One of the worst fires in the city of lafayette, ever. It destroyed. It was a three alarm inferno. It destroyed this property here leaving the chamber of commerce and a number of other businesses devastated. Inside here, you had the restaurant. You had a cpa firm. You had a Skin Care Firm among other businesses. We saw some of these Business Owners showing up today, standing there shell shocked in tears, speechless. Telling us they were in shock and they did not know what to say as they were informed by the Fire Department. Their livelihoods were gone. The fire started just before midnight. The flames were so big as you could see in the video, that firefighters had already lost a building. Before they even arrived. All they could do is keep it contained and stop it from spreading to the apartments nearby where people like caitlin glibson had been asleep. It was very reassuring how quickly everybody kind of like took charge. Sorry. And the people from the apartment started banging on doors. The people at the apartment started banging on doors. Everybody took like a very bold, community action, and they got everybody out. Reporter everyone did get out okay. There were no injuries, but as i have said to you earlier, there are a number of Business Owners who are trying to figure out what to do next. Oh my god. Oh god. Reporter for the people who made a living out of this area, seeing it in ruins was unbearable. The owners of this place stood shell shocked at the Fire Department informed them that their restaurant was gone. Nothing but a charred mess. The lady who coowned a skin care salon and what used to be the second floor couldnt even verbalize her feelings. Im in shock. Reporter this fire started just before midnight. You might recall in january, the rainstorms brought down a large eucalyptus tree that crushed a number of cars in the parking lot here. I was just about the scene an hour ago gathering information. And this is all the Sheriffs Department is saying so far. The man called 911 just after 7 00 this morning. This is on booknal road near tito park. The mercury news reports that the two are roommates so i could not independently confirm that. No word yet on the womans condition, in the last ten minutes, the Sheriffs Department tweeted me that that block is still closed, and that the man being questioned is not under arrest. Now sales force is going to pay 110 million over the next 25 years to sponsor the ran its bay Transit Center. So you see the cell force logo would appear on the Transit Center. Now during that meeting, the board made it clear that sales force does not have the power to veto any events at the park by competing companies. Back in washington, developing right now, Senate Majority leader Mitch Mcconnell is releasing a revised version of the Health Care Bill this morning. It is called the better care reconciliation act. Gop leaders right now hoping that that new bill will bring in republicans who did not support the original version. Now the new bill focuses more on reducing premiums through costsharing. Additional costsharing and includes 70 billion on top of the 100 billion the original bill has to help states cover premiums. Allows people to use Health Savings accounts to pay for premiums and insurers can sell stripped down plans to cover up to three doctors visits every year. Now it does keep two obamacare taxes on the wealthy in place, but it also keeps significant cuts to medicaid as well. Voting could begin next week. Federal judge has granted a victory to uber drivers in their longrunning dispute with the company in whether they are classified as employees and independent contractors. It could pave the way for a suit against uber as thousands are seeking back pay, overtime, and other benefits. Almost all water customers in the city of san jose will soon pay more for their water. The mercury news reports that state regulators approved the proposed rate hike for san jose water customers affecting about 229,000 people in san jose, saratoga, and parts of cupertino. Average monthly bills will increase more than 3. A hike of about 4 . The utility claims its passing along recent increases in wholesale water rates, paid by the Santa Clara Valley water district. New study says that San Francisco drivers and folks who just go to San Francisco spend 83 hours every year just trying to find a parking spot. Traffic Analytics Company surveyed 6,000 drivers in ten cities. San franciscos the third worst ranking for parking behind new york and l. A. The study also says drivers overpay for parking, spending more than 400 yearly on unused parking time. New report says San Franciscos still the most expensive city in the country for apartment rentals. Other bay area cities though arent too far behind. An apartment listings website called abodo put out his trend report. The average cost for a one bedroom apartment in San Francisco is 3,240. Hard to say. San jose though, not far behind. Its the third most expensive market with a median rent for a one bedroom apartment at 2300 or so. Oakland is seventh at 2,000. Happening now, several wild fires continue to burn across the state this morning, this is a look at the fires that cal fires currently working on. Outlined in red there. Now fortunately crews are still getting a handle on two of the biggest burns fires right now. The wall fire in buick county is 6,000 acres. All evacuation ordered have been lifted there. The alamo fire hasnt grown much in the last 24 hours. And it is at 78 containment. Investigators right now are looking into what caused this brush fire in san jose. We were covering this for the last several days. We just learned this morning that that fire was fully contained. This was a closer look right now at just the destruction that was brought in the san jose foothills, via nbc bay area sky ranger. All of that right near san joses allen rock park. Plenty of residents had to be evacuated. I was just more shocked and i had to get out of there. So me and my neighbor just ran down the hill. In total, about 120 acres of land were burned, including a house and as we look at the video of this as it was happening, just