Michelle, lightning caused trouble at the coliseum. The as are about to take on the astros tonight. Reporter yeah, just in a couple of hours. People are out here enjoying the beautiful night. The sun is out, blue skies, but this morning looked much different. The coliseum is all lit up now, but this morning it went dark for awhile. North bay skies lit up before dawn, but it wasnt the only place that saw fire in the skies early this morning. The home of the as briefly lost power for a short time just before 5 00 a. M. After a lightning hit a nearby power pole just blocks from the coliseum. Pse g says 72 customers were in the dark for awhile. And then we heard the big boom and we didnt know what it was. There was debris flying all over the place. Didnt know if something had blown up or what the situation was. Reporter a tree in bill obrians backyard in kentfield had split in half. He said he was in the shower when a flash came through the spout. Luckily, the house was copper gutters, so we think that dispersed a lot of electricity and saved some of the house. Reporter it didnt take long for the skies to clear, but the fire danger remains. Crews searching for any signs of fire. Cal fire says whenever theres lightning in the forecast, they do beef up staff just in case and they will be keeping a close eye on some of the dry grounds because something could spark even days after a storm. Interesting convergence of events this morning, as we saw tropical moisture racing towards the bay area, pumping in unusually moist air and a weather system arriving right at the same time. Even though this was mid level moisture, as you clearly saw, that was enough to generate lightning. Quite a few lightning strikes from 4 00 a. M. To 5 00 a. M. You can see them there on the map, mostly around the peninsula and very briefly around oakland this morning. Now those showers have moved off to the north and east as this moisture begins to move on. We will see the chances of accumulating rain now on the decrease, but yes we did measure rainfall,. 5 in San Francisco, oakland, just enough to wet the ground. So for tonight, still seeing those low clouds like you saw there near oakland, but drizzle. No thunder in the forecast tonight. Light shower or drizzle possible for tomorrow morning, but our headline is quickly switching over from seeing these unusually moist conditions to one thats going to be downright hot in the valleys, talking about temperatures soaring into the 90s. It was messy, but the as have a deal after weeks of bitter negotiations, the city of oakland and the as agreed to a new tenyear lease to play at the oakland coliseum. As coowner said he and city officials came to a fair compromise. The deal will bring 20 million to the city and Alameda County over the next decade. The board of supervisors is expected to pass the agreement next week. It is a tenyear deal, but there is an escape clause that would allow the as to leave oakland as early as 2017. Well, it gives us a chance to plan a little bit better than having to figure out what to do after next year. And i think it will work out for everybody. Oaklands mayor also chiming in saying, we couldnt be prouder of the as and were excited to head into the rest of the season with the best team and the best fans in baseball. In San Francisco now, it will be up to the voters, the controversial soda tax will be on the november ballot. The citys board of supervisors narrowly approved the measure late this afternoon. A new report predicts the tax could reduce soda consumption in San Francisco by more than 30 . The citys economist adds the two cents per ounce tax would raise more than 35 million a year. Most of the money raised would go towards health and nutritional programs. New developments tonight in the middle east. More airlines are cancelling flights to israel. The move comes after a hamas rocket exploded near the tel aviv airport. The faa has told all u. S. Airlines to cancel flights to and from the airport for 24 hours. That time could be extended. Canadian and European Airlines soon followed, but israeli officials said theres no need to cancel flights, the area is safe. Meanwhile, the United Nations is calling for an investigation after it discovered that hamas is hiding more rockets in schools. The schools are being used as shelters for palestinian refugees. Now to the developing story in ukraine. New evidence confirming the Malaysian Airlines plane was shot down by a missile. After kept away for days by prorussian rebels, investigators were finally able to get a good look at the crash site and wreckage. The holes in the fuselage appear to be from shrapnel. Investigators say theres also signs of tampering at the crash site. Australia, which had nearly 40 passengers on that flight, says the scene needs to be secured. After the crime comes the coverup. What we have seen is evidence tampering on an industrial scale. There were 298 people onboard the Malaysian Airlines flight when it crashed last thursday over eastern ukraine. So far only 200 bodies have been recovered. Officials also now have the black boxes. They say they are a bit damaged, but in good condition. New at 5 00, will it help fight crime in the bay areas biggest city . For the first time ever, san jose has hired Community Service officers. They are not cops, but they will be armed with pepper spray. Nbc bay area reporter joining us, whats their role here . Reporter we, starting in september, raj, you will see them out on the streets after they graduate from the academy. And as you mentioned, they will not be using guns at all or carrying guns, but they will be playing an Important Role in crime fighting. Youre looking at the very first Community Service officers in san joses history. They started their fiveweek academy today. After they graduate, these 12 women and 13 men will go through three weeks of Field Training before they start on the job. Today they collected their gear, which includes pepper spray, but they wont carry guns. Instead, theyll be taking a