Hundreds of items and equipment missing after millions of your tax dollars were spent buying it all. We investigate how items you helped pay for are now nowhere to be found. Where did it all go . Millions of tax dollars spent on medical items and hospital equipment. Here is the problem, this equipment is nowhere to be found. Government leaders say its possible the items may have been stolen. Its kind of crazy to see how much is missing. It is. Agencies that run off your tax dollars need to be held accountable for how they spend your money. That can include doing an annual inventory of what they have or what they may have lost. In doing that inventory, one Medical Center realized that it had no idea where hundreds of items went. The one thing they are sure about is that millions of your tax dollars helped pay for all that equipment thats now missing. Valley Medical Center in san jose is the county hospital for santa clara. Its mostly funded by taxpayers. A total of 1. 2 billion each year or 83 of the hospital budget. We discovered vmc and its clinics have a track record of losing track of their own equipment. Records we obtained from Santa Clara County show over the last five years, 383 items were reported as missing. Heart monitors, office furniture, microscopes, even an lcd projector listed as unable to locate. The county recorded the total Purchase Price for those items at over 11. 8 million. First of all, i have to say we take this very seriously. Reporter this is the hospitals ceo and agreed to sit down with us along with his boss, county executive for santa cla clara. We found we had a broken inventory system. These are items that cost taxpayers millions of dollars. Theres no record of where they r. How do you justify that . I was as you are and as your viewers are concerned how much of that 11 million was really because something was misplaced and how much was because of sloppy process es. What happens if you dont have good records . You lose things. This man says its a basic principal you learn. His used Electronics Warehouse is 27,000 square feet worth of weird stuff. Thats the name of his business. Which Sells Everything from laptop hard drives and high priced medical equipment to whatever they thing is. Even in the midst of all this clutter and pardon the phrase here even some junk, your employees can still find everything on your inventory . Yeah. We decided to test their tim. You can tell us where this is . I can. We picked this microsoft. The employee used a tag number to look up its location. Aisle g bay six. He took us to it. There it is. The poor Record Keeping that would have quickly forced his business to go out of business may have been in place for years at the county hospital. Sg county over ten years budget cuts cut away all of the administrative structure thats needed to do an appropriate inventory. Were talking about hundreds of thousands of items. Do you flow know if taxpayer dollars could have been wasted because of poor practices at the hospital . Because we had a system not very accurate, we cant say that with 100 accuracy. Smith believes older items may have been thrown out or donated by staff who failed to notify the county. Isnt part of the problem that you actually cant say that for sure because the very reason theyre on that list is you have no record of where they are . Thats part of the concern. The hospital also listed a mobile medical van as missing. After we started asking questions, vmc said it found the van in another wing of the hospital just over a week ago. Thats one year after the 26,000 van was declared lost. The hospital found proof that many of the other items that went missing over the past five years were actually properly sold or thrown out by the hospital because they were broken or no longer needed. Just last year there were items five years old or less that cost about 350,000. I think ive been very clear that most of those items, if not all the items of more recent have been located. After the interview, we asked for a list of those exact items and found out the county could account for just 29 pieces of equipment, which means 354 other items remain missing. That lost equipment cost taxpayers 11. 3 million. There was no consistency in t the dollars miss iing. This accountant helps hospitals keep track of equipment. He has never worked in the bay area. To get his expert opinion, we showed him the records we obtained from the hospital. In years that were in certain cases double the previous year, that certainly is something that i would say warrants an investigation by senior management. We obtained internal memos from 2009 that show county leaders knew the Medical Center had a large amount of missing items even back then. Provided valley Medical Center recommendations to approve they they agreed to implement. The county promised that the list would decrease substantially in the coming years. That was six years ago. Its going to take time to continue to fix it. Its going to take more resources, more attention to detail on a daytoday basis. Two years ago vmc started attaching these tags to more than 2,700 pieces of equipment so staff can track their location. The Medical Center hired someone to oversee the hospitals inventory in hopes of cutting down list of missing items. Were down to 70 items on the current list. We expect that number to continue to drop. That list of 70 missing items this year is down from the 162 last year. But its still more missing items than were reported in 2013 and 2012. We cant say 100 that things werent stolen or placed in locations that they shouldnt have been. Thats certainly possible. And thats why we have been so vigorously working on changing the process. Valley Medical Center estimates by the time some of the items went missing, their value depreciated so much they were no longer worth anything. Six of the missing items date back to the 1960s. Those are the oldest. Of all the items the hospital couldnt find over the last five years, we discovered that about half went missing within ten years of when they were purchased. Theres certainly a range. Some of the items were decades old. But we found items that went missing when they were just a year old or less. Thats a big problem. Thank you. Eye opening. Thanks.
