Pete, many of the folks had to vtand by and watch everything they own grow up in flames and we heard from that one man and we heard that there are others. Good morning to you, crystal. Very tough time for those who had to be displaced from the west oakland Apartment Building. We know it served as transitional housing from those inside and there were about 80 people inside. Before we show you the video from this morning we want to show you what the scene looks like from the residential structure from san pablo and meade. You can see the majority of the fire has been made. Still plenty of crews on the scene and lets get to the video from our nbc ski ranger. They are telling us this fire began around 5 40 a. M. And when crews arrived there was heavy smoke and flames coming from the back of the building. Most of the people inside were able to get out on their own and crews saved seven people inside and transporting three of them to the hospital. One person was found dead on the second floor of the building. Where crews believe at this time the fire may have started. And i spoke with a number of people who were either residents in the building and looking for love who may have been caught in this fire. I just heard screaming and breaking glass and and like the sound of wood breaking and explosions and stuff, and i looked at my window and it was all orange and yellow and and i ran out of my apartment. It was all smokey and degree all over the place. And she called me at 1 45 this morning. She text me at 1 45 this morning am i up . Right here. Are you up, 1 45a. I wake up to this, and i was supposed to come back here last night. T. Reporter the majority of the fire has been contained and the cause of the fire and the state of the building are all under investigation and in the next half hour well talk more about the conditions of that building. Omll have more info on that in s e next live report. Pete suratos, nbc bay area news. Were hearing more from residents who had to be rushed nef as flames overtook the building. Yeiy tell us they had only minutes to get out and the building even before that point was in bad condition. t one of my neighbors was yelling fire, and i woke my wife up. I thought it was a joke until i smelled the smoke. We got out of there just in time. Started on the second floor and went up to the third. The window was like breaking and somebody was bamming on our front door. Get out, the house was on fire. I thought i was dreaming. They dont even have a fire alarm, no Carbon Dioxide alert, monitors or anything. The sprinklers dont work or anything. I dont know how this building even came to be sold. I thats a question were looking into. We have not confirmed anything about the state of the fire alarms nor the condition of the building, but our Investigative Unit is digging into that right now. D red cross is helping those folks who no longer have a home. Ain, our Investigative Team is looking into the building and digging up documents to see what we find. And, of course, this comes four months after the deadly warehouse fire, the deadliest fire in a decade and it happened tbing a dance party when flames broke out trapping a number of eaeple on the second floor of the warehouse. E6 people died in the fire and its believed to be caused by an vlectrical problem and we later iearned the city of oakland teunt inspected the building in three decades. Has been reopened, but the system is dealing with redays delays of a 20 minutes. The power lane came down on the tracks where we are right now and the entrance to the transbay tube. No one was hurt, but it did force a train heading into San Francisco to stop inside the tunnel for about 45 minutes. Now we just smoke with a woman who was on board that train. She says she heard a loud popping sound. At first she thought it might be a storage container falling down at the nearby port of oakland. It was like, okay, probably something that didnt matter and when we got under the tunnel and it starts telling us theres a delay going into San Francisco they started talking about the power line being out. And thats when you put two and two together. We all put two and two together because we were under there for a while. Everyone was on their phones trying to call work and let them know of the delays and everything like that. You still had power . Yeah, it was just like stop and go for 30 to 45 minutes. Unthe tunnel. Espn is reporting that the vote is in, and that there are enough ti es by quite a margin to send the raiders and approve their move to voters. The nfl is set to have a news conference, were told any minute now to talk about the team owners and their votes. Tl owners, we are told, have voted on whether or not to approve the raiders plan to move from oakland to las vegas. The raiders have played football in oakland since 1995, and if you discount the l. A. Years from 1982 to 94, the raiders have een in oakland franchise since atming into the league, something oakland mayor libby schaaf says she has been hoping the owners would take into consideration. Were trying to remind the owners about the value of the nay area market, and were also trying to appeal to their sense of decency, their sense of the legacy of what the nfl is tpposed to represent. In