a live image, it was right next to it, entire neighborhood of homes. Right. And folks, for those of you who live further away from the south bay, its in the city. Its not like in the country. Yeah, and thats one of my Favorite Places to visit. I wonder when allen rock park will be reopened. Its going to be a while. Probably so. If youre getting out there, we are going to have some nice weather today and tomorrow, but this weekend, thats when it really heats up. Right now, heelsburg feels nice, its 66 degrees. Beautiful view of the vineyards, and as we get a look at whats happening, bright and sunny, but also very dry. And thats going to cause some issues as we continue to keep the wild fires at bay. The seven day forecast is now up at the bottom of the screen. Youll want to come over and take a look before you make plans for the weekend, or maybe youll plan based on where youll have the coolest temperatures. Today, not so bad, were still above average. Were heading up to 84 degrees in san jose. And 88 degrees in morgan hill. Lets over toward the east bay where livermore will be at 91 and hayward will be at 78 degrees. The peninsula, anywhere from 66 in daly city to 80 in palo alto and some upper 60s for the Mission District and the Marina District will be at 58 degrees, mill valley at 74, and sonoma today, a high of 83 degrees. Also have the winds increasing as we go through the day. And its going to give us a nice little sea breeze throughout the evening as those winds increase, the temperatures will begin to drop, that doesnt happen until about 5 00, and San Francisco will have some westerly and northwesterly winds at about 20 miles an hour. Be prepared for some very breezy winds throughout the evening. And looking at the temperature trend for napa and sonoma valleys, we will be in the mid70s within the next hour. And quickly rising into low 80s for much of the afternoon. As youre kicking off your weekend, tomorrow the as will be back in town and well have nice weather for hanging out at the coliseum and enjoying the game. Itll be at 64 degrees at first pitch, and then dropping back into the lower 60s. So make sure you bring some long sleeves, maybe a light jacket. And then as we head into the weekend, our temperatures spread out and it gets really hot inland. Were looking at highs as high as 101 degrees, the bay will be at 86 degrees and 74 degrees for the coast. San francisco looking at those mid70s, therefore saturday, and then the temperatures start to come back down while the inland areas will be at 90 degrees today, we could have dangerous heat on the way for the weekend. Looking at those temperatures rising up to 101 and then slowly coming back down next week. Check this out, we have new video this morning of a close encount we are a whale. Watch as this yacht just cruises right on by in the bay coming within feets of that whale when it breached the water. A man verse mammal altercation seems to be happening more and more often in the San Francisco bay. Just last month, a kite surfer just rides the whale. Nbc bay area talked with that kite surfer. Reporter six seconds in, you can see andre hit what looks like a with wave, but he raises his hand to his mouth in shock, she says its a whale. He was turning back and coming back. He was approaching me, i was getting more and more scared, you know. He believed that same whale circled around and surfaced right in front of him. And they made contact. He didnt just come out, but he came up with the rolling and trying to scare me or something. Reporter marine experts have been logging more and more incidents. Another was caught on video coming within feet of a small yacht near the Golden Gate Bridge. The whales are coming into the bay to eat. The last couple years there have been schools of anchovies. Reporter theyre collecting at the golden gate strait which is also one of the busiest shipping and leisure channels in the country. Marine experts say people should stay away, whales are wild animals and could be dangerous. He says he tried to hop over the whale he encountered. If i hurt him, the first thing he would do is move the sail out, thats what they do. And that would hurt. He kept his cool there. Encounters with whales can be deadly. A canadian rescue expert just helped free one that was entangled in the ropes. The whale nicked him and his tail hit him and killed him. So, obviously this can be fatal, be careful when youre out there. Continuing coverage now about a shark attack in santa cruz. Water restrictions are still in effect this morning after a great white shark chomped down on a mans kayak. City is asking people to stay out of the water through saturday. But if you dont, you could be cited or you could be fined. I was going to surf steamers lane today, because the waves are a lot better. A lot bigger. But they have the beach closed down because of the shark. So we decided lets come over here and jump in the water. Now, though the county is trying to put some bite behind its request, they have not issued any citations so far. Had to use the word bite. You know i did. It shows how close that air canada plane came to slamming into four other airplanes. Senior investigator reporter who specializes in aviation safety has the inside story. My sources who are in a position to know these details tell me that federal investigators are still coming through this day combing through data carefully. They believe the air canada jet came within 37 to 45 feet from hitting the tail of one of the four jumbo jets that were lined up here on taxiway c getting ready to take off. Now heres what the final approach looks like just before midnight friday. This animation is based on the actual, realtime flight data. Its posted by San Francisco International Airport on its own website. It shows the jets altitude in realtime as it descends. We combine the video feeds to show the altitude dropping as the airplane appears to be in a normal, final approach, except for one problem. Spotted by the pilots in those jets waiting on taxiway c directly to the east of runway 28 right. The air canada jet is lined up to land on their taxiway, instead of the runway. The air Traffic Controllers in the tower call for the air canada flight to go around. Meaning abort the landing. The data shows the air canada pilots getting as low as 355 feet off the ground before suddenly pulling up. You can see the altitude shoot up as they execute that go around. Now data shows the airplane then circled and ultimately landed safely. Now in the animation, if you look closely, you can see a center red line. That lines up with the trying to land on taxiway c where those four other jets, three of them jumbo jets were waiting on taxiway c. Approximately 800 to 1,000 people combined. Just go to nbc bay area. Com. Followup now, a federal judge is giving oakland leaders a new deadline to respond to that sex scandal that rocked oaklands Police Department. The case is connected to a woman now known as jazmine who was once known as jazmine who officers sexually abused when she was underage. 