Now what . We are still expecting a weakening storm as we get a live look outside at san jose. And temperatures are still very chilly with these clear skies. And i want to show you storm ranger is parked on San Bruno Mountain scanning around the bay area. Nothing on the radar as of yet. But as we open up the picture, we do start to see some of the showers across far northwestern california and the pacific northwest. We will continue to monitor this as it rolls down the coast, but this will indeed be a much dryer storm and it continues to weaken as it moves closer. So, this one not originating out there in the pacific. Its not tapping into any subtropical moisture so thats one of the things that well see different from this storm from the ones that weve seen previously. Only expecting some spotty light showers heading into late tonight, early tomorrow morning. And we will only see mostly cloudy skies, some light rain heading into saturday as well as sunday. Looking terrain fall potential reaching up to a quarter of an inch, much improved weather conditions and storm track as we head into the next couple of days. More on this and what else to expect, its coming up in the full microclimate forecast. First the floods and now all of the muddy mess thats left behind, some of it toxic. This morning a massive clean up effort is still underway. It is just the beginning of what is going to be a long and tedious journey, both for the crews that are trying to clean up this mess and the folks whose homes were affected. Nbc bay areas bob redell is live in san jose. Thousands and thousands of people, bob. Snoob good morning to you, kris. Finally here in the rock springs neighborhood, the water is going back to where it belongs. Right back into coyote creek. Youre looking at the end of a pump line here, the city of san jose has been pumping round the clock water out of this neighborhood. If you look at the debris there on that chain link fence you can see how high the water came up during the flood earlier this week. This was one of the hardesthit neighborhoods, but because of the round the clock pumping as you walk out here onto rock springs road, one of the main streets in this neighborhood, you could see that the water was removed. But what remains is that mud. Its mud mixed with sewage. This neighborhood will remain under a mandatory evacuation until workers are able to scrape up this muck. The city is able to inspect these homes, and pg e is able to restore power and gas. Some residents, however, are refusing to wait and have already come back to see whats left of their homes. The couch for hugh lee sat countless hours soaked with water, relegated to one of the dumpsters on rork springs drive. Waterlogged and worthless. Lee doesnt know how he is going to replace these items on just his wifes paycheck that also must cover a 1600 monthly rent. No money, no buy everything. Reporter the water came so fast on tuesday, lee didnt have time to move the familys three cars that ended up submerged in a few feet of water. Inside his first floor apartment, he and his two sons scamibled to raise their possessions. But when it came time to make their own escape we opened the door, we see the water go up, we cant go inside outside. The water up here. Reporter lees two sons sat on top of the dining room table while the three of them waited for an hour for rescue by boat. Lee doesnt know when it will be safe for his sons to return. I talked to him, no come back. Thats me, everything no good. Reporter and these are people who live a krog cross from lees home who are trying to clean up their parking lot that was covered with water. If you look at the water line, its hard to see, but we know it crossed the threshold. These, remember, are a lot of the homes that needed rescuing by boat. Now, the homes closest to center road which is to my right, they could be released back to their homeowners, to the renters by the end of today, tomorrow. This according to the san jose he fire department. The ones closer to coyote creek, im talking about this part of the rock springs neighborhood, it could be a number of days. The issue is a cityrun sanitation pump, a sewer pump that is broken that needs to be replaced or repaired. And its just a matter of getting that fixed so again the San Jose Fire Department saying it could be a number of days. Reporting live here in san jose, bob redell, nbc bay area news. A bit of a change in the last 24 hours. The red, again, shows you the areas that are under mandatory evacuation orders. So, thats basically most of the rock springs area that bob was just and the old oakland road area. Theyre still under evacuation advisory, green means people are clear to return home. The macarthur station is closed because of a body on the tracks to be quite graphic about it and that station is not open for business right now. Trains are traveling straight through. Her body was found more than ten miles downstream near Coyote Hills Regional Park yesterday right off the San Francisco bay. Nbc bay areas rick boone is live there this morning in san leandro. Rick, a press conference just finished where you are. What are you learning about the Recovery Efforts here . Good morning. Reporter well, were learning so far that this all happened by a man who was walking his dog down a trail along the Alameda Creek and he looked over and he noticed something a little bit different, and thats when he contacted police who contacted the Alameda County