the oakland raid remembers moving to las vegas. Here is nfl commissioner roger goodell. Noted to be resolved for the longterm issue of the team and frankly the community, and this has been an issue for well over a decade. We have a very rigorous and disciplined process. Its a difficult process, as it should be in a relocation. Our Stadium Committee and finance committee which represent 18 owners worked tirelessly on this over the last nine months or so. Just on this relocation proposal. We believe we and the raiders have worked honestly in oakland for over a decade to try to find that viable option in oakland. We needed to provide certainty and stability for the raiders as well as the league. As you know, the clubs also i think it was in 2015 put off a decision for relocation in hopes of trying to see if we could develop a solution in oakland. We also the owners put an additional 100 million unprecedented, 300 million total, to try to find that solution in total, so i know the ownership feels it went the extra mile to try to find that solution in oakland. I want to thank the mayor. I just spoke to her briefly just to tell her that i appreciated her efforts. Im certain that shes disappointed, as we all are, but i wanted to thank her for her efforts in trying to find a viable solution. I believe she worked tirelessly. She worked tirelessly with ronnie lott, rodney peete and many others in the community to try to find a solution that we could all be proud of and all go forward in a way that was very positive for both the raiders and the oakland community. Unfortunately, as you know, we didnt get that done, and were all disappointed. Were particularly disappointed for the fans of the Oakland Raiders in oakland, that this is something that i know will be seen with a great deal of disappointment by them and we understand that, and we worked tirelessly and as hard as we could to try to find that solution, and we just couldnt get that done. Were going have mark davis come up. Hes going to have an opportunity to speak, but before i do that, i have the chairman of both the stadium and the finance committee. Ill ask bob mcnair to come up, the chair of the finance commit and then art rooney and then well have mark davis step up. Thank you, commissioner. Weve worked for probably two years, not just the last nine months, on trying to find a solution for the raiders, and, of course, our first choice what is to find an answer in oakland. Unfortunately, we were not able to do that, and the plan that the raiders now have to be in nevada and las vegas is a very sound plan and one that weve looked at very carefully, and it meets all of our standards and financial conditions and so were delighted for the raiders. We think that this will lead to a more stable franchise, and thats the goal of all of us in the league is to have 32 clubs that are all strong, so we wish the raiders and mark davis well. We regret that oakland fans had going to be disappointed, and i wish we could do something about that, but we werent able to successfully find a viable plan there. So congratulations, mark. All right. I just want to add as has been said these are difficult decisions. I think anybody who has visited oakland and played a game there in the last several years understands the stadium situation there was difficult at best. And so we we needed a solution. I think that we did, you know, wait a considerable amount of time to see if a plan could be developed to keep the team in oakland. As the commissioner said, we appreciate mayor schaafs efforts to try and put something on the table. My own personal opinion is, that you know, the presence of the Baseball Team on that sight was a complication that they really couldnt find a way to work around, and so were hear today with the situation where i think the future of the raiders can be much more solid playing in a first class stadium, and so we are happy that that the raiders are going to have a home for for the long term and appreciate the efforts of las vegas and nevada for helping make that happen. So, mark, congratulations, and bring mark up. I would like to thank commissioner goodell, the two committee chairmen, mr. Mcnair and mr. Rooney. It wasnt personal. They have to get back. See yall, and my other 31 partners in the National Football league for making this vote in our fair. At this point it looks like much of that rain stays well to the of us, and this is the way the computer models paint it out for us. Oakland fire confirming that one person died in that fire with dozens displaced. Nbc bay areas pete suratos was one of the first people on the scene when the fire broke out early this morning. Hes still gathering information out there, and, pete, many folks out this last everything. Reporter good morning to you, sam and kris. Folks lost a lot of things in this Apartment Building fire and one person has died as a result of this fire and a source tells us that another person is still unaccounted for. Were showing you some of that video from our nbc sky ranger. You can see exactly what type of fire that were talking about, and speaking of people familiar with this building. They described it as uninhabitable with wires exposed everywhere. Now according to oakland fire, the building was