Michelle . Reporter yeah thats right. Last month we had that big storm, but january has been completely dry. And if that continues for the next couple of months the Water District will have to put an emergency plan in place. Thats why theyre having this meeting tonight, to discuss that. Currently, the state is asking everyone to voluntarily conserve 20 water. The Santa Clara CountyWater District says we are falling short. Cutting water use by only 13 in the next two months if we continue to stay dry, water officials expect to ask homeowners to conserve 40 or even 50 , all to protect the groundwater levels. When groundwater aquifers are overdrawn, when you take out more water than youre putting in eventually that ground underneath it starts to compact, and actually, the ground level can sink. And when that happens, all the infrastructure, the utilities that are under ground can be damaged. Reporter the Sinking Ground could also cause saltwater intrusion from the bay and increase the risk of flood damage when it does rain. New watersaving rules could come as early as next month, but no decisions will be made tonight. But coming up at 6 00 i will have more on the drought conditions. Yeah it didnt do anything at all. And you know a lot of places didnt see anything at all. You can see the satellite radar picture. A storm system that passed to the south really began to break up early this morning. Were just left with a few areas of cloud cover. And tonight the biggest drought we are under is the possibility of some patchy drizzle. So here is the reality of this situation. In january, no rainfall in napa no rainfall in San Francisco, no rainfall in oakland, and just 0. 02 inches in san jose. We are now trending drier in january than one of our driest months here in the bay area, which is june when we typically average 0. 1 inches to 0. 2 inches. Here is another look at just how far behind we are here in january. Nearly 4 inches below where we should be for this month in napa San Francisco 3. 75 San Francisco airport just under 3. 5inch deficit and san jose just under 3. 5 inches as well. So is there any good outlook for february . We have the best chances for rainfall through southern california, but heading through march and april, we may see the pattern change a little bit, but again, this is a longterm prediction that could help out the bay area. Okay the east coast blizzard was a hitandmiss today, actually but one thing is for sure thousands of flights have been canceled and will be going into the night. Almost 5,000 nationwide including more than 100 cancellations here at sfo. Many people told the earliest they can get out is tomorrow. Better news though at oakland international. Heres a live look at the terminal. No cancellations in oakland or at san jose airport. As for that blizzard new york city actually got lucky. This video shot by a drone shows the snowcovered streets. Not so bad, though in manhattan, but boston and other parts of new england got hit very hard and continue to do so. Our radar shows the blizzard is now heading into maine. Reporter raj, more than 24 hours after the storm started, its still snowing ive stopped asking when its going to stop although its kind of trickling right now. So, its not too, too bad. You know people here are anxious to start digging out, get back to their normal lives. But all in all, the governor of massachusetts said that he feels that the damage here could have been a lot worse. The blizzard of 2015 unleashed its wrath on massachusetts, rhode island New Hampshire and maine, dumping 30 inches of snow or more in some towns. And the snow is about up to just below my chest line. So its pretty high, slow trudging. Reporter across boston desolate streets, closed businesses, Public Transportation halted. A travel ban remains in effect keeping most drivers off the roads, except for the plows, which are struggling to keep up with the heavy blowing snow. The storm is accompanied by high winds, which have cut power to thousands in cape cod and the coastal islands among the hardest hit. Nantucket registered a wind gust near 80 miles an hour. Thats above Hurricane Force. The storm in new england was just what forecasters predicted a lot of snow a lot of wind but less damage than anticipated. Incredible. Just keeps coming. I dont even know when its supposed to stop. Reporter not so in new york which saw snow totals fall far short. By midmorning the new york city subway was back up and running. It will take days for travelers to recover from the storm, which saw nearly 7,000 flights canceled, including at the busy hubs of new Yorks Laguardia and bostons logan airport. As new york gets back to normal tuesday, boston hopes that it will do the same wednesday. Until then theyre using humor to get through it. For example, this guy roaming the streets in a yeti costume. Were told his efforts to hail a cab were unsuccessful. And i can assure you, it wasnt just the yeti that had trouble getting a cab. There actually is a travel ban in effect here in boston as was the case last night. The governor has lifted that travel ban as of midnight tonight, meaning people who want to start venturing out can. I just dont know what theyre going to find. Walking around the Boston Common here, the streets are in rough shape and its going to take a while for the plows to hit all of them. A former chp officer accused of sharing racy photos of women in his custody has pleaded no contest. Sean harrington received three years of felony probation and a 180day suspended jail sentence. He must also speak at a Community Violence solutions class. Prosecutors say harrington sent those racy photos from the womens cell phones to his personal devices. He also shared those pictures later with other officers. Harrington resigned from the chps Dublin Office in october. San jose police have released the mug shots of two drivers accused of killing a jogger during a street race. Gabriel esparza and Manuel Alvarado avalos are behind bars