Redwood city also getting moderate to heavy downpours. Finally, the rain expected to track into the san jose. Right now san jose is mainly seeing light drizzle. That could pickup in the next half hour or so. Santa rose a, gen guerneville seeing heavy downpours. You see the orange and yellow is where the heaviest is now. Oakland getting pretty heavy downpours. Right along san mateo, Half Moon Bay as well, and we will continue to monitor this over the next couple of hours. Theyre cleearing out the mudslide on redwood row. Que up that video we shot not too long ago. You can see all of this debris there. We city of oakland to a napa county public works employee. He said its the biggest mudslide hes ever seen. About 100 yards long woorgt of debris n. In the process of that mudslide were talking about a transformer was knocked out, knocking out power to plenty of residents in the area and according to that spokesperson with the county they tell me first things first. They want to restore the power for residents in the area. Our top priority was to get redwood road opened up, but right now weve pulled up to let pg e come in and work their magic and get the power back on to the approximately 200, 250 residents that have been without power since tuesday. Reporter now, as far as the napa river goes, you guys are taking a look at the bridge over there. Now its at 16 feet right now which is well below flood stage areas, but theyre going to continue to to have things in place to be prepared for that. As for this mudslide behind me theyre saying it could take a few more days just to clean it up. So, all together, guys, it could take a week to clean up this mudslide caused by the rainfall. Also in the north bay residents along the Russian River are bracing for more rain and possibly flooding. The water level there has reseed aid little bit but theyre expecting to reach flood stage either late tonight or early tomorrow. Weve seen examples of the rifrp spilling over the banks in some places. Everyone in this Mobile Home Park has had to move to higher grounds. On the peninsula, drones over the creek which is raging right now, it has another weather milestone. The creek reached the 6th highest level in history so menlo park fire wanted a view from above the water. Nbc bay areas bob redell is live in menlo park. Theyre flying the drones, right . Reporter they just got finished. Good morning to you, kris. The creek has subsided significantly since this past tuesday when the water and debris you can see whats up there against that bridge. The problem has been revealed now the water is gone, that middle grate right there, the metal grate broke during the flood. That gate right there is designed to keep debris from clogging. They sent up a drone to get a better look at the damage. This is a drone they use for search and regs que operations. It is good for hovering into spaces too dangerous for people to go into. This is a video the drone captured t. Was able to sneak underneath the bridge and get closedup images of how that gate is broken and what debris got past the gate. The Fire Department will send this information to cal trans so their engineers and workers can figure out a solution. Also get an idea of what challenges they might face if the creek floods again during todays storm. Our main concern is that one of the debris guards is broken off and they dont have the ability to clean it out like they did before. So, theyre worried about more debris coming down and this thing coming all the way up and flooding either this and 101. Reporter the menlo park Fire Protection district also flew its drone over the creek on tuesday when the water was 8 to 9 feet higher than it is now. This improves the situation alerts for them and cal trans and give them a better idea of how the elevated flows affect the creek and surrounding areas. Now, on tuesday the usgs reported the creek had a flow of around 48 cubic feet per second. You look at your tv screen. Compare that to other record flows for this creek. These are since the records have been kept since 1930. Youll notice that was the fifth highest flow on record. Reporting live here in east palo alto, bob redell nbc bay area news. Bob, thank you very much. One of the hardest hit areas during this entire season so far has been the Santa Cruz Mountains. In the area of concern this time around is the San Lorenzo River in felton. One of the more acute situations right now. It is expected to be within 2 feet of flood stage today and has a lot of People Living around there very nervous and heres why. The river hit major flood stage on tuesday, flooding roads, a park and a Paradise Park community. More than 30 different homes were under water. We caught up with two people as the river surrounded their house. That is the river outside the window. Thats the San Lorenzo River. They say water was coming right up to that womans window sill. A Flash Flood Warning remains in effect for that area. Now lets bring in forecaster vianey. Rain gauges or flood gauges are working overtime. Ways at that San Lorenzo River where it was flowing 6 feet over flood stage on tuesday. Definitely. I was actually at Guadalupe River at 101. It was below major flooding and below monitor level. It is expected to increase so we do have to keep an eye on that. If we take a quick look right now at exactly where the napa river is at saint helene a, 17. 1 is expected to be the highest point at about 8 00 p. M. Today. So, we do have to keep a close eye on that. Now, napa river in downtown is just above monitor stage. Right now it is expected to crest at about midnight. At just over 23 feet and as we make our way over to the Russian River near guerneville, a new crest as of now at about 37. 1 feet, expected to crest at about 10 00 a. M. On friday. And, of course, San Lorenzo River near felton is expected to go just above flood stage at about 10 00 or also expecting Alameda Creek and now canyon to have a crest of 10. 