Now that messy commute in san jose, major traffic issue on 880 this morning when power lines fell on the southbound lanes and a massive tree blocked all the northbound lines. Crews removed the power lines and then the big tree. All lanes didnt reopen till 4 00 this afternoon. Trees in the community for many people right in their front yard. This palm tree in san jose. Blame it on the rain, wind and bees. Nbc bay areas scott budman is near downtown san jose for us. Were seeing this across the region. Reporter yeah, and you said it, raj and jessica. You talked about a lot of the wind and a lot of rain. Youve got saturated ground and lots of scenes like this one where trees are falling right into the homes. On 14th street it, howling winds blew this tree into a house and on top power lines. Just a loud noise. Just a loud noise. But a lot of strong wind and then, of course, we could hear the trees just blowing in the wind. Reporter on 11th street this palm tree created quite a stir. I thought it was a big earthquake because had i heard leaves falling in the morning. So i was like okay, maybe its more leaves. It was a loud sound. What was that . Reporter that was his house being hit by that tree. People and pets got out safely. Power was also out briefly. Tree cutters had more than enough work to keep them busy with the wind and rain combining to bring down trees all over the south bay. We seen a lot of trees fall. Yeah, we saw this, expect cleanup crews to be busy well into the evening. Yeah, those Tree Trimmers told us theyll be busy into the evening and into the weekend. Defacing property and firing at police. Sky ranger was overhead as he was spotted shooting in the second floor of a home on second avenue. At one point even pointing his rifle at the chopper overhead. Michele roberts, i know you heard stunning it accusations about this man from those neighbors. Reporter thats right. We spoke to a neighbor who was across the neighbor when this happened pep called police last friday when he believed the same suspect opened fire at a parked car. Were still waiting for confirmation on that from police. Tonight still an active scene. There are evidence markers and police try to figure out what happened here this morning. Er. All of a sudden, i heard pop, pop, pop, pop. My wife told me hes out there shooting. Reporter Clifton Simpson said he ran to cover this morning after they saw their neighbor shooting at 98th and gulf links around 9 00 a. M. When i heard the big bang, i told the wife hit the floor. He got something bigger now, something going on. Reporter sky ranger was overhead as the suspect identified as Jesse Enjaian pointed his rifle with the scope attached at the helicopter. At one point seen leaning out of a second story window of a home firing shots. We heard multiple multiple rounds, multiple gunshot rounds fired from the suspect. Reporter as s. W. A. T. Teams move into the area, enjaian was spotted Walking Around the neighborhood. With a rifle in hand he spray painted a garage and hood of a car. Police say they started shooting at officers. Rounds were strike the ground near where the officers were. And our officers immediately sought cover and also at the same time, did the best they want could to retree. Reporter police slard these picture whereas you can see bullet holes in the front windshield of a patrol car. One officer fired back at the suspect. Sources say he was hit in the arm and has been in and out of surgery. Today some neighbors question if the suspects race played a factor in how the police handled the situation. Because this road is still closed down, there was some confusion this afternoon when parents picked up their kids at school up the street. In a memo putting undocumented immigrants on edge, the a. P. Has uncovered. According to the associated press, the department of Homeland Security is weighing a proposal to use National Guard troops to crack down on immigrants in 11 states including here in california. Nbc news has not received this had memo independently but the a. P. Did publish a copy dated january 25th. The white house is adamantly denying this report saying the proposal was never seriously considered by the Trump Administration. But that will isnt calming fears here in the bay area. They say it disrupts learning and ear at alum rock theyre preparing for a worst case scenario. Administrators say these days its hard for students to concentrate in class. In alum rock when they heard the press reports that the National Guard could get involved in immigrant roundups they called lawyers who reminded everyone the report seems to be false. In this environment, you know, its very difficult to determine who is true and what is false coming from the federal government. And so we just need to be ready. They say we have noticed some significant changes today. The most noticeable is the amount of water coming over the spillway. If you remember what it looked like a couple nights ago, youll see that there is definitely a lot less water coming down. Experts dramatically reduce the flow yet again today and they say the situation continues to improve. Were really working in in the right direction to reduce these risks to this community and those down stream. Reporter crews are working nonstop in the rain to make sure the damaged oroville spillway remains stable. The spillway has been stable through this entire process for a number of days. Reporter the department of Water Resources reduced the flow over the spillway dramatically. To make room in the reservoir for the new rain the storms are bringing in. And to allow critical debris to be removed from are the river below. Now, this is as close as weve gotten to the oroville spillway. Though they have reduced the flow, you can see it is still a very