal regulators for potential problems with its food distribution. The company said its extremely focused on safety. Ciscos entire statement is online at nbcbayarea. Com. Click on investigations. Up next from the dmv to social services. Do you know how safe your data is in state computers . The issue . Cyber attacks against government computers, hard drives storing millions of personal information, and valuable data like places from the dmv and social services and the unemployment department. A system under attack. The cost everyone pays in california. The summer of 2012 dont double my rates. President ial election primary time. An abnormal surge in traf to san diego countys website, more than 1 million hits a minute, a possible attempt to disrupt the election processing. That same summer in miamidade, florida. This grand jury shows International Computer hackers tried to break in to access absentee ballots. Cyber attacks on public computer systems, putting private information up for grabs. Using the states own data, we discovered similar attacks on California Computer systems daily. We are under attack every second of every day. Michelle robinson serves as the chief Information Security office at the department of technology. We all should be concerned. She gave us a rare inside look at the main datacenter, one of five massive Computer Centers that store every piece of data maintained by the state, everything from personal Health Records to criminal charges to Social Security numbers and tax records. California goes to extreme lengths to protect the personal information. Its a layered approach and we are tackling it from all facets. And the state of california suffers through thousands of attacks, attacks you never hear about. The preliminary reports we obtain show 357 computer attacks or data breaches from 2009 through may of this year. Thats more than 4. 5 a day. The states estimated cost to you, the taxpayer, to correct the breaches, more than 5 million. One of those is one too many. We strive we will continue to strive for zero. Robinson tells us large data breaches happen rarely, and most data losses from state computers involve private information from small groups of people, one or two or a handful. We are notifying the individuals of that as quickly as possible so they can take steps to prevent any potential harm. Every person matters. The states defense of the data breach does not satisfy meyers, and she said she had problems with Unemployment Benefits using the states system. Californias Unemployment Insurance appeals board had the segd highest data breaches following only the social services department, and just ahead of Californias Department of motor vehicles. Its ludicrous to me. Meyers does not believe her personal data was lost, but when we showed her the numbers of breaches, she was shocked. We expect corporate businesses to run at eye level, and this shows me our own state is in the dark ages when it comes to computer systems. We went further and broke down the numbers by type ofs in department and suffered 1,153 preliminary reports of successful exploits or attacks, and it does not necessarily mean data was accessed or downloaded. But thats one successful attack a day. Dave garrett, his managing director. There may have been a lot more that were successful that the state of california doesnt know about yet. Thats a big part of the problem. And that is an internationally recognized firm focusing on security and cyber int intelligence. Most people have no idea the scope of the problem. The states preliminary reported breaches include 751 cases of malware planted on state computers, and 412 instances of state websites compromised, and 90 key logger ata atta attacks, and 20 phishing attacks. How hard is it for the state of california to keep up with the evolving threat . Its a challenge. But we as a state do a very good job. Should mom and dad at home be worried about their data which is currently in a state computer . Absolutely they should be worried. I am worried as a citizen what is happening with my data. According to experts at the state, the average cost of one data breach is about 190 dollars, and the most. Welcome back.