2 feet by 10 00 p. M. Tonight. We are keeping a close eye on that as we continue to monitor the storm. Ill have an update in 15 minutes. Thank you so much. So soggy out there. So, its going to take a few more days of digging in the Santa Cruz Mountains before highway 17 can fully reopen. That means slow downs through the weekend. We spotted cal trans crews working with their special order tool, that spider, which can work from the top as crews work from the from below. Right now one lane in each direction is open and it is very slow going. The closures may last until monday. All right. It was very slow going on westbound 580 there for a little while. It now smooth sailing for commuters who are traveling that route through livermore. Not so smooth when a huge pothole appeared in the righthand lane yesterday. Over a dozen cars were damaged when cars hit it. The lanes, though, were reopened about 10 45 last night. Rainy weather has been the culprit for a lot of these potholes appearing on bay area roadways. Youre going to keep two hands on the wheel if youre going to get on the roadways the next few hours. The highways very slick. Mike has been watching the roads. How is it affected with the rain . Youll see those cropping up around the bay. Report them if theyre significant because we need to take care of them once the rain eases up. 17, you talked btd continued closure of some lanes, but still traffic flows, were watch as that rain continues to move into the south bay. So far traffic very light right now. Those major portions, yes, those are a problem. Even the embarcadero closed between howard and mission. That water coming over the wall and onto the roadway. So, you cant access at least that come of blocks through San Francisco. Same thing for novato. Highway 37 will not clear over the weekend. Now to our developing story, kris. Fire crews had to rush into action this morning when a fire broke out in a house in unincorporated san leandro. Our chopper flew over the scene this morning. You can see smoke pouring out of the top of that red tile home. It was a 2alarm fire that broke out just before 9 00. Three story house that was on a hillside there. Fire fighters had to take a step back for a second because power lines were taken down in the process. Eventually that situation was stabilized. No injuries were reported. There is an investigation now into the cause of the fire. Up next at 11 00, it is happening again. A gun stolen from a Law Enforcement agent and its not just any gun that was swiped from an fbi agents vehicle. And an enormous layoff in San Francisco, well take a look coming up in business and tech. We were thinking maybe we could fit in a little more green on the radar, but apparently theres no room. A little relief of orange and yellow actually instead of the green. Thats actually the worst. Dont trick folks now, dont get tricked by sam. The red and the yellow, orange, thats actually where theyre seeing the heaviest of the downpours, not really catching much of a braechlkt look at this shot along golden gate. As sam mentioned were seeing a lot of activity definitely lit up the map across the board but the majority of that storm focused along north bay, santa rose a, fairfield expecting to get a good downpour the next 20 minutes. Santa rose a right now and guerneville seeing a lot of the rainfall as well, and San Francisco just got a few of those showers, but still seeing a pretty steady rainfall right now. Oakland right now also seeing some pretty heavy rain. So, really this storm system is just beginning to move east. San mateo, pacifica, Half Moon Bay also seeing a lot of rain. Its really become widespread ever since the morning. Weve been tracking the storm system and it has been mainly focusing along the north bay, but we are expect ing it to continue moving. So, sunnyvale right now. If you take a look at san jose, it is finally beginning to see more of that rain picking up over the next hour. So, if youre just now heading towards san jose or you had plans to leave the san jose area, expect to see periods of some heavy downpours. Were also seeing those strong gusty winds as well. And continuing to talk about these river stages right now, we did see above the flood stage to hit at about 8 00 p. M. , above about 17. 1 feet near napa river. Russian river always a major concern. A new crest about 37. 1 feet. 10 00 a. M. On friday, San Lorenzo River also expect to hit right below flood stage at 14. 6 feet at about 10 00 p. M. Tonight. And if we make our way over to napa river, downtown napa, new crest at about 23. 8 feet by midnight on friday. So, were definitely going to keep a close eye on all these Alameda Creek, new crest at about 10. 2 feet by 10 00 p. M. Tonight. And as the storm system and this cold front begin to push through, expect moderate to heavy downpours throughout today. Tonight and into tomorrow morning as well. Which means we will remain under a Flash Flood Watch until tonight for north bay counties and also the Santa Cruz Mountains seeing heavy downpours at the moment. Right now, were also seeing a wind advisory because of this incoming storm and it will also remain in effect until 4 00. Wind speeds 15 to 30 Miles Per Hour with gusts anywhere to 50 miles 3er hour for the shaded areas. If you are going to head up to the north bay, they arent expecting any break from the rain the next several hours and it has been pouring rain from 4 00 a. M. Here is estimated rain totals right now. The heaviest of those areas focused on the north bay. The next 24 hours we are going to see the rain slow down just a bit, but it is expected to carry over into friday morning with some showers. Mouery avenue. 45 year old nan a was walking into a business and attacked an employee, threatening to kill him. A Police Officer later spotted him on the street and asked him to sit on the curb but he refused. Shortly after that, the officer let go of his police dog which accidentally bit the officer. After that, police say that he started punching the officer in his head. The officer then shot that man three times and he died at the scene. Milpitas police are investigating the kidnapping of a council mans daughter. He learned his 13yearold daughter was taken. The teenager told investigators that two men took her from her home, forced her to walk a mile and a half, and then made her get into a car. Investigators say the kidnapers then drove her to san jose where she managed to escape. We take these tiype of cases very serious in the city of milpitas. Until we can prove otherwise, we take this very intense investigation, all of our detectives are working on this case. Investigators tell us that the car was a small light colored sedan, possibly with a Bumper Sticker from the mystery spot in santa cruz. Torres trial is continuing