But we begin with Jodi Hernandez in richmond at an Immigration Center where jodi, i understand where people have been showing up all day asking what this means for them, and if they can get some help. Reporter thats right. The Latina Center here in richmond has been fielding a lot of questions about the president s executive order. Thousands and thousands of people here in the bay area have a lot at stake. They are praying they are among the millions who will finally be able to come out of the shadows. I love it. Its my country. This my country. Reporter myra diaz has been living and working in the bay area for 26 years as an undocumented immigrant. Tonight the single mother of three is praying president obamas executive order will change that. Im really happy. Im waiting for this time for a lot of years. Because i have my family. And in this country, and no papers. So now im waiting for the opportunity. Im waiting for better life. Reporter immigration help Centers Across the bay area have been flooded with phone calls. Theyve been manning long lines of people with questions about what the president s order will mean for them. We have a lot of client who just want to work lawfully to be able to support their children and their families in the u. S. Reporter Laura Sandoval says she lives in fear of being deported every day. Sandovals three children are u. S. Citizens. Her 13yearold daughter has leukemia. She cant imagine being forced to leave her. Translator there have been parents that have been deported and their children have had to stay. And its very, very sad. And i just think about that. Reporter myra diaz has suffered emotionally too, though her oldest son moved with her to the u. S. When he was just 1, he was deported to mexico when he was 18 is, forced to start over there without even being fluent in spanish. She hasnt seen him for nearly a decade. This my dream. Go back to see my son and my grand daughters. Reporter now based on what the president said tonight, both of the women that we interviewed today may very well qualify for that temporary legal status, something that they have been hoping and praying for years. You can bet that help centers like this will be flooded over the next days and weeks trying to sort out who qualifies and who doesnt. Reporting live in richmond, im Jodi Hernandez, nbc bay area news. California congressman and House Majority leader Kevin Mccarthy tweeted it is our obligation and responsibility to fight this brazen power grab that doesnt solve the real problems. As you remember, the soon to be Senate Majority leader Mitch Mcconnell said the president in doing this was waving a red flag in front of the bulls. Today the vice chair of the California Republican party said that doesnt necessarily mean republicans want to trample him. This is what happened the last time californias gop decide get tough on undocumented immigrants. Latinos rallied, and the state Republican Party followed pete wilson into a political black hole. The vice chair of the state party today said thats not likely to happen again. Definitely the president is attempting to bait the Republican Party leadership into some kind of extreme response to his illegal acts. And weve been to this rodeo a couple of times before. Reporter but National Republican leaders are talking tough. Were going to fight the president tooth and nail if he continues down this path. Scott, this is a different aspect of the immigration debate. This centers around visas for highly educated hightech workers. Yeah, in a word, jessica, it comes down to jobs. Times are good in the Tech Industry. But a lot of ceos we talked to say we cant find enough qualified american techies. So theyre looking to hire more qualified immigrants. She runs a small company, but for her, immigration is a huge issue. Im an immigrant myself. This is home to me now. And its not just Small Tech Companies started by immigrants. Immigrants started google, yahoo, ebay, applied materials, next door, to name a few. The israeli born founder of scan disk was given the National Medal of technology and innovation today, while the indianborn founder of Silicon Valleys numerical technologies had the National Medal of science placed around his neck. This is a very dear issue to me. And the reason it is because i believe this is the only country in the world where one generation can go to from nothing to something. Reporter he came to Silicon Valley from bulgaria. He runs a company here and says more immigrant visas, typically h1b visas are needed to keep the Tech Industry strong. To allow tech workers and Startup Companies to flourish. This is the future of the economy. This is what america keeps ahead in silicone valley. Reporter trying to hire for her own company agrees. Always fighting for talent with other Big Companies like google and facebook. And h1b, you dont know where to start. Reporter what they do know is this is the place to start new companies. Now a group called the partnership for a new American Economy says within two years, america will face a shortfall of some 200,000 graduates from college in fields like math and science that would be on their way to the Tech Industry. Thats why Companies Tell Us immigration is such a big issue here in Silicon Valley. Reporting live in san jose, scott budman, nbc bay area news. Okay, thank you, scott. Now for months our Investigative Team has been digging behind the scenes, finding out what is really happening inside the immigration system. In the last few weeks, weve aired several stories exposing the reality of our current system. Investigative reporter Stephen Stock has been leading our indepth immigration coverage now. We understand for the parents of the illegals, that the parents of illegal parents. But there is a lot of other immigrant here is that we need to address. Up