Its my investors who i work for and then the patients who we all work for together. Reporter shkreli defends his action saying lifechanging drugs take time, patience, and a lot of money. I think pricing is complicated. If you look at this, just this neighborhood, youve got a lot of Drug Companies that charge a lot for their medicines and most are charging for brandnew medicines they spent a fortune developing. This all stems from the san bruno explosion. Nbc bay areas Mark Matthews is in San Francisco this evening. Mark, whats the bottom line here . Reporter raj, they got into hot water with the cozy relationship over the businesses they were supposed to be regulating. The commissioners hired attorneys to defend them. As it turns out, very expensive ones. After the san bruno fire the ensuing corruption investigation into the california Public Utilities commission caused commissioners to spend 5 million on outside attorneys. That incensed state lawmakers like san bruno state senator jerry hill. If the commissioners are doing something wrong, they should pony up and say this is what were doing wrong and admit it and take the brunt of it. Reporter hill helped to pass 5 million in cuts to the cpucs budget to send a message that hiring those outside lawyers was wrong. The cpucs Director Director Timothy Sullivan decided to make up for the missing 5 million by cutting funds and delaying implementation of programs including senator hills efforts to update security measures for the states electrical infrastructure. Those measures were approved after gunmen sprayed more than 1,000 bullets into the metcalf power station in april of 2013. What it tells us and what i think it tells the public, theyre prioritizing criminal Defense Attorneys over electrical grid infrastructure safety. Thats what it tells me. Reporter in a letter to the Assembly Budget committee, the executive director defended his proposed cuts saying, we believe they will not negatively impact the current level of safety. Today sullivan and all of the cpuc commissioners were unavailable for comment, but the head of the utility Watchdog Group turn told me that delaying safety programs and computer upgrades and the inspection of electrical plants isnt punishing the cpuc. Its punishing californians. Its simply not fair for customers to get caught in a match between the legislature and the cpuc. Reporter we tried to get the cpuc commissioners to go on camera, to no avail. We do have a copy of the letter sent from the executive director to the Assembly Budget committee. You can find it on our website at nbcbayarea. Com. Reporting from San Francisco, Mark Matthews, nbc bay area news. Okay, mark, thank you. Are you ready to watch some history . Fishermen and beachgoers are being warned to be careful. Theres also concern climate concerns predict a warmer ocean temperature that will lead to erosion along the california coastline. If this is the new average water level, we have to think what it would look like on top that have and then a storm in an el nino year we could see up to three or four feet above the water level in the future. That could be a big problem. King tides are expected to peak tomorrow morning. Speaking of tomorrow, our chief meteorologist jeff ranieri. Were talking about tomorrow which is like a friday. Everyone cutting out of town or getting ready to have the family come into town. You said it perfectly. Im in that mentality. As we head through the Early Morning hours it will push to the south but notice this. Theres a little bit of pink showing up on the radar and that is for some low snow. It could gust to Higher Elevations of the bay area around 2,500 feet so we may wake up tomorrow morning with a light dusting on those elevations. By 7 00 a. M. Up next a Bay Area College chancellor breaking the rules. Did you charge alcohol to the district credit card . Im not quite too sure. The records that show alcohol he bought with public money. Plus, the end of an era in San Francisco. The final moments of a waterfront fixture that is finally closing its doors. Learned how one Bay Area College chancellor is spending some he doesnt play by the rules. We learned how one Bay Area College chancellor is spending tax dollars and it started with a sports car that showed up on campus. Vickie, one thing led to another. What did you uncover . Reporter this is ron galatolo, chancellor of the Community College district and he oversees 42,000 students at the college of san mateo. We received a tip after he was spotted driving this car. And storing it in an abandoned building on campus. When we started asking questions about the car it led us to questionable expenses on his credit card. These fphotos sent to the Investigative Unit show the car parked in a building on the college of san mateo campus. It appears temporary dmv was sold to the san mateo Community College district. The chancellor was the one driving the car. Reporter this person asked to be disguised. He says chancellor ron galatolo regularly drove the car but no one knows why it was stored here. You have this porsche sitting by itself in an abandoned building. Somethings up. I mean, maybe this is just the tip of the iceberg. Reporter he was right. Turns out this car wasnt on that list. We werent able to independently verify the photos but tracked the v. I. N. Back to one of the leased cars, this