The court drama is still playing out in a San Francisco courtroom. The ninth Circuit Court put the old ban on hold but did not decide if it was unconstitutional. The lawsuit started in Washington State. The attorney general in Washington State saying that his legal team is now reviewing the new order, and will decide if new legal steps need to be taken. Well, the newest travel restrictions are once again causing shock and concern in Silicon Valley, where many tech workers come to the bay area from foreign countries. Ending the mandate that all americans have to Purchase Health insurance. Fines would not be issued to people who choose not to. Instead of incomebased premium subsidies, people would receive tax credits based on how old they are. President obamas expansion of medicaid to more lower income people would expire in 2020. This week, the city of san jose will hold its first public hearing on what went wrong during the recent floods. The city is responding to criticism from so many victims who say they should have got. More warning about that flood. Nbc bay area was the first to report on some of those problems, including information shared by the city and Water District. Mayor sam liccardo also telling us at the time, there was a failure in communication. Nbc bay areas robert honda joins us now from the flood zone near happy hollow park. Robert, whats the new information . Reporter well, you know, san jose has actually had an overall staffing problem for quite a while, but most of the focus has been on its police department. But weve learned that officials have been dealing with a longterm vacancy problem and other key areas that may have caught up with them when the water started to rise. Several units in the neighborhood were in need of major repair. Sacs was here in 1997 when coyote creek flooded. This years flood was more severe and residents needed more war warning. It flooded even more. I dont know if the amount was the same, but the results were worse this time. Many longtime residents told us they had trouble getting flood information early on this time around and were surprised to find out the citys Emergency Operation center, or eoc, was essentially a oneperson unit. Nbc bay area has learned it was actually less than that for a long time. The job of director of eoc was vacant for months before assistant city manager, david sykes, filled in during the crisis, and the county actually provided several of its eoc workers to help. Theres no question that if we had more staff, there would be more to do, better preparation. Theres no question we could do better. Reporter the mayor points out the city has hired a fulltime eoc director that will start on may 16th and address the staffing situation. It will certainly help, especially the one that is in touch with the Water Company and letting us know when its starting to go up. Reporter and as weve been reporting, the mayor has prepared a long list of issues and problems to address at that public hearing on thursday. But at least understaffing is one hes seen before. Well, our Investigative Unit has uncovered new documents that show just how much to the Santa Clarita valley Water District is paying an outside Public Relations firm in the wake of the flood. They hired them to provide communications counseling services, even though the district already has its own internal Public Information office. The cost of the contract is up to 25,000, with rates as high as 500 an hour for the outside firms expertise. You may remember, over a week ago, when our Investigative Unit uncovered email records from the san joses Mayors Office related to the coyote creek flood. The records show the Santa Clarita valley Water District overestimated how much water it would take to flood neighborhoods along the creek. Coming up tonight at 6 00, Stephen Stock reveals new details about the back and forth between the city and Water District in the days and moments leading up to the flood. Tonight, a big Money Development for the raiders. Its not good news for the bay area. This team is one step closer to moving to las vegas, at least, it appears that way. A city councilman in las vegas confirming that raiders owner, mark davis, telling the nfl, he has secured a 650 million loan from bank of america. That same amount of money was lost when both casino mogul Sheldon Adelson and Goldman Sachs dropped out of this project last month. Oakland mayor libby shaft has also updated the nfl on a stadium proposal to keep the raiders in the east bay. Nfl owners would have to approve the move to las vegas. As pro and antitrump demonstrators clashed in berkeley over the weekend, there was little they could agree on. This was the scene supporters of President Trump met by counterprotesters in berkeley. But today both sides seemed to find Common Ground on one thing. They dont think police did enough to prevent the violence. Nbc bay areas Elyce Kirchner joins us live from berkeley where that violence led to ten arrests on sunday. Ely elyce . Reporter thats right, event organizers tell me they worked with weeks with police prior to this event over the weekend and the plan was to end up here at cal, but things got so out of hand, that did not happen. Punches thrown, pepper spray fired. And knifes and wooden sticks used to sort out political differences. Peep staople started beating people with sticks. The police were standing on the side. Reporter he was in the middle shooting this video of saturdays march for trump at civic center plaza. Theres definitely violence on both sides, but i would say, though, that the Trump Supporters were trying to assemble peacefully. Reporter as crowds turned violent, you can see a line of Berkeley Police officers in riot gear, standing about a hundred feet away. No one is in the middle trying to break apart this conflict. Like, you guys need to get involved. Reporter ten people were arrested. Charges include battery and assault with a deadly weapon. And in a statement, a berkeley pd spokesperson said, quote, because of the nature of the crowd, police are not always able to make immediate arrests without inciting further violence or injuring bystanders. We saw someone with a broken nose. Reporter but bystander rich black says that police took too long to arrest. There was excuse after excuse. Reporter and we did reach out to berkeley pd and to the city several times. No one was available for an oncamera interview. Meanwhile, protrump organizers tell me they plan to have another march some time in the future. One, they hope, will remain peaceful. Reporting live in berkeley, im area news. Also at cal, another student. People who are campus workers say the university isnt treating them properly. Since many of these students work in kitchen and food service, they say its not just their health