tonight without bail. A memorial is growing at site of where the 24yearold female jogger was killed yesterday. This is yerba buena road near silver creek high school. Police say two cars were going nearly 70 Miles Per Hour during the street race when they spun out of control and ran up on the sidewalk killing kiran pabla, a business student at cal state east bay. The flu season has now turned deadly in the south bay. Santa clara county is reporting its first flurelated death of the year. Thats now six deadly cases here in the bay area. One in San Francisco, napa and sonoma counties and two in san mateo county. All six bay area deaths were adults under the age of 65. Doctors are urging people, its not too late to get your flu shot and wash your hands frequently. Thieves smashed their way into the Wells Fargo History Museum in San Francisco, making off with a display case of gold nuggets. Im Mark Matthews. New details now on a traumatic earlymorning crashandgrab. Armed robbers drove a stolen suv into the wells fargo muism in the financial district and made off with a collection of gold nuggets. Nbc bay areas Mark Matthews is live outside the bank building. Mark these type of crimes seem to be occurring more frequently these days. Reporter three very highprofile crimes in just the last 60 days. This time thieves crashed their way inside the Wells Fargo Museum they held a guard at gunpoint, made off with the nuggets, ditched the suv inside the building and got away in a second car. A tow truck very gingerly pulled the suv out of the Wells Fargo Museum, tires scraping on the shattered glass etched the sidewalk. Police are trying to preserve all the evidence they can from the suburban. It was reportedly stolen last friday from san bruno. At 2 20 this morning, Police Say Three masked bandits rammed their way into the museum. Suspects exited that vehicle, held a Security Guard at gunpoint, and was able to take the gold nuggets from a display case. Reporter 4 to 10 ounces of gold nuggets, initially estimated to be worth less than 10,000. That was the haul. Police say the trio then jumped into a fourdoor, lightcolored sedan and sped off. They were reportedly seen crossing the bay bridge. I think its sinful. Reporter jeffrey cinder works at wells fargo. The museum has been a destination for School Field Trips and a source of pride for the wells fargo bank. And i just hope that its returned and not melted down. Reporter this is the third heist of this kind in the past two months in San Francisco. In late november burglars drove a car into the chanel store off of union square and two weeks ago, two men backed a uhaul van into this patagonia store near fishermans wharf. Coming up at 6 00 tonight, well get reaction to this heist and why gold nuggets are worth more than just gold dust. Well tell you why these nuggets may not be as valuable as you think. Theyre tearing up lawns and destroying property. Right now, the San Jose City council is debating a law which would allow homeowners to hire a licensed trapper to catch and kill the wild boars. 14 pigs were caught and killed in south san jose last year while a temporary ordinance was in place. Also in san jose hundreds of volunteers fanning out this morning to count the homeless. Today and tomorrow the mission will be to count and interview homeless people. The city does this every two years. Mayor sam liccardo was among todays participants. The goal is to develop an accurate picture of the homelessness issue in san jose. Two years ago, the count exceeded 4,700 people. Well, hes a little kid tackling some adult issues. Ryan tran is a 12yearold from san jose whos been raising money for charities for years now. But its his choice of charities this year that got our attention. Garvin has the bay area proud series. That charity is the grateful garvin project. It was started after hearing of victims of Sexual Assault who after given up their clothes as far of the investigation was sent home in paper gowns due to lack of resources. She vowed to change it and is getting help from the unlikeliest of ways. So, this wall is primarily childrens clothing. Reporter after just a few short years, Lisa Blanchard could write a nice long book about running a nonprofit. It never ceases to amaze me how people come across and come to grateful garment project. Reporter her grateful garment project now providing new, warm comfortable clothing to victims of Sexual Assault in 25 california counties and growing. This is our packing slip what it looks like. Reporter lisa says in all that time wearing almost every hat, she thought she had seen it all, all types of needs, all types of donations and all types of donors. On my honor, i will do my best reporter until a very different one appeared on her doorstep loyal, healthy reporter 12yearold ryan tran may be one of the smallest members of his Boy Scout Troop but has to have one of the biggest hearts. For years, ryan has been selling popcorn as part of the cub and boy scouts and giving a portion of the money away to charity. On the hunt for a new Charity Last Year ryan remembered lisa asking for donations at his church. He asked his mom and his dad what it was all about. They told me how, about people who get touched in spots that they didnt allow them to. Right here we have sweatpants and, like sweat bras. I feel like thats really bad and they need like help, and i would want to do this for this organization. So four days a week three hours a day for aen tire month, ryan went door to door selling his popcorn, eventually raising 500 for grateful garments. And if the idea of a 12yearold boy scout raising money for victims of Sexual Assault werent different enough just think about that boy in walmart filling lisas wish list. Well i didnt really know what sizes to pick. I didnt know how to find them because im not used to those i dont really shop for underwear. It says a lot about the capacity he has for compassion. Oh, my goodness, look at all this it says a lot about the personal