He is asking all californians to limit lawn watering and car washing. He asked restaurants and hotels only serve a glass of water at request. This week the santa clara Water District board also approved new rebates which will give you more cashbook if you make significant conservation changes before september. Now is the best time ever to take advantage of conservation rebates. We have rebates to replace highwaterusing landscapes with lowwaterusing landscapes. 2 per square foot. Thats an amazing incentive. Reporter the California Transportation Commission took a more wideranging poll, and it says the time to put money to work is now while the economy is hot. The results were so overwhelmingly positive, 73 of us as voters and taxpayers willing to tax ourselves for more traffic relief and transportation improvements that were wondering if we should go out this november rather than november of 2016. Reporter its a proposal that might soon be on the fast track, something we cant say about our daily commute. New details on that teenager who stowed away on the flight from san jose to hawaii. But the aftermath has been challenging. Sometimes, just couldnt handle every day life. I would get really depressed. When i got out of prison i was really akry at a lot of things. And one of the things i was really angry at was the iranian government, its taken more than two years of my life. Reporter josh and the other two hikers made International Headlines in 2009. In prison iran, accused of spying. Im sure youve been asked this many times. Why risk being so close to the Iranian Border . It was a gamble i didnt intend to take. None of us intended to take, so. You know, the hike that we took was really based on recommendations of people nearby saying go, go to the water fall. So going past that and i came up, farther up the mountain was just a decision of, it looks nice. Lets go. And of course looking back on it, its, it was definitely something that i didnt intend to do. Reporter shane, ill ask you this. In the book you write about, early in the book, that you sneak out of your cell, you go into sarahs cell, and you guys were intimate. Why did you want to write that in the book, and are you crazy . After 20 or 30 minutes of passion . Well, as far as being crazy, i mean, things were so desperate at that time. In the very beginning we had no idea what was going to happen, whether we would make it out, whether wed be hurt. Everything was up in the air. And we had been in solitary confinement for a few months at that point, and i was so desperate for interaction and, you know, to be with sarah, she was in the cell next to me. We were able to talk a little bit through a vent, and, you know, all the, it felt like the stars were aligned. The guards left, they left the key in my door and in sarahs door and i couldnt resist. And it was a very meaningful moment. We didnt know when we were ever be able to be close again. Reporter how difficult for you was this . Early in your life you were a rape victim. Did you feel that you may have been raped in prison . I was afraid of being raped. That was the only thing i thought about for the early months. I pried the cover of the toilet off of my bathroom connected to my cell, and i would just sit up all night holding it, ready to defend myself. We had no idea what was going to happen to us. There was absolutely no road map, no one to tell us what happened to people in those situations. Reporter you werent tortured but in solitary confinement for so many days. Were you tortured . Yeah. We were tortured. For months, you know, there were times that i thought i was going to lose my mind, like a puddle on the ground. And there were times when i was dazed, washing this core of my essence of my being, being human just slipping away. Reporter slipping away, but not forgotten. Their focus now, limiting solitary confinement in american prison. Reporter 2350i6 ye reporter five years from now, where would you like to be emotionally, spiritually . Five years from now, i would like to have a big garden, still be in oakland and be writing and engaged in really tackling some of the problems in this country, particularly around the prison system. And had living with shane and enjoying life as much as possible. Reporter sarah and shane live near lake merit. Their book is called sliver of light. They were certainly after more than just a slurpy. The robbers are still on the loose. It began overnight with an Armed Robbery at a 711. Then robbers hit a second 711. Working with investigative teams we found drivers with extensive criminal records. Thats even though uber insists their background checks are stricter than taxicabs. When a uber driver is in an accident, you could be left paying the bill. They are on the move. Pretty established company. About to go ipo. You expect them to have coverage when youre their customer. Reporter Ride Services like uber are taking over the transportation industry. Download the uber app, click, and within minutes, a driver picks you up. How easy was it to get a job with uber . Its on the internet. Reporter he had been a uberx driver for nine days when Jason Herrera summoned him from the Mission District in San Francisco. Were heading to meet with some coworkers. Reporter but within a mile, the white prius smashed into other carr badly injuring him and herrera. Theyd been left with hospital bills because the drivers perm insurance wouldnt cover the accident and uber claims its not their responsibility. You