San jose Police Released this mug shot of Robbie Williams today. He was arrested last thursday following a deadly stabbing on canyon ridge drive. The relationship between the accused killer and victim wasnt clear until now. That victim was 64yearold Patricia Hairston williams. Investigators will not say what they think led up to that stabbing. An angry parent is facing possible felony charges after investigators say she went to her daughters Santa Rosa Elementary School and grabbed a boy by the neck. Were at the Sheriffs Department where deputies from here were the ones who arrested 30yearold Dahlia Garcia bratcher over the weekend. They say she went to her daughters Elementary School and grabbed a young boy she believed had been tormenting her daughter. This morning parents were shocked that Something Like this could happen at this Charter School that enjoys the reputation of being one of the best in the area. Im a mother and, yeah, it really bothers me a lot. Just for someone to walk in like that and do Something Like that, it its its frightening. It does bother me, but at the same time, i understand theres not a lot they can do. You know, they cant really fence the kids in. Reporter the superintendent of the School District told reporters that the schools Visitor Policy is being reviewed, but on friday when bratcher is accused of storming onto campus and grabbing an 11yearold by the throat, its likely she had no intention of stopping by the office first, and other than policy there was nothing to stop her. Theres nothing. Theres no security guards. Theres nothing. Reporter superintendent snyder is sending a letter home to parents. Well be reminding parents about those procedures. If it was my kid reporter jennifer is a parent of three at the school, saying bullying has been a problem for her children but nothings been done. Its a problem. It needs to be addressed instead of. Well take care of it. Well, youre not taking care of it, obviously. Reporter deputies here at the headquarters have been saying they have not been able to find a link between bratchers daughter and the boy that was grabbed. In fact, she may have grabbed the wrong boy. Shes saying she never touched any child. Coming up at 6 00 well hear from her attorney on this case. She was arrested over the weekend and officials at the school say they took pictures of the boys neck that showed that he had been grabbed. That was enough for deputies to arrest her. Clouds moving in, tracking instability with height here on those clouds in San Francisco. Thats a good enough indication that the area of low pressure, this storm system were tracking, is getting closer. Its already produced 14 Lightning Strikes the past three hours north of bate area. We think as we head throughout the next 24 hours, as that storm system gets closer and pushes across the bay area there will be slight risk of isolated thunderstorms. If we do get any that do develop we could get a bit of hail. My main concern with that storm as it moves over is the potential here of dry lightning that again could spark wildfires. Well have details on when that storm moves out and if it could mean any kind of rainfall across the bay coming up. Weve been talking about fire season as it gets off to an early start. San francisco showed off a critical tool to ensure theyre ready to battle fire in the city. An underground water tank. There are 150 right now but dozens more are being added including 1 at 32nd and irving, another at 37th and iloa street. Cheryl hurd is live. A lot of people dont even know they exist. Reporter thats right. A lot of people dont even know what theyre called. Theyre called cisterns. This one is located at 37th and uloa. Its been an eyesore here for about six months but soon you wont even know its there, it will be paved over. Another one locate not far from here. We got a chance to see what it looked like underground. Fire chief Joann Hayes White gave us an underground tour of the cistern tank located at 37th and irving in San Franciscos sunset district. It provides standing pots of water if we need it in the event of a largescale emergency. We can tap into that water source and suppress a fire. Reporter the tanks hold 75,000 gallons of water. Theyre strategically located in over 100 areas throughout the city. The city learned a hard lesson in 1906. Just relying on the existing water supply system wasnt necessarily enough to protect the city from a huge fire. Reporter San Francisco knows about huge fires. The last time water was used from a cistern tank was in 1989 during the loma prieta earthquake fire. The tanks were not used during the march mission bay fire. But the city is thankful the money was there to pay for the 30 tanks that are now under construction. Taxpayers passed a bond measure four years ago that generated 1. 