One gentleman, in particular, he didnt have his dentures and he was telling me he was so tired of drinking his food. Reporter dont believe him . Then listen to this insideer who still works at the va. The waiting period is just unreal. Reporter the insideer asked to be disguised and his voice alterred because he fears retaliation. Take a look at the pictures taken in july, show hundreds of cases representing hundreds of patients, cases still sitting on the shelves in the vas dental lant. Cases unresolved and unfinished. How long have patients waited in the last years . I am aware patient versus waited up to two years for implants. Reporter is that acceptable . That is not acceptable t. Staffing shortage, the support staff shortage all have been addressed. Reporter the doctor acknowledges long wait times for dental care was a problem. But she insists she has made significant progress in reducing that backlog since taking the helm two years ago. Reporter i need new dentures, do i have to wait . You may have to wait more than a month but less than two. Reporter dr. Knapp says she has increased staffing in recent years by hiring more dental specialists and contracting with two outside labs. Reporter are there still veterans waiting . For . Reporter for prosthesis . Not at this point. Reporter we discovered the backlog persists. They need to move quicker on these problems. Reporter talk to vietnam veterans, he says he has seen little progress since dr. Knapp came on board. There is no excuse for this. Reporter he says he waited so far almost two years to get permanent implants. Hes hill waiting. When you have teeth missing from your mouth. You feel very selfconscious about smiling or how you will eat. Okay. You have to be careful what kind of food you eat. It actually hurts. Reporter we found a list of over 300. Over 30 have been waiting four months or longer. Is that acceptable . We showed dr. Knapp the list we obtained demonstrateing how long some of these veterans have had to wait. We make every attempt over here to reach the patient, if his den schur sitting in the lab. If the patient has not come in, or if there has to be another reason. Thats all im saying. Reporter so is the reason there arent enough dentists to see the patients to put these dentures . Reporter no . We have improved the staffing. We are going to make it even better. But if there is such a factor, it just needs to be investigated. Reporter we have provided dr. Knapp and her staff with a complete list of 113 cases that are six months old or older. People who work for you say its because there arent enough dentists and they around being seen and this stuff is sitting on the shelves, not getting to veterans. There was a point when there were not enough dentists. Like i started, we were extremely short staff. I have done my very best with the hrs help and with our leadership to fix that problem. We have learned the Inspector General is seeing the backlog to see why its taking so long to get them dental treatments. When the secretary of the va visited palo alto earlier this summer, he admitted to us that there is a problem with a serious backlog of dental cases there. Reporter this is a story that got little notice within it happened early friday morning. The young woman, 25 years old, attacked in a house while she was watching over a girlfriends little boy. Tonight, earina jones is in the hospital in stable condition. Her throat cut, too graphic to show without the bandages. Her mother says she was hit by a glass bottle swung by the father earina was looking after. It was so deeply, it was to the bone the way he cut her. Reporter a very emotional sandra jones heard the attacker was only charged with assault. So jones and a victims advocate plan to protest this evening in front of the hall of justice. I want justice for my daughter. Reporter well, the protest that was supposed to be held he here, there is no evidence yet that this is a hate crime and this alleged attacker has been arrested and charged with attempted mertz. A crime against a south Bay High School student sparked a new law. Governor jerry brown signed audreys law. Her story went viral two years ago after she committed suicide at the age of 15. She was despondent after being sexually assaulted unconscious at a party and learning an online photo existed. The law mandates that adolescents and teen agers assaulting an unconscious victim undergo mandatory sex offender treatment. Uc Santa Barbara inspire ready another new law the bill signed today by the governor allows Family Members to ask a judge to remove firearms from a relative who appears to pose a threat. The families of the victim and the gunman pushed for passage of this bill. Rogers parents had tried to notify authorities about their troubled son prior to the rampage in which six people were stabbed or shot. Its official, california will be the first state to ban the use of disposable plastic backs. Today the governor signed the law saying the bags are causing damage, the ban begins next year a. Large Grocery Stores will begin phasing out the bags next summer. A coalition of plastic bag manufacturers says it will seek a voter referendum to repeal this law. The group argues the ban will cost the state thousands of manufacturing jobs. More than 100 cities and counties have a ban on these bags, including l. A. And San Francisco. History in our own back yard helped transform the nation. This week its the 50th anniversary of the berkeley Free Speech Movement. Tonight we bring it to life with rare footage and new interviews. Here is diane dwyer with the first of a fourpart series the Free Speech Movement. Now is the time to get rid of sec regation and discrimination all over this nation. Now is the time. The time when an operation and the machine becomes the holiest, makes you so sick at heart that you didnt take part. It was almost as if the company was waking up from a long slumber of the 1950s. It was november 22nd. And i was already at cal. And i came out of classes and there were clusters. It was a great silence on the campus. We kind of lost our innocence from that time forward. Reporter the summer after the kennedy assassination, law makers passed the civil rights act. That same summer, students from berkeley and around the world traveled to the south to try to register africanamerican voters. It was called the mississippi summer project. A Young Berkeley student whose name would come synonymous with the Free Speech Movement was one of them. This was in mccomb during mississippi summer project. You will not understand the Free Speech Movement if you fail to see that its a continuation of the Civil Rights Movement. We were part of something bigger than us. Obviously, there was a Civil Rights Movement going on. It was led by africanamericans. It was an assertion that the evil way is not going to rule anymore. That change has to happen. Reporter a part of that change happened in the fall of 1964 when those students returned here to campus. They also returned to this small brick sidewalk at the corner of bancroft and telegraph t. University misunderstood the significance of that space. That understanding sparked the Free Speech Movements. Traditionally, there were tables