We begin with Airport Security. Now, we all remember the story, a teen stowing away in the wheel well of a flight from hawaii. It happened in the Early Morning hours of a day in april. Lawmakers followed calling for increased security. Tonight, our undercover cameras discovered more weaknesses in the Airport Security net. With a single swipe of a badge, we watched some airport workers completely bypass all security. Investigative reporter gener. Two workers enter just off a busy sidewalk and seconds later enter the airport terminal. This man in a mini van heads in the door. Wheres he going . Then hes at the gate. Or this guy, sprinting to get through them too. And he goes in. All of these people with a single swipe of a badge just bypassed all Airport Security at San Jose International airport. And its allowed. Im not really comfortable with the concept of an honor system when it comes to Airport Security. Its exactly why the Blue Ribbon Task force was created to find Technology Driven solutions to make airports safer. It found weak control of the airport workforce due to inconsistent standards, uneven oversight and poor enforcement that could potentially allow for unauthorized individuals to get in. You see, some airport workers go back and forth from public areas to secure areas. So they dont always go through security. Instead, they simply swipe a badge. The Task Force Found biometrics like fingerprinting or hand scanning coupled with an i. D. Badge is extraordinarily reliable in making an airport more security. Airports including sfo have it. San jose does not. The technology is there and can be utilized and it should be implemented. The congressman spearheaded that task force. It has been 12 years and it doesnt appear that were any better off now than we were before. Yes, i believe that we should revisit the recommendations. It was meant for everybody because we utilize the idea that all airports should be following this on recommendation. Pass some biometrics here but wasnt an area tsa established standards for at this point. The director of aviation at San Jose International airport even though they do not require it, do you think it would enhance security to have biometrics . There are Different Things you can do and the tsa doesnt require it. Theres things you do above and beyond the basic standards. We watched these doors for a week as passengers and anyone else who wants to walks by. Anyone who gets a hold of a badge that opens these doors, can go from the sidewalk to inside the terminal in seconds. From what we saw, the swipe of a badge and then they can be in the terminal within 20 seconds and theres nobody checking them. Certainly what you see is kind of like an iceberg. You have the tip of the iceberg. Theres a lot of things that go on behind the scenes to prepare that employee for what he or she is required and allowed to do. At another set of doors just feet away, we watched as one worker swiped a badge and two others followed him in. Only one badge was swiped for three employees. The sign on it reads, all personnel must swipe their badge. Is that permitted . That is not the secure area door, yes, that is permitted. An airport spokesperson later sent this email stating officials check the door and found it is signed incorrectly and that group access is permitted. They plan to change the sign. What about the doors we showed you earlier that lead directly to the terminal . Whos using them . Remember these ladies. We found them stocking items at starbucks and this man who hours earlier was unloading supplies from his mini van also swiped the badge. Moments later enters the terminal. That badge potentially could be passed on to somebody else. So that the badge itself it has different coding levels on it. And theres also checks and double checks that you may not be seeing. So you know for sure that the person using that badge does own the badge . Well, thats certainly the goal of the program. Security doesnt come free. An International Security expert helped improve security at Boston Logan Airport after 9 11. It is a very serious problem. He believes biometrics is in need of layer that enhances security. That is something that is unique and attached to the persons body and cannot be imitated by anyone else. Were very confident in our program and we feel that weve met and exceeded the requirements in many places. Weve been lucky, but i dont think you can rely on luck moving forward. Also, you should know the airport does have different badges for employees with multiple levels of security clearance and it requires badge holders pass a background check. Now, when we return. For decades it was a naval ship yard, now the city making way for homes and shops and offices. But tonight, insiders tell Investigative Reporter they have Serious Public Health concerns about the integrity of the cleanup. During world war ii, Hunters Point was a Navy Ship Yard used as a research and testing lab and license for unrestricted use of Radioactive Material. With its toxic legacy is undergoing a renaissance. City of San Francisco plans to turn it into one of the most beautiful places of land in the bay area with 800 acres of water front homes and retail and parks. I would not feel comfortable living there, having a yard where i could grow a garden, absolutely not. San francisco is absolutely beautiful. I all but left my heart there. It is a shame this is happening. They worked for Navy Contractor tetra tech. Together they have decades of experience working in Nuclear Power and radiological safety across the country. How did it compare to what was happening at any other site youve worked on . It was the most egregious violation of standard protocol ive ever