12 opd officers were disciplined, four were criminally charged. The judge is giving oikd until september 15th to respond to findings that the department did not properly handle the investigation. Happening today, the nypd union is going to be calling for federal legislation to teach Police Officers how to better deal with the mentally ill. This comes after an officer was arrested for killing a mentally ill man. Even though he followed standard protocol. Today the president of the san jose Police Officers association is in new york city showing his support. Nbc bay area spoke exclusively with poa president detective paul kelly who says the same thing could easily happen to Police Officers here. These officers do not want to go to these scenes and use deadly force. If you look at what has happened in san jose with our officerinvolved shootings, we have six, if not more, that we had to deal with the mentally ill. It hits home big time. For San Francisco police as well, members of the San Francisco Police Officers association are also going to be in new york for todays announcement. One controversial part of the proposed legislation calls for releasing more private medical information about a possible suspect as police are responding to a scene. New details and new video from a clash between San Francisco police and hundreds of skate borders. The Police Department is reviewing those videos to get to the bottom of what happened. A man who came to the aid of a seriously injured skater to the crowd turned on police as officers were trying to help. Nbc bay area has more from delores park. Thats where they walked down the street. It was right there. Reporter fire crews had to wash blood off the street after skate borders who took over delores street wiped out on the pavement. Daimon joseph of the area says people called him outside when thrasher Magazine Editor jake phelps smacked his head on the street. Joseph says the crowd turned on police as they tried to help phelps. People were just upset enough that they were crowding and around him and refusing the Police Direction to get out of the way so medics could get through. Reporter tensions escalated as officers tried to shut down the unpermitted event, another skater and an officer made contact. Sending the skater airborne into a patrol car and injuring the officer. Last nights situation was unsafe for the public. Reporter police chief bill scott updated the Police Commission tonight. I found the video disturbing. Reporter the chief says the department will review video from social media and body cameras. We are addressing some of the concerns that ive heard about in terms of the collision between skate border and one of our officer. Our officer was injured. Hes doing okay now. But, you know, well take a look at it and investigate it. Reporter last night skaters says police overreacted. Joseph says while hes often critical of the police, he believes officers were trying to protect people. We had already seen one major injury and at that point, i think the police widely decided for the activity to disbanned, and they got to cooperation on that. In this case, i cant fault them. Now, while the investigation continues, chief scott says that this is not the first time skaters have taken over this hill. And that its Department Must now figure out how to prevent the next time. As for mr. Phelps, Spokesman Says necessary fair condition. Happening today, a bay area tennis coach accused of having sex with underaged students is going to be arraigned in court. Police say normandy bourgos gave lessons. He was arrested this month after a five month long investigation. And it is not the first time hes been accused of inappropriate behavior. He was fired from the high School Several Years ago. When accusations surfaced from three former students. There was a trial and it ended with a hung jury. New state law aims to stop violent predators from being placed in counties where they have no connections. The law was just signed by governor brown, adds new scrutiny over where the to place violent sexual predators once theyre released by the state. Requires judges if and how long a predator has previously lived in or been employed in the county where there could be placed. And if the person has any family there. The longterm rehabilitation of these people, its better if theyre around family or they have employment or something that kind of ties them to a region. As of may 30th, 12 sexually violent predators were living in communities as part of the program. Well break in the case. Two boys are behind bars in connection with a series of school burglaries in san leandro. Police say several Public Schools were targeted. The school map of those schools right here on your screen, all of them are elementary schools. Those crimes happened between may and june of this year, police say in all of those cases, ipads and mac books were taken. Investigators were able to track down the suspects based on fingerprints. They must have been in the system already. Police say they found several items belonging to the San Leandro School district in one boys home alone. The search for four missing men in pennsylvania has now take an dramatic turn, and it is officially