It also has them worried that this upcoming rainfall will actually cause more problems than it can solve. The boost south bay reservoir owners got dried up and so did the water they have to conserve. People in santa clara now seem to be conserving less. The district said in march the public managed to conserve just 8 even less than februarys dismal 9 and well below the goal of 30 . Thats disappointing. Were not really Building Momentum that we would hope to build going into the warmer months. Reporter theyre worried the public will get even more complacent when they see rain tonight and tomorrow. Some people who say they conserve agreed. In the apartment complex i live in though its definitely very green all the time and theres lots of water. Reporter the Water District is not the only agency concerned. Cal buyyer says the rain will only serve to fuel it. Thats additional fuel to the wildland. Reporter and tree cutters in the san jose mountains say the expected half inch of rain along with wind could bring down droughtstricken trees. Right now its really dried out. They say he shot and killed emele lopez as he was running away. Were at the shooting and conflicting reports of what led up to this deadly shooting. You can see supporters of the young man who was killed here on fulsom back on february 26th. The Police Version says he was attacking officers with a knife. The familys autopsy shows that he was shot in the back. On the night of the shooting two Plainclothes Police officers responded to a call of a man with a knife chasing another man down the street. They say they found amacar lopez and this knife, and as police approached lopez, this is what chief of police greg sur says happened. The deceased lunged at the officer with the knife overhead. He fired five shots. The original initiating officer shot one. It is a lie. Reporter today an attorney for the family called for the police chief to recant his story. The attorney showed results of an autopsy paid for by the family and done by a doctor at the Sonoma County coroners office. Yards with droughtresistant landscaping have become pretty common in palo alto. Signs of just how much folks here have tried to save water. One laundry every 15 days. I have a lot of underwear and tshirts so we can do less laundry, so we are trying to conserve. Karen hertz has been trying to conserve so she was horrified when she saw this on her street thousands and thousands of groundwater being pumped into the storm drain. All of our saving on this block wouldnt amount to even a tenth of whats going down that sewer bay drain every few minutes. Reporter the city says contractors who need to build basements must pump out groundwater to do the job. Its the only way to really dig without having it fill up with water and make a Swimming Pool out of their hole. Reporter but the city has come up with a unique way not to waste so much. Palo alto now requires contractors to install filling stations. City trucks have begun filling up daily, then using the water for dust control at the old city landfill and for street street cleaning. We want people to use it. There is more water than we can use, and were aggressively trying to find ways to do it. Reporter that has neighbors feeling a little better, but they feel more can be done. I dont care if they truck it down to the farms, just take it. At least its getting reused. Now, we are told that palo alto may be among the first city to develop a plan to require those filling stations so at least some of the water can be reused. So how much is left as we start off tomorrow morning . Not a whole lot, but most likely the lingering rain here for the south bay, and also through the Santa Cruz Mountains as well. Its simple. Old age. Tonight senior Investigative Reporter steven stock uncovers our aging pipes and all the water were losing. Steven . Its all because were not replacing this aging infrastructure fast enough. Take a look at this map. These markers show every broken water main last year from San Francisco to the east bay and then down to the south bay. More than 1300 breaks in 2014 alone. And because of those breaks tens of millions of gallons of water lost. Emergency. All day its a hampton road. Every day, the phones at east bayou utility district ring with calls about broken water mains. Its now open to all traffic. Reporter 4200 miles of pipe in the east bay alone thank you. More than 800 breaks last year. The oldest pipe dates to the 1800s. He serves as director of engineering and construction at east bay municipal utility district a district that serves about 1. 5 million people. Our overall goal here is to make sure every time guyou go to your tap and turn on the faucet that clean water comes out every single time. Theyre made with all types of materials, everything from cast iron to steel. Polyvinyl chloride to ac or asbestos cement. As these pipes age, they break at different times in their life cycles. In fact, some of the oldest pipes in these systems are lasting longer than pipes installed in the 1950s and 1960s. But rarldlessegardless of the types, all the pipes are getting so old that the rise in break of these leaks is rising faster and faster every year. As the pipes get older, they will tend to leak more unless we do something about it. Reporter thats why east bay mud has as many as 25 crews repairing leaks and maintenance, up to 77 other investigators whose only job is to find and uncover leaks. In addition, another seven teams do nothing but replace old pipe pipelines. In fact, east bay mud is currently replacing 100 pipes a year up from 7 just a couple weeks ago. Officials say they need to be replacing 40 miles of pipeline a year just to keep up. Its going to be an effort. We dont underestimate it. Across the bay, innr San Francisco, three Leak Detection crews do nothing but try to find leaks. Then eight other repair crews work nonstop to fix the problems the leak crews find. The water main these guys repaired when we followed them around dates back to 1883. But believe it or not, 1883 is not the oldest pipe carrying water in San Francisco. Take a look at this. This cast iron water main recently dug out of the ground after it broke, was put in back in 1861 the year the civil war began. Similar old pipe put in around the turn of the century and before as these pictures though is still delivering fresh water to residents now in San Francisco every day. We have about 200 miles of pipe thats over 100 years old. Katie miller is Division Manager overseeing water distribution at San Franciscos Public Utilities commission. San francisco has tight streets with a lot of expensive property and water flows in the bamts payments that floods houses and can be not only dangerous but causes a lot of property damage. Reporter aging pipes are a problem in the south bay, too. Since 2010 san jose water company, a much smaller operation than east bay mud and San Francisco water, has averaged 200 breaks a year. The average age on the pipes in san jose that break . More than 50 years old. Its something we need to be paying attention to. Reporter jennifer stokes and Paul Henderson are at cal berkeley studying this very problem of water systems. If we go into it without a lot of planning we could find ourselves in a really tough situation in 10 or 20 30 years. Stokes and hendricksons Research Shows a clear economic benefit to spending that money on infrastructure repair now rather than later. These systems to operate day to day are more expensive than if you end up paying this money earlier. Communities like San Francisco, parts of marin, parts of any area in the bay area are going to have very very old water pipes that are going to fail. Reporter congressman Jared Huffman represents marin county in the cdc. He also serves on the infrastructure committee. He is proposing that council spend more money to fix these problems now. Were going to have to try to get ahead of this because if we dont regularly update and modernize that infrastructure youre going to see lots of failures. They said the community could be cut off large supplies of water for weeks, months and even years, depending on the breaks and that they might have to treat their own water supply in their homes. Whats the implications if we dont fix this . If we dont fix this were looking at a long time for recovery. How much will all this cost . Water officials estimate. That would likely mean higher water bills and fees to pay for it all. If we dont do it well take a look at this map. All of these new markers show broken water pipes over the last four years. It looks like higher totals at the coastline and san jose perhaps a quarter to half inch. The models are going all over the place with these totals.