Sheriffs Department. Thats when they say that they then went into the water and jenkins was then discovered. She disappeared after crashing her car in niles canyon last month. Investigators say the recent storms, though, may have played a role in her discovery. It is believed the swollen creek moved her downstream and more visible and as of now deputies say it does not appear to be foul play. There is nothing that would indicate that there was any foul play, that this is a tragic accident with a lot of unforeseen circumstances due to weather that has made this tr l tragedy go on. Reporter and the family of jenkins just released a statement in the past ten minutes. They say that they are relieved of this information, and now they as a family can now have closure. Today President Donald Trump spoke at the cpac conference earlier this morning. Nbc bay areas jay gray reports, he committed the following through on key Campaign Promises while criticizing the opposition. I wouldnt miss a chance to talk to my friends. These are my friends. But a year ago the cpac was not filled with friends. Candidate donald trump skipped the event after a strong poll showed only 15 of the group supported his campaign. Usa, usa. Reporter now the political conservative action conference is embracing trump and his movement. The likes of which actually the world has never seen before. Theres never been anything like this. Reporter the president outlined what has been a Controversial White House agenda, touching on health care and tax reform, new Foreign Trade initiatives, energy, immigration and border security, insisting a wall between the u. Thats what we were just talking about. Its more of a nuisance rain, something as youre out and about and trying to move things in and out of the house and cleaning up, we are going to have some light rain coming down throughout the weekend. Mostly for tomorrow morning and then again on sunday afternoon. As we get a live look outside now, it is all dry, clear, weve had some chilly temperatures. Right now in San Francisco were up to 52 degrees. So, after that very cold start we are making it now into the lower 50s, also 51 degrees in oakland with some sunshine. And we are at 50 degrees in napa, 52 once again in San Francisco, santa rosa a 48 degrees, and san jose now at 52 degrees. So, as we go through the day, going to continue to see those temperatures making it into the mid to upper 50s. So, rising just a few more degrees from where we are now. But this is much cooler than average. We are going to see the high in belmont, up to 56 degrees, and 53 degrees in the mission district, and for the north bay up to 54 degrees, in santa rosa, mill valley, 52. We are also watching the vez vor levels especially Anderson Reservoir, where the coyote creek flows out of. And it is still at 102 of capacity. But it looks like based on the current levels, we are expecting it to stop spilling over the reservoir by tomorrow night, into early sunday morning. So, the exact timing of that is not certain, but we are expecting some very light rain that shouldnt aggravate things even more. And storm ranger will be tracking this storm system as we head into the weekend. Right now we have it parked on San Bruno Mountain and it is picking up on dry conditions for us as of now. But this storm system to the north of us will be sliding down the coast and with this originating farther to the north it will be a dryer system and its also very cold. So, not going to see much moisture in this as well. So, expect the spotty light rain to start out early tomorrow morning in the north bay, moving to the south and even during the afternoon we could still see some light rain moving through, a break saturday night into early sunday before the rain returns, and once again, this next round as well does not look very strong. So, with the two storm systems this weekend, we are looking at the potential of, most spots, less than a tenth of an inch, up to a quarter of an inch farther to the north. If you are planning to head to the sierra, it is going to be very cold. There will be some additional light snow, and well talk about how much coming up in the next microclimate forecast. Kris and sam . All right, thank you, kari. New at 11 00, were learning two men are recovering after they were shot in the streets of San Franciscos bay view district. This happened at 6 00 on ban croft avenue, not far from the Martin Luther king, jr. , pool. Officers responding to reports of a shooting, found the victims suffering from several gunshot wounds. Both were treated at s. F. General. Both are expected to survive, but the shooting remains under investigation. Kris, were learning that criminal charges could still be filed in the wake of an ugly incident involving an offduty l. A. P. D. Officer. Here is what happened. All right. Weve seen that earlier this week. Thats the incident causing protests down in los angeles right now. It shows an offduty Police Officer grappling with a teen, or i should say grabbing the teen was the group that he was with, the offer certificate says, trampled on his lawn. When more teens got physical with the officer he says he jrue his gun and we know fired a shot into the ground. Investigators say it is alleged the 13yearold boy made a threat against the officer that led the officer to believe that he was going to shoot him. The teen was arrested along with another, and the officer is on leave right now. Police are actually guarding his