integrity he has. As you might not be surprised, ryan was one of the top sellers of popcorn in his Boy Scout Troop, and then he came to an agreement, because he had been raising money for charity for years, he kind of became a boy scout and said id like to do a portion of this and keep donating to charity. They allowed him to keep a portion of that. Credit to walmart, they doubled his 500 in gift cards and that way, he could buy what the grateful garment project needs, which is new, warm comfortable clothes, just what Sexual Assault victims need at the darkest time for them. Was that rain i saw today . That was really confusing, jeff. Yeah so disappointing. We did track a storm system today that was mainly off towards the south. It produced if anything a couple of sprinkles, mainly in the extreme south bay and a little bit of drizzle. But you can see just how disorganized it is right now as the bulk of any kind of rainfall has now missed us and is well off towards the east. So, i really think for tonight, the biggest threat well be under is maybe some patchy drizzle near the coastline, but were not expecting any kind of huge, measurable rainfall. So, you can put the umbrella away, at least for now. Well take you outside to the sky camera network. Temperatures in the 60s. At times weve had a little clearing across the peninsula, but at other times, clouds are rolling back in. Currently overcast throughout San Francisco and 64 and some of the coolest weather right now in the north bay with 60s. So lets take you into that forecast. And youll see on the futurecast any kind of cloud cover and significant rainfall again will remain way off towards the east or too far to the north. So as we take you into your wednesday morning forecast youll see mainly thickest cloud cover will be off to the coastline, may have a few patchy, low clouds to start, but i think overall, throughout wednesday well have a sunnier day in the forecast and that increased sunshine will also give us some warmer temperatures as well. So, heres the rub on everything. With no rainfall for most of the bay area in january at all, that also of course means no snow in the sierra. And here is the current state of the sierra snowpack. Weve just updated these numbers today. Northern central and southern sierra anywhere from 24 to 27 of average. Were now on pace with as dry as it was in 2013 2014 also the alltime drought of 1976 and 1977. So, yes, december was historic setting on that rainfall. We had so much of it but now weve flipped the coin on the other end. So, were really hoping that february, march, even april has a lot more rainfall for us. Because you can see in the micro climate forecast again for wednesday, no rainfall expected at all. San jose expecting 68 degrees, so theres a little bit of warming in that forecast and also more rays of sunshine throughout the south bay. Morgan hills 67. It will stay on the cooler side in the peninsula, at least for pacifica and foster city and well hang on to some clouds here in forest hill. San francisco at 62. But i still think well break in with some sunshine here across soma and 65 degrees. Taking you to the north bay, east bay and trivalley a little bit of a warmup in santa rosa and napa where temperatures for the most part were in the upper 50s. We can expect 66 in santa rosa 64 in napa. Oakland 66 degrees as well and some midtoupper 60s here for the trivalley pleasanton coming in with 68 degrees. So, as we push ahead to that upcoming weekend, no rainfall. Desperately needed. You can see temperatures will hover in the upper 60s to about 70s. South bay may be one of the warmest by this upcoming sunday forecast. Only hope of any rainfall might be by next week on tuesday, and at that it is just a slight chance of showers. So, well continue to monitor that forecast. But for right now, i guess, you know i hate to say it, but enjoy that sunshine. Okay thanks jeff. Running for safety. The heroic actions of a neighbor that saved lives after a suspicious fire breaks out. And a rare find. Cops find these coins on a suspected thief. The mystery behind where they came from. An alert neighbor is being credited for helping seven people escape a fire. It happened this morning outside of a san jose fourplex. Firefighters say the fire started in a carport on weyburn lane near deanza boulevard. Three cars were burned but thankfully, no one was hurt. It happened overnight. Everyone was able to return to their home about two hours later. Investigators consider this fire suspicious. A former concorde Elementary School teacher has been found guilty of molesting his students. Five months ago at his first trial, the jury was deadlocked. Prosecutors retried Joseph Martin and today the jurors convicted him on 19 counts of molestation. Martin was a teacher at woodside elementary in concorde. The victims, seven boys who were his students over a sixyear period. Martin will be sentenced next month. Hell face a minimum of 25 years to life in prison. The humane societys hoping a 5,000 reward will help them find the suspect or suspects who tried to kill these 5weekold terrier pups. They were found wrapped up in a garbage bag and left to die in a Pleasant Hill park. A couple walking their dogs found the tiny terriers on january 19th. The pups survived and are currently in foster care with the east bay Animal Rescue and refuge. The pups will go up for adoption in a few weeks. A surprising find during a routine traffic stop in redwood city. Police found these rare vintage, chinese coins back in november. They were in the car of a suspect they had arrested for auto burglary. Police say they believe the coins were stolen property and theyre looking for the rightful owner. Its unclear how much these coins are worth. East bay leaders are ready to change the playbook when it comes to keeping the as and raiders in oakland. This afternoon, the Alameda County board of supervisors voted yes on a revised plan to negotiate new deals with oaklands pro sports teams.
