In the end, though, it was Police Crisis negotiators who helped resolve it. Drivers on the bay bridge struggled through the backup for hours. The reason behind it, a distraught man climbed up on the Center Anchorage and refused to come down. Our first officers on scene attempted to establish contact. Initially the driver was uncommunicative. Reporter chp officer williams says the two left lanes were blocked as they tried to help him. Initially the mans truck broke down. He said his car was disabled at first. Reporter when help showed up, for some reason the man left his car and climbed the bridge. This mans ride took two and a half hours. Very frustrating. You wouldnt expect it on a wednesday. Reporter the chp says there is a railing and a locked section that the man in his 30s was able to climb out, get over and access the top. Initial efforts to talk with him werent getting results. We called in the San FranciscoPolice Department crisis negotiators, who came out. He was taken to the hospital. Lanes were reopened, but it was still slow going. Two hours just to get from the east bay to here. The fact that we are removing these collection boxes does not mean that we are going away. All that means is that we want to have a collection box that is still convenient for people, in the right locations so they can deposit their mail. Reporter aviation expert Mike Mccarron says in the rare case that a battery catches fire, its actually safer if the device is in the main cabin so a Flight Attendant can recognize the problem immediately. The recent battery issues with samsung phones and the laptop on last nights flight come amid growing terrorist concerns overseas. There are a handful of airports abroad where tsa officials require all personal devices be placed in checked baggage only. The big issue is to make sure that theres nothing explosive in the equipment. And so thats why theyre looking at banning laptops outright from the aircraft. But theres a way you can scan them, theres a way you can search them to prevent that hazard or reduce it a great deal.