al murder investigation. The remains of at least one of those men was found after almost a week long search. Now police appear to be one step closer to solving the mystery, what happened to those four young men. Man in custody whom theyre calling a person of interest who had been arrested before. Nbc Stephanie Goss reports. Reporter this morning, a major break in the case. And the disappearance of four young men. We have found human remains, and in approximately 12 and a half foot deep common grave. Reporter one of the bodies a 19yearold. Last seen nearly a week ago. Police are not yet identifying the other remains in the grave. This is a homicide. Make no mistake about it. Reporter Authorities Say cadaver dogs led them to the site. Those dogs could smell these poor boys, 12 and a half feet below the ground. Reporter the grandfather of thomas, another one of the missing men told an nbc producer, the bodies were found under a propane tank. They lifted the propane tank out and they were sifting through it and found a blue tarp. A what . A blue tarp. A blue tarp. Reporter this man was arrested wednesday. Calling him a person was interest in the case. He tried to sell thomass car to a friend for 500. According to to the criminal complaint, his car was found on property owned by his family. The keys and title to the vehicles were folded up and hanging up on the wall inside of the garage. The remains were found in a different location. On the grounds of the 90 acre home. In court documents, Police Describe him as suffering from mental illness. We heard a series of blasts. Reporter a neighbor said she heard shots saturday afternoon. Very disturbing gunshot fires. And then i heard, you know, some commotion. Reporter jimmy patrick, mark, tom, and dean all went missing last week. Police have one message for the families. Were going to bring each and every one of those lost boys home to their families. One way or another. But we will not rest until we do that. New at 11 00, the most prominent political prisoner. Chinese Officials Say he died this morning. Hes 61 years old and had been hospitalized for advanced liver cancer since his diagnosis in may. China did not let him leave the country for treatment. Marianne says she and her husband received a 75 fast track bill for a car they dont own. She says she reached out to fast track for help, but had no luck. So she turned to us. We contacted fast track. The toll agency didnt explain what happened, just said that they are not the responsible party for the toll violation. And fast track said, they can tear up the bill. Giant trash bins, wildlife officials are warning people, lock up that trash and keep food out of your cars. Youll be lucky to see a little bit of sunshine there and from montana hamilton looking over the south bay, nothing but sunshine as we are feeling some warmer temperatures. And tiburon, youre getting breaks from the clouds now and we are seeing some of the low clouds and fog rolling on out of there. And walnut creek seeing some hot sunshine and youll really feel the heat through the weekend. Looking at todays high temperatures will be in the low 90s from concord down to livermore, morgan hill, 88 degrees, and now up to seven day forecast at the bottom of the screen. You only see some changes in San Francisco while the temperature changed for the inland areas will be much more drastic. Well be in the mid80s for santa rosa and napa, halfmoon bay, we saw the reason why, its only going to be up to 62 degrees. If you are planning to go golfing today in the trivalley, it is going to be hot through the rest of the afternoon. Reaching into the upper 80s, and then the temperatures do start to cool off right around sunset once those winds increase from the west from about 10 to 15 miles an hour. Santa cruz for the weekend as we will deal with some sizzling temperatures, maybe you want to head over to the summit and see some high temperatures that will be in the mid to upper 70s, and mostly sunny skies. One event going on also this weekend, will be the mind low summer fest. This will be saturday and sunday. Look at sundays high temperatures. Only in the mid70s there. Its going to be nice in the park. And while we will have the hot temperatures coming into the east bay and the trivalley, air quality will be going down. So it looks like it will be unhealthy, especially for the east bay, and with that, you want to make sure you limit your Outdoor Activities during the hottest hours of the day. If you have breathing problems, youll to want try to stay in the airconditioning as much as possible. I want to give you an update on whats happening out there in the pacific. We have Tropical Storm fern da that continues to strengthen and look at what were expecting over the next several days. As it moves off towards the west, this may become a category four hurricane. This may be the first major hurricane in the pacific season and its not expected to affect any land, which is great news. Looking at San Francisco, we go from the mid60s today to the mid70s for the weekend and then back into the 60s next week while the inland areas will be in the low 90s today and tomorrow. And then that dangerous heat kicks in on saturday, and it continues on sunday, but then next week, were still going to have some above average temperatures, but well bring it down from that high heat. A piece of movie history that was just discovered and straight to Silicon Valley. Nbc bay area scott budman is at that building now being linked to charlie chaplain. Reporter well, weve just learned that the building behind me was a pretty big steppingstone in chaplains career. On his way to becoming one of the biggest figures in movie history. This is charlie chaplain in 1915, filming a night out. And now we know, its a night now the san jose. Heres the building that provided the backdrop, the area on post and Market Street built in 1903, and just now getting its close up. Actually pinned down the exact location is quite a thrill. Theres always things being discovered and after so much that has been written about charlie chaplain to find something new about him is really amazing.
