Thats a rupture which opened a sinkhole about 15 inches in the middle of the street and water started gushing out. No one thoughs why the water main break, but the mayor tweeted out that the pipe was built in 1921. Were talking 93 years old. Age could be a factor in that. Water has been gushing out ever since. Cars are stuck inside. People cant get in or out. There are reports of students being trapped in their cars as well. This is some video people are posting into instagrams. Sidewalks into rivers, damage likely to run into the millions of dollaring. Now sunset boulevard, right nea the ucla campus has been closed in both directions. Officials say they need to do now is turn off the water. There are firefighters coming in in inflatable rafts trying to move some of the people out. The air what is expected to be closed for quite a bit of time until they figure out whats going on and how to cap that break. More trouble from pg e. It has been indicted and charged with obstructing an investigation. The investigation followed the san bruno pipe explosion which killed eight peel and leveled a neighborhood. The grand jury report accuses pg e of not only slowing down the investigation but providing false or misleading information about its Pipeline Safety program. Some quick work by firefighters in the south bay. Take a look. A brush fire broke out this afternoon. A driver called 911 after he crashed his car in sierra road, and it caught fire. This is a rural air yeah. The fire burned about 12 acres before firefighters got it under control. No one was hurt and no homes were threatened. Now out of hayward, for most of the day an s. W. A. T. Team and bomb squad crawling around a neighborhood. Jodi hernandez is live with police sharing what they found and tense and scary moments. Reporter ill tell you, a huge sense of relief here in this hayward neighborhood. Police have confirmed they did not find any explosives inside this hayward house. That after a long and tense day that all started with what was supposed to be a simple eviction here. Hayward police say it all began when the Alameda County sheriffs deputies came to evict the occupants. But instead, they say they found a note that indicated an explosive device may be inside. Now they immediately called the bomb squad and the s. W. A. T. Team and evacuated the block. Two bomb squad robots and a k9 searched the house before an s. W. A. T. Team finally moved in. While they did find some firearms, they did not find any explosives, and the resident was nowhere to be found. They say the Huge Police Response was warranted. The bottom line is safety, not only for our officers that had to go inside, but for the neighbors, front, back, and side. We want everybody to be safe, and we took every precaution necessary to ensure the state of of the public. Reporter again, the police say they did not find any explosives inside the house. They also did not find the resident. Police are still here. They very much do want to locate the resident and talk to him. It is unclear whether that man la face any potential charges. Plenty of people live there and are concerned. The formal Naval Shipyard has been under scrutiny after we raised questions about radiation levels. Vicky nguyen is here with the very latelatest. As we told you in april, the navy said it would begin testing the grounds. One building is confirmed positive. It found higher than usual revels on 1303f. This is an unoccupied unit on Treasure Island of the level founds equates to 5. 5 milli rehm a year. For some of the 3,000 people who live and work on the island these findings are troubling. The navy did not originally plan to test the hopes for radiation, that decision came after we uncovered a report showing another building, 1101 Bigelow Court also registered radiation readings. We asked how it is addressing Public Safety concerns. How account public trust what the navy has told them about radiation and the extent of radiation here when there continue to be these unexpected findings . The 49ers also plan to listen to feet back from the public and meet after every game to discuss ways to better handle parking and traffic, another way to prevent gridlock for those heading to the gridiron. There are some concerns that there may be some students or visitors to the campus trapped in an underground parking structure. Reporter more than three hours since the water main break, the water cascading downhill into the campus area. Not one but two parking structures are located below grade. That is the concern. A short while ago we spoke to a student who said he went down inside the parking structures and early on students and staff were trying to drive their cars out when the water at times was 2 to 3 feet deep. He does not think anyone is trapped inside, but there is so much water that came gown on the campus, this is a 30 to 36inch water main. It flows 75,000 gallons a minute. You do the math how much water that is that has come down on the campus. Now the way the campus is laid out, the athletic fields and a number of athletic buildings are in the center of the campus. That is where the water has been going, along with the two parking structures. The main academic buildings are up on the hill to the east. The dormitories are up on a hill to the west. They have not been touched by the water, but it is the area in the center that is the main concern. Now the department of water and power has not been able to shut off the flow of the water immediately. Theyre having to do that slowly so as not to risk damaging the system and causing other breaks. So within the next few minutes they expect the water flow will be completely shut off, and then they can start trying to remove the water. Reporting live, patrick heely, nbc bay a ay area news. Fedex is in hot water. They are accused of dealing drugs, knowingly distributing substances from Drug Companies. Mark matthews joins us from the federal courthouse in San Francisco where fedex pleaded not guilty. Reporter they did. Heres the indictment. And it is damning in its detail with how they worked with online Drug Companies without a pharmacist or physician ever laying eyes on the customers. They plead not guilty to conspiracy to distribute controlled substances. One of them set up by this man who sold prescription drugs like diazepam based solely on an online form. He says fedex knew and continued to ship drugs from his pharmacies. And that fedex even changed the way it did business in order to continue working with Drug Companies. So many internet pharmacies were popping up and getting shut down by the federal government that fedex gandy manding lettering of credit in advance to make sure they got paid. Fedex says its simply a Transportation Company and the maximum penalties of 1. 6 billion are not realistic. Ups recently settled a similar case for 40 million. They said the company is innocent. The company has cooperated with the department of justice throughout its multiyear investigation and has a 42year history of working and partnering with federal, state, and local Law Enforcement throughout the country. Reporter lawyers for the shipping company wouldnt take questions, but i called the companys headquarters to ask if it was true that the government told them not to do business with internet pharmacies the they said no. We stand ready to discontinue service to any pharmacy the government deems to be involved in illegal activities. We did a closer look. In the world of crime and punishment, locking people up for misbehavior is a tactic meant to promote Public Safety, but does that approach always work . A new report from the d. C. Based sentencing project claims fewer prisoners less crime. The Group Highlights california as a case study where prison populations have dropped and so has crime. Is that possible . Theres no clear evidence that reductions in prison population done in the states that really felt compelled to do so have led to increases in crime. That, i think, we can safely say. The first part of the claim declares during this period of decars racial, Violent Crime rates fell at a greater rate than the national average. Is this true . Mostly yes. From 2006 to 2012, californias Violent Crime rate went down 20. 7 . For the worst kind of violence, homicides, the rate dips 27. 5 . Compare that to the National Averages. A 19. 3 drop in Violent Crime, a 19 decrease in homicide, and california does come ahead. That claim is true. But wait. How about for the most recent years of data, 2011 to 2012 after the states major Prison Reform went into effect . California saw Violent Crime rise 2. 75 . Homicide went up two, 4. 2 . The National Averages for that time frame, both numbers were both essentially flat. Did 2003 find a hole in the claim . Wiseburg says such a modest claim is just statistical noise. By itself it doesnt signify that much. And that are too many factors at work. Reporter like for example Police Forces laying off staff in the midst of a recession. Wiseburg says that can influence recent crime numbers justs a much as realignments, the states Prison Reform plan. And it was a similar story for property crime as well. For the last six years, its largely gone down in california except for the most recent data.
