Its a tragedy that san jose hasnt been able to recruit the personnel that it needs. Reporter jj is one of veterans who left. He left undercover work and the elite homicide unit for a midnight patrol shift in redwood city. People want to feel secure in their line of work, that they will be taken care of and thats the bottom line. We need action. Reporter councilman done rocha asked to stabilize the Police Department but the rules committee voted to send the matter to closed session instead. It is a legal twist. Campbell Police Arrested five suspected gang members who were friends of the victim. The five men range in ages from 17 to 20. One is from stockton, the rest from san jose. Even though they didnt kill the victim, they are charged with his murder. The 24yearold homeless man admits he stabbed 16yearold ivan to death but Police Released him. The police supported his claim he acted in selfdefense. He says the young men attacked him last month at campbells morgan park. The provocative act murder basically allows the District Attorneys Office to charge these five subjects, even though they werent the ones who actually stabbed, they were the ones that insta gated the fight which led to the stabbing. If convicted, all five suspects face sentences of 15 years to life in prison. The two who are minors are being prosecuted as adults. A San Francisco tv faced a judge on dui charges. This shows Michael Quinn behind the wheel of his truck plowing into a motorcycle. The man he hit broke his leg, arm and his lung collapsed in the crash. Prosecutors dropped the case against the firefighter but earlier this week, a grand jury indicted him. He will be arraigned later this month. Quinn resigned from the San Francisco Fire Department in november. To an nbc bay area followup, the mayor of san bruno came out swinging today calling for more change after learning pg and e is facing chiriminal charges in 2010. Were monitoring a News Conference thats about to start at the base, perhaps well get more details and maybe even the motivation of why this man, this soldier went on this rampage. Military Officials Say the shooter was ivan lopez. Hes an enlisted soldier there at fort hood. He then took his own life after opening fire at around 4 30 central time. So thats around 2 30 our time. This happened right on the army base. At least six people were hurt, and also wounded. One of them is now listed in critical condition. Witnesses say they heard powerful gunshots. President obama whose in chicago tonight said this just a short while ago. I want to just assure all of us that we are going to get to the bottom of what happened. You know, any shooting is troubling. Obviously, this reopens the pain of what happened at fort hood five years ago. Mr. Obama referring to the 2009 shooting, also there at fort hood where an Army Psychiatrist shot ex killed 13 people. Were expected to get an update tonight in the next few minutes. Only on nbc tonight, a sudden sweep at a south bay college campus, 20 of san jose state universities resident assistants were either cut or resigned. And it wasnt because of the budget. These are live in dorm supervisors, 18 ras are out of a job. Marianne favro joins us now from san jose state and marianne, this comes not too far after acquisitions of hate crimes in one of those dorms. Is there a connection between the two . Reporter kris, the University Says the staffing overhaul made this week with no connection to the alleged hate crimes reported in the fall. A major shakeup in the dorms at san joy say State University this week. 18 resident advisors out of jobs. They resigned or were fired. That accounts for 20 of our overall housing staff. Reporter thats months after a black student complained he was harassed by four white roommates here at this on campus dorm. The alleged victim filed a 5 Million Dollar claim against the university alleging his roommate bullied and taunted him and put a ushape bike lock on his neck. This student is one of the ras fired today but he wont say why. Neither will the university. Its a Personnel Matter and we cannot comment on the details of the situation, but in general, if we need to take action to address a situation, were going to need to do it and do it immediately. So we are responding appropriately, we are responding so that we support our students. Reporter several students told us the action comes after an incident involving underaged drinking on campus during the winter break. Others fear the university is unfairly targeting ras. I think its not the ras that are at fault. I think its the management thats at fault because they are supposed to be regulating what is going on with ras. Reporter she says shes seen in improvement in the Housing Program since the alleged hate crime was reported. I dont think things have changed that much. I think what san jose does is wipe things under the rug. They try and avoid the issue instead of handling it. Reporter for now, they are handling the opening 18 positions by using existing staff and asking ras hired for fall to report to work early. The fired ras worked in several different forms but that does include the dorm where the alleged hate crime took place. Reporting live in san jose, m e march Marianne Favro. A Mysterious Oil spill in alameda. Our chopper was on sight. A sheen of oil forced crews to rush out to the marina. Someone called in to report diesel fuel in the water around 9 30 this morning. The coast guard and firefighters quickly contained the spill but have no idea where it came from. State Officials Say the spill did not impact any wildlife. You can hear the crashing and panic in peoples voices as they dine in a restaurant in the town of chile as the quake struck last night. In this video you can see the lights swing and furniture shaking and hear one person calling in spanish for someone to turn off the natural gas. As dramatic as