Reporter its a tent city, but today they could call it soggy city. The tents now have tarps all over them. People are trying to get gear, things to keep them warm, dry clothes. It has helped firefighters significantly, because theyve been able to get to areas that they werent able to access before. Heres where the val owe fire stands right now. 70,000 acres charred. 30 containment and 580 homes destroyed. So they are making some head way, and they want to be able to use these next 48 hours in which conditions might be like this to get as much head way as possible. 24 strike teams are being sent to the area. They want to get ahead of this fire. They want to see how much they can knock it down before the weather changes again over the weekend. Lets bring in meteorologist jeff ranieri who joins us now live. And were talking about temperatures going from this type of rain to 90plus, maybe 100 degree temperatures, so a huge swing. Yeah, certainly that 20, to 30degree swing in temperatures is expected. We havent seen anything like that in the forecast. That is very unfortunate. Some of the head way they are making today may actually get setback a little bit as we head through the next couple of days. But lets go ahead and get a look at the Doppler Radar. The storm is starting to break up. At least we squeezed out enough rainfall in the north bay to ep had out the fire zone. And miraculously enough, the Doppler Radar is showing the most consistent rainfall near middletown where they picked up. 4 of an inch today. At least six hours of that steady rainfall. I think we have maybe two or three hours to go of this consistent rain. By 7 00 tonight were still tracking showers across calistoga, middletown, but once we hit 10 30, also 11 00 at night, that rainfall pushes out, and we will have some drier weather in the forecast. There is no sign of any raindrops not only wednesday but right up into the upcoming weekend. Well have temperatures increased tomorrow to about 78 degrees. Winds could gust about 25 miles per hours. Humidity levels will drop to 35 . Jessica, were tracking that heat that will get close to the triple digits. And well have more on that about 15 minutes. Reporter its not just the rain but quite chilly here. You dont see many people ot at all. This is very much a family environment. Lots of children running around, lots of pets. But we keep hearing of people who werent able to save their animals and had to abandon them. Youve been seeing a veterinarian who has seen a lot of these animals. Reporter firefighters, rescue teams were bringing all kinds of animals that they have found. Everything from sheep to donkeys to dogs, and sadly, many of them were burned. This is one of three sheep that came in today to middletown Animal Hospital with singed fleece. Since the valley fire roared through the town, veterinarians have been working nonstop, taking care of more than 160 animals rs including this dog with burned paws. This kitten survived the fire and now has no whiskers and a singed face. And these four donkeys and two pygmy goats were rescued from a burned field. Were in search and rescue mode. Its still dangerous. All right animals brought here are the lucky ones. Weve seen one that was hit by a car on the highway, a horse. Three dead horses in a pasture close by here, several reports of dead cattle. Reporter the hospital is also taking care of animal evacuees like this cockatoo whose family has nowhere to keep him. They want to reunite the evacuees with their recovered animals. Theyre trying to take pictures of all the animals that have come in and post them on their Facebook Page in hopes they will reunite the pets with their owners, who are so worried about them, and so far its been working. All theyve been saying i need to go back and see my dog, i need to find my cat. In those moments of vulnerability, you want your loved ones, and animals are loved ones too. This was a concern beginning on sunday, and still an issue now. Looters taking advantage of evacuated homes. This is part of the valley fire. Lake county sheriffs arrested this man, royce moore. He was inside his car in kelseyville with burglary tools and a pipe used for smoking meth. Sheriffs deputies continued to patrol the evacuated towns, including middletown, hoping to find and stop any looters. Members of other agencies like napa county, marin and sausalito are helping. A new kind of training was launched. Robert honda is live and was with a group of special trainees during their sessions on how to deal with the mechbtsly ill. Reporter it was very unique training. The alleged beating showed the need for specialized instruction. Todays class, a courtroom, the teacher . A judge. Ladies and gentlemen, good afternoon. Reporter judge steven manly conducts the Mental Health courtroom. Today 30 cadets from the academy filed in to watch how the Justice System and a stern but compassionate judge deals with cases involving the mentally ill and their circumstances, whether it be drugs or homelessness. That doesnt make them lesser or worse. That doesnt mean theyre not going to get out of jail. We recognize that we have a different inmate population now. Its changing in terms of more Mental Health. Reporter at one time, cadets got about four hours of training. But that was before the alleged beating death of an inmate by three deputies. Now they go through a 40hour program once reserved for deputies. What theyll be able to do is recognize the differences, know better how to handle people that have Mental Health issues. So its very crucial that they get the training before they go into the jails. Reporter one thing judge manly wanted them to see was the pit falls for the mentally ill. Stay in the treatment program, dont leave it. If you leave it, you all know one