house. People vandalized that property during a protest yesterday and police say 23 protesters were arrested, 18 of them juveniles. You see them lining up in protest there in that video from over the night. They say the officer believed the teen was threatening to shoot him. A new investigation prompted by a series of nbc bay area reports into the health and safety of children in Santa Clara County. The Child Abuse Council is now investigating the department of family and childrens services. We first uncovered concerns in the wake of several incidents that left a child badly abused. The Investigative Unit also exposed what employees called a toxic Work Environment that has led to high turnover. Weve learned that in the past two years the agency lost 110 social workers and right now struggling to fill 42 social worker vacancies. I need that social worker there, and if they are so overwhelmed because there is so much going on, its really not in the best interest of the child. Is this an agency in crisis . I wouldnt say that its an agency in crisis. I would say that its an agency that is aware that vacancy and turnover are huge issues, aware of the consequences of that. The Department Director declined to be interviewed, but said her goal is to, quote, build a strong infrastructure to meet federal and state performance outcome measures. The Dow Jones Industrial average has a tensessionlong streak of record highs. That could be in jeopardy today, though. The dow has dropped 51 points. Business and tech news now. The faa updated list of drone sightings made by pilots in the bay area. Scott mcgrew says dont call thats right. No question drones and airplanes in the same space is dangerous and it is particularly worrisome those drone pilots are flying their drones where they shouldnt. But in many cases what were hearing about are simple reports of drones. Pilots letting the tower know theyve seen a drone. No further action taken, just, hey, be advised i saw a drone. Though in two cases the pilot said it also might have been a birthday balloon. When you look at the south bay, the area around reid hill view saw the most in the time spanning february to september of last year. Thats what the report covers. Generally small private planes use reid hill view. One of the pilots there did claim a drone strike, but again, the faa has never found evidence thats the case. There was also a sighting by a small plane pilot of a drone just south of the Golden Gate Bridge. That is a nofly zone for drones period. Its illegal to fly drones near airports, even if youre flying it in your own backyard. And its not legal to fly them near the shore of the Golden Gate Bridge either. There are several apps you can download that will read your coordinates where you are and tell you if its okay to fly from that spot. Lockheed martin is making changes in sunnyvale. The company will move 650 jobs from its Space Systems division in sunnyvale to colorado and florida. People working on lockheeds navy missile Ballistic Program will move. Its not a layoff, its a move, keep in mind. Lockheed says the move which could take as long as eight years will help the company save money. Just a short time ago this morning, jcpenney announced it would close 140 more stores. Pennies has been suffering from the same problems other anchor stores have had, fewer people at the mall, more people using the internet. A Court Filing Says an engineer stole the plans from googleowned waymo before founding their own company which uber then bought. And on facebook, a virginia man died during a 24hour gaming marathon while raising money for the make a wish foundation. While Live Streaming the marathon, he left for a smoke break and then was found dead. An investigation is underway. Well be back in a moment. Immigration policy may one president trumps immigration policy may be one reason why passengers on a flight from sfo to new york are now demanding answers. Upon landing at jfk federal immigration officers boarded that delta flight and checked the passengers ids. Greeting those passengers right as they were getting off the plane. Nbc bay areas cheryl hurd filed this report with reaction from a passenger who was on the flight. Reporter delta flight 1583 left San Francisco international and landed at jfk around 8 00 p. M. Wednesday. Some passengers became alarmed when they saw this. U. S. Customs and Border Protection officers blocking the exit and checking ids. And i was checking, i thought maybe they were looking for someone in particular but they didnt have a manifest in their hand i could see. They literally were just checking ids. Reporter kelly took this picture. She was so concerned about her experience she doubled back to the gate to talk to the officers. He said its not for you to worry about.  