encountered in 35 years. A year into the job, he began to witness questionable behavior. It has to do with the proper disposal of Radioactive Material. In december of 2010, bauer sent photos and emails to managers documenting trucks and shipping dirt away without being survived and tanks full of thousands of gallons of water clearly marked as contaminated and literally tons of material heading through the bay area that he says was not tested or cleared for radiation. The most common contaminants are raid yum, cesium and stront yum. What can that do to our health. Radium in the bones, you have the potential of bone cancer. Things like that down the road. He says the public cant be confident soil leaving Hunters Point and soil that remains here to be used as backfill underneath future development is radiation free. He alleges tet ratech management cut corners to save money. Its been botched. Its been botched. Its not right. They cant be shipping potentially contaminated soil as clean landfill into the city of San Francisco. This cant be done. She raised a red flag which she discovered managers made a major change in 2011 involving a portal monitor that sounds an alarm when it detects radiation. This is an internal manual obtained by the nbc bay area investigative unit. In 2011 the detector alarm set point was raised to 8. 5. The original level in 2008 was 6. Andrea says that dramatically lowered how much radiation the monitors would detect. They are trying to get dirt out thats contaminated that should never have left Hunters Point ship yard. She began documenting major problems she witnessed and shared her personal log book that tracked the trucks leaving Hunters Point. At the end there was a lot of trucks. There was 17, 20, 12 a day going out that never passed the portal monitor. They witnessed other questionable behavior from the failure of workers to secure potentially radioactive areas to the public to the promotion of unqualified personnel to Senior Safety sensitive roles and took their concerns up to the Nuclear Regulatory commission and submitted 30 complaints to the nrc. What i was told in Hunters Point shipyard, dont talk to the nrc, they wont help you. Nrc declined our interview question but we obtained this reports. In each instance, responded they were, quote, unable to substantiate the claims. To do what they should have done in response to your complaint. Not thoroughly enough. Im not sure i believe in them anymore. Both bauers and andrews lost their jobs shortly after. Taxpayers are paying thousands and thousands of dollars, everybody across this United States is paying for that cleanup. And its not being done correctly now. That was investigaour invest reporter. Bauers and andrews along with two other former employees who worked at Hunters Point are suing tetra tech for retaliation, part of a whistleblower lawsuit claiming they were fired for speaking up. We investigate the enforcement of californias fracking law, questions about state regulators and following the rules. Its a National Debate thats playing out right here in california for the first time in state history, we have a law that tracks and regulates the controversial practice of fracking. Six months after that law was expected to take effect, Investigative Reporter steven stock found its not being enforced. Reporter at first glance it appears like any other neighborhood in california. The only barrier between this particular site and our Apartment Unit is this wall. But beyond the cinder block wall, he only recently discovered they were using hydrochloric acid to treat the well. Only six months ago a new state law took effect which was supposed to require all oil and Gas Companies to notify neighbors about oil well stimulation, such as fracking or the use of as said. Sb4 also required the state to list all fracked wells on the website within 60 days. It angers me. First of all, we werent informed there were chemicals on this particular location. An investigation by nbc by area has discovered just as much uncertainty over what wells are being fracked as before sb4 took effect. We found wells like this one or this one, both located in kearn county where fracking occurred but not listed on the website. Communities across california are being kept in the dark. Colin is with an Environmental Group calling for a halt to all fracking. Fracking is a dangerous practice. To know know where its happening or how frequently, thats a huge concern. He analyzed state, local and industry data, comparing the states new fracking website with the industrys voluntary fracking site, frack focus and found dozens of discrepancies. We individually verified those discrepancies and found 77 wells out of a total of 116 that had been voluntarily published on frack focus. All 77 of those wells as of may 20th had not been posted on states website. We also found 62 wells where a local air Quality Management reports show hydrochloric acid was used. Those wells dont show up on state website either. As you see here we mapped all of those wells on our website. The bottom line is these regulations arent working. They arent keeping the Community Safe for the dangers of fracking. I would say they arent properly informed as to where were at. Jason marshall is the chief Deputy Director of Californias Department of conservation. When i see 77 more on frack focus on this current website, thats not through intent or the state dragging its feet or trying to be slow in the process . Not at all. Were working diligently and operators are reporting that stuff on frack focus, were getting information they need to give us for Additional Information so we can link that up and post it on our site and given 15 days to do that.
