The brawl at the Santa Clara County main jail in san jose took place inside this second floor medium security wing shortly before 8 30 this morning. Just last month, newly installed cameras caught a brawl between inmates released from cells for recreation time. But todays incident was a little different. Happening between inmates who live together in an open dorm. They comingle 24 hours a day, seven days a week. This is not a rare occasion. Last year we had over 225 fights throughout just the main jail. This year already were up to 78 fights. Reporter the Sheriffs Office says two inmates started fighting, others got involved. One of the combat achants went the hospital for stimtches and s back in custity. The man who helped start the Blue Ribbon Commission says todays fight highlights the need for more cameras and a new jail facility. With Mental Health populations with violent criminals coming out of the state which were now having to house in local jails. Today the San Jose Police Officers Union considers it a major victory, one that will improve Public Safety. A major step in beefing up a dwindling police force in san jose. Thats how the president of the citys Police Officers association describes a judges decision today to grant a motion to overturn measure b. A Santa Claracounty superior court judge denied a legal attempt to stop the city from repealing the Pension Reform Initiative voters approved in 2012. A measure the Police Union President says caused officers to leave in droves and prevented new recruits from signing on with sjpd. It brought a tier two that was the worst tier two for officers coming in in the nation. It would not protect officers that were currently here or would come in as tier two if they got hurt on the job. Theyd be let go. They wouldnt have a job. They wouldnt be able to fight for their disality. It was absolutely destructive. Reporter mayor sam lacardo responded to todays decision saying i am pleased we are one step closer to implementing our negotiated pension reform settlement. An agreement he says will save taxpayers 3 billion over the next 30 years. Former city council million Pete Constant and the Silicon Valley Taxpayers Association launched the legal fight to preserve measure b. He says the city should not ignore what voters decided. We believe that the only way this could be changed is by a vote of the people. The council has an opportunity to take action to put it on the ballot in november and let the voters decide. But days later, governor pat mcgrory signed the controversial legislation which restrict gay rights. On a related note today, mississippis governor signing a law allowing people to refuse service to gays. Opponents argue it will essentially legalize discrimination. Bart riders at the end of the pittsburg bay point line are on schedule for the first time in weeks. Bart is running normal Train Service in both directs at the bay point and North Concord stations. Two weeks ago a mysterious electrical surge started knocking out train cars. Bart is still looking into the cause of these problems. Service disruptions and weekend shutdowns are becoming the new reality for bart as it scrambles to keep the aging system on track. Bart officials have told nbc bay area Investigative Reporter jackson van der becken that bart faces a 10 billion long term maintenance backlog expected to take a decade or more to resolve. Reporter as barts trains enter a fifth decade of service, richard severo, maintenance supervisor at hayward says workers are forced to be creative to keep them rolling. The Computer Systems are in on obsolete. We need to look for parts on e. Bay. Sometimes we fabricate them in house. Youre like santas workshop. That is correct. Reporter last summer about five trane air conditioners began to fail each day. Crews equipped hundreds under the tranes. Elsewhere technicians grind down barts oneofakind steel Aluminum Wheels to keep trains in service longer. And rush to build components burned out in recent unexplained power surges. Severo says barts technology is clearly outdated. So its like buying a computer in 1980 and trying to keep it alive today. And you go back dell and say can you repair this . Theyll say that thing belongs in a museum. Randy rentzler, spokesman for bart says barts maintenance has reached critical mass. Bart is not young anymore. Its past middle age. It needs a great deal of maintenance. Reporter another key issue, time to fix the problem. In many cases workers have less than two hours each day to perform vital tasks on the tracks. Working between the last train at 1 45 a. M. And system start up at 3 45 a. M. And its really one of the more challenging parts of maintaining this infrastructure. Reporter to bridge the gap, bart has turned to weekend shutdowns. Thats something bart managers had long resisted. And thats the new reality for bart. Reporter the extra time is urgently needed to fix switches used to reroute trains. After two minor derailments, inspectors found that the track ties at the switches also called interlockings, were crumbling. Bart has rebuilt three switches in recent months. A total of 40 need mending. Three out of 40. We got a long ways to go. Reporter that means a lot more weekend shutdowns. We now have started an aggressive program. This is why we have the weekend shutdowns. Because replacing, tearing out an interlocking, replacing the ties and putting a new interlocking in place is a major mainly job for us. It cant be done with 90minute maintenance window. Reporter so were looking at periodic weekend closures over the next decade at a cost of more than 600 million. A transit veteran who worked in barts early days, larry don, says maintenance money has been sporadic with a system focused on expansion. If you follow the money, if the money is made available for extensions, then you build extensions. Absent an ongoing Adequate Funding program, our Transportation Systems deteriorate. Reporter bart board member tom ridulovic agreed that bart neglected maintenance as it expanded. It wasnt wrong to expand. It made sense to go to the airport and san mateo county, out to suburban areas. However, the way we did it should have been wasnt the right way. Reporter a proposed 3. 5 billion bond measure, he says, should renew the focus on maintenance and safety. So at this point i think bart needs to mature. Its not about just branching out anymore. What do you say about this city hall . The mayor is in there working somewhere. An there are these huge white inflatable bunnies outfront. Then by lunch time youre looking at numbers all across the bay area in the mid 70s, upper 70s closing in on 80 degrees. South of downtown, very likely could see a few isolated areas running into the mid 90s up notice the peninsula and San Francisco tomorrow not quite as hot still mid to upper 80s a few spots of downtown San Francisco will have a chance of 90 around 3 00 in the afternoon. North bay, trivalley tomorrow if we could manage those low 90s we will likely break plenty of records across the interior val valleys. If theres good news about this warmup its going to go away. High pressure will build very strongly for your wednesday. Then were starting to see some changes. The systems off to the west will begin to break through that ridge of High Pressure and a system that kind of undercuts it from the south starting thursday is going to brings in more clouds and eventually bring in increasing chance of seeing some showers. So were going to get in our transition day on thursday is a lot more cloud cover, increasing humidity but decreasing temperatures. So thursday afternoon as the giants have their home opener early afternoon looks like we should see upper 60s, increasing clouds, muggy conditions. The better snow producers will be coming in of these systems to follow. Could see half foot of snow perhaps in the sierra by early next weekend.
