The the federal government has collected the dna of all babies born in the United States for years. California has been doing it for at least three decades. That man told the officer not to touch him, and the situation escalated. [ bleep ]. He shoved him off the bus. He tells him keep walking. And mr. Warren walked away. Thats the point the incident should have ended. Instead the officer gets out his baton, whips it and pursues a slow walking mr. Warren. The video shows bernard leaving and appearing to circle back. Thats when the officer struck him with a baton. This is not a situation where this kind of force was necessary. The officer makes it sound like he was under attack in the Police Report. Its just the opposite. The Police Report says the man moved away from the offers baton, making the hit ineffective. Then the officer used pepper spray before the man was arrested. Police chief greg sur has seen the video but sees the encounter very differently. Im comfortable since its been held over for trial and viewed by the District Attorney that theyre not seeing anything as shocking as he would have anybody believe. It sounds so simple and obvious, but employees tell us for years the old policy led to serious delays in medical treatment. He worked there for 28 years. Everybody loved him. In august coworkers found postal worker lying on his back with blood coming from his mouth and ears. Now from an apparent head injury. His wife marnie. Its so sad. I can imagine him fighting for his life. We have an employee bleeding from the mouth. No one saw what happened to sam. They saw him lying on the floor, bleeding and unconscious, some time between 3 00 and 3 30 a. M. T 911 dispatch didnt receive a call until 3 53. Thats an hour wasted. According to an internal Postal Service, employees first called their supervisors, who called additional manages. They eventually called the onsight Postal Police, who then called 911. Is why . Because they were following the policy. A policy that said only Postal Police are to initiate the 911 procedure. How long will it take to find out whether this policy will change . The Postal Service made good on its promise. We asked Augustine Ruiz why employees were instructed not to call 911. By december, postal leaders reissued the policy. They now read in an emergency, anyone should immediately call 911. And last month they formally adopted it. They declined our repeated request for an interview to discuss the new policy but told us the gravity of the concerns raised in our report prompted the change. Its heartbreaking.
