Late today police confirming to us the burned body they found yesterday at an oakland park is the body of a missing east bay woman. A volunteer for the Alameda County Sheriffs Department. Jodi, two suspects are in custody. Whats their connection to that sheriffs volunteer . Reporter police say the two people they have in custody and are questioning at this very moment inside Police Headquarters knew the victim. In fact, one of them was a friend. Tonight they are accused of killing a much loved sheriffs explorer. She has worked in many areas in our agency. And good kids. Reporter but tonight the Alameda County Sheriffs Department is mourning the brutal killing of one of their own. Sheriff explorer carla was reported missing by her family wednesday night. She was last seen dropping off her friend in hayward after a night at dinner and a movie. They found her badly burned body at a park yesterday afternoon. Blunt force trauma, multiple stab wounds and she was suffering from some burn marks towards the upper portion of her body. Reporter tonight police say they have two suspects in custody a man and woman from oakland. They say the woman had a friendship relationship with the explorer and believe the attack was a personal one, not related to her work with the Sheriffs Department. I am confident that we have the right persons in custody. I ask fellow explorers today and thats tough. Reporter earlier today her close knit family made a public plea. Her parents say shes always been a good girl, never giving them any problems. Tonight they are dealing with an unbelievable loss. Translator we are all suffering, the whole family. A former Oakland Police captain admitted to paying for sex with a woman named jasmine. After reviewing hours of lengthy interviews, they found the sexual encounters between jasmine and several other officers were consensual and did not involve the exchange of money or any promises of helping. Its unfortunate. This whole scandal is unfortunate in that it can paint a whole industry in a bad light. Jasmine came forward alleging she slept with some 30 Police Officers in northern california, starting when she was just 16 and working as a prostitute. Its not just an eye sore. Reporter Santa Clara County says its struggling with a back log of over 2,000 complaints of dumping and stuff that people dont want to pay to dump and its time to revamp their policies because the current ones arent working. There are a lot of hot spots for Illegal Dumping in the south bay and its easy to see large discarded items including furniture, and chemical containers. We have wells in the trash and creek. So we have waterways and wells being poisoned by the trash throwing and stuff like that. So, eventually well water will be no good. Reporter hes not the only one complaining. The over 2,000 complaints include lack of enforcement and slow clean up. On a recent walk we took with the county board president , we found this abandoned couch in front of house. Hes been working to nearly triple fines and streamline the sigh r citation process so more agencies will be involved in enforcement and accelerate clean up. Hell propose those changes at the next supervisor meeting. We would like to discourage the opportunity by making it painful for them to do this. Reporter some are supportive but still skeptical. Theyre supposed to have official faa documentation with them, but many of the ones we bought online did not. Experts tell us these parts can pose a safety risk to anyone who flies. Gales husband, ken, died in 2009 when the cessna 182 crashed into a vineyard shortly after take off from napa valley airport. I truly think about him every second of every day. Reporter a Cross Country pilot, the 67yearold was a beloved father and grandfather. He loved to fly. The feeling of being up there and the tremendous knowledge about the technology of the plane and the back up systems that things would work. Reporter nine months after the crash, ntsb investigators officially ruled that pilot disorientation, what they called quote loss of Situational Awareness caused the accident. The ntsb report showed quote no evidence of a miss hap mechanical malfunction or failure. But she and her family were not satisfied with the ruling so they hired one of the foremost aviation attorneys of red wood shores to digunfortunately, the noncritical part on an airplane. Reporter his Research Uncovered that it was not pilot error but an unsafe, unapproved airplane part. A seat trak release had just been involved by a local mechanic. The part had no faa documentation or certification. He suspects that caused the pilots seat to move. If that seat slips back, you got a big problem because you cant reach the controls, cant reach the yoke with your hand and you cant reach the rutter pedals with your feet. In february 2015, a civil jury agreed. That he should pay them more than 15 million. Whos checking . And the answer to that is basically no one. Reporter the faa says it considers unapproved parts a risk to aviation because they may not properly perform their intended function and may not withstand the histress conditions found on airplanes. But an investigation discovered that unapproved or bogus parts can be found easily throughout the aviation industry. It really is pervasive in the industry. Reporter in response to our public records request, the faa provided 135 different records of unapproved airplane parts involving u. S. Aircraft in its National Tracking and reporting system. Thats just in the last five years alone. Unapproved parts found in commercial aircraft. We found 22 different airplane crashes that killed seven people and injured 18 others were ntsb investigators officially pointed to unapproved parts contributing to the accident. Its very serious. Reporter ken gardner helped run the unsuspected parts program. Though he retired in 2011, gardner continues to serve as a consultant on criminal investigations involving unapproved parts. Gardner says approved airplane parts cost more because they must go through rigorous testing and inspection to make sure they dont fail. Unapproved parts dont go through that. Have no idea when theyre going to fail. And if they fail . Reporte it could be critical, catastrophic. Reporter so how do unapproved parts find their way on board airplanes . This is one way. We found these airplane parts for sale over the internet and we bought them. Everything from o rings to an engine piston, from an exhaust valve to lighting lock rings. From a sensitive switch to an electronic decoder panel, previously failed in a commercial dc10. Many claim to be faa approved but requihad no required documentation. He said the recorder panel can sell new for 1,000. We bought it on the internet for 60. I would not put that in my aircraft. I would not put that for sale. Somebodys life could depend on that. The consequences for our family have been unbelievable. Reporter thats why shes speaking out to make sure everyone knows th s what happen when an aunapproved part goes in an airplane. When i look at his picture all i can think is this didnt have to happen. Reporter the pilot still works in the bay area, still has his license. He could not be reached for comment on this story the faa acknowledges this is a problem. Although a spokesperson did tell me that unapproved parts makeup a small fraction of all faa products. They say they will aggressively pursue criminal cases and civil cases fining someone up to 32,000 for each of these instances but as you can see no ones really checking and so no ones watching. Small parts can lead to big problems as were seeing there. I do want to point out that the crashes, 22 of them does not include kens crash. Theres many more because of these parts.