and safety thats at risk. They say if they unionize, administrators will have to acknowledge their concerns. Because we are currently untrained, dont have safe equipment, were demanding a living wage, because were not only paying for housing and food and a lot of us are struggling to even pay that. Reporter and they also have to budget for tuition, books, and fees. Well, the university responded today, saying its committed to ensuring a safe and fair workplace and its reviewing the matter. Have you been on a flight in the past few days, traveling through Airport Security is now getting a lot more personal. The its patdown services are now more rigorous. Tom jenkins joins us from sfo where the new procedures are in effect. What are the new changes . Reporter some say these new changes go too far and others say its a necessary evil. They follow a tsa study where agents were only able to detect 3 out of 70 guns that were attempted to be smuggled through security. An sfo passenger goes through a new tsa patdown after setting off a metal detector. Across the nation, the tsa has just instituted a more aggressive patdown, including passengers private areas. Passengers Rights Group Says it goes too far. It turns the checkpoint into a place of indecency. Reporter but an Airline Security expert tells nbc news, the new patdowns simplify rules for agents and make traveling safer. Because everybody just has to learn one procedure, one technique, and they dont have to try to make a judgment call. Reporter this couple who frequently fly between the u. S. And australia say theyre okay with the new patdowns. Might make them think twice about whats going to happen. Reporter the new rule, which began faciphasing in last week,y applies to passengers who set off metal detectors, refuse to be scanned, and those who agents are alerted to by k9 teams. In a statement to nbc news, the tsa says the new procedure, quote, does not involve any different areas of the body than were screened in the previous standard patdown procedure. But they admit, theyll be more aggressive, making sure weapons dont get through, hidden in passengers pants or undergarments. We asked more than a hundred passengers arriving at sfo the same question. Anybody have to go through the new patdown procedure . No. Reporter we did talk to one woman who said she saw patdowns at her departure city and they did cause some delays at the gates. Tsa says they will monitor and modify the procedure as needed. Within the past 90 minutes, interstate 80 hads reopened in both directions. Both directions were closed for most of the day because of what youre seeing, heavy snow. This was the scene in colfax, cars lining up, hoping to get through. But you can see there, the roads are open. I think our morning anchor, laura garciacannon, has been stuck in tahoe. I know, chains required in many places right now. Geez what a wild weekend. That hail was crazy. And seeing snow on the local mountaintops, pretty outrageous. So much cold air aloft just above the surface that we did have some low snow reports down to about 1,500 feet. I saw a little bit of it myself this waekd. It feels more like winter out here, at least early winter than approaching spring. And thats just really what Mother Nature wants to deal with lately. A lot of extremes. Currently checking in at san jose at 256 degrees. Its been cold all night long and youll need the jacket tonight as it dips down to a colder 49 by 10 00 p. M. Lets get you to the Doppler Radar. Were seeing the final leg of this storm system moving on out. A few spotty showers towards vallejo, up towards san anselmo, and a few up towards contra costra counties. I think the trend will be drier tomorrow, but i want you to be aware of the fact we could have some spotty drizzle across the peninsula and 47 for the trivalley. For the south bay, 45. Well also hang on to potentially a couple of early drops here in the form of drizzle for the north bay. And also in San Francisco, with temperatures in the 40s. And the east bay begins at 47. Now the pattern this week is definitely very complicated. When we take a look at the weather charts, its not as simple as High Pressure just moving in to give us fullon sunny skies this week. Look, High Pressure is going to be moving into california. It will bring us a drier picture. But what im concerned about and will be watching closely is this storm track is only 200 miles to the north. So a little deviation in this moving to the south and we could have some wet weather in the workers this week. Ill track it closely for you, but as of now, youll see in the scrolling sevenday forecast, we are expecting this dry weather to continue. So lets take a look at the futureca futurecast. You can see the stormy pattern just offshore tonight. And as we head through tomorrow morning, heres what were talking about. That rainfall again, very, very close to us. It looks like it will miss us here, with just the cloud cover lingering as we head throughout tuesday. Lets go ahead and get a look at your microclimate forecast, as we head throughout tomorrow. Some of our coolest weather here near the embarcadero. 54 at point reyes, 60 expected in napa. As you mentioned with, dry weather, no big storm expected over the next seven days. Knocki e San Francisco police announced an arrest today, after it released this troubling video on friday, showing a guntoting man knocking one woman to the ground and robbing a San Francisco jewelry store. Police say that video lead to lots of tips and an arrest. 21yearold mathew ho arrested at his home. He now faces charges st s of bu, aggravated assault, and orville. Crews are widening the channel at the base of that damaged spillway. The plan is to allow enough space to allow a power plant to operate at full capacity. You can see the dabmage. That power plant has been offline since oroville dam began overflowing a few weeks back. Once that plant is back online, it releases up to 13,000 cubic feet of water per second. Now, the wet weekend didnt interfere with debris removal. It also did not raise the lake level. Driving on roads littered with potholes can rip up your car and cost you a lot of o money. And with recent storms aggravated the problem, local Transportation Leaders want more money from the state. San joses River Glen Park was packed today with crew members and politicians aiming to fix the areas rocky roads. They want to pass a transportation package by april that will provide more money to prepare roads. State senator jim bell is spearheading the effort. I think were way behind the time in the last 22 years, theres been no increase in funding for pothole repairs in california. The bill to grant the funding is in the state senate right now and will be heard on wednesday. It is such a problem across the bay area. Mmhmm.
