Reporter the University Says its taking new steps to deal with the issue, including forming a Peer Review Panel and speeding up the time it takes to resolve complaints. But surrell and her attorney dont buy it. There needs to be a systemic overhaul up a major overhaul. Brentwood police say a 19yearold man sexually assaulted a child inside of a bathroom at a church. It happened on saturday at the world of Life Christian fellowship church. Both the suspect identified as 19yearold lidell smith and the victim were members of that church. Smith has ties to richmond, San Francisco and oakland. Police believe there could be more victims. An accused murderer is back in the south bay after hiegd out for almost three years in mexico. Julio pliego was arraign for the brutal killing of his girlfriend in 2013. Police say he stabbed her 40 times and then shot her in the head. Then they say he texted her current boyfriend a photo of the body and fled to mexico. This is considered a special circumstance murder, which elevates the potential sentence. It could be death or life without the possibility of parole. In this case were seeking life without the possibility of parole. Authorities extradited pliego this week after the fbi found him near mexico estimate tcity. Hell be back in court on tuesday. But the mayor says other options will be used to help businesses. Lou smith is helping out the popular Fourth Street pizza restaurant and other businesses that ended up being part of a trail of graffiti that led to city hall right across the street. As we reported, city hall Surveillance Video shows taggers vandizing the restaurant monday night about an hour before they turned their attack on the city buildings. It was the latest in a series of incidents. Last week we showed previous Surveillance Video of eight taggers hitting city hall twice before. Lou smith says hes glad the city is going to have security around the clock starting tonight, but adds its about time. Im glad theyre doing something. At some point. I know theres a tight budget. Today the Transit Agency began showing off the first car in its socalled fleet of the future. This big reveal comes as bart is really dealing with a significant p. R. Problem, including major delays in a bus bridge on this line. Commuters we spoke to say this cant come fast enough. Take a look at the new cars here. The first of 775 new train cars have arrived from upstate new york where theyre being manufactured. Theyre being stored at a testing facility in hayward. Some improvements include more space for bikes. That means there are fewer seats, too. Theres also supposed to be better air conditioning and a realtime map. Unfortunately, though, commuters wont be able to ride them until next december at the earliest. A commuter we spoke to says riders need the cars now. It could be a nightmare in rush hour. You can get more people on i think im in favor of standing because i seem to stand most of the time, anyway. I never get a seat. Im sure a lot of people who need to sit wont be able to sit. This brings capacity to bart. Every new car that were able to put on the line will lengthen our trains so that we will be able to within a couple of years have all ten car trains during the peak hours. Tonight an explanation for why one of its busiest stations is also among the smallest. Its a problem that goes all the way back to barts initial rollout. That story coming up at 6 30. Pinpointing the Homeless Population in the south bay. A new map is helping relief workers coordinate their outreach. The map was put together by the health trust of santa clara county. Using census data it can pinpoint where homeless encampments are forming and the number of people at each site. Support groups such as chans ministry mercy mobile in san jose are using this map to help provide care. This map shows the homeless are always on the move. Theres encampments of 40 people that move from place to place. The map shows like the migratory patterns of the homeless in san jose. Literally the homeless never sit still. Which is why i believe that the citys having so much trouble matching the resources with the people. Its a big issue in the silicon valley. The city of san jose is studying proposals to create supervised sites and convert buildings into affordable housing. Hope tonight that a potential csu strike next week could be avoided. The faculty at all 23 campuses has called for five days of strikes. The union wants a 5 raise, but the university is offering just 2 . However, there is hope tonight. 48hour media blackout is in effect right now. Silencing both sides while negotiations continue. The administrators and Union Leaders say theyre optimistic that there could be a salary agreement on friday, the day the media blackout ends. Just in time for tomorrows opening day at home, the commute to at t park just got a little easier for giants fans. The giants are flying back from milwaukee as we speak. Well above where we should be for this time of year now at 86 degrees in San Francisco and the north bay. It is 85 degrees in the south bay. Lets drop in and get a closer look. Saratoga now at 91 degrees. We do still have the 80s and 90s, even as the very weak sea breeze starts to kick in that will be more of a factor to. We do still have more of an offshore flow tomorrow. We have winds that will be coming in from the south and southwest. And very breezy, too. So that will make it feel a little bit better, more clouds rolling in. And once again those temperatures will be dropping. So that you take a look at the sevenday forecast at the bottom of the screen, you will see how cool it will be over the next few days, especially when you compare that to the summer feel we had today. Looking at the dodgers versus the giants game tomorrow at at t park, today in the bay will be live in