Cal fire is now working on removing that van. No one was injured. About 25 people are out of a home after a large fire spread across two buildings in San Francisco. The fire broke out just after 8 00 last night near the intersection of fulton and baker streets near the panhandle of golden gate park. The cause of the fire is under investigation. The death of Supreme Court justice Antonin Scalia, its possible he may have died of a heart attack. Other news sources are saying its still undetermined. Today, though, the flag at the Supreme Court building is flying at halfstaff in scalias honor. At noon on friday, he went on a blue quail hunt and employees say that he had a good time and was looking forward to the rest of his weekend here. Retired early, though, said he was going to bed around 9 00, that he was tired and wanted to get a good nights sleep. The next morning, the owner of the property knocked on his door at 9 00. He did not answer but they thought nothing of it. They went on an excursion and at 11 00, they knocked again and they went in through a side door and found the justice in his bed. We talked to a 93yearold man from san jose who told us he remembers he and his family registering for the internment camps here on the campus of san jose state. Coming to the gymnasium here to sign up, we had the notice to come here and thats when we received our number, a family number. And we lost our identity as a person. All through camp, we were given a number. My family number was 32420. Jimi was only 19 years old at the time and spent the next four years of his life in three different internment camps. He says tonight is about remembering the past but also learning from it. He says even now so many years later some muslims are being treated differently just because of their race. Now, after the event ends at 6 30 tonight, the community that comes here is going to walk over to the gymnasium at san jose state. That is significant because that is where hundreds of japaneseamericans registered, got their number and went in to internment camps. Our Investigative Reporter liz wagner explains what he wants done. Reporter we found Small Businesses are facing sixfigure lawsuits for what they call innocent mistakes. They are being punished for simply not knowing how the licensed payperview wrestling match was in their bars or restaurants. A local lawmaker says its time to change that. In may of 2012, boxing fans watched mayweather take down kodo. Martha sanchez saw the fight. We rented it and then we just showed it on our tv set, like, you know, anyone else. Reporter but she wasnt at home. She was at work. This empty space once belonged to her familys restaurant. The tv was right up here. Reporter people who want to show boxing matches in their businesses have to pay a special commercial license fee. It sounds like a big production. We were just hanging out here watching the fight. Reporter a year later, sanchez was sued for piracy by this man. Because its a federal offense. Reporter joe is the president of j j sports productions, the company that licensed the fight. As the Investigative Unit showed you last month, j j has sued thousands of businesses but its not just restaurants and bars. We found barber shops, beauty salons, auto centers, even the Catholic Church has been slapped with lawsuits. They made up the law. I didnt make up the law. The promoters didnt make up the law. Reporter the law involved two federal statutes that prohibit unauthorized cable or satellite reception if anyone received a program they are not entitled to, they may be liable in court. Business owner who is fail to pay j j a fee for fights like these are violating the law whether they know it or not. We had no idea. The information is not getting out. Reporter attorney trevor mccan has defended more than two dozen clients in piracy cases. How many were unaware that they had to pay a commercial rate. Nearly all. Reporter it contains vague language about licensing and questions how much outreach j j actually does. It appears, from the companys website, Business Owners have to contact j j sales staff to pay the commercial fee. If i dont know you exist and you make no effort, no real effort to inform me of your existence and you later come to sue me, how are you the victim . Do i go from door to door to door to do this . No. Reporter the law doesnt require him to. He declined to provide any examples of his companys advertisements. He says he makes calls to bars and has placed notices in a Spanish Language newspaper. So you believe theres enough education, enough announcement and notifications to these Small Businesses that they should know the law . Absolutely. Reporter do you believe Small Businesses when they say they dont know the laws . No. Reporter you dont . No. They know the law. Reporter and the law allows stiff penalties. Court records show j j routinely seeks damages of more than 100,000. Do you think thats fair . Yeah. Reporter do you think its fair . Absolutely. Reporter for a commercial license that costs 2,000 and someone may end up on the hook for 100,000 . Right. Reporter attorneys suspect j j is making a pretty penny in court. Mccann is starting to follow the money. He found in just one year, he was awarded more than 1. 3 million in 81 judgments. He notes that figure doesnt include settlements and doesnt account for 600 other cases in the same time period. J j is making a lot of money suing people as opposed to protecting their property rights. Small Business Owners, they are not out to break the law. They are out to try and make a go of their business. Reporter congressman Mike Thompson began looking into piracy laws after the Investigative Unit contacted his office. Last month, we told you about the tavern, a ball in the congressman district. J j sued the tavern for broadcasting a fight the owners say they never showed. The company made another hefty demand. I think we need to change the law and deal with not only the penalty phase but the clarification of what the law is and how its to be carried out. Reporter Thompson SaysBusiness Owners need to know how to comply. And i think theres a big problem there. I dont think its clear. And when we need to straighten out those ambiguities. Reporter and Thompson Says j j bears that responsibility. I believe its incumbent upon the companies to make sure they do a good job explaining what it is Small Businesses have to do. What thompsons legislation would look like is a work in progress and attorneys who defend piracy laws propose a safe harbor provision, giving owners a chance to pay the fee before facing legal action.