here for all sorts of political activity. The first sports and civil rights all the way from the far left and the communists and farther left all the way to the Young Americans for freedom. So what happens to all of this intense political feeling and activity that the regents announced that strip of red brick belonged to them and not to the city of berkeley and, therefore the rallies that we were holding and the events, the picket, the leafleting, the rallies, the tables that we had set up there, which we had always done in accord with the city of berkeley, we were told were no longer legal. The university said, no, you cant have your tables there. We were told we couldnt do that anymore and no way were we going to, you know, stop. Reporter thats really what precipitated it to be told. I see the first sitin, there were people, mario included, sitting on those, standing at those bal cones, opposite the balconys, opposite the welcome sign. They were sitting up there shouting, join us, join us. And i thought about it and i did. Reporter we set up the tables, anyway. The deans came out, started taking names of the students sitting at the tables and well, every time a dean came, took your name the student got up and another student sat down. On september 30th of 1964, students who had violated the order of not funds more cited and told to report for disciplinary hearings at the dean of students officer up there on the 2nd or 3rd floor. I believe it was eight students. A number of students. There wasnt eight students who showed up for the disciplinary students. It was several hundred. And there was, of course, a standoff. We ended up staying inside sprout hall on to well past midnight. I remember being at a meeting with mario and jack weinberg. A bunch of other people. He said, well, this is mario speaking, well if the principal is freedom of speech on the campus, why dont we move the tables from that strip of sidewalk right on to sprout hall plaza and make a declaretive statement. Why dont we hold our rally there . So thats what happened. That was october 1st. Reporter october 1st, it is now recognized as the birth of the Free Speech Movement. A confluence of events, the Civil Rights Movement, a nation waking up and a universitys misunderstanding. If berkeley, diane dwyer, nbc news. Tomorrow is october 1st. Diane will show us what happened on that date and the university handed the students the perfect platform that captured the attention of the nation. Still ahead, the message caltrans is sending about the new bolts on the bay span bridge. Plus. Reporter san jose is still a political battleground for medical marijuana. Coming up, the city is saying hot clubs raise the stakes. After months of extensive and costly tests of the bolts on the bay bridge, experts are confident most of the rods are safe. The findings were released today and gave the bulk of the bolts all clear t. Test came after 32 bolts broke last year. They are confident many of the other bolts are safe. 424 rods are in question still after they found standing water at the base of the tower last week. The early sefdz that is not at all a similar situation to the situation we had with the 2008 rods. We will run this one to ground and make sure we fully understand where the water came from and that no water will be allowed to pool there again. Because well stay on top of it. Tests on those newly discovered atrisk bolts should be completed in the next several weeks. The next time you are in the neighborhood, look down a. Splash of color in San Franciscos castro district. We will have details next. The medical marijuana battle in san jose is reaching a new high. Even as the city council was taking action against pot clubs this afternoon, advocates took action of their own. Robert handa is at city hall to tell us the pot clubs fate. Reporter well, it was quite a turn of events. The city dramatically increased the fines that can be levied against pot clubs for not changing the rule, but now one election could change everything. The San Jose City Council Approved more expensive fines against pot clubs for violating city restrictions. For example, before clubs faced a fine of 25 for neighborhood nuisances, suven as a disturbance or operating after hours, effective immediately, those fines go up to 2500 for a first offense, 5,000 for a second. 7500 for a third offense. More extreme violations such as owning multdple clubs can cost up to 50,000. Its lard for anybody to be able to operate under these conditions and theyre going to drastically limit the access in san jose. They have to be steep. This is a cash business. A lot of cash moving through. If theyre not steep, people will ignore them as a cost of doing business. Reporter a group of medical marijuana advocates under the name sensible san jose gathered enough signatures. In june, 2016. One with restrictions close to state standards, by phone from sacramento the author of the Initiative Says it gives voters time to evaluate san joses efforts. Lets take you to the north bay, east bay and trivalley. This is where temperatures will also be warming up anywhere from 4 to 7 degrees. Napa expecting 90 degrees. 89 in santa rosa. For the east bay, likely our hottest temperatures. Not in oakland with 82. Back here towards walnut creek, 10 degrees hoter with 92 expected. For the trivalley, 91 in danville and 90 in pleasantton. What we want to show you next is a correlation between the temperatures and the wend here across the bay area. Its always all about the wind from the north bay to the south bay. As we head throughout tomorrow, we will get a northerly component from that wind, building in santa rosa, walnut creek. A slight wind in San Francisco. Its a dryer wind. Temperatures again will be hoter due to that northerly wind. You head throughout friday. Watch this, the winds will turn more oust of the east. Thats an you an offshore wi. Its considered a fire wind because its lacking so much moisture when the winds come from the east. So friday will be the most dangerous day in the forecast. Sunday, we gradually see winds coming from the west. It will be ale cheer pacific wind. Thats when we can expect temperatures to cool on down. Lets get the temperature trends, for the trivalley, not only 90s, we expect to go up to 100 by fridays forecast. We stay in the hot category through saturday and we cool down sunday and monday. As we have been mentioning, not only warm there, at the coastline, San Francisco going up to 85 degrees. We dont usually get that warmer weather the time of year. That certainly is unusual heat. We will probably be close to a few records. Then by sunday and monday, we start to cool off into the 70s. So if we have not touched your temperature just yet of what you can expect, you can see the overall weekend forecast for the peninsula, we will have low 90s by saturday and sunday we will have upper 70s and right there across portions of east shore, we will have mid80s by saturday and 79 expected by sundays forecast, as we mentioned not only warm inland. Right up towards the beachline, totally a killer weather expected here. Temperatures in the 80s for bodega bay, ocean beach Half Moon Bay and santa cruz and carmel. I havent had a surplus in a while.
