At the scene what are the key updates from where you are . As jessica just said theyre not seeing imminent danger, thats good news. But this area is still very much locked down, its like a scene from the movie superman, everyone is looking up. That is why everyone is staring at it, because as you showed, the top floor, one of the pieces of equipment that was used in constructing this building staled leaving a 2,000 pound concrete slab leaning at a dangerous angle. It started at 3 00 in the afternoon, and immediately, many of the streets remain shut down. Theres less fear on the street. Because they are out of imminent danger. At this time weve had the department of building inspectors go up to the building. Theyve concluded at this time we have no imminent danger to the public or surrounding buildings or any individual at this time. That is the good news. The evacuations of some 16 businesses and buildings here in the soma district still in effect and theres no word as to whether any of those people will get back in tonight or tomorrow. At this point all of those workers are being told to go home and try again tomorrow. There is no end in site for the situation, even though theyre not in imminent danger, theyll have another press conference update at 8 00, thats the latest from down here on the ground. Scott bud man, abc bay area news. Lets go back up to our aerial shot. So many Construction Projects south of market. The background on this specific building, the project is a luxury residential tower, 403 units are being built, construction began in 2015 and is expected to be completed by this year. We havent had any updates if that timetable is still relevant. This is right near the trans bay transit center. The buildings developer released this statement a short time ago theyre being evaluated by engineers to bring it back to level. No injuries or damage has been reported. The developer is also reiterating the 2,000 pound slab of concrete is not in any danger of falling. You heard scott mention moments ago, 16 buildings, residential and businesses have been impacted by these evacuations. A total of 16 buildings, this is all along the 500 block of Howard Street and 200 block of first street as well. Sharon those evacuations also impacting the bay bridge and the evening commute. Were here at second and folsom streets and were happy to tell people out here the developing news. That this situation is stable at least for now, what were hearing, not causing any safety concerns at this point, road closures are still in effect, you can see behind me here the marriott courtyard marriott, theyre telling people they can come and go, police are telling residents unless they live between these blocks, they cannot go in that yellow tape area, they have to stay away and possibly eat dinner in this area or try to catch bart which is a 15 minute walking detoesh around here. People are just trying to get around this mess. If youre walking down second, first and a bunch of other streets, youre going to get a detour. Were trying to get to the muni station. Were going to have to figure something out. We cant go through there. Well go somewhere else locally, and hopefully its resolved before i need to go to bart later. This whole area is in operation. People are driving through quite quickly, trying to get home. They may be opening this area up, so far no word yet, were going to have to wait and see what these drivers and people Walking Around this area will have to do for now. For now, theyre catching dinner in this local area. Thank you, sharon. This is normally a busy area anyway. As people try to get off the bay bridge. Emergency officials telling people, dont go to that area we saw some moment, but its going to be a while. Hours, folsom, first and second remain closed. If you can avoid the area, its best to. Another issue is our weather, rain and wind especially up high the 30th floor of this high rise, lets bring in jeff ranieri and how things are going to be changing in the next several hours. They they they have stability at the top of the building, theyre going to be closely monitoring the weather forecast, conditions will be drastically changing. You can see off to the north heres the new storm system beginning to line up. Thankfully out ahead of the storm, were finding light winds at this location. Its very calm, as the storm system rolls in, things will be beginning to ramp up. By 3 00 a. M. , thats the time zone when they need to be watching things on the top of that building, especially careful, no matter how stable they think things are, winds could gust as high as 40 miles per hour. Well continue with the heavy rain until 6 00 a. M. For San Francisco. Weve been watching this emergency unfold on top of this high rise since about 3 00 this afternoon, at first, initial reports said it was a concrete slap that was listing now were finding out that isnt the case at all. Something completely different having to do with the construction of this theyre talking about a hydraulic Suspension System that failed. Basically to get concrete up to the top of the building. This is an overview shot of the building. This is in the soma district. The piece of the equipment, the heart of the problem is right here, this is what were talking about right here, what weve been saying crane you can the piece of construction equipment. Lets take a closeup view of this equipment it sits on a hydraulic system, sometimes this afternoon while they were pouring concrete one of these hydraulic supports failed, collapsed, causing this structure, basically, the equipment and everything around it to lean this way now at this time, the Construction Company does not believe it will fall over. Theyre so sure construction workers are Still Standing on top of the building. Firefighters have evacuated 16 buildings in the area, no word when they will be allowed to return to work the Construction Company bringing in experts, including one from Washington State to figure out how to stabilize this situation and right this structure. Our Investigative Unit is also on the story, looking into the track record for the Companies Working on this project they have a history of violations, as we have discovered. We checked records from the San Francisco building department. And the general contractor thats building the structure, we reviewed osha inspection records for the past decade, they have nearly 40 violations at projects across the country. Osha cited the company for workplace violations at a structure in new york city. A building caught fire and killed two people, theyre one of the largest general contractors in the country so its unclear if that number of violations is considered high for a company that large. Weve uncovered new details about another Company Called pacific structures, the company is in charge of the concrete work at the San Francisco site the company had six violations on projects across the country since 2013. We also uncovered accident investigation records. Osha found an employee was hurt when pieces of drywall fell on him. Well continue to track these osha inspection records and data and post updates on our website. You can check back for those updates. Another view from the street surrounding the building. The streets filling up with people, lots of people looking up at that high rise. A teacher who managed to continue a lesson after this class was forced to evacuate. Its a tech class.
