When it comes to clean energy, california as you may know is number one. The Research Firm clean edger even put us ahead of massachusetts and oregon. Now state lawmakers want to increase the states green look but it may come at a cost. Political analyst Larry Gerston is with us now. When we talk about the numbers, what are we saying . Were talking about a major change. All this would occur, by the way, pretty soon by 2030. And thats just 15 years from now. Is that even doable or practical . What are people saying about the idea . Environmentalists of course are happy campers. Theyve hailed the proposal as an important step in dealing with climate change. But you know others have come out swinging in particular the western States Petroleum association calls the bill an assault on jobs and an invitation for more regulation in an overly regulated california state as it is. Most of all, they say the goal is just plain unrealistic. California taxpayers association, thats also weighed in in describe is the bills objectives as nothing short of drastic. What is even the shelf life on this idea . Is it going to go any place . It depending. The Senate Democrats and their environmental allies are going to argue that the legislation will save money in the long run because a less polluted environment leads to healthier citizens. But where exactly it went and who has it remains a mystery. Because now they know my medical history. They know where i live. I believe they have my Social Security number. Someone out there has all his private information. Shock and theresing ander. Don may never know who. Hes the tip of the iceberg. Hello, stanford. President obama was in the bay area last week speaking at a cybersecurity summit about the need for more online security. As consumers we do more online than before. We manage our bank accounts, shop pay our bills handle our medical records. This isnt a case of information given out online. Its a little more basic than that. There was a lot of concerns i had. After don was injured at work, he filed a workers comp claim and received a settlement. Problem is when he opened the envelope something wasnt right. Thats not my injury. Thats not my settlement. I realized the name is wrong foo don contacted the company. They couldnt tell me how many copies of my information were made or where my information went. They couldnt tell me who elses nfls were stuffed that day. He says work comp resolutions of Anaheim Hills was hired by his insurance to handle the paperwork. He says they told him interns were stuffing the envelopes but didnt know where his information went. So we called the ceo, david bowen who told us its the first time this has happened. But didnt return our followup calls for an interview. Theres no accountability. Him pa protects individuals medical records and other personal information from being shared by Health Care Providers but allows exemptions for certain transactions by workers comp Insurance Companies and Third Party Company whos handled that paperwork. That means they can be share certain medical and private information with employers when you get hurt on the job. But that doesnt mean they can send it out to whomever. I think of him pa like swiss cheese full of holes everywhere. Rainy write man is a director at the electronic foundation. People think of him pa as a strong law that will protect their privacy and ensure their information doesnt get out there. It doesnt work like that at all. It doesnt cover workers comp people at all. Reporter prior to joining eef, she work the at privacy rights Clearing House where she helped create this extensive database of security breaches. I wish i could say i was surprised. But unfortunately, i hear about these things every day sue we went through thousands of records and found cases like dons across the country. At hospitals inmen wisconsin and indiana, errors by a third party resulted in patients information being sent ot wrong address. Patient names, addresses, account numbers, dates of service and Financial Information all exposed. Its really an impossible situation. Attorney sue borg specializes in Workers Compensation cases. She says these types of breaches are common and there are supposed to be penalties for it. But shes never seen them enforced. It doesnt present much of an incentive for Insurance Companies and people he holding this information to be very careful about how they handle it. We contacted the department of industrial relations who passed us onto the attorney general who directed us to consumer affairses. Their response . We were directed back to the department of industrial relations and even told to contact local law enforcement. Really in the long run, i just hope that other people arent put in the same spot. Two tracks are open moving very slowly till they can clear the scene completely. In menlo park im michelle roberts. Nbc. Thank you. Immigration certainly a controversial topic right now especially with the recent Court Decision that has millions of undocumented immigrants scrambling. As the dust settles the claims are flying in both sides. Most people want to know how will this get resolved . Sam brock has more in tonights realize check. Sam . Yeah rog and jess, there are so many questions swirling right now about the president S Immigration policy and so much gdb . r t hax misinformation about the court case from deportation to claims about the the constitutionality of the executive order, heres what you need to know. From inside a plain looking federal Court Building comes a texas judge ruling that rocked a nation. In texas, we will not sit idly by while the president ignores the law. U. S. District court judges ruling opened the door for texas and 25 other states suing the president to basque in the outcome of the case. Wit is what exactly . Weve got 11 Million People here who were not all going to deport. If you listen to the president , the ruling relates to deporting or not millions of immigrants, what he calls his prosecutorial discretion. Im confident that it is well within my authority and the tradition of the executive branchs prosecutorial discretion. The order does not interfere with prosecutorial discretion at all. What it does is it keeps the administration from creating a new legal status handing out work permits. Law professor Michael Mcconnell is setting is the record straight. Hes a former federal judge for the 10th Circuit Court of appeals and director of stanfords Constitutional Law Center who says the order doesnt impact the president s policy at all. Rather it cuts off the president from doling out new economic benefits like work permits, Social Security numbers and Unemployment Compensation to undocumented immigrants. Which brings us to our next bogus claim from texas senator ted cruz who called the judges decision a major victory for the rule of law. All of us have reason to be proud that texas led the way. Standing up to president obamas illegal annan constitutional executive amnesty. Maybe cruz thinks the president s executive order is unconstitutional but thats not what the ruling concludes. He did not directly address the constitutional question. What he held was that the administration cannot make substantive changes in regulations without complying with the notice and comment requirements of the administrative procedure act. And yet, here it is in the actual court order. A failure of the defendants to comply with the administrative procedure act. The reality is this. A judge grounded the president S Immigration plan not because of deportation, not because of an unconstitutional order. But because president obama didnt follow proper procedure and provide an opportunity for comment before giving millions of people work permits. The i told you sos from both sides are mee premature and just not accurate. The judge didnt decide the constitutional fate of the plan. What he did is push back on his executive authority for not following the rules. Bottom line higher courts will ultimately decide whether a president can side step the congress and make up his own laws. But were just not there yet. Im sam brock. Thats this edition of reality check. Back to you. Thank you, sam. Should we bring things over to jeff . Oo. I think jeff would like that. Its monday jeff. I know it is.