buy a cash. It comes with a warranty, you get in a cab you have corning. I step in an iron car and i have a question whether or not im going to be covered if theres a sent. Reporter according to a lawsuit filed against uber, the driver denied coverage because he wasnt driving for profit. He needed commercial insurance. Reporter did you tell uber that you only had personal insurance and not commercial insurance . No. Its not like professional job. Reporter uber says they do carry liability insurance. It steps in if the drivers policy is not available for any reason covering from the first dollar, and beyond questionable insurance policies we found uberx drivers. In november, this passenger claimed the driver was verbally abusive. He filed a police report. And now the District Attorneys Office is investigating. Whitmires record includes several restraining orders, multiple Domestic Violence programs and time in state prison. They say whitt fimire passed a background check, but we found he was also on probation for an of drug charge. We found even more drivers causing concern across the country. In chicago, a driver operating without a valid license got pulled over with this passenger in the back seat. I assume theres at least a background check done. But, you know, i was a little reporter this man also drove for uberx in chicago despite the burglary and Disorderly Conduct convictions. This reformed excon goes online and applies to be a uberx driver. Im still baffled how they let me in. Reporter her 20 year rap sheet includes burglary, cocaine possession and shes still on probation for threatening someone with death or bodily injury. A violent past she admits to. I pulled a girl out of a car and almost beat her to death. Reporter but four weeks after applying she gets the job with uberx. All indications show uber has fired drivers when things have gone wrong. But takes the stand that they are a the technology company, not a transportation company. It destroyed my life. My car is gone. And also the insurance after this happened they denied me. I think its a big risk, and the government needs to do something about it. Reporter the California PublicUtilities Commission requires that ride Service Companies have commercial insurance, run criminal back ground checks and do vehicle inspections. Uber is now billing uberx passengers a 1 saferide fee. We discovered that the driver of the other car in herreras incident is a relative of a nbc bay area employee. Now we asked uber several times for an oncamera interview, but they denied our multiple requests. Nbc bay area news. The accused gunman made his First Court Appearance today. Prosecutors filed court papers today shedding more light on what happened. Prosecutors say the doctor had seen the man only once before for pain problems. Records show he gave him an injection and referred him to a pain specialist. The man is being held without bail. A nbc bay area follow up on a homeless camp in the east bay. Some of its residents packed up and moved out of a plot of land known as the bulb after taking a cash settlement. Reporter weve been told about five to eight people are still up and over this hill on a piece of land called the bulb. This is where many folks have called home for many years. Reporter its moving day for Bob Andersson and for 27 other homeless campers who agreed to move out of their makeshift homes on land known as the bulb by 5 00 today in exchange for 3,000. And im trying to gather up everything that i can. Reporter an attorney helped the homeless campers get et settlement but says many have no place to go. Its not enough. Reporter the city of albany says theyve helped find housing for 16 of the campers and are working to help others. The land is a regional park. Its a public park. Reporter the shores have borne many identities over the decades. The original wet lands were used by farmlands. Then they were sold off to the army and became the airfield handling bombers and jets. If you imagine two runways on top of each other. Reporter the airfields were decommissioned in 1996. Some people wanted them replaced with more airfields. People like ecklund didnt. We need the wetlands to improve the health of the wildlife and fish. Reporter 20 years ago she joined a fight to restore the airfields to the tidal marshes. Today she watched as heavy machinery chewed through an old levee. Its hard to believe that its actually happening, because weve been dreaming about there for 40 years. Reporter the Coastal Authority spent years preparing the land for this day. Theyve pumped in material to raise the land to sea level. Managers say this 650 acres of new tidal marshes will support vast wildlife. Plenty of fish will be coming in here. Reporter the work is part of a movement to restore much of the bays lost wetlands. This is part of a wetlands renaissance, and we have to continue it. Because we lost 85 of the wetlands on San Francisco bay. Reporter he says reaching for the past will prepare it for the future. Especially with sea level rise. Were going to need more wetlands to provide a buffer against storms, against damage to our community. Reporter the sight of Rushing Waters brought a flood of visions of walking trails and wildlife viewing and the sense that this wandering land was finally home. Very interesting to see that. The storm system that we had for today is now going to be pushing off towards the south. So, again, throughout saturdays forecast, thats going to be moving on out.