the morning and well have temperatures in the upper 60s at the start of the game at first pitch. And throughout the game in the mid 60s. A look at all the microclimates in the mid 70s tomorrow. Bringing it down from those 80s and 90s we had today in antioch today or tomorrow rather up to 76 degrees. And 72 degrees in livermore, as High Pressure continues to move away well have a couple of storm systems very weak storm systems moving in for the weekend that will help also usher in the cooler air. Even the police and police brass seem to disagree about the taser issue. Reporter i want to point out during tonights Police Commission meeting, no immediate actions will be taken. But it is an internal battle with sfpd thats getting a lot of attention. The fatal officerinvolved shooting of stabbing suspect mario woods forced many to question sfpds use of force policy. Its a policy that hasnt been updated in 20 years. We would like tasers on all of our Police Officers that have contact with the citizens and the residents of this city. Reporter marty haloran, head of the Police Officers union to approve a plan to equip all officers with tasers. He believes it could save lives. During a Commission Meeting in february, sfpd chief greg suhr proposed a more limited taser program, one that would only provide tasers to specially trained officers. Halora new york d haloran disagrees. It is the First Responder that is involved in the shooting. It is not normally the swat tea or specialist officer. This is not the right time to talk about tasers. Reporter San Francisco public defender jeff adachi is against tasers period. He thinks the focus should be on deescalation techniques and not about adding another weapon. This policy change should focus on use of force and not talk about introducing yet another weapon that has been proven to be unsafe. Theres now a 1,000 reward for any information about a missing awan hotel sign. Apparently that sign disappeared at the end of february, days before the park was forced to change the name of the famed hotel. Rangers think this vanishing act is more than just a coincidence. Barts list of troubles is getting longer by the day. Were finding many of the problems date back to barts creation. From a troublesome design to outdated parts. But the Biggest Issue of all is all of us. More people riding bart. And nbc bay areas bay Investigative Reporter jackson van der becken looks at how an afterthought has become one of the biggest choke points. Reporter youre looking at embarcadero station. One of the most crowded in barts 100mile system. Every work day, Transit Commission spokesman Randy Rentschler says, is here where the system is stretched to the breaking point. The station literally is full. They simply cant put anymore people on that platform. Its literally not safeo put another train in there and unload it. People on the bart station now know how tight it is, how hard it is to get out of the station. And this is true in operational way for bart because they can only run so many trains through the embarcadero station. Reporter when bart was built more than 40 years ago, the embarcadero station was a smaller, lastminute addition. Today its escalators which are prone to breaking down because they were built for indoor use strained to handle the morning crush of 28,000 passengers into the city. Longtime bart board member says there no easy solutions. Running trains faster, bringing more people into the station. Can they exit the station . The vertical circulation we call it. Staircases, elevators, escalators in terms of getting folks down to the platform, getting them back up off the platform. Reporter bart hopes putting in an elevator here will help ease the burden. System engineers also want to put doors in along the platform edge, allowing more passengers on the platform while preventing them from falling onto the tracks. Operations manager paul overseer says overcrowding is just one problem. Another is that design does not allow trains to be diverted once they get into the bart transbay tube. Theres a saying when bart goes down it goes down big. The example of a tenminute delay at embarcadero in the middle of the rush hour will cause 20 to 30 late trains. Reporter system glitches, crowding, police emergencies. All cause barts reliability to suffer. Once as high as 94 , it now stands at just 88 . The system operates on edge right now. Lets just be honest about it. Between trying to run a train every 2 1 2 minutes and the number of people that are packed onto those trains, theres just no margin for error. Reporter bart hopes bringing in new threedoor trains, like the ones rolled out today, as well as an electrical overhaul and a reengineered control system will improve service. For all of that being said, our goal is to sort of reverse the downward trend and start climbing back up again closer to where we were four or five years ago. But the fundamentals, a sea change in terms of how we operate, would require huge investments. Reporter those investments, a second transbay tube, a second San Francisco line, and a way past the transbay bottleneck, would take years and cost billions. Retired bart spokesman mike healy says the systems 1 billion price tag back in 1972 is still an incredible value. It was probably the best bargain the bay area ever made. If you tried to replace bart today it would be more like 40 billion. Barts a great system. And yes, it has problems. But every system has problems. Every great system has problems. The system is expanded far beyond the dreams of its planners, he says, now carrying millions of passengers. Millions and millions of passenger miles. And where would they have been otherwise . On the road somewhere. Reporter bart has indeed become indispensable for the bay area. Once revolutionary, it remains oneofakind. With