hyundai sona ta. First we went through three years of expenses charged to the districts credit card. We found chancellor galatolo who makes over 300,000 a year charged hundreds of dollars worth of alcohol during business meals and trips. Even though the districts policy clearly says thats prohibited. Lisa keegan served for seven years and is the Senior Policy Adviser on education for senator john mccain. She says its a common policy to ban the purchase of booze on a public credit card. That doesnt mean leaders cant purchase their own drink. I think thats fair. Reporter many of galatolos receipts were not itemized which appears to violate the rules. It was only after we dug up the original receipts that we found more. Two mojitos from the bar in vegas, a 100 bottle of wine plus several glasses of wine during a 400 diner in san diego. In riverside a 57 bottle of wine and beers in the bay area and vietnam. But the biggest receipt reuncovered a meal with 978 tab at the mon ami gabi where he charged eight french martinis and eight glasses of wine at a staff dinner for 14. The district paid for other meals. Galatolo didnt submit detailed receipts. We dont know whether or not he bought alcohol. We found the chancellor regularly dined on the district dime at pricey restaurants including left bank. Compare that with expenses we reviewed for other College Leaders who have meetings at fast casual restaurants, even one at mcdonalds and we found no other record showing those leaders bought booze with public money. Vicky with nbc bay area news. Did you charge alcohol to the district credit card . Im not quite too sure. Reporter we asked the chancellor for an interview to discuss his expenses. He said hed only talk with us during a live, unedited broadcast so we agreed. It must be a slow news day at nbc bay area to pursue Something Like this. Reporter after two Business Days and no response, we caught up with the chancellor before a public Board Meeting and showed him the receipts we uncovered. I didnt buy mojitos in las vegas. Im sorry. Reporter here they are, clearly charged to his room and then submitted to the district for payment. If i bought those i guarantee you they were reimbursed. Reporter the chancellor has not produced any proof he reimbursed the district for any of his alcohol purchases. And listen closely, in the span of less than a minute the chancellor says three different things. First, yes, he understands district rules. When your policy says prohibited use of an employee is not used to use the procurement card for personal purchases absolutely. And that is true. Reporter okay. And that is true. Reporter then he didnt know what the rules were. I dont know if this is our current policy with regard. Reporter this was in march of 2014. Well over two years ago. Reporter that is when your purchases were made. Im just saying i dont know the timing. Ill look at the timing and look and see. Reporter and finally, no, he didnt know the policy. Were you aware of this policy before we showed it to you . No, i was not aware that have policy before you showed it to me. Reporter confusing . Not for these students. Top of the food chain, he can do what he wants. Sometimes untouchable, i dont know. I feel people in power abuse their power, that they dont have to adhere to rules sometimes. He should get fired. Reporter thats up to the bored of trustees. They say the card may be revoked and it will subject the employee to discipline. But the board president is refusing to answer our questions, emailing instead to say, quote, all the expenditures made by the chancellor are within the general parameters of what the board expects. I also believe my colleagues on the board would agree. Thats a tough sell. Thats a tough sell. If we asked that in a public meeting, would everybody go, sure, you make 300,000 but charges for your bottle of wine at dinner, the public doesnt generally say thats okay because thats not what most people have the means to do. These things are absolutely petty. Reporter he says the meal at the mon ami was a celebration for the staff and he insists he didnt drink. Our staff as a whole did not drink. Reporter as for the porsche replica, galatolo said it belongs to a friend. Reporter do you know why there was a registration taped to the wind shield of a district vehicle . No. I dont know anything about that either. Im sorry. Reporter does that make any sense to you . It makes no sense to me whatsoever. I allowed a friend to use the vehicle. I have to pay 52 for my sticker outside. I have to pay for my parking. Reporter how important is it for public leaders especially Public Institutions to be careful and cautious about how they spend public dollars . Nothing is more important probably because at the end of the day we use the way you use money as proxy for your character in a position. Reporter from the hidden car to the buried expenses we asked the questions. We just didnt always get the answers. The chancellor says he is proud of the work at the district. This is the same district that just received voter approval for a 388 million bond to upgrade facilities at the school. All that money under the stewardship of this chancellor and his board. Back to you. Okay, vicky, thank you. If you have a tip for our Investigative Unit 888996tips or send us an email directly. Coming up, beating elon musk at his own game.