to as many as 6 to 7 more immigrants. Youre absolutely right. This may not apply to all of them. The people we talked with in our investigation, many of them we saw were on the road and just arrived here in just a few weeks after traveling for weeks or even days on the death train across mexico. Then days in the desert. And then they were put on commercial buses by i. C. E. Agents and driven all across the United States. When we rode along with some of them, we talked to them. And they said that they are worried about what the president is going to propose. And they hope that there is some way that they can find a way to stay here. Almost a quarter of a Million People have arrived here in the United States. Not from mexico, fleeing from Central America just in the last year alone. And stephen, one of the things that was so pivotal about this is the people we saw from el salvador and guatemala, most of them were children, little kids making the journey alone. Now a lot of them are in the bay area by themselves where. Do they fall within the plan . Great question. Right now we believe that the president , he didnt say it, but we did read his plan. The president does appear to be hearing the plight of those children. Were talking about here, jesse, 52,000 unaccompanied minors from el salvador, guatemala, honduras. Theyre now living in the shadows, like this young man, living here in the bay area. Theyre scared. They fled violence, rape squads, death squads, and they dont know what to do. The Current Administration does acknowledge their existence, but are they going to allow a path for citizenship for them . Were not sure. Because, again, the president himself said this plan does not cover immigrants who just recently arrived here in the United States. Its such a gray area for organization that help these children too. Thats exactly right. Coming up on monday, we in fact go further. Ive been talking to many of the people that weve been in contact with over the months. On monday, we have a special report on a new movement. They say the administration has not gone far enough, and theyre taking matters in their own hand, providing sanctuary for these people who are fleeing violence. Thats monday night at 11 00. The thunderstorms, though, may produce a waterspout if you live in the san gorgonio area. Also st. Martins beach, you want the take shelter. Were talking about heavy downpour, possible hail. And the threat of maybe a waterspout. Were tracking this, and ill have full Detail Police the next six minutes. Also ahead, a South Bay School district repeatedly hit by burglars. It gets hit again. But this time cameras were rolling. Well show you the suspects an the bold action the school took to protect its valuables. And tens of thousands of emails lead to a Million Dollar fine for pg e. Why some say the utility is still getting off easy. [ female announcer ] get your taste of the season, at raleys, bel air, and nob hill. Pg e slapped today with a new million fine for attempts to improperly influence the outcome of a rape case. But the fine isnt quieting critics. They want a harsh deterrent and the shakeup of an overly cozy relationship between the utility and the puc which is assigned to regulate it. Tony kovaleski continues to examine that relationship. Tony, you have been looking at this for months. It was sometimes awkward, bizarre and highly unusual today in San Francisco. The cpuc voted to punish pg e in the scandal that included active involvement by the pucs president and one of its commissioners. So the motion is unanimously adopted. Reporter commissioners imposed a 1 million fine against pg e for the judge shopping scandal, crossing the line in a series of emails pg e and the cpuc discussed which judge to appoint to preside over a rape case involving the utility. A 1 million fine, you know, is nothing. And they really havent changed their rules very much about these secret meetings. They still want to conduct secret meetings with the utilities. And theyre not they need to clean this up. Reporter communications violated rules that governor how the cpuc and pg e are allowed to communicate. As far as were concerned, the emails that were talked about today are just a tip of the iceberg, and there is so much more rating to be uncovered. Reporter and thats where many consumer groups attack the puc, for forcing pg e to release 65,000 more emails that may expose more improper communications. And the discussion really should have been how are we going to show to the public and regain the Publics Trust by disclosing these 65,000 communications. And they had this perfect opportunity to do that. And they failed to do so. Reporter in a statement, pg e agreed that the judge shopping emails violated cpuc rules, and that million fine can grow to as much as much as 400 million. Clearly more questions about the pg e and its relationship with puc. Repercussions across the bay area. His collapse while working on a ship forced a work stoppage at the rest of the bay areas ports including oakland and San Francisco. That is standard procedure after a workplace death, even though the pen nisha man apparently died from natural causes. Business will resume at all ports tomorrow michael jordan. Snooirmt. Protesters lash out at board of regents who made Higher Education even more expensive today. The board voted yes to increase tuition by as much as 5 for the next five years unless the state increases its financial contribution to the uc system. The increase would raise the cost from 12,000 to nearly 16,000 by 2019 for uc students. Todays protest comes after scuffles broke out with police yesterday, and students are still at this hour camped out at cals wheeler hall. They say they wont leave until tuition is frozen again and more transparency is brought to the Budget Planning process. How