he said we do it from time to time. Reporter this afternoon a customs Border Protection spokesperson says they were looking for a specific person, and that this individual was ordered removed by an immigration judge to cbp officers requested identification from those on the flight to help identify the individual. The individual was with determined not to be on the flight. We spoke with an immigration attorney tonight and he says, in his opinion, the move may have violated passengers civil rights. They may have been looking for somebody who they would have been justified in looking for, but asking everybody on that plane to prove they werent that person is unconstitutional. That is cheryl hurd reporting. Owe fishlgz say this case was a little different because they did not have a picture of the person that they were looking for. From the information we have, they turned a welfare check, meaning, is everybody okay, into a deadly force situation. A deadly force situation that ended in the shooting death of an 86yearold navy war hero. Did it have to happen . Im Senior Investigative reporter Stephen Stock. Coming up, we investigate that shooting death in saratoga and hear from an eyewitness who raises more questions about whether deputies followed proper procedures. After few days of sun we e t after a few days of sunshine and blue skies, we are tracking a little more green on the radar, another storm, and that is, of course, worrisome for people who are still recovering from the flood. All right, a live look right now at our radar. You see a little bit of activity building to our north there. Kari hall, youve been looking at the projections and this does not look like a lot of rain. Yeah, thats the good news as we head into the weekend. This is not a significant storm. And its originating farther to the north with much less moisture as it moves down the coast so it will bring in much lighter amounts of rain. And with our storm ranger, mobile Doppler Radar, it will be tracking this storm system throughout the weekend. We have it parked in the mountain in san bruno. This gives us a detailed view of what is coming out of those clouds. Looks like we will see mostly light rain moving in, also a much colder storm. So, with that some chilly temperatures and throughout the day tomorrow we will only see the highs and lows 50s for those folks trying to clean up from the storm system and all of the flooding. Expect it to be cold at times, a little bit of mist and drizzle, but once again, not going to see significant rainfall totals out of this rain. Right now at 111 30, we investigate did Santa Clara County deputies violate their own policies . And what prompted them to shoot and kill an 86yearold navy veteran in his own home . And remember i was out there on the scene the day this happened. Now Senior Investigative reporter Stephen Stock is piecing together what happened after that and joins us with the inside story. Thats exactly right, kris. These sheriffs records show this was not the first time that deputies had gone to eugene craigs home there in saratoga as you mentioned in september. Since 2011, the deputies had been there six times before and were familiar with the elderly couple living there. They had been there for two medical calls, two suspicious calls, vandalism and abandoned vehicle call. This time in september deputies went to craigs home for a wellness or welfare check, but they ended up shooting the retired homeowner inside. The Santa Clara County Sheriffs Office says deputies went to the 1200 block of tigtus around dus believing an elderly person inside had medical issues. The sheriffs official news release says after calling out for about 50 minutes, deputies tried to force their way through the front door, could not, then went through a side door. There they found navy veteran eugene craig who, quote, displayed this 38 caliber revolver, prompting Sergeant Douglas alrich to shoot craig where the retired navy veteran stood in his own home. They gave several verbal commands to drop the gun. Reporter these photos show forced open. A bullet hole in the side door frame leading into the home, a shot that missed. You can see another shot that apparently missed in this picture, a bullet hole in the wall behind where craigs 90 year old wife said she was standing there with her husband. If youre there to check on their welfare, why do you kick two doors down . Reporter dennis luca, a retired Police Officer himself and now a civil attorney, was originally hired bayou jean craigs 90yearold widow to look into what happened. From the information we have, they turned a welfare check, meaning, is everybody okay, into a deadly force situation. They went from shining lights n. Reporter craigs family friend saw officers Milling Around with flashlights. He estimates he arrived 15 to 20 minutes before the shooting. All they had to do was let me go in the house. Reporter marshall said he got a call from eugene craig. He was hard of hearing and told jim marshall on the phone he thought someone was outside the house trying to break in. I could have got into the door. I could have called him. I could have done anything. But they wouldnt let me do anything, just stay there, stay back out of the way. Reporter only later did it become apparent that craig miss took the deputies with flashlights Walking Around the house for burglars. He never called 911. Instead he called his friend. I heard bam, bam, bam. I told them, it was at least six shots, if not seven. Reporter according to the official autopsy report, craig was hit by four bullets to the chest and pelvis and grazed once. And in the two bullet holes in the door frame and wall, and it matches the number of shots ron roberts says he heard. He has a right to be safe in his house like all of us do. The police just cant kick doors, come into the house, and start shooting. Reporter according to sheriffs policy, the use of force entering buildings, quote, will be practiced with the utmost restraint and only after all reasonable alternatives have been exhausted. Why they didnt have supervisors there, why they didnt try to negotiate, why they didnt break a window and