He was able to pull about a cars length from that truck when it suddenly escalated. I pulled up right to the back of it and said, hey, thats my truck. And he said so and so you and pulled out a gun and shot. And, oh, so he took off and i didnt bother to follow after that. I just dialed 911. Reporter now again, fortunately, he was not hurt. Police say the suspect, though, fled and plowed that truck into other cars. One person suffered minor injuries. They say that suspect then drove the truck right toward officers. One officer fired. The suspect was not hit, not hurt, but ran and was taken into custody. Police are saying that right now they have one person in custody. A 26yearold man. Juan Francisco Lopez sanchez is accused of shooting and killing steinle along a San Francisco pier in 2015. Sanchez is an undocumented immigrant. He allegedly stole the gun he used from a federal agents car. On friday, a judge was selected to preside over the trial. Judge samuel fang has been working in the superior court for about a decade. Reporter the crude unit number 4 at chevron was now on fire. This animation shows how efforts to fix a leaky pipe turned into a nightmare. Investigators determined that managers had ordered workers to make repairs without a costly shutdown. While trying to remove insulation they jabbed a badly corroded pipe. A black cloud was drifting over the area. Loaded with heavial and toxic dioxin. Michael pulled over to watch beforing the night with family three blocks away. I had shortness of breath the next morning. Coughing, wheezing. Went to the emergency room and they diagnosed me with chemical burns to my youngs. Reporter five years and several surgeries later, he still struggles to breathe. When youre gasping for air. Waking up in the middle of the night. Reporter some 15,000 people went to local hospitals. Many sued over the fire. Chevron declined to talk to us on camera but touted new efforts to harden the refinery against the kind of corrosion that triggered the fire. It released a statement saying in part, at chevron, everything we do begins with our fundamental commitment to safety. But garrett brown, a Senior Safety official with cal osha at the time of the fire still worries that chevron ignored a decade of warningings about corrosion before the fire. That pipe had gone from a quarter inch thick to no thicker than a coke can. Reporter and refinery watchdogs fear that chevrons plan to use Cheaper Crude Oil could reverse any of its safety improvements. Cheaper crude has more sulphur which is highly corrosive and attacks pipes. There is no reason we should be allowing more pollution and more workers and Community Members to die and get sick in incidents just because the Company Wants to save a few bucks on cheaper oil that it doesnt need when its profiting on what it has. Reporter greg karras is a Senior Scientist for a local group that bills itself as a watchdog over the refineries. This is what its like to live in the shadows of smokestacks. You know its going to happen again but you dont know when. Reporter nbc bay area learned in a report issued late last year, state workers safety regulators found the refinery was not heeding industry standards governing relief valves, devices designed to ee prevent surges. That could cause another fire. They are doing the best they can to ensure those events dont happen. Reporter clive heads up the safety inspections effort at cal osha, an agency cited for lax oversight. Today things are better at chevron and the 15 refineries statewide thanks to more staff, new rules and unprecedented inspection access during shutdowns. Its a significant change, and its a very powerful tool for us when looking at what refineries are doing and what theyre not doing. Reporter richmond mayor says he meets with chevron regularly to track progress at the refinery. Its a much safer place than it was then. Its still a refinery and still has risks. Reporter but five years after the fire, michael ford is still paying for his own medical expenses.