lot of reports. They are going to be answering priority three calls. Mostly those are cold report calls, burglaries, theft, noninjury vehicle accidents, traffic control. Reporter the idea is to free the sworn officers from much of their paperwork so they can get back on patrol much faster, which will hopefully reduce violent crime. President of the San Jose Police Officers Association disagrees. The impact is going to be negligible. What we need is more officers. We just dont have enough. Reporter in 2008, the department had more than 1,400 officers. Now there are only about 900 that are street ready. The Community Service officers will work full time with a starting salary around 53,000. I think its a good idea. It would definitely take, you know, some of the load off the officers. Reporter the new Community Service officers will wear a light blue shirt and don a shield, not a star. Theyll hit the streets of san jose september 14th. The president of the Police Officers association is also concerned about the safety of these new officers. Well have more on that coming up tonight at 6 00. Just ahead, the strange noise a truck driver heard and what he did about it that has him being hailed as a hero. Also, who would rob an 11 year old . Detectives in the south bay said this Surveillance Video led them to those responsible. Also, the bay area swimmer whos proving real winners dont stop, even after they cross the finish line. I want to get back to our breaking news, a shooting in San Francisco. Our nbc chopper overhead. This is in the bay view district. Tell you what we know at this point. This happened around 4 15 this afternoon, so about an hour ago in the bay view of third street and mackinnon avenue. An 80yearold woman was inside of a home. She was shot in the head. Injuries appear to be nonlife threatening, so thats the good news here. Police say this may have started as a carjacking. Once again, possible attempted carjacking in the bay view involving an 80yearold woman shot in the head. Well continue to follow the story, but we want to pass along into bay view right now and surrounding streets, a lot of traffic and a lot of shut down streets in San Francisco. Once again, well follow the story throughout this newscast and at 6 00. In other news tonight, what began with a man looking for a safe place to sleep ended for him pleading for his life. He woke up trapped in a recycling truck. The driver of the truck said he was a couple hours into his shift when he heard pounding coming from the back of his truck around 6 30 this morning. The truck driver drove to the nearest fire station where paramedics looked quickly to find the man. Firefighters say he was partially crushed by the trucks hydraulic system, which is used to compact recyclables and was taken to the hospital for injuries to his shoulder. That guy could have been, you know, if he hadnt heard him, he would have been trapped in that thing all day long and may have died. He is a hero, he saved his life. San francisco fire battalion chief kevin smith said hes never heard of a rescue like this before. After meeting with supervisors and safety managers, the 20year veteran truck driver went back to work to finish his shift. A teenager is in Juvenile Hall tonight accused of robbing an 11yearold boy at knife point for a bike. Last week Santa Clara Police released Surveillance Video showing the 15yearold suspect and friends before the robbery. That led to several tips and the teenagers arrest. The stolen bike was recovered and returned to the victim. A follow up now to a story about that apartment complex in the east bay which has been without Running Water since last friday. Theres some very good news here, the water is back on. This is at the spring house apartment complex in pleasanton. Residents in this upscale complex that has over 300 units werent able to shower, use the toilet, or even wash their hands for four days. The property manager blamed it on a steel pipe that burst underground last friday. He claims he contacted five different plumbers before he was able to find one capable of  doing the difficult job. And tonights bay area proud we meet a champion, one in every sense of the word. For one woman, cleaning up at a National Competition is just the beginning of the good news. Garvin thomas joins us with her inspiring story. Kim chandler is 38 years old and has Downs Syndrome. Her mother says we should all be as lucky to be born with as much confidence as kim has. Certainly on display in this years Special Olympics usa games, but what does a real winner do when games are done . Keep winning, of course. Water, we are told, seeks its own level. Always evening out on top. Water, it turns out, has been the equalizer in kim chandlers life, as well. The students you see in this swim class where kim volunteers dont know or care about the highs and lows of her life. They only care that when they hit the water shes there to catch them. I do like it. I like the whole thing. Reporter kim was born 38 years ago in thailand, where her family was living. The prognosis for a girl with Downs Syndrome at that time and in that place was not one full of promise. Yes, the doctors said maybe, maybe shell be able to fit in society. Reporter but mom nancy says a mainstream education and two loving older sisters gave kim a great foundation. She says kims natural ability are what made her a great athlete. She learned to swim in thailand with a teacher, young, and thats where her nice strokes and all came from. Reporter strokes kim showed off to the country at this years Special Olympics usa games in new jersey in june. That is kim in the 100meter freestyle relay, where her team won a gold medal. This one is silver. Reporter just one of three medals kim won during the games. I love to win. I was very proud. Yeah. Reporter but what makes mom even prouder is how kim chooses to live her life every day. This summer teaching not just swimming, but art to children at the community center. And teaching the rest of us that real