As do at least 33 of the 53 Highway Patrol officers named in the lawsuit settlements we found. One of the most important jobs in america or perhaps the world is that a Law Enforcement professional. Reporter the commissioner acknowledge as rift between many communities and Law Enforcement. Its a gap he says chp is working to close. The more information i provide the better off we are at the end of the day. Reporter he says a dramatic decline in citizen complaints the last number of years demonstrates progress. Do you learn from these mistakes . I think in all those cases you may assume that nothing was done, no training, no Lessons Learned and i dont think thats true at all. Thats important for people to understand because the public doesnt always see the end result. You cant assume nothing is done. Reporter we have to take the commissioners word for it because the way the law currently reads, all discipline, training, firing remains secret. Unfortunately weve seen big settlements time and time again. Reporter davis points out under current california law, the public cant even find out whether these officers were investigated internally. When theres a huge settlement like this, it tells us the Department Must have had serious concerns with the officers behavior in that case. What we really need to do is make sure the public is able to see what action the Department Took to correct that behavior and to punish that officer. To know nothing is to breed suspicion. Thats exactly why state senator mark leno wants these records made public. You think 25 million is a lot of money . Its 25 million were not spending on education or health care. Senator leno is sponsoring a bill. Weve got to make changes. More information is better. Transparency is a positive thing that results in greater safety, greater trust, Bernie Sanders communities. Now although similar attempts to change the law have failed before, senator leno believes the time is right now to pass these reforms.