that video is and as strong as the earthquake was, there is only six deaths reported so far. There is this video showing people fleeing a pharmacy as bottles and shelves flew. In chile, pitching boats were tossed out of the water, some turnovered and damaged beyond repair. Soldiers had to help some of the hundreds of thousands of people forced to evacuate because of the threat of tsunamis. Even hawaii islands were watching for waves, fortunately, they never materialized. At the highest, the waves were only about 6 feet high off the coast of chile. The chile president declared many places disaster zones. The rim around chile is responsible for the overwhelming majority of volcanic activity. This occurred where one plate subducts beneath the other. Its a similar earthquake to what we seen in japan in the last few years. Again, the death toll only at session people right now, about four years ago chile lost 500 people in an 8. 8 quake and also the site of 1960s earthquake thats the strongest ever in recorded history. One part of the story still developing tonight is the search for more than 300 women prisoners who escaped during the quake. Raj . More than 2,000 miles away, an earthquake shook panama today. The 5. 8 magnitude hit panama around 11 15 a. M. Local time. There are no reports of damage or injuries but schools and homes in the area were evacuated as a precaution. The Supreme Court today loosened the limits on big Money Campaign donations. The court decided that donors can give to as many candidate s as they want. The justices left in place the limits, though, on individual contributions to a candidate at 2600. House leader john boehner praised the ruling says it means freedom of speech is being upheld. The white house however expressed disappoint with todays decision. When you call 911 in an emergency, you expect someone to answer right away but according to the people supposed to be taking the calls, thats not happening in San Francisco. Public safety dispatchers held a rally in front of the department of Emergency Management today to bring awareness to the issue. Because of low staffing, they are unable to answer emergency calls in an efficient time. In a city like San Francisco, that prides itself on being not only a national but world model that our Staffing Levels for the 911 center are critically low and if you live in this city or visit this city on a regular basis, when you call 911 on any given day because of the Staffing Levels you may be on hold. Right now, 130 dispatchers are actively working in San Francisco but there are supposed to be between 170 and 180. The department of Emergency Management Spokesman Says staffing is based on call volume and dispatchers meet Response Time standards set by the city. After hours of comments and discussion last night after a very volatile issue, San Franciscos board of supervisors paved the way for a Shuttle Program. The google buses are among dozens run by techs Biggest Companies that will be allowed to use muni stops for a fee of 1 per stop. This decision did not sit well with groups opposing the program and the Housing Rights Committee among others, they filed an appeal. The heart of the legal challenge isnt inequality or the fee. The appeal was focused on Environmental Impact. In tonights reality check, sam brock fact checks the claim the Shuttle Program could have a negative impact on the environment. This is a political hot potato. That is the contention, a monthlong protest heavy debate. This appeal was about envi Environmental Impact. It will lead to higher pollution, traffic congesten and displacement. Claims that are tough to pin on a program thats shuttling around 17,000 people, 80 are being transported within the city. This should not happen because it is unfair. It is unjust. I like to have workers, not the enemy. The problem is ceos of billiondollar Tech Corporation getting sweet heart deals from city hall, thats the problem. Reporter in the hallways of city hall talk of taxing the rich, corporations and inside Counsel Chamber is a different story. A legal battle over the California Environmental quality act. And seqa says before government takes action, you have to be fully informed and analyze the Environmental Impact. Reporter yeah, you heard that right, protest of corporate shuttles like this one captured yesterday at Mission Local may strive to highlight inequality but appellants say the issue is well, green. What are your concerns about the impacts to the environment . Specifically, when you impact a large transportation system, then you are looking at Environmental Impacts. Like what . When you slow down muni, youre increasing idle time, you are keyuating an Environmental Impact. Pretty am biggous this is going to be an environmental progress. Reporter they say this claim is wrong on its face. There is no way to take drivers off 101, condense them on buses and ones running on diesel and not see pollution. The studies that have been done suggest that about half of the people riding these shuttles would drive their own cars if they werent riding them, and so just the direct emissions impact of that is maybe a factor of three, four, five worse for people driving individually. The studies dont show that all of these shuttle riders would be taking their own individual cars. Reporter so lets look at what the study singular from cal burkely does say what happened if the shuttles disappeared tomorrow. 48 said they would drive alone to work. 15 said they would carpool and 2 3rds would be back on the road and a faith finding a form of public transit. It turned to another top pick, a small percentage of Tech Computers compared to a sea of factors with Living Expenses might be pushing people out. I dont understand that distinction except under the what i talked about before, that these are somehow not real San Franciscoens and we want them out of the city.
