Jodi hernandez joins us from the front edge of this storm in santa rosa. Whats the story where you are . Reporter folks are nervous as they wait for the next big storm to roll in. They hope this time theyll be ready. The last time we had plastic to right here. This time well bring it up a few inches. Reporter gina knows all too well what kind of damage one intense storm can cause. Her downtown boutique got soaked during decembers downpour. She doesnt want a repeat. We just went through it and we can prepare, we know what could happen. Reporter decembers storm left the Business District looking more like a lake as nearly a foot of rain fell in just a matter of hours. My husbands car got totalled because the engine compartment filled with water and we had to move because we had just recently moved to gernville and our street flooded out. So we spent two weeks somewhere else. Reporter another big storm is expected to barrel down but city leaders say, unlike the last storm, they dont expect creeks and waterways to spill over. The problem is we received so much water in such a short amount of time there was no place for it to go. We dont anticipate that at this time. We anticipate it happening over a period of days not a period of hours. Reporter people arent just going to wait and see what comes. They are taking action, now. Im a pro now. So do it early. Get your sandbags before it starts pouring. So thats why were out here right now while its still dry. Reporter and so far, things are still dry out here but not for long. Folks here are hoping that theyll be able to weather this storm much better than they did the last one. Reporting live Jodi Hernandez nbc bay area news. Thank you jodi. From the northern part of the bay area lets go to the southern part of the bay area. Lets get a live look at the chopper. This is at the safe way in san jose. You might recall, this is where the roof collapsed during our last big storm in december. The store remains closed. This is what it looked like on december 11th after pounding rain was too much for that flute roof to bear. A 50 by 50 foot hole opened up during business hours. A second smaller hole opened the next day. Thankfully no one was seriously hurt. Lets head into the city. You can see the clouds rolling into San Francisco right now. Below our sandbags out and the storm drain crews are hard at work getting ready for the rain. Mark matthews its pretty notorious for flooding problems. Are people getting their sandbags ready . Reporter they are. You can see they have the sandbags and the storm slats up. But as youre about to hear thats no guarantee against flooding. During the december rains, the 17th and folsom area got hit pretty hard. This store flooded in the first week of december. Thats when the buildings owner put in these flood gates. We came in the next day to see another 3 or 4 feet of water in the office. Reporter so brandon isnt real hopeful but, then he hasnt met this guy. When the storm comes, well be ready. Reporter he runs one of the cities 500,000 million vacuum trucks sucking out flooded storm drains. This is what we do every day, day in and day out, we flush main sewers. We just go wherever they call us. Reporter the city has a dozen of these trucks capable of pulling stuff from the clogged drains. Where do you think youll be tonight . Thats a good question. Reporting from San Francisco, mark matthews, nbc bay area news. Sandbags in San Francisco. In the peninsula, its a waiting game for rain. At 6 30 well take you to one city where people are really nervous for tomorrow. We have new details this evening on a case of a child molestation at a 99 cent store in the east bay. Late this afternoon, investigators revealed how they tracked down the suspect. They released surveillance photos hoping to get the word out. Then they checked a state database that tracks the offenders. Carlisle villazon was in the store the same time that the girl was attacked. Villazon attacked another girl at a walmart in san leandro five years ago. The federal government has given the state a deadline. The state has until tomorrow to come up with a new plan to keep Oil Companies from pumping wastewater into water supplies. Stephen stock uncovered this story. What is happening now . Jessica, we first reported back in november that state officials allowed oil and Gas Companies to dump recovered wastewater containing toxic chemicals into pristine aquifers. Now weve learned of nearly 500 more potential sites. And in some of these cases, the practice has not been stopped. In the middle of a citrus grove, just off breckenridge road in bakersfield sits a nondescript oil well in an area where tens and thousands of oil wells dot the landscape and blend in with the agriculture. But we discovered that this one well has been used to reinject oil recovery wastewater including wastewater from fracking back into the ground into an aquifer containing high quality water, water good enough to drink. Its highquality water. This groundwater is suitable for drinking or irrigation. Reporter he spoke to us on camera about this issue when it first came to light last fall. It definitely shows that