Neighborhood association here to listen to those Police Officers and firefighters. Now, these Police Officers claim that in as little as two years, there will be about 100 fewer officers than there are on the streets of san jose today. We did confirm the numbers with the police department, which says there are about 900 officers on the streets now. But project that the number will go down. The union says by 2016, there could be as few as 800 officers when you include the officers on disability. The union sun happy with city council, in particular councilman sam lacardo who proposed hiring a couple hundred more officers in the next few years. They call his plan a political move in an election year, but the councilman adds hes confident his plan will help the police force grow. In addition to that big problem, we have retirements escalating that will make the math just not add up. If you want to add 200 Police Officers in that period of time, we dont think thats possible, and we think that needs to be revealed to the public. The assumption that nothing will change between now and 2016 is a false premise. Im pushing for changes now and pushing to restore pay and staffing now. Im pushing to find how we can better utilize our scarce resources. Reporter he says part of his plan calls for restoring the 11 pay cut officers took and the council has approved that. The union is still not satisfied. There were 40 new recruits that graduated in the last class in september. Only 22 have stayed. Union leaders say unless the city undoes the pension cuts, officers will not stay. Both sides blaming the other for political attacks in an election year. Coming up tonight, well show you more on that, as well as what firefighters are saying. The young man that was a victim of a hate crime at san jose state filed a claim against the university, naming the csu system, the schools president and a dorm resident. Its asking for 5 million and says the resident adviser ignored clear warning signs that a dangerous situation was brewing, also alleging brief of contract, negligence and failure to provide equal housing. Donald williams says his white roommates locked him in his room, putting a bike lock around his neck. His lawyers say the university rejects this claim. The claim was filed yesterday and san jose has 45 days to respond. New details on the suspected gunman who killed a sheriffs deputy yesterday. Investigators say the suspect, richard cheney, was wanted for killing an elderly man in oregon. Detectives believe cheney shot that man in oregon and set his home on fire. Cheney then carjacked two men and drove to california. Thats where he shot and killed the deputy. Authorities found cheney dead after a second shootout with deputies near ft. Bragg. Tonight, San Francisco police are on the hunt for a suspect in a hit and run. A woman was crossing the street when the driver of an suv hit and killed her. The driver then made a uturn, took a look at the dying woman and sped off. The suspect is driving a white Dodge Durango last seen going south on bayshore. Police say the brazen nature of the hit and run is stunning for onlookers. It is surprising, but again, that just shows the negligence on behalf of the driver. That obviously something occurred or the driver turned around and drove back slowly to see what happened and that shows negligence. This is the sixth fatal pedestrian accident in San Francisco this year. Attention passengers flying out of sfo. The airport is shutting down some runways to make some safety upgrades. Kimberly terry got an upclose look at the project today and joins us with more on what it will mean. Reporter according to airport officials, arrival flights should not be affected, but those on departing flights, they can expect delays up to five to 16 minutes and flights might be a little more crowded. Summer is a very popular time to travel. But with construction set to begin at sfo may 17, passengers might need to pack a little more patience. Been working very hard to minimize the potential for delays and working closely with the airport and the faa, adjusting schedules for the summer so we dont see delays. Reporter airlines usually increase their schedule over the summer by 5 . But because two runways will be clo close, there wont be as many departure flights. I think it depends. Theres going to be a lot of times when they say 15 minutes but it will be much longer than that. Reporter the airport spokesperson says theres no getting around this closure. The work is part of a federally mandated safety project. The goal is to lengthen and or redesign runways to make a bigger safe zone for planes that shoot them. At the end of the runways will be material that is designed to collapse and allow the aircraft to come safely to stop. Its worked every single time its been used, 9 out of 9 times. No homes or structures are threatened but there are some power lines in this area. Were back in a moment. Lets give you a quick look at our breaking news. We showed you this fire at the top of the news cast. This is burning in pittsburg in the east bay. You can clearly see those power lines near it. About two to three acres have been scorched so far. The issue and concern here is the power lines and the fact that there is a power plant not far from this location. No homes or structures being threatened but that power plant has firefighters on alert, as well as those lines. Trying to make sure none of them are affected by that smoke or they fall and cause any type of damage to potential hazards to firefighters. Well continue to watch it. Again, pittsburg by highway 4. Youre looking at the man accused of stealing 400,000 worth of fine wine in the north bay. Police in American Canyon say jose pena is a winery warehouse employee who swiped 4,200 bottles of wine last month. Winely operators called police after a wine broker told them someone was trying to tell them the wine. Police found some of the wine and 73,000 in cash at his apartment. The cloud cover is increasing as we showed you on the live radar across the entire skycam network. Temperatures in the upper 60s, but the cloud cover is getting thicker. That will bring fog back towards the coastline throughout the next couple of days. We are locked in this pattern, High Pressure sitting over us, not only for today, but as we head throughout the next two to three days, well keep sunny weather in the forecast. Looks pretty good inland through this upcoming weekend, but the biggest contrast is at the coastline. Well see the fog come back and this cooler flow. Police in santa clara are trying to track down this man in the surveillance video. They say he stole a package on february 27. A Los Angeles Public defender is now asking for a public defender for herself after a problem on the peninsula. Police at sfo arrested Monica Jenkins after they say she kicked officers on a drunken rampage. The airline turned her away for being too drunk to fly. Police say she resisted arrest while singing rock around the clock. A team of artists is doing a touchup work on the towers historic 1930s murals. Heres what we know. Fire crews have called in for more help. Its burning by the willow pass road exit right off highway 4. You can see from our nbc chopper, the flames leaping near the power lines. Thats the dangerous part here. This fire started around 3 15 this afternoon, so just a couple hours ago. This is close to the pittsburg power plant.