about our weather . A little rain going a long way. This weeks wet weather has sparked more interest in rainwater harvesting. At the urban Farmers Store in richmond, customers inquiring about rain barrels and tank systems to catch water. Theyre also asking about 60 gallon barrels. As soon as its raining, it process goes from one or two phone calls a day. Because there has been a lot of awareness because of the drought in general. But hen the rain starts falling, then we probably get, you know, 10, 20 calls easily in a day, asking whether we have pumps, whether we have containment. Yeah, its very popular right now. Common not just in richmond, but across the bay area. If you want the save your water, it will cost about 100 or 200 to get started with an entry level system. Had you had the tank, today would have been a good day to collect water. Jeff ranieri joins us now. A pretty strong storm. Right now offshore we are find two particularly strong storm cells. Its remnants of the main storm that moved across. We do want to let you know along with the National Weather service, were tracking two areas of major concern. There has been some rotation within some very heavy downpours may actually produce a waterspout. We havent seen any waterspouts or had any reports of those. But for those of you near san gregorio along the coastline, you need to take shelter and head inside. Very heavy rainfall rates of 1 to 2 inches an hour moving in at the current moment. We dont have any tornado watches or warnings right now. But there is the chance here we could get some rotation with this thunderstorm, and it could even get a little bit more severe. Were going to continue to realistic that for you and this heavy rain continues all the way throughout the evening. We also want to bring some other areas of note. San jose getting some heavy rainfall this afternoon and evening. A lot of this is pushing to the south. Eventually moving toward morgan hill as we continue throughout the next 40 minutes. Downtown is in the clear right now. Now another zone of some heavier rainfall producing about a quarter to half inch just in the past two hours alone is anywhere from emeryville, back here towards oakland, berkeley, lafayette, and moraga. And the trivalley also dealing with the complex of some wet weather. Now as we head throughout the next couple of minutes, were going to track this weather. Coming up, School Experiment that ended with fire crews in the classroom. What went wrong inside a lab. Plus im Michelle Roberts in san jose where two men broke into a school. They got in through the window. Coming up hear from School Officials who say this isnt the first time. New details tonight in a horrific crash that happened back in september. Today San Mateo Police arrested the man they say was behind the wheel. Police say he lost control of his car and swerved off the road just blocks from hilldale high school. He hit a teacher and three special needs students. Again, this was back in september. But the developments were today after a lengthy investigation. Police have now arrested the driver, this man, on dui charges. According to police, the 53yearold man was under the influence of prescription medications. The victims are all recovering from that crash. A classroom experiment sent three alamo students to the hospital today. Ambulances and fire trucks converged on Stone Valley Middle School after several students reported feeling sick in a Forensic Science class. They were performing a fingerprint experiment when something spilled. Three students were briefly hospitalized but recovered quickly. First responders treated the call as a Hazardous Materials incident. But an investigation found nothing dangerous inside the of the classroom. It appears thieves are making a habit out of burglarizing South Bay School district. Now take a good look at surveillance video. District Officials Say it shows one of two suspects breaking into sanders elementary. The map shows it is located in east san jose. This is the third time its been burglarized this year. But after the last two burglaries, the principal installed surveillance cameras, and the video could turn out to be the key to ending this burglary spree. Michelle roberts gives us an inside look. It gave me chills. It made me sick to my stomach. Reporter principal julie howard says it feels like losing a piece of the school. Just looking at somebody prying through your drawers and your personal belongings. Reporter this time, however, the suspects were caught on camera. Knowing someone is going through your stuff is devastating. Reporter principal howard says thieves have broken into the elementary three times since august. You can see where its still dented where they pulled it off and smashed the window in. Reporter in september they got away with computers from the main office. Ten years of files were lost. Now the school is backing up every document and locking the monitors, which is why this man gives up and leaves it behind. Theyre just stealing from all of the kids. Reporter last night howard says the thieves returned to grab cash intended to help low income students pay for everyday necessities. Toothbrushes, they need combs, they need deodorant, socks, underwear. Reporter the violation has parents asking who would do this. We have people out there taking things away from the kids, you know. Its just not fair. Reporter there are five schools in the mt. Pleasant school district. Since august, all five of them have been broken into. Tonight we reveal which hospitals made the most mistakes and why. Also, the order has been issued. Thats historic announcement president obama made tonight. But his executive order wont apply to everyone. The president warned that his order is not amnesty. Instead, its a chance for lawabiding parents to Stay Together