the state board can now confirm that these aquifers that should be protected are now contaminated. Theyve been contaminated over a number of years and the state has done nothing to stop that. Reporter the toxic wastewater reinjected at this well site along with many others went into what the state and epa call nonexempt aquifers. Now weve learned that, according to the state, as many as 532 wells are suspected of reinjecting this wastewater into aquifers considered nonexempt or off limits by the epa. And not only are these wells located in kern county they are also located near santa clarita, paso robles and los angeles. People have a reason to be concerned. Reporter officials with the division of oil gas and geothermal resources told us that much of the blame can go to old paperwork and tracking systems that failed to identify the ak kwiquifers that were off limits. The oil and gas industry told me that this is a paperwork issue and the state has conducted the wastewater injection sites and did not find any evidence that Drinking Water supplies have been harmed. Even so, this letter from the epa to the state of california demonstrates the epa is quite concerned and it says it wants the state to take action now to stop this practice. Well stay on this story. Jessica, raj . Thank you, stephen. An uneasy night on the campus of San Francisco state. Police are warning students and Staff Members to stay alert after a woman was attacked. Administrators quickly fired off an email alert to let them know what was being done after a woman says she was a victim of a Sexual Battery by a man she didnt know here on campus. As you can imagine, its shaken people up. I woke up this morning. Reporter she let her friend know about a sexual attack reported on campus near where she had walked last night. Theres usually light so its never really scary. And then i got the alert this morning and i was like oh my god, if i had walked an hour later, then i probably would have witnessed it or i probably would have been the target. Like, thats scary. Reporter a woman at San Francisco state reported that after midnight, a man grabbed her from a path way between burk hall and the Student Health center pressed a sharp object against her side and groped her. Weve issued an alert because we think its important for people to be aware that this individual is still at large. We are looking actively for the assailant. Reporter the woman noticed the man sitting outside of the Student Center before the incident. After ward he ran away. Campus police are on high alert while students say they normally feel safe but now will be more aware. Its pretty terrible. Finding out that somebody on campus gets assaulted where we could be walking at any time of the night. Ill probably walk with someone. Reporter now that alert also included some information that people might want to use to try and reduce their risk. Theres a suspect description but its rather vague. 57, in his 20s, wearing blue jeans with a hoodie. Anyone with information is asked to call San Francisco State University police. Local Tech Security companies, like Barracuda Networks say the information breach is likely to hit close to home. The concern is Identity Theft and potential fraud. Even things like trying to get your tax refund. Generally only require the kinds of information that were disclosed in the hack. Anthem, which says it has alerted the fbi about the breach also said it will provide victims free credit monitoring and i. D. Protection services. Barracuda says its time for customers to demand better cybersecurity from companies who hold our data. The moment a consumer is willing to step up and say, hey, im willing to actually pay more for a service that is more secure, thats what is going to open up the agendas, you know really for companies to spend money. Attorney general Camela Harris suggested potential victims review credit reports and place a fraud alert on your credit report. Officers arrested jeremy today for embezelling more than 20,000. Lets turn things over to meteorologist jeff ranieri keeping very busy tracking the storm thats heading to marin county later this evening. We have a few spotty showers offshore. A good indication of this moisture and how much rain its producing, some of the cells here in the pacific creating. 75 inches an hour and well likely see this rainfall across the area tomorrow and thats going to increase our flooding threat. Lets take you outside. Temperatures primarily in the low 60s and cloud cover here from the north bay to the south bay. For tomorrows forecast there is not a spot thats not expecting to get heavy rainfall. Its really just going to be about the timing. Where is it going to start first and where is it going to finish . Well take you to the forecast and what were seeing right now is a surface wind that is still relatively strong. Southerly surface winds right up here across california. As that surface wind moves more off towards the east, that again, is going to pipe in that moisture across the bay area. How about that rainfall . Its going to be heaviest right up into the north bay. Really again, just continually here across