A cool down in the temperatures, tonight we could be dropping to the lower 30s for areas in the valley. Taking a quick look at satellite radar, we are still seeing spotty showers offshore. As i mentioned over the next couple of hours, if we take a closer look and zoom in, we are expecting that majority of that rainfall to move out by about 11 30, fast forward to 1 00. Still seeing spotty showers, 4 30. And fast forward through about 6 30, 7 30, the majority of the storm system begins to make an exit. We are also taking a look at Drought Conditions across the bay area. We will have a quick update on that. As far as your water year rain update we are over 100 . Santa rose a with over 29 inches so far to the year, oakland over 13, San Francisco over 14, livermore over 11 and down in the south bay over 7. From the air you can begin to appreciate the damage to San Benito County yesterday. The flood waters inundated in into a whole neighborhood, 50 homes covered in water thereabouts. The San Benito County office of Emergency Services did a quick survey last night of about the 50 or so homes that were damaged during the flood here off loaferloafe lovers lane and Pacheco Creek. In about an hour the oes will conduct another indepth inspect of the remaining homes. So far none of the inspected homes has sustained any significant structural damage. None has been red tagged. At its deepest the water was only up to about 3 1 2 feet. With these inspections the oes is trying to estimate the total dollar damage which the office expects will go into the millions. That will help determine whether San Benito County applies to the state for disaster assistance. The neighborhood has been back open for residents to return. A tow truck driver this morning helped a father remove a waterlogged pickup truck his son got stuck in when the flood waters rushed across the road yesterday morning. His son is okay. We caught up with mr. And mrs. Barbosa. Their house was spared. Their guest house, garage and car flooded. Surprisingly the car still starts. Ernest barbosa, his property, bought this property because it was not listed in a flood zone, which is one of the reasons again why he bought this house. There is no second thoughts. I bought it. What impressed me the most was just the amount of the residents helping each other and taking care of each other. The remaining with the help of Fire Fighters. Some people have been staying in red cross shelters set up in nearby hollister. If you look back to your left youll see a wrecker coming down the road. It has cars on top. We believe those are cars that were flood damage, waterlogged and this is somebody who is collecting those vehicles that will no longer start. There is good news and bad news for People Living near the Russian River. The river is still above flood stage, but the good news is that the levels are starting to drop finally. You can see he that its dropped almost a couple of feet since our live shot this morning. But as you mention there is another issue thats bubbling up just west of this area. Thats the sound of an underground break in a gas main line along old kasadera road. It was brought to our attention by two residents in the area and they called the local gas company. They are aware and they told us off camera a crew checked this out yesterday and theyre going to be back today to fix it. Were told theyll bring excavators to really fix this issue. The company says there have been plenty of aboveground gas leaks theyre attending to, even floating propane tanks in the water as a result of this flooding. They said the pipe is much smaller than we typically see in the big cities, but residents in this area want that issue fixed sooner rather than later. Ive been told by some of the people here now that theres been kids out here at night trying to light it on fire. So, that makes it a much bigger issue. If a spark took to that, theres no telling how big it would go. Reporter they said the smell that is emitting in this area would definitely can smell it, theyre saying its not propane, rather an ingredient in the propane thats released as a warning sign. San francisco right now i want to say is getting the most sunshine out of anybody. 50 degrees in the east bay, 47, and 47 for the north bay as well. Now, as we begin to see the storm system make its exit, we are still seeing, taking a live look now at the radar, a lot of rain offshore. However, this rain could still push on through. And as i said, it is focused more along the southernmost counties so the Santa Cruz Mountains, santa clara, but however i do want to remind folks that the National Weather service did extend that warning for flooding until 10 45 for Sonoma County. So, we still want to be aware of the situation. And as this clears out over the next couple hours, were finally going to start seeing a drying pattern. Now, with this system were also expecting a drop in those temperatures. So, lets go ahead and take an hour by hour outlook of what were tracking. By about 12 00 were still seeing a few scattered showers here and there, even the napa area, the majority is pushing to the south by about 4 30 were seeing some more cloud cover in the air. Were still expecting overcast skies. 7 30, the majority of that finally making its exit, making way for a very nice thursday night as we head into friday morning. However, that pounding water and all of that water left behind with the storm system we could be dropping yet again into those 30s overnight which means we do have the possibility of seeing some freezing cold temperatures which could bring the threat of some black ice early in the morning. But over the past couple of storms and the past couple much days, heres what weve seen so far in terms of the water. We are 100 in terms of how much rainfall weve gotten. Santa rose a, oakland, San Francisco all over the capacity, not just for rainfall totals, but also in the reservoirs. So we are still seeing those really increased levels and were expecting those river levels to decrease as the storm system makes its exit. As far as the snow pack update, were over the capacity as well. The storm has packed a punch and we are expecting that to make its exit tonight. But we have seen i am he press i have rain totals and of course statewide, southernmost areas are expecting to see the majority of the rainfall in the