dangerous situation as they remove debris. Today a fairly large stream of muddy water began flowing alongside the spillway. Expers are closely watching it for signs of trouble. Were looking to see if the water is digging into the side of the mountain or creating further erosion in our spillway. Lets be clear. The things were dealing with are very serious. Thats why ive continued to say time and time again, that this is still an emergency situation. Reporter folks in town are incredibly nervous. Myself im doing a lot of praying. Im sure my wife is too. Reporter a lot of people are prepared to just go. Reporter late today, we noticed water over the main spillway turning brown and dirty. Possible signs of erosion. And were back here live. You can see the lights on at the top of the spillway. Thats because crews continue to work around the clock on the situation out here. I just checked in with the department of Water Resources. They say the water may be running a little bit dirtier tonight because of the rain and because the water is now hitting the sides of the hillside. That might be making the water run a little dirtier, they say that again, the situation remains stable and they say the threat, the risk of another evacuation continues to be low. San Francisco Mayor lee is being called out by supervisor aaron peskin. Peskin believes the text was aimed at him and says it is out of line. Now he wants an apology. Peskin says hes tried to reach the mayor by phone, text, email and letter but he hasnt word a word or apology from mayor lee. There were scary moments in morgan hill when trees fell on power poles threatening to crash down on nearby homes. Nbc bay areas robert hahn continues our coverage from morgan hill this evening. Whats the status tonight . Reporter well, as you can imagine, it is a pretty scary site to have two large damaged power poles looming over your homes. Crews are away from the area taking care of problems related to the situation. The storm caused more than 27,000 customers in the south bay and about 8,000 in morgan hill to lose power throughout the day. The storm kicked up early in morgan hill and you knew it would be a long day for emergency crews. The wind and rain knocked down trees all over town. When trees started falling on del montae avenue this morning, they fell on power poles which pulled down power and telephone lines making some lines droop. The domino effect caused a power outage in the neighborhood including many shops downtown and a partial outage at nearby britain middle school where students were evacuated to the gym. Emergency crews were glad the battered power poles only led toe an outage. We had sparks coming from the transformers. They caught one of the roofs on fire. Reporter crews put out the flames quickly, then pg e turned off the area gas and electricity. Parents we talked to who came to get their children from the darkened school, said the out and was an inconvenience but to see the cause was frightening. Its kind of scary. Especially all this wind, its quite speaky. Its scary. The wind is the scariest. Theres a lot of big trees around my house, as well. Im kind of afraid trees will fall over. Reporter at this hour, pg e says it has restored power to many customers but still, about 12,000 need help. And thats why theyre going to be bringing in extra crews from throughout the bay area here to the south bay to try to help out those overworked crews. We feel the science cant be trusted if they cant keep them safe, alive and keep them from escaping. Reporter the Uc Davis Primate Center has been cited 13 times and is under federal investigation for repeated violations following serious injuries and deaths of research monkeys. Its spiraling in the rainfall here with a counterclockwise motion around it. We think it will linger into tomorrow morning and finally start to push out. Its producing the heaviest rainfall here in southern california. Thats where we have storm ranger set up 2 to 3 inches of rainfall for los angeles. Thats why the Flooding Issues are already stacking up and probably still have another six hours of some heavier rainfall to continue. This goes down here for san diego. What you want to do is look off towards the south since moisture is moving in from the south. Everything is beginning to break up here near monterrey, toward the central valley. We could still have rainfall linger till about 9 00 tonight and then things will be a lot less widespread in coverage. The other good news, we had so many trees down across the bay area. Winds are beginning to calm down 11 miles per hour. 14 in San Francisco, for livermore. Lets take you into the morning forecast for tomorrow. We start with wet roads across the bay area. 51 here north trivalley. Peninsula 54. South bay 52. Chance here of scattered showers remaining. San francisco 51 and the east bay at 54. The futurecast we talked about this small window of sunshine. Its not going to happen at 6 30. We still have the possibility of some areas of rainfall. I think once we hit the afternoon hours, theres that small window of sunshine around 1 00 to 3 00 in the afternoon. And nothing in terms of heavy rainfall. The big change in the forecast is by sunday, well likely have some showers returning again by 6 00 a. M. And then potentially wet weather at 2 30 in the afternoon. But were saving the next strong storm and its arrival for about 11 00 on sunday at this point. So lets take you into the extended forecast. Weve got a lot to go over. Day by day, again, we have a scattered chance of rain tomorrow, possibly a little bit of sun. Rainfall lingering into sunday. But the strong storm next up for us is on monday morning, also winds 15 to 40 miles per hour. Rainfall totals 1 to about 3 inches. A little bit of a break on tuesday.