the same spot for possibly a six to ninehour period. Most of the heaviest rainfall is going to be in the north bay. Little to nothing in the south bay. And then eventually well start to see the heavier rainfall begin to push down by the noon hour for tomorrow. Coming up at 6 30 tonight, were going to talk more about these rainfall totals and, specifically how we can have a range of 3 to 12 inches in the north bay and where we expect that number of 12 inches. The flood threat will be the highest in marin and napa and sonoma county. The water will be rising. The highest in the creeks rivers and streams in the next 24 hours. Youll want to watch those creeks rivers and streams. As we look at the fourday totals 1 1 2 to 2 inches expected and in the north bay 3 to 12 inches of rainfall. You can see down here across napa, 2 to 4 inches expected but mt. St. Helena the higher rain factor comes in with what is called orographic lifting. Were talking 2 and 3,000 feet and helps squeeze out moisture and you can get quadruple the amount of rainfall. Well have more details in the full Storm Timeline and track coming up in 20 minutes. As a new storm approaches they are afraid the rain will leave them soggy again. Michelle roberts is in redwood city. People really have to be preparing this time around. Reporter they absolutely are and they are still cleaning up from the first round in december. This area was completely covered in water back in december. So much so that the Fire Department had to go door to door and people are worried about this weekend. Lately barbara has had a lot of sleepless nights fearing the upcoming rain. Im just praying to god that we dont get flooded again. Reporter barbara and her neighbor linda. And theres still water. Reporter lost their cars in the december storm. Their mobile homes back up to a creek and dozens of families had to evacuate. Many waded through kneedeep water to save belongings. Economy terrified of this next storm. Reporter linda now relies on friends to get to the doctors and grocery store. Many are still living in moldy homes and saving money to make repairs. All of it backed up. Reporter to prepare for this weekend, the city dropped off sand sandbags to line the creeks and the city has invested in more pumps. You can pump it but it wont solve the problem long term. Reporter short term, many are hoping that the sandbags will help with the problem. My umbrella rain boots and keep pushing. Its part of life. Reporter people have very good attitudes about this storm. This is one of the new pumps that they have purchased and they are hoping that this does the trick. In fangtct some have not made upgrades in decades. Jenna is joining us now. A third of bay area hospitals are at risk of collapsing during a strong earthquake. Were talking about buildings where patients are treated and places that provide critical support. Tonight, well show you which hospitals are most at risk and why. February 9th 1971 the wrenching force of an earthquake broke apart the l. A. County hospital. Reporter a magnitude 6. 6 earthquake hit southern california, killing 65 people. Four at this Medical Center in sylmar. I felt the jolt. It was just seconds and the building was going down. Reporter they were psych attendants there on the fourth floor when it collapsed. I knew that substantial damage occurred. Reporter they helped their patients escape. For me, it was take care of my patients get home and then i can go into shock. We saw aerial views of it later. You could see small objects lying 20 30 40 feet around it. One, two, three. Reporter the hospital was rebuilt and now meets all safety standards. Theoretically, we should be able to withstand an 8. 0 on the seismic scale. Reporter but other hospitals across the state are at significant risk of collapsing during a major earthquake. How would you feel if you were a patient at one of those hospitals . Well i reporter the tragedy of the 1971 earthquake prompted california lawmakers to pass a law requiring acute Care Hospitals be designed to withstand a major earthquake and remain operational immediately afterward. But in 1994 the northridge quake crippled hospitals, forcing some to temporarily shut down. It led the legislature to strengthen safety standards. The deadline keeps getting pushed. If i had a magic wand id make it happen today but i dont. We work with the hospitals and try to help them come up with ways to meet the standards. Reporter paul coleman is the Deputy Director of the office of statewide Health Planning and development. Hes responsible for enforcing the laws. Right now, hospitals face two deadlines. The first is in five years. Thats when all acute care facilities must be able to withstand a strong earthquake. But state data reveals more than a third of bay area hospitals have not met that deadline yet. Thats 29 out of 84 hospitals that have a significant risk of collapsing during a strong earthquake. The legislature realizes that this is going to take some time for hospitals to get up to the standard. Reporter santa clara Medical Center stanford is a few of the hospitals using buildings at risk of collapsing. All told us they will