Rainfall throughout the course of the morning. Good morning. Im sam brock. Im kris sanchez. The roads and the highways are wet. The commute has been rough. Though weve got a little break. Well look at San Francisco right now. You can see the clouds and the haze and the droplets of water on the camera as well. We deployed our storm ranger Doppler Radar to San Bruno Mountain to give us a groundlevel look at the weather systems in the bay area. We have Team Coverage of the microclimate weather alert. Nbc bay areas rick boon is in the elements. Mike inouye watching the traffic partners. Patterns. We begin with kari hall. We are once again taking a little bit of a break. Were going to look at the storm ranger radar as we get a view of, once again, the San Bruno Mountain. We are tracking some of the rain. It gives us an hd view of what should be on the radar and that rain coming down out of the clouds. And most of that rain has moved east of San Francisco and into the inner bay. And the bigger view shows that we have some spotty light rain, but visibility is still low in spots. It is misting, drizzling and its very wet. Well continue to see that happening through the rest of the day. Still a lot of moisture where that came from. There still may be pockets of heavy rain. Well continue to track that, and ill have another look at the microclimate forecast. If you did the morning car pool or did an early shift, you know the roads are wet from the rain and slick because of the massive amounts of leaves blown from the trees by the ind. Weve already seen several crashes and spinouts. Nbc bay areas rick boon covered them this morning. He was on the peninsula earlier. Now, rick, youre crossing the Golden Gate Bridge. Whats it look like . Reporter were coming up on the Golden Gate Bridge right now. Ill move the camera so you can see what the road looks like. This is 101 south. Right now we can see pretty much the beginning of the golden gate as we come around the corner. We were in marin county earlier today. A lot of the water is standing in place. And thats been a big concern for a lot of drivers throughout the area. Golden gate, throughout 101, has not been so bad. Up in marin, lots of highstanding water. A lot of areas had the floodprone area signs for people to watch out. This, in conjunction with what happened earlier this morning, rain was just coming down nonstop. Kari was telling us all about that. Most people were listening. But some drivers werent. Thats why we had some accidents out there this morning. It was like a zone it was like a Bermuda Triangle of nothing but accidents on the northbound side and southbound side. A few accidents one after the other. Back on the 101, back on 101 going south, coming up on the foot of the Golden Gate Bridge. We are moving pretty good. Wind hasnt been a problem for us throughout the day, but rain certainly has. Weve talked i talked to a couple of motorists and asked what it was like for them out there today. Some hit me up on social media and said their commute to work today was not that enjoyable. They had to go really, really slow. One lady told me, thank goodness she is retired she doesnt have to deal with this anymore. Smart person. I hope she is staying home and warm and cozy. The fog i have to ask my chromoso cameraman, henry, are we on the golden gate . I cant tell through the fog. Were about to hit the beginning of it at this point. Lots of fog in this area. You have to watch out. Most cars do have their front lights on. People are pretty much doing the same thing. We are going to be going across the bridge and entering San Francisco. Next time i talk to you ill tell you how the conditions are on that side of the bridge. In the meantime, we are riding along 101. Rick boone for today in the bay. We definitely know its been thick enough to not see the Golden Gate Bridge at times. That would not be unprecedented. Not at all. The peninsula has been a rough drive all morning long as well. Mike, what about the rest of the bay area . Here is a look, guys. Anywhere south of the dumbarton bridge very clear. The morning was tame for the south bay. Rain wasnt that much of a factor. It did bring wet roads. Palo alto had a tough drive for a little period. San mateo still slow. An early big backup between burlingame and the san mateo bridge. It started out to the normal commute about 6 00 this morning. Later in the morning we had fog kicking in here. Its now along the coast and where rick was talking about across the Golden Gate Bridge. No major problems. Oakland, there is fog kicking in. The bay bridges. A lighter flow of traffic in december. Toll plaza is wall. If the wipers are on steady, the lights must be on. That was followed by a 5. 0 and a 4. 