put a phone in the house, do something. Reporter a Sheriffs Department source told us neither a lieutenant nor captain was ever called to the scene until after the shooting. The s. W. A. T. Team was not called either nor an negotiator, no tear gas, no intercom, no loudspeaker. Kpi gent circumstances would have forced the deputies to enter the home. There are certain thing that allow us to violate a fourth amendment. A fancy word for emergency. Reporter sheriffs Sergeant Ray Kelly is not talking specifically about this case, but in general about procedure for welfare checks. Those are things you balance. Its up to you at that point as an officer to maybe notify your supervisor and some time the most reasonable thing to do is to walk away. Reporter the original attorney for eugene craigs widow agrees saying the law does not allow deputies to create their own circumstances in order to breakdown doors. It didnt have to happen. It shouldnt have happened. And now i have a 90yearold woman who is alone. Thats not a tragedy, that is horrific. We asked the Sheriffs Department numerous times to answer questions over the last five months about these issues as we investigated, but they consistently refused comment, citing an active and open investigation in that september shooting. They also would not let us speak with Sergeant Doug all rich, the man who pulled the trigger on those shots. His lawyer also did not return phone calls for comment. And, guys, we reefrped out to the new attorney who is representing the family, the craig family. He said he had no further comment, although he said he might get back to us because hes doing his own investigation. Hes doing his own investigation and you were mentioning to us a second ago the officers involved were not formally punished in any way. As far as we know. Again, those records are protected under california law, but as far as we know, there was, of course, the standard investigation where they looked into it right after that, but we understand that they have not been punished since and that theyre back out on the street. Jerry brown is responding to the death of a sheriff deputy after a jail transport bus ran him over. He was crossing a parking lot at the dublin jail wednesday when the bus struck him. Officials believe visibility may have been low because of the weather. Governor brown says in a statement, quote, deputy foley spent nearly four decade protecting communities in the bay area and his death is a terrible loss to all who knew and loved him. New details as well in the death of a chp officer killed while pursuing a suspect in South Sacramento this week. What an incredibly tragic week for law enforcement. This morning were learning that a suspect has been arrested and is going to court today. Chp officers have arrested Alberto Quiroz in sacramento in connection with the death of officer lucas. Investigators believe he was the driver that the officer was pursuing when he lost control of his motorcycle and crashed into a pole. Coming up were tracking another storm headed for the bay area this weekend and kari has the time line and what that means for your plans. Yeah, it does look soggy this weekend. We helped aaron in San Francisco get more than 700 back from the shipping company he used to send a case of wine to the east coast. The company said it was damaged and discarded it and initially denied aarons refund. Jean in redwood city got 245 from an Appliance Repair company after we made a call on his behalf. The company had tried to fix his refrigerator twice, but failed twice, and kept his money. We spent a lot of the week cautioning people about this weeks floods. First, a warning, that flooded cars could end up on used car lots. To steer clear of buying a flooded car, request an independent in. And check the title. If it says salvage in the upper righthand corner, thats a red flag that the car might have been declared a total loss by an insurance company, possibly from a flood. Speaking of the weekend, its been so clear right now its about to change, though, with a little more rain coming in. We better get out and walk the dog like right now. You you have a little bit more time. Its going to be dry throughout the day. If you are taug taking the dog out for a walk you definitely need a light jacket. We are going to see temperatures Holding Steady in the lower 50s and mostly sunny skies. We are at 49 degrees in San Francisco and you wont see much of a change there. And the trivalley up to 54 degrees today, 51 in San Francisco, and the east bay 53 degrees. As we continue to monitor our area reservoirs, we are still seeing some of them over capacity, especially the lexington reservoir, the youve as and the Anderson Reservoir which of course as we know flows into coyote creek. But those levels are expected to continue to drop as we go into the weekend, even with additional rain moving in. So, as we get a look at storm ranger, our mobile Doppler Radar scanning around the bay area with this red beam here, and its showing no activity right now. But as we go into the weekend, were going to leave it on San Bruno Mountain as it will give us the best view of the rain and how light or heavy the rain is as it continues to move down the coast. But this will be a very much weaker system. And even farther to the north right now, it is producing only some light precipitation. Its a only going to get weaker and some of it staying offshore as we go into tomorrow. So, starting out at a 6 