meet the 2020 deadline. Right now hospitals are on track to meet that first target. Reporter but the law doesnt just require buildings remain standing. By 2030 hospitals must stay open and operational. More than half of bay area acute care facilities have yet to meet that deadline. Its critical to do this kind of work to prepare for earthquakes. Reporter this is a contractor who has helped hospitals across the state meet the mandate. In the code, it tells you where to put the anchors. Reporter this Medical Center met the standard in 2009. This is a command center if you will, and thats where all of the brains of the hospital are to keep things functional. And in an earthquake you can jumble these around and your hospital is out of business. Reporter but as deadlines continue to change he sees hospitals putting off potentially lifesaving work. Because the target has been a moving target maybe some facilities look at this and say, hey, if we wait a little while it might change. The mandate might change or the date might change. You know we dont have to do it right now. Reporter this Medical Center meets the 2020 and 2030 standards. Cynthia smith still works there but her son and his family live in the bay area. Im going to find out if my kids hospitals are safe and, if not, they are going to go to another hospital. Janelle wang joins us with the details. Jordans king is vowing to destroy the terrorist group and some lawmakers are pushing the white house to give him the help he needs. On state tv today, jordan aired video of its fighter jets taking off to bomb isis targets in syria. The ground crew wrote on the jet in chalk, isis is our enemy and we will retaliate. They hit isis Training Centers and weapon storage sites. The attacks, revenge for an isis video released this week showing a jordanian pilot being burned alive. Fighter jets flew over his hometown to honor the hero and King Abdullah paid his respects to the family. The video has backfired as anger towards isis continues to grow. They dont belong to us. Tell me what is happening now. The storm system is moving into northern california. We havent seen any rainfall just yet and youre probably thinking by how much anticipation has been building up every single day that weve been talking about it why is it raining right now . Everything is on track. Were just about 12 hours away from rainfall beginning across the bay area. Well get you to the main threats and we keep hitting this because if you live in the north bay, the highest risk of flash flooding, which means flooding happening in just a snap, would be marin napa and sonoma counties. You want to watch the streams and rivers closely. We have taken a look right now at the river that we think is going to rise the most and thats at guerneville. Its going to go up to 25. 9 on saturday and crest and then go up to 26. 3 feet. Not expected to be flood stage but many people who live there know when the river rises. Lets attack you to the climate forecast as we head throughout friday. There is not a spot that is expecting more rainfall. 61 in sonoma. North bay, east bay and trivalley, heavy rainfall and temperatures right around the low 60s. So you need a jacket and you need the umbrella. The big thing in the forecast is when is the rainfall going to move in and impact you. Well attack you to the futurecast. Theres going to be a lot of pause points. Well stop it and look at the time. Then you can get an idea of how intense the rainfall is going to be where you are. At 11 30 tonight, well likely see the rainfall across the north bay. Then, as we head throughout the overnight hours, the flooding threat is going to be increasing. Youre still going to see the rainfall across the north bay by 5 00 a. M. As we continue throughout its maybe north bay, maybe down to San Francisco at this point. So 12 hours there with the rain in the north bay and thats why the flash flooding threat will be high. As we head towards 1 30 well see the heaviest rainfall move down here across the south bay. Also for the east bay as well and then a chance of rain continuing not only through 5 30 but scattered areas through 11 30 at night. One full day of rain where we dont think its going to stop in the north bay. Again, thats where you need to be watching. As we head through saturday morning, scattered showers and saturday really looks like the break from the heavy widespread rainfall. As we head throughout sunday the second storm moves in and its looking like late sunday morning into the afternoon. Well find moderate and maybe a few pockets of heavier rainfall back in the mix. For now lets take you to the rainfall totals. There will be some differences here. From the north bay down to the south bay. For the south bay, 1 1 2 to 2 inches expected there. Alameda, contra costa, 2 to 3. Its all about where the storm is going to move in first and how that storm is going to be interacting with the higher elevations. Its called orographic lifting. Type it in. As the storm hits the higher elevation, it squeezes out the moisture. A break on friday and more rain on sunday. A full sunny day not expected until tuesday. Orographic lifting . Yes.
