These boxes of textbooks arrived today at Pioneer High School in san jose, where the School Receives 160 per student each year from the lottery. If you get 160 per student, what does that buy . There that buys maybe two textbooks. Sometimes, not even two. This calculus book runs 110 each, which underscores why schools feel as though they were used back in 1984 to convince voters to pass a lottery in the first place. School funding has been the political argument in california as long as i remember. And when you can say moneys going to go to schools, its certainly helping you to make a case for anything else you want to do. In the 31 years since voters approved it, only about 1 of School Funding comes from lotteries like the powerball drawing. I dont think most people who are buying tickets are thinking im going to get a better education for california students. Statewide, school s receive about 200 or less for student per year. Its largely flexible. Its unrestricted. Unlike state and federal money thats mandated with strings attached. You might recall about 28 years ago, proposition 98 passed by california voters. Well, that claim of Excessive Force and at this point, thats exactly what it is, a claim, is currently being investigated by the Sheriffs Department. Its a flurry of legal action being taken by some inmates or their families. Former jail inmate joseph along with attorney polly canny met us today outside a san jose courthouse. He filed a claim friday seeking damages for what he called a july 12th attack by jail deputies. He admitted to us he was jailed by intoxicated for violating a restraining order. He also acknowledged he has been in custody several times before without incident. He claims this time, he was beaten by three officers. They were twisting my arms and stepping on me and stuff. The officer put his fingers in my eye on the floor in the cell on a mattress. Swatted at my eye, which damaged my cornea in my eye. He fears he has permanent blindness in his left eye but has not gotten medical validation. Canny also represented the family of michael tyree, beaten by three officers who now face murder charges. She filed a claim for tyrees family as well as clousers and another inmate. Im standing there on more notice there are problems with violence by Correctional Officers against and towards inmates. Now, the Sheriffs Department does not commentont pending claims, but sources tell me that investigators say closser was extremely intoxicated while in jail and never lodged any complaints with custody staff. Sources also say he could not identify the officers involved and picked out two people in a lineup who did not work at the jail. Sources also say clouser has changed his story throughout the investigation. Regardless, he and his attorney say if their claim is rejected, they will go to court. Live in san jose, robert handa. Oakland right now, 55. Looking great here with a lot of that wet weather finally starting to soak to the ground. As we head to tomorrow mornings forecast, we do not expect a strong storm. Thats the good news. Note the temperatures. It will be colder to start. You need the heavier jacket in the north bay, down to 39 degrees. San francisco, 46 with a partly sunny to mostly cloudy sky here down to the peninsula, and 44. And also, 43 for the south bay. Lets take you to the futurecast on this next storm system. You can see its offshore at about 1,000 miles. Cold front tapping in, again, to subtropical moisture. A key link to el nino. This storm system, again, decent punch here as irts arer moving towards the bay area. Lets get you the timeline. Tomorrow, 10 30 in the morning. Rainfall is off to the north. Well gradually start to see that rainfall develop by 3 00 tomorrow. Were talking santa rosa, point reyes, also napa. Then eventually by 7 00, scattered areas of rainfall moving to san jose. Its not going to be super heavy rainfall. But it definitely is going to be moderate and should give us a decent soaking. With that subtropical moisture, youre going to notice the big, fat raindrops like this morning. Thats really one of the key differences with slightly warmer air moving in with the storm system, it can hold more moisture, therefore, dumping the bigger raindrops. Well keep the chance of rain through lav11 30 thursday eveni and well clear out for friday morning. By friday evening, our next storm system is lining up with showers here just off to the north, and then the heavier rainfall arriving by saturday morning. Lets take a look. Two storms in three days. How much rainfall will be get . Pretty locked in for at least. 75 inches for most of the bay area. That includes san jose, maybe. 9 to santa cruz, San Francisco and napa, and close to an inch from santa rosa to ukiah. Were steadily continuing to see these storm systems at least bringing a quarter to a half inch for the bay area. Good news. Not too much to avert any kind of river flooding, but enough to continue to keep our rainfall totals going up. As we take you to your microclimate forecast on thursday, dry again for the morning commute. By the afternoon, that rain chance com on back. San jose expecting 57. Cupertino, 55. For the peninsula, chilly in pacifica, down to 52 degrees. For San Francisco, well keep low to mid 50s. North bay, east bay, and trivalley, all of these microclimates expecting that possibility of rainfall. Napa at 55. Back into mill valley, 52. And for the trivalley, well come in with livermore at 55 degrees. Lets sum up whats to come our way.
