At city hall, supervisor mike farrell told me there is no law for bidding gun stores in San Francisco, but as one of the staffers put it, getting a permit to open a store here in San Francisco would be very difficult. Which is more of a barrier than farrells new gun regulations. His proposal would require gun stores to videorecord all gun sales. Highbridge already does that. So does walmart, the nations largest gun dealer. And farrell wants ammo sales recorded, which is already happening at gun stores in marin and contra costa and alameda counties. I would never introduce legislation to Small Business in our city. However, if a gun store in particular wants to close as a result of it, so be it. I would much rather see a preschool or a neighborhood coffee store. Reporter farrells new proposals did pass unanimously, but by the time they go through their third reading and the ordinance becomes law, there will be no more gun stores in San Francisco to regulate. Reporter red hot demands for properties all over San Francisco has sent costs skyrocketing all over the city. I was astounded to see that 63 of all homes in the city of San Francisco are valued at 1 million or more. Reporter perhaps nowhere is the frenzy for housing more obvious than the Mission District. Take a look at this graphic provided by trulia, a real estate website that analyzes housing data. The growing patch rates property at a Million Dollars or more and the mission is starting to rate red. Thats why theyve started lobbying red for a moratorium or a hold on market rate buildings in that neighborhood. This is a crisis. We are in crisis in our community i lived in the Mission District all my life. I got priced out. I moved. Couldnt afford the rent. Lets keep our people here reporter supporters have propelled that push into a proposition, prop i. Youll find it on your ballot this november. One of those supporters, fernando marty, with the council of Community Housing organizations, says the measure is a muchneeded, year and a half long timeout for city leaders to find a solution that works for everyone. Maybe we should do things like proposition i. Were going to pause to figure out where were going to build this housing and how were going to create a balance and if we need rezoning or other tools. Reporter its an argument getting plenty of pushback, and heres why. Market rate housing, private Group Housing is a significant funding for certain housing. A certain number of units onsite is affordable, which is good, or they pay a fee which then goes into building Affordable Housing in San Francisco. Reporter San Franciscos supervisor, scott wiener, strongly opposes prop i. He says the measure would make the root of the problem unlimited demand and virtually no supply even worse. The evictions and placements happening in the mission because its an incredibly amazing and popular neighborhood, and a lot of people are moving in. When you have a lot of people moving in, and you dont have that housing, people compete for that Housing Stock. Reporter mcglothlin says wieners assessment is panning out. Its not going to help make things more affordable. Reporter but when its youre Housing Stock at stake, its presentable. All want to see more Affordable Housing, there is just a disagreement on a path way to get there. We believe as a city, its been anne ethical mandate. Reporter 3500 new units in San Francisco, but only 75 in mission, or about 2 . The reality is that new building isnt whats driving up prices and evictions in that neighborhood. But its also true that prop i isnt really about stopping building in the mission, either. Supporters want to gaa guarantem city hall that a certain percentage of new building goes to city units. And the proponents want to make sure they dont see a dent in the housing area by not doing anything. A tricky and emotional issue for all of us involved here. Im going to turn things over to jeff, talk about that rain thats starting to move in. Were starting to see some of it in San Francisco. How is it moving . Its moving rather slowly and i really would like to see more rainfall coming out of this storm system that we wont get in the end, but its just the way the cards are stacked up on this particular system. Whats happening right now are prefrontal shower activities moving across the bay area. Theres not much of an upper energy to it, so as the rainfall gets close, we break you into it. Lets go ahead and take a look at the doppler scan. San francisco, back to san rafael, for oakland, some spotty showers, but were only talking about. 100 inches per hour. Off to the south, were also finding some showers holding up to the Santa Cruz Mountains. This actually has a decent chance in san jose of producing some raindrops in the next few hours. Its still rather dry, so we need it to hold it together until the next rainfall. I think in the forecast our better chance of accumulating rainfall would be tomorrow morning, and everyone has a chance here across the bay area. Now, the north bay in San Francisco would have the better chance. Down towards the south bay its more spotty in nature and well start off with 58. Lets get back to the storm system. We can tell you more about whats actually happening. The low pressure is situated near canada. Thats the strongest wind and also the heaviest rain that pulls away from us. Again, well get the cold front moving across for what we think will be moderate waves of rainfall overnight. You can see a wave as we head toward 5 00 in the morning, decent rainfall in the bay area. As we head to about 9 00, well also see some sporadic rainfall moving across. The heaviest rain would be the north bay down to about San Francisco. After that in the afternoon, well start to clear out and gradually get some sunshine. Lets go ahead and take you to my palo alto 70 for the if he ni peninsula. East bay in trivalley. Enjoy those temperatures tomorrow. Danforth, pleasanton and livermore, such a hot summer and early fall. Thats got to feel good to you. Walnut creek, 75. I do want you to Pay Attention to the coming forecast. I do want to stay sunny and dry, but as we head out to sundays forecast, we will have it for lets preview that temperature drop. For San Francisco well go from 71 to 66, and from san jose 76 to 82. Lets take you courtside. You know what tonight is. Inside the oracle arena. Its Opening Night for the warriors. Alan gentry and steve kerr, both two parts to the warriors run last season. Head coach dealing with a leave of absence but both will be here tonight to pick up some very important hardware. Thats right, super shiny new bling headed to the fingertips of the warriors players, the management and the coaches. The Championship Rings were flown in via private jet from Beverly Hills to oakland and theyll be handed out in just a little bit during a hugely enthusiastic pregame ceremony. We know what we have to do to win the championship and we have to take it one game at a time. Were not going to take this game for granted. The fans sdefdeserve it, we deserve it. The franchise is 40some years and were definitely going to enjoy it. Its better if we go home with a win with our rings on. Reporter he and the warriors have agreed to not agree, breaking off talks on a new contract extension today. This makes it much more likely that barnes would become a restricted free agent at the end of the season, so the warriors will be able to match any offer he receives. I mean, you know, the possibility of x, y and z numbers, its all there. Its whether you have the contract or not. I think the biggest thing im trying to do is continue to get better, continue to improve. With a contract youre not. Thats the goal. How much control do you really have. Like i said. The warriors begin their title defense tonight against a talented new Orleans Pelicans squad with a familiar face manning the opposing fence and without their own floor commander, the first championship for the franchise after 40 years is a tough act to follow. But there is good news. Since 1992, there have been 14 that have done what the warriors did last season, win 67 or more games and then win the championship. All four of those teams win, the last being the loss angeles lakers. Reporting live at oracle arena, nbc bay area. Back to you.
