less than this. so you can pay them. >> reporter: the city is not providing a time line of how long this could last or any information on whether they plan to pay a ransom for the stolen data. he's california's gas market. we obtained this letter the feds sent to governor newsom. in it the federal regulatory energy committee is looking into whether anyone contributed to the high natural gas prices or took advantage of the spike. the agency said if any potential wrong doing is identified, its office of enforcement will pursue those matters. a month ago, governor newsom asked the feds to formally investigate why gas prices soar so high so fast, and our response team also dug into the price spike. consumer investigator chris chmura found wholesale prices in california were almost six times higher than the rest of the country. and some explanations for why really did not add up. you can watch our investigation on nbcbayarea.com/response. okay. spring break is right around the corner, and if you're planning a hotel stay, yes, those are the resort fees that they tack on. remember those? >> they just add up. >> and they seem like they're getting more expensive. >> all of a sudden there's a $500 charge there. chris chmura wants to help you avoid those fees, even if you've already booked the room. here's how. >> first, a rant, please. resort fees are totally, completely, undeniably out of control. let's look at five ways you can try to beat them. our first trick is to check your rate. we saw a hotel in honolulu where west coasters could book a special rate that doesn't include a resort fee. it wasn't the first rate the hotel web site showed. you had to click more rates and scroll down to see it. poke around while booking. if you have a reservation you're not necessarily locked into a rate with a resort fee. check to see if you can change your rate now to save money on your vacation. second, comparison shop for package deals. here's one good example. some warehouse clubs offer members hotel deals that do not have a resort fee. third, see if your company has a negotiated hotel rate. many employers, especially the big ones, broker deals. sometimes you can use your corporate rate for leisure travel. thanks, boss. fourth, see if your loyalty pays, at least one hotel chain waives resort fees for high members. some require staying 60 nights a year. we know that's not for everyone. see if using points instead of cash to pay for your stay makes sense, even if you have to buy the points. here's why, many hotels do not charge resort fees when redeeming points. i have done this several times. i researched a hotel in honolulu, a five-night stay in a king room, nothing special, in july. the room rate resort fee and taxes totals $3,324, but if you book the same stay using points and buy all of those points, it will cost you $2,800, total savings, 524 bucks. and there's no resort fee. >> that's good information. >> you just got to do some homework. >> my gosh. speaking of vacations, we would like to get out of here. >> later this week. it's going to start pouring. >> it is, and not just one, but two of those atmospheric rivers, i know, everybody's going, oh, man, because maybe you just got cleaned up from that storm damage, and here comes even more. so let's roll it into that micro climate forecast, and you can count on me and of course our entire micro climate weather team for all the updates as we get closer, and through the duration of the storms, i wanted to show you the rain season, and how we're doing so far. just to underscore the point mere that every single location is running above average. it is going to ensure most of the bay area is going to finish above average. in case you missed this is two different atmospheric rivers and storms meeting up. the first would be thursday and friday, another strong storm mixing in with an atmospheric river. one month's worth of rain coming in just seven days. i'll have all of those details here. let's take it into the radar right now, and you'll see scattered areas of rain, nothing big. we can get through this tonight, and this is moving off to the north and east, keeping some rain in crockett, and at 6:09, right down here into martinez, into 6:15. as we roll through tomorrow's forecast, going to start off chilly, more jacket weather, keep the umbrella, 30s and 40s, and spotty rain through the day. daytime highs in the low to mid-50s. again, no big problems, we have had worse lately. this is just kind of par for the course this time of year. as we move into the next storm system, what i'm seeing is by thursday morning, 6:00 in the morning, here we go, things begin to get active. we got that atmospheric river bubbling up in the pacific. then by thursday night, everything lining up here as that's going to just really nail us here by thursday evening throughout the bay area, throughout the state, snow for the sierra. and that would continue on friday. so rainfall totals on this, just really off the charts, look at the key at the top, find your city, and you can see most of the bay areas in the pink to magenta cover. that's a 2 to 3 inch range in just two days. that's why i'm concerned about the chance here of flooding. over the santa cruz mountains, you're in the gray zone that's 4 plus inches in 48 hours. now, i still certainly think we have fine tuning to do in the forecast, especially through the south bay, i think at least san jose is going to finish out with a 1 to 2 inch range when it comes to the rainfall. more updates on the rain totals as we continue with the storm system. as we kind of take this in and look at all the different levels here, the other thing is landslide potential, rivers running fast. wind gusts 20 to 50 would bring nor power outages, downed trees, sierra snow melt could be epic. 3,000 feet and below, foothills and the sacramento valley, talking about the chance of big time river flooding we're going to be watching and sierra snow above 6,000 feet, next seven days could be stacking up to 6 feet. spotty rain next few days, strong storm thursday and friday. not as heavy this weekend, and get into the next stronger storm by next monday's forecast. every single day has got some sort of chance of rain coming in, and even beyond it, it continues to look active. we'll take it one date. i've got more updates coming up at 6:00 tonight. >> it seems like we just did this in january. >> it's a doozy. up next, two planes clip wings at one of the busiest airports in the country. why it's that kid. he's hungry, when you hear something like that, first of all, what does it mean to you, and second of all, where for you does that come from, that drive? >> yeah, i mean, geez, i don't even
