Rob miata talking about the monday night forecast. Pleasant weather right now. Were seeing a sea breeze outside so if you head to the north bay, you can see the temperatures in the 60s. Mid 60s, beautiful view. Looking back to San Francisco no low clouds in the way. 65 and also 65 in oakland for the start of the as home opener coming up after 7 00 should be pretty nice. Light jacket weather for this evening and for tomorrow were talking about a big warmup that will put the afternoon highs in the 80s but morning temperatures youll still need a coat for the morning. A few spots including the north bay and trivalley locations in the mid 40s to start tomorrow morning the one of the reasons why we should be a bit cooler, notice the clear skies right now with the clear start for tomorrow morning you can see that by 7 00 and 8 00 still in the 40s and 50s but as early as lunchtime tomorrow, already in the mid 70s around the south bay and try valley and the afternoon, now were starting to hit the 80s. The temperature warmup adds five to ten degrees. So 87 and looking at 83 in san jose, 70s closer to San Francisco and north bay and trivalley, highs in the mid 80s even though the average high for san jose is only 68 but on wednesday, 90. The temperatures begin to drop down for dublin and soaring to 90 on wednesday. Then the big drop in temperatures. Live in san jose, im damian trujill trujillo. All eyes on wisconsin but California Republicans have the biggest prize. Larry explains why plus. A lot of the decisions made 50 years ago about this system really limit what we can do today. Barts problems go back decades. Coming up next, why old age is not the main reason for barts track troubles. Probms r bt. It anll o fili sit right now at 6 30 problems for bart. Its an all too familiar sight for passengers who havent seen normal service at two key stations in nearly three weeks. This time electrical issues. Those break downs on bart cant all be blamed on an ageing transit system. Some problems were built in from the beginning and as nbc jackson vender becken discovered, there is no easy fix and in many cases, no fix at all. The answer is in a project named for this region or era but bay area. Reporter at the dawn of the space age, the people that built bart wanted an ultra modern transportation system. Sleek, lightweight, smooth. Nothing like the rattle trap subways of new york and chicago. It wasnt too far away from the mono rail idea. Transit Commission Spokesman randy says designers wanted a wow factor. Where families would go on bart like a disneyland ride. Get on it. It was almost luxury in its feel. Reporter designed by a team of engineers from the aerospace und undu undust industry bart was built for success. In our business, failure is a fact of life. Reporter Operations Manager paul is a veteran of the new york subway system. A network built to handle failure. They have express tracks and local tracks and crossoverers between almost between every station. Reporter crossoverers are switches allowing trains to be sidetracked. Barts are few and far between. The ones we have are basically in the wrong location. Rorter thats most problematic in west oakland where trains coming every two and a half minutes converge on one track in each direction all the way tod daily city. If anything happens in the core system, the delays to our passengers and to other trains propagate very quickly and impact many, many trains. Reporter its a bottleneck that designers didnt an sticipe and one of many design locations. A lot of decisions made 50 years ago about this system really limit what we can do today. Reporter bart board member explains that the system is built around ultra lightweight aluminum cars riding on extra wide gauge tracks. While they can go up to 80 miles an hour with a smoother ride, there is a price. Off the shelf rail cars we had to have them custom design and made and theres a lot of testing. Because of that, bart pays nearly twice as much over standard rail cars for its new fleet. Because of barts uniqueness, technology, its a bit of a crash project. Reporter cheaper stainless steal cars are too heavy supporting barts elevated tracks. Wheels have to be custom made with aluminum and steel. Another one is you cant do things like put air conditioning units on the roof that are standard in public transit. Reporter why . Because the chance bay tube isnt tall enough. Air conditioners must be mounted, a maintenance headache that will take a car out of service for hours rather than minutes for a rooftop unit. And its not just the cars and tracks. Its also the electrical system, station design, even the ticket machines and when you have a custom built system, you get a couple of extras. One is your projects are costlier. The other challenge is your projects take longer. Reporter oh, there is one more thing with crafts projects. There is a chance it wont work or at least the first time. They are significant challenges. I wouldnt argue with that. Reporter for all the problems, larry, a manager at bart during the early days Still Believes in the design. The people who designed bart and sold bart did an incredible job for the community. In west oakland, nbc bay area news. Former bart manager larry says he believes the system got overcrowded and maintenance took a backseat to expansion. Thats the story that jackson is working on for tomorrow night. You can watch it here at 6 00. Retailers want to set up shop in one east bay city may have to wait on that. Tonight the Pittsburgh City counsel will consider a temporary ban on new smoke shots. San rafael is considering strong smoking laws there. It is prohibited in Public Places but city leaders want to snap out an exception that allows people to smoke while passing through the downtown area. They want to out law using e cigarettes in Public Places. Here we go another big week this time wisconsin shaping up as a key player in the president ial primary season. Voters there go to the polls tomorrow. Donald trumps final rally tonight attracted a smaller than usual crowd. Several hundred seats still empty as he stepped on stage and keep in mind there is a snowstorm there. Attendants could be fallout from the stumbles last week about abortion and nuclear weapons. For the democrats, Bernie Sanders leads hillary clinton. Both democrats agreed to a debate before the new york primary. For the first time in decades, California Republicans will likely have a major role in this election but will all primary actually determine the nominee . Political analyst larry will tell us. Donald trump leading ted cruz 37 to 30 with john kasich a distant third at 12 . But Californias Republican Party is not winner take all like ohio or florida and not representation primary like the democrats. In fact, its unique. Its unique hybrid. Surely to be costly and expensive. Very used to that here in california so remind us how does this work again . Look, follow the numbers here. In essence, california has not one republican primary, no, no, no, in fact, its got 53 republican primaries. Why . One for each congressional district. But the total adds up. Believe me it does. The entire delegate prides, if you will, for california is 172 delegates. Thats 14 of the number needed to win the nomination but those delegates will be chosen in those tiny clusters. Yeah, this is a big deal here. How does it break down . Can you explain it . Try here. Look, voters in each congressional district, raj, will elect three delegates. They will be determined by winner take all format. Thats 159 delegates. The remaining 13 will be awarded to whichever candidate wins the most statewide with california at large which can imagine, something. Its huge. Its big and thats a bonus also a draw back here. Whats likely to happen, can one candidate get all of the delegates here . Lets call it political cherry picking california style because of the limited tile and resources, candidates will campaign in districts they believe they can win. Now, thats going to lead to a mess running up and down the state. Okay. An example now of how things might shake down . Okay. Lets say donald trump may do well in orange county, San Diego County and ted cruz because of evangelicals and john kasich should he be able to perhaps get pickup delegates in San Francisco and west los angeles. Look, in short, a lot of screwing around. A lot of running around. A lot of Campaign Spending and likely a split vote and with that split vote, guess what . On to Republican National convention without a candidate in sight. Thats where it gets really interesting. June 7th in california and the Rnc Convention in ohio in july. Thank you, larry.