with their children and contribute to the economy. If youve been in america for more than five years, if you have children who are american citizens or legal residents, if you register, pass a criminal background check, and youre willing to pay your fair share of taxes, youll be able to apply to stay in this country temporarily without fear of deportation. He is doing this without the approval of congress. And as expected, the president s plan is not sitting well with republicans who pounced today. The president had said before he is not king and he is not an emperor, but he is sure acting like one. This is wrong. Its irresponsible and will do damage to our efforts to fix a broken immigration system. Republicans are now vowing to fight the president in court. As many as 400,000 people died from medical mistakes last year in america. And in the medical community, those mistakes are often called adverse events. California law requires hospitals to track and reported a verse events. But that information isnt easy to get. But we got it. Here is Investigative Reporter Stephen Stock. Steven in. Reporter raj, in the last four years, california hospitals reported to the state that theyve had more than 6,000 adverse events, mistakes. Not all these events resulted in death. But all those errors or bad outcomes were not expected. 2yearold chris had a brain tumor removed last year. And the surgery was brilliant. Reporter but the success of the operation was shortlived. Everything went to hell. My mom went in on march 30th, 2007 for a double knee replacement. Reporter holly stewarts mother was a vibrant 72 years old when she went to the hospital to have knee surgery seven years ago. And she said my knees dont hurt. Its my stomach. Reporter these two families, both suffered what the medical experts call unexpected outcomes, or adverse events law hospitals to report those adverse events to the state within five days. The state then tracks all of those events. Anything from bed sores to operating on the wrong body part to death related to surgery. We discovered there have been more than 6,000 adverse events over the last four years resulting in millions of dollars in fines to the state. But our investigation found the Information Published online is limited and difficult to find. And it doesnt say which hospita hospitals which mistakes. Like hollys month who died two days after knee surgery, becoming septic from a big indestine. Gave her a big hug and she opened her eyes and then she closed them and she znt didnt open them again. While chris did survive, he got an infection that caused brain damage. Now he expects to live only a few more months. You carry that extra burden of knowing what it could have been. What it might have been like if this hadnt happened, the infection hadnt happened. Reporter after months of digging up information on adverse events in california, we found that over the past four years, two bay area hospital, stanford and ucsf lead the state in the number of adverse events. But you would never know that look at the department of Public Healths website. It publishes a report each year that does not identify individual hospitals. But the complete data from the state that we obtained does identify those hospitals. You would also never know that most of those adverse events at both ucsf and stanford are for bed sores. Other hospitals lower on the numerical list have the highest numbers in the state in more serious categories. Take for instance Santa Clara Valley medical center. According to the states own data, Santa Clara Valley had 30 cases where a foreign object was left inside a patient during surgery. Thats out of a total of 64 adverse events. Or take Feather River hospital near chico. It had 22 adverse events in the last four years, 10 of them listed for performing the wrong surgery. Patients have a right to know what the quality of care is in their institution. Reporter dr. Jay wolfson is both a medical doctor and ethicist who studies adverse event reporting. He want morse transparency in the system. This hospitals would be able to look more carefully at the data on their own quality and safety and use them to improve them and then to out the how good they are compared to other hospitals. Do you think its important to track them . It is absolutely important to track them. Particularly preventible adverse events. Reporter dr. Josh adler serves as chief medical officer at ucsf. Over the last four years, ucsf has gotten the most fines in the state for adverse events. Dr. Adler says those high numbers show the hospital is doing a good job tracking the errors and then using that same data to improve the quality of care for all its patients. I believe we are a very safe hospital. And part of why we are safe is we have been in this error finding and resolving business for a long time. Reporter dr. Adler says not every hospital in california is as committed to tracking these adverse events. He points to other hospitals that have low adverse events numbers that he says are too good to be true. Of the hospitals that reported to the state, nearly half of them said they had five or fewer mistakes in the fouryear span. Some hospitals even said they had only one mistake or adverse event. I certainly think we need to be more transparent as a medical community. Even to the point of simply saying do we really even know that everyone is doing their best to count and report their adverse events . Reporter states Like Washington and minnesota do just that. In fact, washington tracks adverse events by type and location on a quarterly basis. Not here in california. Where the department of Public Health does not publish where or when adverse events occur. Right now the system is not designed to improve patient safety. Reporter as for victims like chris, he just hopes others