Well get to our local coverage in just a moment, but first we have breaking news from the oroville area. A big concern here after the Butte County Sheriffs Office has ordered immediate evacuation for everyone who lives and works in the oroville area downstream. Right now were hearing from the Department Water resources and Weather Service that the auxiliary spillway structure below the dam, theyre expecting it to fail and that will result in an uncontrollable release of floodwaters. Obviously a huge issue here. Theyre estimating it could happen in the next hour. Authorities say using that auxiliary spillway has led to severe erosion, and the reason they were using it was the main spillway was damaged earlier in the week, forcing use of the aux illino illinauxiliary spillway. It sounds like its going to give, it will be a massive rush of water and people are told to head north. Right now the department of Water Resources increasing the water release to 100,000 cubic feet per second, trying to do what they can to get the water here out of the auxiliary spillway. A very intense situation here. Details still developing, so well continue to watch this for you. We also have Team Coverage for you on our local storm cleanup. We begin with nbc bay areas Chuck Coppola where he got a tour of the damage there. Chuck . Reporter good evening. We can show you in San Mateo County this spillway was not spared at all. This was caused by a landslide meeting the roadway, giving way as a result of the rainstorm. This is your view at the end of this cracked driveway, a landslide that rolled through here. That big oak tree in the back, that used to be standing on the top of that ridge line in a neighborhood that has at least three redtagged homes and possibly six more that might be added to the list. All of this is damage thats happened in just the last two weeks. It led to a tour. A neighborhood of buckled streets and homes. Patrick sheridan, who has lived here 36 years, stau his neighbors home start breaking apart from late january. About a day later, it all sank about three feet, and a day or two later, it sank another three feet. Another day or two later, another three feet. The tour, by congresswoman to build funds for an infrastructure and enough money to help homeowners. These are not democratic mudslides and republican mudslides, this is when we step up and we partner with the states and local governments. Reporter chuck, you can see here traffic is moving fairly smoothly right now, but the major reason for the slowdowns is this mudslide you see here behind me. Traffic has been reduced to one lane in both the north and southbound directions. That means that at least 20 to 30 minutes to your trip from los gatos to santa cruz will be added. While traffic is moving slowly at times, Business Owners are glad to see that at least cars can get through now, especially the owner of the summit house beer garden and grill. The traffic is very slow today. Usually the cars coming by, its just real consistent, a lot of people stopping. Were down to about half the business that we generally do. Reporter she says business is still half of what it normally is on a sunday. The big question now is how these lane closures will impact commuter traffic tomorrow. Many people spent two hours taking an alternate route to get to Santa Clara County from santa cruz last week, and now theyre wondering if it will take that long again if they end up using highway 17 tomorrow. We did see an electronic billboard here that says the maximum speed limit in these narrow areas is 40 miles an hour, but once you hit that congestion, you cant even reach 40 miles an hour in that region. Fortunately, though, the weather is going to be cooperating for any efforts to start breaking down this mudslide tomorrow. Reporting live on highway 17, marianne favro, bay area news. The saturated soil begins to reduce the strength of the slopes. The soil gets pushed apart, the weight of the water pushing down on those steep slope angles, increasing the risk of slides, especially along highway 13, highway 35 and miles kenyon road. The coinciding of these two things caused us to want to have this demonstration today at the Holocaust Memorial to say that there is a direct link between the safety of humanity and the types of orders that President Trump is putting through, and that were not going to stand idly by. The spillway has had reported damage. Emergency Evacuation Orders are in effect for lowlying areas. Were talking about anyone in the area from oroville, palermo to gridley. Theyre saying that area is in danger. The Weather Service is issuing a very stern Evacuation Order saying, this is not a drill, this is not a drill, this is not a drill. Move to high ground now. There are about 8,000 people in this area, and were watching this situation with water uncontrolled just exiting the oroville dam. Were also seeing that the Sacramento Fire Department sacramento is about 70 miles south of Oroville Sacramento says they could have some downstream effects in the sacramento area as a result when this auxiliary spillway gives way. It was just opened up yesterday to take the pressure off the main spillway, which is damaged, and obviously this other spillway couldnt handle whats coming across it, and its on the verge of giving out. Its probably about they were saying about an hour maybe 30 minutes ago, so in the next half hour they expect the auxiliary spillway to give. We have a chopper heading there right now. They are headed that direction at this time. The department of Water Resources said theyve increased the water theyre releasing to about 100,000 cubic feet per second, but they say People Living in low areas will see rapid river rises around them should this spillway completely give way, so theyre not fooling around with these Evacuation Orders. Once Lake Oroville hits 9,000 feet, both still above that level, and bright marry spiwith spillway being used and now the auxiliary, thats the one with the new problem. This is the auxiliary spillway, a picture from 11 00 this morning. Some muddy water there, areas that could have shown erosion this morning. Heres the details. At 901 feet, that spillway gets used at anything above that. Theyre kreincreasing the relea at prit marthe primary spillway. Thats leading to rapid rises which is impacting oroville in the next hour or two. Theyll likely keep those releases going to try to keep pressure off the auxiliary spillway hopefully without any structural problems there to drop the water below the level of actually spilling over so they can get a better handle at what structural damage is happening there at the spillway. The weather is not causing any additional problems into monday, but we do have storms making a return as we get into wednesday night and thursday. You see storm number one of a series of four, we think. Thursday another one coming in, friday mainly for southern california, and saturday another storm comes back our way. The next couple days well have dry weather, but then that rain really picks up, becomes heavy at times again. Well be watching that and also watching that situation.