winners dont stop, even after crossing the finish line. Whats fantastic about that, obviously, shes teaching classes to nondisabled children and they dont think theres anything different about her. You know, both the being a champion, you know, swimming champion in there. Whatever, she has Downs Syndrome, whatever, shes there to teach me, im going to learn. Very good teacher. And the relationship they form in the water and how the kids will possibly feel about people with disabilities going forward, you know, how to relate to them is the good news in all this. I want to meet her in person. Such a lovely lady. Thanks, garvin. Lets bring in rob mayeda, our meteorologist. We have a lot going on, lightning strikes, thunder, rain, everything. Looked more like hawaii or parts of the gulf coast with the Early Morning Thunder Showers around the bay area. Right now, partly cloudy skies, low clouds over San Francisco, but the winds certainly have picked up this evening. Wind speeds close to 25 miles per hour. Strong sea breeze for now that will start to disappear later this weekend. Well see temperatures climbing up. Thunderstorms at this hour, north of chico and out towards reno. Most of the moisture is starting to move on. Well have one more system come through tonight, which may toss a stray shower or two into early tomorrow morning, then our temperatures are going to climb up. This, by the way, one source of the mugginess around the bay area, another may surprise you. In a typical summer weve got cool water off our coast as northwest winds present upwelling from below and as the cooler water comes up, Ocean Temperatures drop into the 50s, which is good for the ecosystem, adding nutrients to the water, but instead if youve been to the beaches lately, what youve found are temperatures in the upper 60s in santa cruz, 71 degrees offshore on the central coast. Numbers almost 10 degrees warmer than average because the upwelling has shut down. Now we get the late day sea breezes, over 60degree plus water, so things feel more muggy outside and not until that upwelling gets going again that well see coastal relief in terms of bringing down temperatures and add more coolant to the ocean ac that were accustomed to for this time of year. Tomorrow morning, onshore winds bring in the low clouds and possibly a little shower activity very early in the morning before the skies clear. Heading into the afternoon, mostly cloudy conditions, then clearing as we go through the day. Then after tomorrow, the ocean influence in our weather begins to disappear. High pressure building in from the east, not so much tomorrow, but youll notice it by the time we get to thursday, talking temperatures really climbing up, warming by as much as 10 to 15 degrees between tomorrow and thursday. A cloudy start, breezy for your wednesday and now thursday the heat is on. Were talking temperatures well into the low 90s on thursday and appears if you look at the sevenday forecast, for the trivalley, east bay, north bay valleys, we should be in the upper 90s in the weekend. Heat is about to make a comeback, but we hope less humidity in the weekend. Tomorrow in san jose, 82 degrees, coolest day for the rest of the week is temperatures climbing up. Next few days, we will see the temperatures vaulting near 90 in san jose by the end of the week, low 90s for the weekend ahead, San Francisco starting to warm up, not too hot, though, at 75 degrees. North bay, highs tomorrow in the mid 70s. Pleasanton and livermore in the low 80s and heres where the heat is going to be felt out towards the trivalley, close to 100 degrees by the end of the weekend as the moisture moves on, typical heat for the trivalley locations moves in in time for the weekend. Tonight at 6 00, our business and tech reporter scott budman looks into what might be next for apple and its fans. The crackdown began today. No sleeping or lying down at bart stations. Our cameras were there this morning when bart police told one man here that he had to get up at the powell street station in San Francisco. Police say this new policy is a safety measure. Its a way to ensure the long corridors can be evacuated in four to six minutes during an emergency. The first offense is a verbal warning, second is a citation with no fine. The third offense is a Court Appearance that could lead to a fine or jail. People may soon be able to ride horses through los altos city streets. The city council is expected to amend the ban on large animals during tonights cityouncil meeting. The vote comes after a couple asked the city back in february if they can conduct an indian tradition of having the groom ride into the ceremony on a white horse. The City Council Unanimously approved the request at the time but only as a onetime thing. Were in a difficult situation because we have to apply the law that the muni code states, but we absolutely support this ordinance and councils decision and the previous decisions to allow it. The Police Department says it will make sure all animal providers have proper insurance just in case something goes wrong. We have our nbc chopper over the scene. And this unfolded about 4 00 this afternoon. It started with shots being fired at a woman. She was sitting inside her house, shots fired through a window and she was hit in the head. An 80yearold woman. Police say her injuries are not life threatening, but because of her injuries, because of her age, they are keeping a close watch on her. This car, they believe police say this started as a carjacking. The suspect then ran into a library about five blocks away. At this point we dont know the situation about the whereabouts of the suspect. We last heard he was at the library. We dont know if theres a standoff situation. While this is happening, there was a muni bus in the middle of this. Streets have been shut down. The bus is still parked there and we heard several lines are now delayed because of this active police situation. Of course, well keep an eye on it and bring you the latest tonight at 6 00.