next couple of days. Heres what we can expect. Family members were all home around 6 00 in the evening on tuesday when an 80foot eucalyptus tree came crashing through the roof that nearly bisected that home. Everyone did get out safely and no one was injured, but, boy, that was lucky. Check this out. It is the lexington reservoir now a rushing river. Right now the Los Gatos Creek trail and the county park there are closed because of flooding. And all four south bay reservoirs are at capacity. We are following a developing story. The search continues for six children missing after their home in baltimore collapsed in a fire. They are presumed dead. We brought you live breaking coverage of the story on today in the bay, but nbcs jennifer is at the scene with more. Reporter im jennifer here in northeast baltimore where fire officials have just confirmed that the nine children involved in this overnight fire are from the same family. As i step out of the way you can see the home that caught fire just after 12 30 last night here in the northeast section of town. Four people were outside of the home when Fire Fighters arrived, an adult, female, and three children. They have now confirmed it is a mom and her three children all taken to the hospital. Two of those children now in critical condition, the mother also in critical condition. Six children this morning are still unaccounted for. Very early on the Fire Fighters had to evacuate this house because of a collapse on the second and third floors. And you can see by the light of day how the total top structure of this building just completely caved in. They have been waiting for hours for a crane to arrive, which just arrived moments ago. They need this piece of equipment to start dicking out the debris so they can locate the possible six missing children. They did hear from family members this morning that six kids could have still been inside and they range in age from 8 months old to 11yearold. All of the children total 8 months to 11 years. So this morning a tragic sorry in northeast baltimore. Three children at the hospital along with their mother and six children are still missing. Here in northeast baltimore, im jennifer. The child was involved in the major raid in east oakland neighborhood. It led to the discovery of drugs and guns and evidence of illegal gambling. This was 4 00 yesterday morning at 66 and ban croft, just a few blocks off from concord i cant park. Alameda county Sheriffs Office arrested 20 people and found a fiveyearold child there as well. He or she was taken into protective custody. Officers say this was no place for a kid. Well, we pulled out eight slot machines plus a variety of other gambling operations that were going on. Other news, the environmental Protection Agency put out new guidelines governing how much radio activity can be allowed in our Drinking Water in the event of a nuclear emergency. But there are major revisions following our investigation into the epas plan. Senior Investigative Reporter steven joins us with the latest. Steven. A scott, last fall we found the epa was considering raising the acceptable levels of radiation in our Drinking Water thousands of times higher than current safe Drinking Water act standards. Now with this, that became a reality, with this 111page protective action guide. Epa officials tell us these new protective action guidelines were prompted by the massive tsunami in japan back in 2011. A tsunami that wiped out the coolant system at the Nuclear Reactor releasing tons of Radioactive Material into the environment. Now the epa has made those guidelines final and official. Epa officials told us this pags are not long, are meant to give advice to local Emergency Management officials around the nation and are to be used only in a Major National nuclear emergency. According to the epas Deputy Assistant administrator for the office of water, joel bove, the new pag is meant to provide nonregulatory benchmark that can help state and local officials deal with an emergency for a short term period. They dont affect longer term, they dont affect any regulatory standards. Were very clear about that. Theres no way that that cant put people at risk. But the director of policy said the new pags contradict themselves in several places, leaving many questions about public safety. Do we really want a situation where hundreds of thousands of people are required to drink contaminated water . Director daniel her shall is adamant these new rules would extend for more than a year and would be used for more than just a major emergency. If you go over the safe Drinking Water act, pharmaceutical, in flint, michigan, to the lead, we provide people with bottled water. What this is now saying is that if it was plutonium in flint, michigan and thousand times the safe Drinking Water act level, we would not protect them. Now, Daniel Hirsch says the contradictions leave open the possibility that the safe Drinking Water act itself could be ignored in the event of an emergency. Something epa official told me they adamantly deny. One group in washington has already filed suit in court over this proposal and new york States Attorney Generals Office has told me they have not ruled out filing suit to stop this as well. Investigators say he is responsible for holding up the same chase bank on winchester two times in the last two months. The effort to prevent freeway shootings in the east bay is ramping up in the city of san pablo plans to install three new surveillance cameras along that stretch of interstate 80. San Francisco Police today will update neighbors on a recent shooting and standoff. The department will host a town hall in the citys ocean view neighborhood. There is an island out there that oftentimes has Homeless People on it, and they were forced to rescue a victim off that island. We dont know why. It may have been a medical emergency, but, of course, with this rushing water, nobody can get through all that water. This is going on at alviso milpitas road and ranch drive. Well continue to watch this situation. But, again, no matter what, stay out of the water. Do not know what is underneath for sure. But we do have an incoming storm that is expected to push in by wednesday and thursday into the bay area which means, yeah, were expecting to see more rain the majority of it being centered to the north bay.