9 quake in the same general vicinity. We told you about it at the end of today in the bay. Here is the map of where the quake hit around 6 50 this morning. There are no reports of injuries or damage. No tsunami warnings were issued there. Moving on to the investigation into the cause of the deadly warehouse fire. The search for answers continues. The city of oakland is asking for help. City leaders are planning to declare a state of emergency. Nbc bay areas pete suratos is live at city hall. Good morning, pete. Reporter good morning, kris. The Oakland City Council is expected to patify the staff recommendation to the city can get the state of emergency funds and make them eligible for federal and state aid. I just got the information that they are having a City Council Meeting right now according to noel guyo. He said the meeting is about oversight issues and it affects him because the deadly warehouse fire took place in his district. He is definitely worried about this type of incident happening again. There is tragedy thats shaking up the community of oakland, guys. 36 victims passed away after attending a party inside the warehouse near international boulevard friday night. And really, guys, there are still plenty of questions surrounding the property itself. Whether the city properly inspected it in the past and if the tragedy could have been prevented. Councilmember guyo believes he needs more information from the city in order to better do his job. Were asking the city, one, is how many fire marshals do i have. How many building inspectors do i have, because no one seems to know. Reporter the city of oakland is putting together a task force to focus on building safety and citizen complaints regarding similar warehouses around the city. Now, a number of agencies including the bureau of alcohol, tobacco and firearms and the District Attorneys Office will be handling the investigation moving forward. Theyre still on the ground. As for a cause for the fire. Its yet to be determined, guys. Pete, thank you very much for the update. With the search for victims now complete, goodbyes are officially begin. This was last night. Hundreds of people there, standing in the rain, holding candles and pictures as they gathered in san bruno last night to remember 22yearold alex vega and his girlfriend of five years, 20yearold michela gregory. Both inseparable in life and now in death. The Sheriffs Department says firefighters found the sweet hearts in the warehouse in each others arms. Gregorys father says he knew they would be found together. They were, you know they were trying to make it out together or they were helping each other, you know. Or helping somebody. I knew it. I just felt it. It gave me peace, knowing. So sad. Family and friends continuing to search for peace here and to lean on each other in this time of grief. Concerns on a south bay campus. A warning now being sent out to san jose state students after three Sexual Battery reports in about a week and a half. The most recent report happened in a stairwell at duncan hall in the science building. All three reported assaults were in the last two weeks against women, two of them happened as the students were taking the stairs. One of them happened most recently, 11 10 in the afternoon yesterday when the suspect battered the woman and then ran up the stairs to get away. He is described as a man in his 20s with spiky hair and a navy blue backpack. Monday at 4 30 in the afternoon a suspect was caught on camera. Here is the photo of the asian man in his 20s who the woman said followed her into the Student Union after battering her or groping her. The description here is that he was seen riding away on a skateboard with red stripes. He had a black backpack. Two weeks ago today a woman reported to police that a man in his 20s sexually battered her in the stairway of sweeney hall. He is also described as in his 20s. This victim reports he had a mustache and a black backpack. The suspect descriptions sound similar in all three incidents, but we talked to San Jose State Police this morning, and they say they dont believe at this point that the three are connected. Police in fairfield hope that someone has seen a disabled woman who has been missing for almost 24 hours. Family members say 61yearold vicky volker was seen yesterday americani morning wearing a black and gray plaid jacket along with shorts and sandals. Scott mcgrew says a hot economy has some downsides too. Yeah. A hot economy indeed. Remember wednesday we were telling you about the anderson forecast. It says our hot economy is about to get a splash the gasoline thanks to as massive stimulus. Like everything, a hot economy has both good things and bad things. I want to list some of these for you. The good things are fairly obvious, right . People get jobs. They get wealthier, and we get a stronger dollar. Thats good because you can buy more with your dollar. Believe it or not there are bad things about a hot economy. Among them, inflation. Thats the biggest worry. And then rate hikes. To fight inflation. That can make your mortgage more expensive, for instance. Energy prices tend to go up in a hot economy. And then, yeah, once again, a strong