thing this this program, you always end up back in jail. Reporter well, normally cadets would have graduated friday, but the new program has added hours and now they will drad wait next week after learning how to deal with Mental Health situations first, not on the job later. Sergeant james mason was arrested on friday on two misdemeanor charges, including lewd acts. Hes a 13year veteran of the force and is on the Police Retirement board. Tonight he is out on bail facing some very disturbing charges. This is Sergeant James mason back in july during a pot raid in the park. He was the supervisor in charge of evacuating the mark that day. Today his booking photo was released after being charged with indecent exposure and committing a lewd act in public. He was masturbating in the vehicle while making eye contact with a woman who was passing by. Reporter that was allegedly in his personal car on september 4th. He is on administrative leave. And they say this is an unfortunate situation and we are saddened to hear this. Masons attorney also issued a statement, writing, yoet, i havent seen any reports, and so we are still in the process of evaluating the incident. Jay has been a terrific cop for many years and is a great person. This sort of allegation is totally out of character. If convicted. Sergeant mason faces up to one year in county jail. And were told that the witness in this case allegedly took pictures of Sergeant Mason doing whatever he was doing on that day. Sergeant mason will keep his post on the retirement board. Weve talked about the destruction of property, the weather and the firefight, but one thing we havent really discussed is the schools. The schools are in tact, but the schools still of course arent allowed to go back to school. And thats the big question going forward. They were delayed one week from the jerusalem fire. Theyve missed school again. Jessica, you talked to School Officials in lake county today . Reporter we did. They were in a big meeting all day long trying to figure out how to fast track getting these kids back in school. The issue is whether the schools are safe. Inspectors will be going up there on friday to go through and see the infrastructure, how to get to school, how many houses are surrounding it and figure out a game plan for getting the kids back in school. On friday, theres also supposed to be a meeting with parents, this camp has about 150 kids not in school. And those are just schoolage kids. Theyre going to have a meeting to determine what happens next in terms of the school. In the meantime, kids have just been playing, hanging out. There have been balloon makers, magicians. They say they really miss school. They want to see their friends. And parents are getting worried. One said i took his pictures on friday and doesnt know what happened to his pictures. By friday we should have some answers. Technically, theyre allowed to go to school in calistoga because they are homeless, and they havent done that and thats left some frustrated. Some are stepping up to help the kids here. Were talking about High Schoolers from the Football Team and kids have heard about the fire and devastation, so they have been collecting all sorts of good and keeping them at the house of one of the football players, taking in bags of donations, anything they might need, and the plan is to bring it up here on friday as well, because one of those teams is playing against napa high school. They say its going to be a very special friday night lights. Theyre going to be bringing their donations and show what the team spirit really means, and theyre going to do that by bringing their donations up here, and hopefully they might meet some of the other kids that play football as well. And we still have those areas o showers continuing throughout middletown, calistoga, and once again well likely see spotty showers for the next two hours. And after that well be on the clearing side, so these firefighters have several hours of some wet weather. The east sbabay is a zone continuing to get some wet weather. From san ramon down to dublin, hayward and union city also getting spotty showers, thats pretty much it for tonight when it comes to accumulating rainfall. Tomorrow will offer hotter temperatures. Well see about a tendegree increase, 7 the in t 79 in th north bay. The next biggest thing we are tracking is that heat. By saturday, 93 degrees in the south bay. 96 in the tri valley and 94 in the north bay. Everyone is looking towards el nino to possibly help us out with this drought and the fire danger. Everyones wanting to know when can we see those impacts. Looks like january, february, and march could be the best chance to get rainy el nino impact. Coming up now at 6 00, we know the wind and drought fueled this fire in lake county, but theres another problem that may contribute to this firestorm. Vandals have been cutting fiber optic cables throughout the bay area, and its happened again. Coming up, how theyre doing it and whats being done to stop them. We have more on the investigation. Michelle . Reporter two spots were hit on monday night. Where im standing and just around the corner. Now on monday, this manhole was opened. You could just lift off the edge and climb right down. Theyve welded it shut now, another step to protect these fiber optic cables. At t rushed to the scene after two fiber optic cables were cut leaving many without internet and phone service. Today power was restored and sealed the access to two manholes. Now at t is offering a 250,000 to anyone who knows who cut the lines. The individuals may appear to be normal telecommunications workers, or they could possess tools consistent with that job. Reporter fbi spokesperson Michelle Ernst says since february, 16 fiber optic cables have been