They are accused at firing at an offduty Oakland Police officer last wednesday. The officer was driving in an unmarked car southbound 880 when the suspects suv cut him off. One of the men shot at and hit the officers car. The officer thankfully was not injured and its unclear exactly why he was a the murder charges regarding frank navarro. The matter has been put over. Shes been assigned an attorney on the case and shell come back to court on the 31st with the other two defendants who have already been arraigned. Last week two others were arraigned in connection with navarros murder outside the can tina in downtown san jose. Th navarro worked at the cantina as a security manager. Currently all five suspects are facing murder charges. Navarros family didnt want to talk on camera today but thanked the community for their support and say that they asked that justice be served, justice for the coach who helped so many kids on and off the field. Frank navarro was 35. A memorial for him is set for march 19th at the Santa Clara County fairgrounds. A new proposal to lower the voting age to 17. Would it favor a Certain Party and how much would it cost the state to do this. Michelle roberts joins us from san jose with some of the mixed opinions on this proposal. Michelle . Reporter yeah, there really are. This is a hot debate here in san jose today as the people we talked to. Voter turnout for young people is very low. Only 7 . Thats 18 to 24. And some people believe if you allow 17yearolds to vote that number would go up. 17yearolds in california cand. But its a newly proposed state amendment is passed, those teens will also have a say in who is elected president. Lowering the voting age will give a voice to young people and provide a tool to them. Evan lou proposed the amendment this week. In an interview over the phone he tells us that lowering the voting age would have the potential to kick start a lifelong habit of voting. Potentially would be a cost to the state to allow for more production, balance and the inherent costs of increasing the pool of the electorate. Reporter but he didnt estimate on how much the change could cost. We always want to have as many eligible voters to be registered as possible. Reporter today the registrar of voters called it an opportunity to increase High School Education programs that are already in place. The law does change allowing 17yearolds to vote. Reporter today some voters in san jose welcomed the change. Its a great idea. Reporter while others question if 17 is old enough to fully understand the complexities of an election. It needs to be a little o older. Im concern if people really understand the issues as they should. Reporter 22 states allow 17yearolds to vote in primary elections if they will be 18 by the general election. And if it is approved by the legislature in sacramento, this proposal then will go on to the voter to make the decision 18 and up only on that one. But once they make a mistake, then, you know, they dont get any second chances. We found hundreds of deported military veterans, veterans who had served the u. S. As noncitizens, who had been honorably discharged from the service but then later deported for committing crimes known as aggravated felonies. I didnt realize how bad it is and what a terrible injustice. Its really a very poor reflection of the nieunited sta that we ask people to do this and then the consequences particularly of some of your stories. This congressman saw or investigation and said he had to act. Its not acceptable. We need to fix it in a bipartisan way. Tuesday he joined the congressman of arizona coauthoring a bill in congress to require the u. S. Department of Homeland Security to establish a veterans visa program to bring back to the u. S. Even two weeks after the flood inspectors from the california oef as well as fema are hearing from residents who still need bare essentials. Reporter you still need basic stuff then . Yes. Reporter but the inspectors are trying to decide if the flood was enough of a disaster to qualify for emergency funds. 140 homes suffered major damage, 400 had minor problems. Fema quickly decided it wasnt big enough and didnt tour today. The state put the flood in perspective. We have residents impacted here, impacted across the entire state for all of the storms that have hit us through january and february and as far back as december. The reality is from the start and federal level, the number of people impacted is rather small. Reporter today the seven tree shelter with 200 residents is being run by nonprofit home first. Now or Investigative Unit obtained more email records today that showed that the santa clara Water District had plans to rework the system sometime this year but then the storm hits. An email by a Water District engineer the week after the flood said the anderson spill forecast model wasnt as fully automated as our other flood paints. It was slated to be developed this year. The emails also show that Water District engineers warned the city quote generally about flooding dangs days before the flooding began on tuesday, february 21st. On thursday the Water District wrote about the upcoming storms saying if that hit as predicted, we might be in trouble. We have asked for all communication between the city of san jose and the Water District in the days leading up to the flooding. We of course will continue to track new developments as more of the records are released to us. Uc official have proposed a cap for nonresident students on every campus. The proposal introduced today would limit out of state enrollment to 20 of all under grads. A recent audit found that the uc system was hurting california students. The critics warn that the move could mean a hike in tuition for instate students. Cal train is cutting back its Weekend Service this summer. The number of trains running on saturday will will be reduced from 36 to 28 and on sunday down to 24. The baby bullet trains will not be affected. The city opens its own lackation room on the second floor of city hall last year. They require you to have a space for the mom to put her pump, also a place to sit, and also in close proximity to this area in the workspace, they need to have a refrigerator and Running Water for the moms. Power outlets would be required because most breast pumps arent battery operated. The San Francisco chamber of commerce has not take an position on this. Federal officials are investigating a new series of threats made against Jewish Centers across the country. Today workers and visitors had to be evacuated in manhattan because of the bomb threat. A joint committee made up of nfl owners on the stadium and finance committees is thought to have recommended the raiders request to relocate and to be put to a vote later this month.
