At 20 Miles Per Hour with wind gusts. Developing news now involving a troubled pg and e sub station in the south bay. Tonight the utility is asking for your help in tracking down a burglar. The burglary is especially troubling because of where it happened. Were talk being about the metcalfe sub station. You may remember in april of 2013, a sniper repeatedly shot at that site, sparking an oil li leak and major out and. And there are Big Questions about how this fa spicility and others like it are protected. The utility also vowed to spend 100 million over the next three years to increase security at all of its transformer sub stations. They say the burglar remains under investigation. However, they say human error likely played a part in the Security Breach and the burglary. While they admit burglars made it into the sub station, they say no attempt was made to disrupt the electrical grid and if someone had tried to tamper with the grid other security measures would have been triggered. Its not a community where you would expect a hate crime, but its happened according to palo alto police. They are investigating a violent attack on two men in a Downtown Parking lot right on emerson street. Lets bring in nbc bay areas robert honda with some answers. Reporter we talked to a lot of people who say they saw the commotion here saturday might in this city parking lot on emerson street, and we also made contact with one of the alleged victims. Just about everyone described it as a chaotic scene, and police say it was from a hate crime. There are still graphic signs of a fight in this stairwell in palo alto. Police arrested Shane Patrick collins after an alleged unprovoked attack on one man. One man was injured from being hit with kane. He was kicking the victim in his head and upper chest. Reporter they say he yelled racial slurs when he attacked the first man who was africanamerican. It was clear that not only was this an assault with a Deadly Weapon but there should be a hate crime connected to it. Reporter the man is recovering from a head injury and expressed relief the officers showed you. He did not comment on the hate crime charge, but the naacp says if true, it should be prosecuted. If they hear about it and we do not take strong, stern actions, others will repeat it. Thats why its so important to handle it immediately after it happens. Reporter some people who heard about the commotion says that a hate crime is something that rarely if ever happens in palo alto. Its a pretty open community. Every race around here and, you know, everyone seems pretty accepting of that. Reporter the Police Department says it is wrapping up its investigation. Then it will be up to the District Attorneys Office to decide the final charges. Live in palo alto, robert honda. Help is on the way for victims of sundays 6. 0 earthquake that badly shook napa and the surrounding area. 10 million is announced in funding to help families and businesses impacted by the quake. Napa Officials Say the initial estimate to damage is somewhere in the 300 Million Dollar range for the city. It doesnt include damage to prux li infrastructure like water supply lines. [ growling ] reporter pokey and moxey were not hurt during the attack on tuesday, but a third dog, sparky, was bad lay beaten with a golf club in an upsars bedroom. My daughter unfortunately found him upstairs. He was laying on his side whimpering and pretty much unresponsive. Reporter the injuries were severe, and the vet ultimately had to put sparky down. Without sparky around, you know, there will be, theres definitely a hole in our house. He was a member of the family. So were really, were sad. Were really sad. Reporter the teen suspects are 13 and 14 years old. Sources tell me both attend leeland high school. Thats them right there. Reporter Paule Zimmerman says after the teens beat the dog they broke into his house. We are blurring the images because both suspects are minors. Not good. I want to do things that i shouldnt do, you know, to them. Reporter in both cases, the victims say the teens didnt steal anything from the homes. Police ultimately caught the suspects in a third house where the suspects came facetoface with the resident. That homeowner managed to hold both teens until police arrived. He didnt want to speak on camera. What a waste. What was the purpose . Just to have fun . I mean, they didnt steal anything. I dont know, i dont understand. That was Damian Trujillo reporting. Both teens face multiple charges of residential burglary. One of them will also face charges of animal cruelty. How about 15 per hour . San francisco voters will soon be asked to raise the minimum wage in this years election. Right now the minimum wage is 10. 74 per hour. The ballot proposal would raise it to 15 per hour over the next he years. Nearly one in four workers would benefit. It would also narrow the income inequality gap. Thats key because the gap between the rich and poor is growing faster in San Francisco than any other city. So as we talk about our local forecast. Labor day, a lot of people out and about, not just in our bay area beaches but surrounding california. We bring in jeff ranieri. The same storm thats kicking up the waves will be doing the same here across the bay area. And really, we should say its not just from one tropical system, but two other tropical systems that have been out here within the past week. So all of those storms combined together to continue to kick up the waves across the coastline. Right now through saturday, waves likely 4 to 7 feet. You can see right now on the current bu reports. Again, very strong southwesterly swells. Six to eight feet are possible. Its going to be most hazardous it to boaters just off shore. Thats where we would see waves topping 10 feet. Swimmers are advised to stay out of the water with dangerous rip currents. It sounds pretty basic at this point. But if youre caught in a rip current, you dont know too much about a rip current, and for boaters, you need to remember that life jacket. Theyre saying you should not enter that water. Extreme risk that were dealing with with these ocean seas this weekend. It was sunny here from the south bay right on up to the north bay. Now to a developing story overseas, reports that a second american has been killed while fighting for isis in sear yeah. The white house says its a growing concern, westerners joining the militant group, carrying passports that could bring them back home to do more harm. As many as 100 americans have been radicalized and are fighting alongside isis. Meanwhile, a mother makes a plea for freedom for her son. I ask you to please release my child. President obama is said to be nearing a decision on expanding air strikes from iraq to syria to target isis which continues to seize more territory and recruit more members, including westerners.