today. He is accused of killing teenager sierra lamar. The District Attorneys Office is trying to paint a picture of a happy teenager with no reason to leave home. That was video of a prior search near her house. Also today officers gathered evidence in the case expected to be on the witness stand for crossexamination. The defense trying to show the jury that some evidence was improperly collected. This week has been an emotional one in the trial. Lamars mother and her friends testified earlier this week. The tribe says if the pipe breaks it is going to contaminate their drinking supply. Tribes filed a legal challenge to try and stop construction. Today oakland city leaders are going to be drafting a resolution urging california to divest from any involvement in that pipeline project. Seattle has already approved a similar measure this week. President trump will be watching San Francisco very closely as will many people around the world. We could have a decision later today on the controversial travel ban. San franciscos 9th Circuit Court is expected to announce the ruling tomorrow. President trump himself has publicly questioned the judges, hoping they will reinstate his immigration ban. Thats right, kris. A law dating back to president bill clinton allows the federal government to deport any noncitizen who commits certain crimes here in the u. S. , even minor crimes. Now, this applies even if those people have served in the u. S. Military. And because of that we found hundreds of u. S. Veterans deported by the very country they were willing to die for. When you walk out of tony romos back porch overlooking the pacific, you might think youre looking at paradise. You can see san diego. Reporter but in reality, its paradise lost for tony romo who feels trapped here. Just like prisoners of war, you know. All of us together. Reporter romo, a retired marine who led raids into iraq during the buildup to the gulf war, was deported by the very country he served. Forced to live here after serving time in a u. S. Jail for selling drugs. I miss the marine corps. I miss my country. My dad soefr there, my daughter, my brothers. Reporter even sew, romos allegiance remains to the country he can see from his back porch just beyond the border wall. And it is a great country. Id defend it any time. I still would. Reporter we found dozens of u. S. Veterans living in etwaun owe, veterans like armando scott, retired marine. Veterans, i would bring them home. Reporter all of them noncitizens who served in the u. S. Military dating back to the vietnam war. I never lived in mexico. Ive been in the United States since i was one year old. How can they repatriate me to a country i never lived . . Reporter all of deported for aggravated felonies, failure to show up in court or entering the country illegally. In this report issued by the aclu of california in july of last year, they were able to identify some 250 u. S. Veterans deported to at least 34 different countries. Our investigation found at least 60 veterans living here in the tijuana mexico area. I dont think its right, but, you know, thats the law. Reporter a deported u. S. Army veteran himself, hector helped the aclu prepare that report. He said the number of deported veterans keeps growing. We come into contact with vet vans either in the process of being deported or already dee portd, at least 301, were up to 301. Reporter he served two years in prison after pleading guilty to Illegal Discharge of a firearm in compton, california. Deported in 2004 he now runs a shelter in tijuana nicknamed the bunker where deported veterans can get help with job prospects, immigration advice and legal services. My allegiance is to the United States. I was born in mexico. Who i choose to die and fight for is the United States of america. Reporter our investigation found 70,000 noncitizens enlisted in the u. S. Military between 2009 and 2016. At least half of them never applied for citizenship. According to the center for naval analyses, leaving them vulnerable to deportation. Im willing to put my life on the line for the country that i love. Reporter and yet your country that you love deports you. The only one tri that ive ever known. Reporter to a man, these vets served their time in jail, prison or probation for the crimes they committed here in the u. S. One knows exactly how many there are because the u. S. Government does not track them. Did the military drop the ball . Yeah, the department of defense did. Reporter retired marine and assemblyman Nathan Fletcher said is he was shocked when he learned about these deported vets. Anyone who died for their country should have a country willing to give them citizenship. Its what they were promised when they were joined. Reporter fletcher is lobbying congress to let them back. If we had 300 americans who were missing in iraq or afghanistan, we would stop the gravitational pull of the earth and find them. Reporter she runs the agency that processes citizenship. While officials with the department of defense declined our request for an interview, rumery did agree to sit down with us and answer our questions. Well, if youve been convicted of certain defenses, its a deportable act. Reporter even if you serve as a veteran . Yes, right. Reporter does that seem fair . We dont ask our whats fair or not fair. We simply are here to administer the law. Thats what were charged with, thats what we do. These are some of the men that passed away here in mexico. Reporter in one of the sad est ironies involving this issue, current law allows these veterans to return to the u. S. After they die. We will bring their dead body across the border. Will go to a military cemetery. We will give them a 21gun salute. We will play taps. We will fold the flag and a military officer will hand the flag to the Family Member and say, a grateful nation appreciates your husbands service. There is no honor in that. There is no honor in that only allowing these men to return when they die or at the point of death. Reporter we found the grave of one such veteran, Manuel Castano who had been deported to wares mexico, now back in the u. S. , resting finally in peace in the National Cemetery in el paso, texas. Now, u. S. Department justice statistics show one in 100 vets end up in jail here in theuous us and theyre more likely than nonveterans to serve time for violent crimes.