4 million to pay for 30 cistern tanks. A new measure is on the ballot for this june. Proposition a. To generate 55 million to build more. Were good planners in the Fire Department and we know that our history has showed us there are water mains that can break. So we want to be able to have other options to deploy in the event of system failures. Reporter once all the cisterns being built under this phase are complete, there will be 180 of them throughout the city of San Francisco. Coming up at 6 00, ill tell you what effect the drought will have over all this water being held under ground. A followup to the case of a man found dead years uc berkeley. He has been identified as 22yearold concord man. The Alameda County coroner identified him as lorenzo trujillo. His body was found at the base of a small cliff. Police do not suspect foul play but official cause of death has not been released. Guarded optimism in oakland. A dramatic drop in Violent Crime compared to last year. Oakland police say shootings, homicides and robberies are all down. Shootings have plummeted 35 . Homicides down 18 . And robberies have dropped to just under 11 this year, nearly a 40 decrease. Police and city leaders attribute the drop to an improving economy, increased Neighborhood Watch programs, and improved police work. The governor addressed the issue today at a conference on agriculture. This was in sacramento. He says Global Warming has already caused the state to experience a longer and more destructive fire season. Its also drying up prime california farmland. He adds, we need to be in the front of the fight against Global Warming. We have to get other states and other nations on a similar path forward. And that is enormously difficult. The governor was met with protesters as you can see who oppose his support for fracking. Thats the practice that Oil Companies use to crack rock formations to release oil and glass. Our business and tech reporter scott budman is in the south bay where he got an exclusive first drive today. Any differences from the Traditional School bus . Reporter yeah, quite a bit. And as you know, Traditional School buses havent changed in years. But all that fuel can add up and be very expensive. So maybe some Green Technology along with maybe some solar pan theys can help cut costs. With that in mind several Silicon Valley businesses along with a San Jose Group called breathe california are partnering to build electric buses. Basically changing out whats been under the hood for batteries so the buses plug in to charge up. Eventually, they say, the plan is to charge those batteries with solar power. It takes on average 17,000 a year to run a regular school bus. So if we can get all that free from solar energy, then schools can use this money for real school stuff. Reporter the first students to ride the electric buses to school will be in gilroy. That will start next year. Gilroy says it will officially announce the plan later this month. All this does not come cheap. Each bus costs about 150,000 to upgrade. But if those facts are correct, if they last nine or ten years, theyll pay themselves off in fuel alone. Our school buses are changing. They are. And our weather is changing a bit. Weve possibly got lightning in our future. Yeah, thats right. On this monday, a little bit of an unusual forecast for late may with this lateseason storm thats shaping up. Were tracking the core of that low pressure system just offshore. Not only 14 Lightning Strikes the past three hours, but this could bring lateseason snow in higher elevations. More on that coming up. We want to underscore the risk of Severe Weather the next 24 hours. Nothing in terms of intense, heavy, widespread rainfall. But we may get isolated Lightning Strikes as the core of low pressure moves closer. The highest risk here would be dry lightning that could spark wildfires. Lets take you outside of the Sky Camera Network right now. The other thing youve noticed while it cooled down this weekend, a cooler breeze right now on this monday. Right now 60s across the bay. North bay averaging 66. For the east bay, 64. Right now in the south bay, 65. Well take you to the peninsula. Weve got 66. Winds primarily out of the west. Notice just a little bit of lift in those clouds right now. Cumulus cloud action happening across most of the bay. Its a sign of some of the instability we are undergoing. So i want to take you to the future cast. It shows us where we may actually get some rainfall. Again, as mentioned, were not looking at any widespread rain moving across the bay. As we progress through tomorrow morning, 6 00 and 7 00, you can see green showing up. What i will say is it doesnt mean necessarily were going to get rain on top of san jose. Theres a decent chance. I think at 6 00 and 7 00 in the morning tomorrow, everyone will have a chance here of light scattered showers. With that we may get a stray Lightning Strike as we head throughout the afternoon. Then check this out, by 6 00 and 7 00 tomorrow, a little bit of lateseason snow, rainsnow mix across yosemite, is possible. As the core of the storm system will mainly take more of a northern and also eastern storm track. Were just getting brushed by the edge of that storm system as it moves closer. The highest chance of getting a Lightning Strike across the hills of the the north bay and east bay through tonight, also tuesday. And the other thing you want to notice, little to no warning with that lightning. Because it may not have rain associated with it. We call it dry lightning. Its just another reason to keep your eyes to the sky and just head inside if you happen to see a lightning bolt. Take a look at our microclimate forecast as we head throughout tomorrow.