being used primarily as transitional housing so for folks dealing with reentry into society and also those with mental issues, just to describe the types of folks that were living in this building. Oakland fire says it started around 5 40 a. M. And when crews arrived, there was heavy smoke and flames coming from the back of the building on the third floor. Now in some cases folks were hanging off fire escapes and windows and people were able to get out their own and the crews said seven people inside and tlanzporting three of them to the hospital. One person was found dead in the second floor of the building where crews believe the may have started. This was a much older building, and thats why oakland fire says it will take some time to completely put out the fire. Its going to be a slow process due to the fact, that you know, the heavy fire load and Structural Integrity of the building, so well do a small systematic process. Majority of the fire has been contained according to oakland fire and they are going to conduct a secondary search of the building and well continue to look for hot spots throughout this afternoon. If youre not familiar, warm springs is sandwiched between 880 and the 680, two major commute thoroughfares here in the bay area and, of course, its just about five miles south of the fremont station which until this past weekend used to be the end of the line. I was driving to the fremont b. A. R. T. Reporter okay. How much time do you think you saved . Probably is a minutes. Reporter and what will this do in terms of relaxation and stress . Definitely like being able to sleep in. A little more convenient for me. I come from sap jose so i dont have to drive all the way to the fremont station. Reporter how convenient in terms of time saved . About seven miles difference, about 15 minutes, a little less traffic going back home. Says it did come in under budget at under 790 million. Thats more than 100 million less than originally projected. The station is located right by the tesla auto factory in the heart of the warm springs innovation district. Just days after a meltdown on capitol hill failing to get a Health Care Plan on the floor for a vote, the Trump Administration is now targeting tax reform, an issue the white house hopes will create a working dialogue with democrats and conservatives within their own party. Jay gray is in washington with a closer look. Reporter after lose the fight over health care the Trump Administration now shifts its focus. And i would say that we will probably start going very, very strongly for the big tax cut and tax reform. That will be next. The president s vision on lowering taxes for every american is whats going to unite not just the Republican Party but i think some of those democrats are going to come on board. All of this activity, police say that happened before the start of yesterdays soccer match between two mexican clubs, club america and menarcas and before the match is when the melees broke out. Things got heated when an angry crowd started throwing rocks and bottles at each other and also at arriving buses. That man has bandages on his head and had to be treated by doctors. In terms of trying to get all of that under control, it took more than 70 Police Officers to come in in riot gear to calm things down. There were no arrests and no serious injuries. Police say the rest of the day went pretty well with just one other minor scuffle. Berkeley police are trying to track down a possible prowler caught on surveillance video. They say he has a limp and he has been casing cars in one east bay neighborhood. Nbc bay areas ian carle spoke with a neighbor in Berkeley Hills who says this has happened several times. Reporter in this upscale tightknit berkeley neighborhood theres been an unwanted visitor in plain view of surveillance cameras this. Alleged constant car prowler last hit this neighborhood on sunday, trying to open at least a dozen car doors near spruce and northampton. Its a concern to me. I have little ones and im kind of scared about the neighborhood, especially when it happens when were sleeping. Reporter some neighbors say its the tenth different time they are caught on camera and they are getting frustrated. When it becomes severe it becomes a priority and its clearly not being responded to adequately. Reporter tonight Berkeley Police say the man is a person of interest in the car prowlers as well as several other burglaries that happen in the same location. Often wears the same clothes, police say. They want to find him. He has a pretty obvious limp when he walks and potentially either an injury or deformity on his left hand. I was going to get a lock. Reporter neighbors are staying vigilant and saying the area has been a target for thieves in recent years. Tonight they and police want it to stop. I knew what i was looking for, but lets see if our volunteers can pull it off. Climb on in. If you freak out and you want to get out, just bang on the trunk, scream. Now your mission as soon as the bad guys take their eyes off you to execute the escape maneuver and you do this by simply bringing your arms up as high as you can and spread your elbows and push your stock out ought and youll overwhelm the locking mechanism and break free.
