The legislation heads to the floor later this month. Nbc bay areas Larry Gerston joins us. This happens routinely where all of a sudden they try to cram these bills at the last hour. Deja vu all over again. It happens every two years which is the length of the legislative session. These bills, at one time, more than 5,000 in number began piling up as early as january 2013. And were not even through the whole thing yet. Believe you me, theres all kinds of things that can happen here. And what we have to realize is, the last time you can introduce one of these things is february 21. So legislators even now can add bills at the last second, you know why . To a process called gut and amend. Which changes language in a bill already in the mix. So yes, they have a lot to do. Walk us through the ones that are the highlights. Heres some of the most controversial bills, jessica. Medical marijuana, a bill that would establish statewide regulation. Another one, ridesharing apps. Legislators are going to consider a bill that would, how can we say it, beef up Insurance Regulations for companies such as uber and lyft. Ethics. We know theyve been rocked by scandals. Theres a bill that would tighten fundraising rules, limit freebies. Then internet poker, a bill that would allow californians to play internet poker at statesanctioned websites. And lastly and very importantly, water. Conservation and regulation. And those are the highlights of some of those bills. Now you and i both know that some of these bills are hundreds of pages long. Theres no way theyre reading all the details. Yeah. Lets get real. They cant day poinat this poin. Theyre going to focus on two types of bills, those that are pressing and those that have little or no opposition. Hundreds are going to fall by the wayside. Why . Because they dont have enough support. But what we really want to look out for are the special interest bills that sneak through the process because of so much legislative activity. And this is the best time for that kind of legislation and why we have to watch out for those gut and amend proposals that special Interest Groups may want to do and public Interest Groups will be watching. The suspected burglar roams the back yard of this home and tried virtually everything to break in. He even tries to pry open the sliding glass door with a shovel. Violated. Yeah. This neighborhood, a lot of crime in this, lot of break ins in this neighborhood. Reporter the suspected burglar then finds a rock and gets in. Put up bars, is that the next thing to do . Reporter ryan says he doesnt want to get political but would support any tax measure that would hire more cops. Im all for it. Reporter but the police union is against one special tax proposal thats exclusive for police and fire. The dollars are tied to measure b becoming more competitive. We know thats what needs to happen to put more officers on the street. We will not be supporting anything that doesnt truly put officers on the street and thats not what this tax measure does. Reporter James Gonzalez says if officers win improvements to measure b that tax like dies. Another measure would ask voters to support a general tax hike that would bolster any service, not just safety. I dont want to make it a political energy, but i know theres been some budget shortfalls, and maybe priorities are being reallocated more toward violent crime. Reporter they want cops to handle quality of life crimes like the break in at his home. There will be other proposals tossed about at tomorrows city council meeting. Reporter its precisely the type of incident pg e are monitoring from its control system where coordinators can monitor emergency situations in real time. And deploy crews quickly. Our Response Time is approximately 21 minutes from the time we get a call to the time we have someone on site and making the system safe. Reporter but at least one Consumer Group doesnt buy it, the director of the Community Reform network says pg e does a much better job of polishing their image than they do with complying with Pipeline Safety rules. And were back here live. Were told it took pg e 22 minutes to respond and get here once that emergency call went out. But as you can see, theyre still out here trying to repair the gas line. Most of the stores have been reopened. But theres a restaurant just up the way, the lazy dog restaurant, that remains closed. They do not have any gas, no hot water. Has cranked out new sanctions against the country, and so has europe. President obama also laid out a more personal attack, slamming Vladimir Putin, saying the countrys economy, saying russia dont make anything. In tonights reality check we find out what russia does make. Vodka . You may be scratching your head and saying doesnt russia produce a lot of oil and gas . What does the president mean that russia doesnt make anything . The comment warranted further vision. The aggression in ukraine set the stage. The take down of Malaysia Airlines flight 17 tore a hole in u. S. russian relations. Its a hole deepened by russias response to this crisis, firing off more missiles. The u. S. Smacked russia with more sanctions and offered this dig at Vladimir Putin and his country, to the british publication the economist. I do think its important to keep perspective. Russia doesnt make anything. Immigrants arent rushing to moscow in search of opportunity. But this cant be true, right . Russia doesnt make anything . After all, the u. S. , russia and saudi arabia are the Biggest Oil Producers in the world. In 2013, only the u. S. , represented by the blue lines in this u. S. Energy information graphic produced more oil and natural gas than russia, represented by the green. Russia is one of the top steel exporters across the globe, ranking in the upper five, according to the world steel association. Then theres russias arms export industry, which is second behind the u. S. So arent president obamas remarks flat wrong . President obama doesnt mean literally that they have no viable economy, just that its a type of economy thats vulnerable to sanctions. Ceo of the commonwealth club, with an expertise in russia, dr. Duffy says the president is highlighting the primitive nature of russias economy. Its not centered on a hightech world. Its oil heavy, likely making sanctions more effective. And in truth, the russian stock market was down by 11 last month. There is some impact of sanctions as well as other factors that are challenging their economy. Speaking of which, the newest sanctions against russia target two big energy firms, a couple financial institutions, eight Weapons Companies and four more individual people, left unscathed, russias vodka companies. They produce about 70 of europes vodka. But surprisingly, that is not a major part of that countrys economy. Good digging. Thanks, sam. Lets turn things over to jeff ranieri. What a change from last week when we in sweltering heat. Its all sparked off by this system moving through california. It did produce flooding in southern california. We are not expecting flooding here but rare summer showers are possible. The counter clock wise circulation around this is pushing off rain activity to the sierra. And its from that system tonight and tomorrow well have a slight chance of showers in the forecast. Ill have more on that coming up in about 25 seconds. But lets take a minute, take a pause and check out whats going on outside. A lot cooler today compared to a couple days ago. In the north bay, 72 right now. Youre going to be in the 60s in no time. With temperatures dropping so quickly, we may have isolated 40s in the north bay. The tri valley, which was 106 degrees on friday is all the way down to 78. So some muchneeded relief for us. And across the south bay, a beautiful picture with sun and blue skies. Throughout the santa clara valley, a gorgeous evening on the way. This is the best tool in the Weather Department to tell you where the showers may be developing and whos going to get cloud cover. Well mainly deal with areas of clouds. Youll want to watch out for areas of green on this map. Thats an indication that we could have showers. Notice all the green is mainly off to the north and also to our east. So were not looking at heavy, widespread rain for the bay area, but its a possibility that some of this activity thats centered to the north may actually make it down there towards the bay area. Theres a decent chance that that may happen. This model is picking up the north bay with the best possibility of some showers. So if youre headed there for work, some sort of meeting, maybe youre off and youre on vacation, may need the umbrella for a little bit. 05 of an inch possible. And pretty much nothing for the south bay. But you still have to be on alert for an isolated shower. You can see for tomorrow, mainly cloud cover here in san jose with breaks of sun and 84. For the peninsula, partly sunny in palo alto. For San Francisco, a chance for isolated, spotty showers. Well take you to the north bay, east bay and tri valley. Napa, santa rosa, best chance of isolated showers and lightning. And livermore at 84 degrees, pleasanton, 85. Were going to round it out with hurricane iselle. Category 4, unreal for a pacific storm.