dollar. Its listed on both because a strong dollar makes American Products more expensive. It makes it harder for us to export the things we make. All right. To something a little less heavy, like a rock. This is the end of a footchase on the airfield that started before noon yesterday. Police got a call about a man at a terminal, possibly on drugs, perhaps intoxicated. But he started running away from the scene when he saw sfpd. When officers followed him, he jumped a fence and ended up on the airfield, on the tarmac. Thats where he was eventually arrested. A reward is being offered for information in the mysterious killing of a man whose body was found at sonoma state university. You may remember the 18yearold was found buried last month after he left home on his bike to meet a friend. Friends and family of the man have raised 4,000 for the reward. Theyve also started a fundraising page to try to raise more. The Sonoma County alliance is offering a separate reward of 2500. There has been a break in the case of a shooting on highway 4 in pittsburgh that left a woman dead. This video shows Pittsburgh Police at an antioch home last night where Police Officers arrested two of the four men who were suspected in the deadly shooting. 25yearold and 22yearold suspects were taken into custody by s. W. A. T. Team. The other two men remain at large, wanted for murder in the may 11th highway shooting that killed a woman from San Francisco. It was one of at least two dozen highway shootings in the area just this year alone. New details in a house fire in san mateo in which a 70yearold woman died. Were now finding out that the fire was set on purpose. We brought you this story as breaking news on today in the bay on black friday, remember . The home is near borrow middle school. The fire started early in the morning. A Newspaper Delivery man reported it. Thats how early it was. The home owner sandra karen was found inside. Investigators said they found evidence of arson. They didnt say what the evidence was. No suspects have been identified. This is an issue thats been debated for a year now. San Francisco Police may be days away from a new use of force policy. According to the members of the police commission, last night they hinted they may approve the new policy next wednesday. The reason for the holdup has been a big battle with the Police Officers association, which last month filed a grievance with the city. Last night, the Commission Members suggested that the new policy can still be approved without the unions blessing. A fresh round of storms here means, what, more fresh powder friends, let it snow, let it snow. Sierra getting a blast of winter. Great news for ski resorts. Nbcs brian hickey took the long drive up the mountain this morning. It was a slow one. He has more from donna summit. Reporter its been raining on us for much of the morning here at donner summit. Things warmed up after about 2 to 3 inches of snow fell here. Yesterday was a frosty day even through the sacramento valley. That was when the storm first rolled in we saw snow down a little bit below blue canyon. Through the night the snow levels continued to climb. Here this morning, as you see the big rigs and cars zooming buy donner pass. Its starting to mist on us again. I liked it when it was dry and when its snowing. Not when its misting and raining and 36 degrees. Pretty miserable. Thats the condition right now. Caltrans and california Highway Patrol say dont be complacent with these conditions. We have unsettled weather for the next few days and this can change on a dime. If youre heading to the sierra, i can hear some avalanche charges going off in the distance telling me that the ski resorts fared better than the pass. Make sure you have four wheel drive with good tires and chains. Winter is here. Looks like we have a nice cycle coming in to bring some good, deep snow. You have to be ready for it. A lot going on. Lets talk about the earthquake. The South Pacific. Yes, sam. Thats been going on too. We have been getting the aftershocks in the past few minutes. We are tracking that as well as the weather around the bay area. This is in the South Pacific near once again the solomon islands. The last earthquake we had there was at about 5. 