stolen throughout the area. Why would someone do this . Someone may harber a grudge. Perhaps someone has bragged about doing this. So we want to know so we can investigate further or rule it out. Reporter the majority of these incidents are all happening in the middle of the night. When youre stuck here and cant go to school, the only thing you can do is play in the rain. A game of pass the ball in the rain is how Kimberly Morales and her friends are spending the day. The friends are craving the comfort of their classroom. Im worried about if the house caught on fire or if theyre okay. This school is still standing, but the Apartment Building where kimberly lives with her mom, brother and dad has burned to the ground. Theyve been left with nothing, and now shows worried about the kids falling behind in school. I feel kind of sad, because i want to see my friends. Reporter school is the least of her worries for sonya and her two daughters. I miss my room. I cried a bunch the first couple days. Now im just trying to go with it. Reporter theyve been camping at the fairgrounds since saturday. And while their home in Hidden Valley is still standing, not much else is. My mother lost her house, my motherinlaw lost her house. My brother lost his as well as his business, i believe. He had a welding business. And then it got all of those places. So were all here. Together. Just reporter how are you holding it together like this . I dont know. Reporter in the mean time, they find comfort in a few donated trinkets and some happy thoughts about getting back to school. What do you miss most about school . Recess reporter now School Officials are hoping to end this kind of a recess soon. There have been meetings about how to get these kids back in school as soon as possible. The first step is to get up there on friday to middletown and assess what kind of state those schools are in to begin with. Them theyre going to have a meeting here with the parents and try to figure out how to get the kids back in school. For a lot of people, the more immediate concern is finding people that are missing. Weve had one death so far, but now several people are unaccounted for, and there is huge concern that they may have been victims of this fire. Jodi hernandez joins us live from middletown. And youve been with a family thats desperately searching for their own loved one. Reporter oh, and they are incredibly worried. There has been one confirmed fatality, a 72yearold retired teacher, but there are four others that are still missing. Ill tell you. This fire is taking a heavy toll, but the folks in this community are staying strong, and theyre staying hopeful. Aside from the chimney, its about that tall. Reporter meanwhile, the Lake County Sheriffs Department says they have boots on the ground today searching for four people who remain missing, including 69yearold leonard ness. He hasnt been heard from since saturday. His daughter spoke to us by phone. My mom last spoke to him on the phone last saturday about 8 00 when the fire was getting more intense in that area. And she was finally deciding to leave. Reporter nesss daughter says he tried driving out. This video shows someone elses straightening escape. He didnt make it out with his car. It was found burned along this road but no signs of the retiree. Were hoping if hes not in the forest, maybe he made it to the highway and was picked up by someone. Reporter again, an active search is under way tonight. Investigators tell us that they are searching through the ash and the debris with cadaver dogs, looking for bodies. But nesss daughter says until they find her dad they are not going to give up and are going to remain hopeful. Hopefully they will get good news soon. You even shared pictures, telling us your suspicions about solicitors asking for money for homeless women and children. Reporter law professor Margaret Russell has taught for 25 years at santa clara university. She explained a case named for what happened here in 1980. It actually started with a dispute in california at a Shopping Center with High School Students who wanted to gather signatures for a petition. But, instead, he told us never to contact him again. At least the humidity is increasing on the fire lines, but we will have drier weather at 10 00 or 11 00 for the folks living in those tents at this moment. The storm system is advancing across northern california. Its falling apart here throughout the bay area, also for the north bay. So were not expecting anything heavier than what weve already seen. I think were on the downward side of this storm system. The only area of showers remaining on the Doppler Radar are two locations, one on the fire lines where Jessica Aguirre is, in middletown. Continuing for the next two to throw hours. The only areas with slick roadways would be across the 580 and 680 corridor. From hayward to fremont, also toward milpitas, spotty showers, other than that, we are on the drying side of this system. 72 degrees in the south bay. Coldest weather back in the north bay. We do not anticipate any kind of measurable rainfall tomorrow morning morning, but i do think well have spot showers in San Francisco. Then once we hit tomorrow morning, you can see just how everything begins to sink to the south. Maybe some spotty activity by 3 30 in san jose. But once we hit the morning commute, we are expecting dry conditions across the bay area. That clearing is going to set us up for the last thing that we need at this point, and that is going to be some much hotter weather. The way it looks right now, this area of High Pressure will build in very strong for saturday and sundays forecast, and now weve pushed that forecast up even hotter with some isolated 100s, pebtsed as we head through this upcoming weekend.