design limitations and extra costs built in forever. Today the community, today mayor ed lee said San Franciscos taxpayers will not subsidize legally sanctioned hate and bigotry against any person or group. San francisco is joining dozens of other cities, states and businesses, banning nonessential travel to mississippi and north carolina, which also passed a similar law. Now, people protested today at Mississippi State capital over the new law allowing businesses to refuse services to gay couples on religious grounds. Another east bay city is hoping to crack down on sugary drink. Oakland looking to voters to decide whether the city should tax some high calorie drink. The measure will be heard in committee tomorrow if it passes there it goes before the entire city council. If approved by the council, voters would then be able to make their decision in november. Berkeley residents approved the nations first low cal soda fee in 2014. Meanwhile a City Council Member in albany wants his community to weigh in on a possible soda tax there. Reporter now its the end of el nino. It indicates el nino is dying out. Everybody was told go get a new roof for your car. Go get flood insurance. We havent had anything out of the ordinary at all. Reporter talks of a godzilla el nino only seemed to get peoples hope up. Everyone on our team here knew we would get at least closer to average in terms of our rainfall. But we all kind of cringed at that term. Reporter nbc bay area meteorologt anthony slotter says the warm water was there. The rain is falling just not here. Reporter but the weather patterns just didnt pan out. So you were to like roll a ball down the hill. You roll that ball down the hill 20 times its not going to follow the same path. Its going to go this way, that way. And thats kind of how storms work. Reporter its not all bad news. Theres enough snow in the sierra to help raise our reservoir levels. But Scientists Say for the future expect more dry years. Youll have wet years, dry years, wet years. But downward trending. And thats whats in store. Now that el nino is almost done theres buzz about a possible la nina which could again change our weather patterns. Meteorologists say right now its a 5050 change. And we should have a better idea what to come by june. As you know by now, it is hot outside, especially for those wearing fur or feather coats, animals. We showed you earlier today workers at the Palo Alto Junior Museum and zoo cooling down the animals today. Tortoises got a shower there. This frozen water bottle for the others. Ferrets coming up snuggling up to a nice ice bottle there. We need that here. People just hosing is down. That would be nice. It is very hot out there. Lets bring in our meteorologist kari hall working on heat. What a dramatic u turn the next 48 hours. The temperatures were expecting and what weve had so far. A live look outside the sunset we are still waiting for that ocean breeze to kick in wont happen today but we will definitely see it as we go into the day tomorrow. Looking at some clouds starting to filter in, these high clouds are giving us some filtered sunshine today. And for the next couple of days, more clouds in the forecast. Thats already a hint that things are getting ready to change. Summer in april. Thats what we have to deal with today. As we had recordsmashing temperatures all across the bay area. Take a look at some of these numbers. The old record in santa rosa with 81 degrees set in 2009. Got up to 88 degrees today. Napa with 7 degrees above the record, oakland a couple of degrees above the record there. And in concord, the old record was 79. We got up to 87 degrees today. And there were many spots in between where records are not kept where we did get into the 90s today. And were still in the 80s now at this hour. Its 86 degrees in the north bay in San Francisco. East bay at 82 degrees. A close look now at the north bay where it does feel a little bit better in calistoga 78 degrees petaluma 75. Offshore flow through the evening then things change tomorrow. By noon were feeling winds coming in from the west and southwest at about 15 to 20 miles per hour. Well also have more clouds in the mix, staying very breezy at Half Moon Bay where temperatures there today spiked into the 90s. You will not have that tomorrow. In fact, it will reach into the upper 60s as we do have that ocean breeze kicking in. Tomorrow were looking at a high of 73 degrees los gatos. Low to mid 70s for the north bay. East bay for tomorrow reaching 73 degrees. And 72 degrees tomorrow in livermore. If youre heading out to the dodgers versus giants game, at t park, home opener, great weather for that. Mostly cloudy skies, but well feel a little bit muggy when the sun peeks out it will feel like its a little warm at times. But still great weather for the first game of the season at home. High pressure is the reason why weve had to deal with this high heat. It was a strong ridge, but over the next couple of days our shift in the weather pattern allows for a couple of storm systems to roll to the north of us. For us we will have some scattered showers starting on friday. It continues into saturday and may linger into early sunday. But a stronger onshore flow brings back the clouds, the fog, and some much cooler temperatures. As far as what were looking at here, the clouds start to roll in you can tell here by the covering of gray. By 2 00 in the afternoon we do still have the clouds. And then the green shows where we will have some rain popping up on friday afternoon. And well have the scattered showers moving here and there pretty much scattered all across the area. And some more rain in the forecast on saturday. So no weekend plans at the beach, raj and peggy. Were going to have some major changes coming in. So no beach weather this weekend. Yeah.