can learn from these mistakes so they wont have to go through what he has gone through. I mean, so very happy that you guys have took some time. And i hope it will help somebody. And i hope it has already. Reporter now stanford hospitals told news a statement they, quote, treat some of the sickest patients in the nation, many of whom have much more complex medical conditions than typically seen at community hospitals. Santa Clara Medical center told us, quote, our focus remains patient safety. And since 2011 we have had a significant and steady decrease in the number of retained foreign objects after surgery. And Feather River hospital said, quote, it is not always black and white. We make the report if there is any possibility that there might be a reportable event. As for the state of california, Public Health officials refuse to sit down and talk with us about any of this or these issues. Weve never had anything to this degree where we had the full experience of having patients come in, this number of patients, at least, and be evaluate and have a secord donned off to go through the motions. The annual drill allows Health Care Workers to practice and improve their response to different kinds of disasters. Last years enablement was a simulated shooter. This year ebola. Just after midnight last night, police say myron may shot and wounded three people inside the Schools Library in tallahassee. The 31yearold was shot and killed after confronting police. Now may graduated from Florida State in 2005. He then became a prosecutor who is trying to open his own law firm. But his journal revealed that he had some fears. Mr. May had a written journal and videos where he expressed fears of being targeted, and that he wanted to bring attention to this issue of targeting. A preliminary review of these documents and videos demonstrate that mr. May was in a state of crisis. One student there did have a close call. He had just checked out several books from the library when the shooting happened. A bullet was found lodged in one of those books. Want to take you outside. Its tonights reality check. Reporter the subject of Immigration Reform has lit a fire across both sides of the political aisle. Republicans had more than two years to draft a bill and a year to schedule a vote on the senate bill. And i do not see one scheduled today, tomorrow, or next week. I cant think of anything more discouraging that the president of the United States could do than what senator mcconnell mentioned. And that is threaten to issue this executive amnesty order which disregards the law. Reporter but whether you think the president has overstepped his bounds or the congress has failed to act, one thing that is not disputable is the history of president ial executive action on immigration. And here are the facts. I believe in the idea of amnesty for those who have put down roots and who have live heard even though some time back they may have entered illegally. It may actually produce a waterspout. Its in the central bay. If you live near the central bay you do want to watch out. This could be heading back here towards the eastern section of the bay. Again, it may produce a waterspout. Well go ahead and get a closer look. You can see areas that will be impacted by this strong thunderstorm would be alameda down to san leandro. Also near the Castro Valley as well. So you want to keep your eye to the sky and watch out for that. We likely could see the stronger thunderstorm cell that has some rotation with it, impact you by 7 03 in cherryland, 7 06 in hayward. We do not have a confirmed waterspout in the bay. But there is a potential with some rotation that we may get one forming. Anyone along the Eastern Shore should take shelter at this time. And certainly keep it right here at nbc bay area and well keep you up to date. Now, were also following some strong storms down here to the south, right near is an gregorio off to the south. We have precip rates of 1 to 2 inches per hour. Very heavy rainfall for the immediate coastline right now. Thats going to be continuing over the next hour. Now the other zone of some strong weather continues across the trivalley. Thats in dub bin, pleasanton and livermore and san ramon. Thats the nature of what well continue to see for tonight. San jose has cleared out. But youve got some heavier pockets of rain back towards los gatos as well. There really are several different pocks of wet weather that were tracking. We do have heavy downpours that we have this afternoon and this evening. In fact, a 90minute rain total in mill valley of over 1 inch from 4. 49 to 6. 19. We might see some isolated Flooding Issues if we add more. The good news in the microclimate forecast through tomorrow a drying forecast. San jose 64. For the peninsula we have 64 also and palo alto. And low 60s expected for San Francisco. Not a whole lot of difference in temperatures as we look at the microclimates. Napa 63. And for the trivalley, 64 in pleasanton. 64 expected in livermore. By this weekend we are tracking another storm system. It begins to line up by 11 00 on friday. Off to the north. Well likely see this bring some rainfall across the bay as we head into early saturday morning. And eventually down here to the south bay as we head throughout 8 00 on saturday. After that well begin to clear out for saturday afternoon as well. The overall weather trend has some sunnier weather heading our way sunday, monday, and tuesday of next week. We do want to stress again right over the central bay there is a special marine Statement Issued by the National Weather service for a potential waterspout. We do not have one right now. That has been spotted. But there is some rotation with that thunderstorm that may produce a waterspout in the central bay. If you live near that area, you want to keep alert.