30 in the morning, it will be cloudy, at times some light rain as we go through the evening, going to see some of that rain reaching into the inland areas, but not much of it. Mainly a cloudy day with some spotty showers, some mist and drizzle. And then it returns as we go into sunday afternoon. Once again, moving from north to south and it will be out of here as we go into early monday morning. Looking at how much rain we could see with both of weather systems, we are looking at for many areas about a tenth of an inch of rain or less, farther to the north it may be a little more, up to a quarter of an inch. And as we get the rain, we are expecting more snow sierras so many people heading in that direction for the weekend, especially if you have next week off. Here is a live look at north star and we are seeing our temperatures will be staying below freezing for the next couple of days and some scattered snow showers moving in, morning temperatures dipping down to 10 degrees. And looking overall at how much snow we are going to see, once again some light additional snow fall, but this enough to make those roads slick, so make sure you have the tire chains as you head up. We are looking at up to 8 inches of snow at king ville. As we bring it back home, looking at the bay and inland forecast, once again some light rain, it will be mostly cloudy and staying chilly even for sunday as we start out at 40 degrees. Well see the highs in the lower 50s, the 7 day forecast shows some scattered showers out there. Next week we dry out once again, and that dry weather hangs around for quite a while. So, after seeing a couple of days of dry weather, light amounts of rain this weekend, and then we dry out once again. We talked a little bit about the sierra. Sounds like youre a little envyous of your friends. Tell us about the conditions thereaft there after all the snow. We got 7 feet since last friday, more snow than in the forecast. Its been really nice and cold. Weve had, you know, zero degree temps overnight. So, the pattern is staying nice and powdery and sugary which is what we love. It looks like its going to stay through this weekend. You know, some light snow coming in, doesnt look like a walloping like weve seen the last six weeks now. So, yeah, were really looking forward to a beautiful weekend here. Thats good news for folks who have to drive there before they can ski because the roads have just been a mess. But there is a reason why youre standing where you are not farther back. That powder is deep, right . Thats right, yeah. Weve got weve really seen its been a historic winter no question, and this week well be operating july fourth july. You know if the roads are slick this weekend you can look forward to some great spring skiing and summer skiing in the future, too. Exactly. Speaking of which you said its a nice condition there. You and i have different definitions of nice for zero degrees. I will say this. Youre talking about the cold weather preserving the snow. Are you expecting your ski resources to go all the way through july 4 and even beyond that . You know, its hard to say. Were certainly committing to operating into june. We may end up closing down and opening back up for the 4th of july. Its really going to depend on weather and conditions. Its only february. Weve blown by our average snow fall so were definitely on the right track. But stay tuned. Well have more updates probably in april and may. All right. Today it centers around a small house. Might be a small house but there is a lot more to the story. The people building it also small. Garvin thomas takes us to a one of a kind construction site in milpitas. Reporter at john simmons elementary milpitas, like many schools, when teachers talk about bridge building, she means making connections. Not major construction. You need to keep each other on track. Reporter but in rita maltbies 6th grade classroom, when they talk about home building, well, that isly what theyre talking about. I always knew i didnt want to be a traditional classroom teacher. Youre good at thinking outside the box. Reporter rita, you see, has a fan of projectbased learning for almost all of her 26year career. Each year trying to come up with a bigger project for her students to collaborate on, which is why this summer while watching some home and garden tv, rita got her biggest idea yet. I said, what do you think if we try to build a tiny home . And theyre like, could we do that . And i said, whats stopping us . Just so we are on the same page for friday. Reporter rita corralled some like minded teachers to join her and they were off and planning. With the hetch of an architect and a contractor, ritas students along with others, third, 5 ath and 6th graders are figuring out designs, estimating costs, and learning about construction techniques and time lines. All so that by the end of this school year, right outside ritas classroom, a real permanent tiny home will stand. Right there reporter ritas students have fully embraced the project and love the fact theyll be leaving a tangible legacy at their school. Its what theyll be taking with them into the future, though, that rita cares most about. When i said the skys the limit, one student raised his hand and said, why is the sky the limit . Why cant we go i get emotional. But why cant we go higher than that . And how does the teacher say no to that reporter rita, of course, has taught long enough to know that a good teacher doesnt.