1. So far we dont have any watches or warnings in effect for anywhere as far as tsunamis for anywhere in the pacific. And just to give you an idea of how far this is away from hawaii, its well off to the east. So that is something well be watching to see if there are any tsunami watches or warnings issued. As of now it is looking all good. As we track the weather here in the bay area, a live look outside in san jose. And its all clear here. We have had several hours of some dry weather. But we will start to see some changes as we go into the rest of the day. Thats why we have enacted our storm ranger. Its at San Bruno Mountain. Right now it gives us a view of what will happen a view of the Doppler Radar on top of the mountain where some of our other radars may overshoot the low rain and low clouds. Its also mobile so we can change it to anywhere we want to. It gives us a better detail of whats going on as far as the radar coverage. We can detect any type of precipitation around the bay area. So there is the storm ranger. We are getting a better view of where it is now and also tracking some of the showers moving through. Right now there is not much to track as we a little bit of a break compared to this morning where we had so much heavier rain moving through. Well have a little bit of a chance to dry out before possibly more rain moves in as we go through the rest of the day and into tonight. So what to expect, well have times of heavy rain. The potential of some street flooding and very slick roads, and more of that freezing rain and snow in the sierra. Some of our rainfall totals have been anywhere from over 2 inches of rain in san mateo to an inch of rain in San Francisco. And then its been much lighter for the rest of the bay area. About. 5 inches in many spots and barely measuring anything in san jose. Its also very chilly, with those temperatures in the upper 50s. More rain in the forecast as we go through the rest of the day. Going hour by hour. And even as we head into tomorrow, still some rain. It will be off and on through the first part of the day. Members of congress say they should be allowed to stay so long as they remain in school. A local congresswoman is among those asked the president to do something unprecedented to protect dreamers from deportation after donald trump takes office. Reporter the Congress Members say a pardon would not kwool legal residency but it spares the dreamers from deportation. For one student here at san jose state, a president ial pardon would be a huge sigh of relief. Whether its walking on or off the campus of san jose state, lupe torres says she is usually looking over her shoulder. She is an undocumented immigrant. I came here when i was 2 years old. Reporter she is one of many socalled dreamers in this country, students who are undocumented, but thanks to the deferred action signed by president obama, those students can remain in this country and work while enrolled in school. But there sa fear a Trump Administration would eliminate the deferred action and begin deporting students. That is a very real concern. Reporter today 60 Congress Members sent the president a letter asking him to pardon the dreamers before donald trump takes office. A move applauded by immigrant rights groups. It takes a lot of courage for members of congress to say, were doing all that we can in order to protect Community Members who are in very real fear of deportation. Reporter the Congress Members say a pardon would not mean giving dreamers legal status. It only spares them from deportation. Quad lupe says it would help her concentrate on her studies and not worry about being removed from the only place she knows as home. One legal ect pert told me its not clear in a president ial pardon would prevent deportation. This morning it was a teach all the rain is still coming down hard in parts of the bay area right now. And it was a treacherous commute for a lot of drivers out there. No doubt. It was. San francisco has generally been the one constant area of rainfall today. Yes. Its all about the microclimates. Thats the reason why we have to issue sthese alerts. It changes drastically as you move across the bay area. We have the storm ranger gives us an hd view of the area. We had it on top of San Bruno Mountain. We can move it around if we need to, but right now this is where most of the action is going on. It fills in the gaps and gives us an hd view of the rain as it continues to move in. Thats our mobile radar. The only one for television in the entire world, and we have it right here. As we continue to track that rain, once again, we have it around San Francisco. Thats where the rain has been the heaviest. Also, moving down the peninsula. So, as we see not a lot of activity right now. We may have more rain starting to fill in as we go through the rest of the day. Well continue to keep an eye on that. Ill have another look at the forecast coming up a little bit later. Many people in the bay area saw wet highways for the first time this month, and that created a lot of slowdowns and crashes. We saw a lot of brake lights this morning. Nbc bay areas rick boone is driving along the peninsula. Rick, we know youre in the passenger seat, so you can tell us how the drive is going. Reporter well, the drive is going pretty good. Right now we went more towards into downtown San Francisco, right now we are on van ness, about to jump on 101 going south. Going through the city, it has been remarkably smooth. Either everyone has gotten to where they need to go or theyre pausing a bit. That was no the case earlier today in marin county. We had a lot of high standing water in some areas of marin county just beyond the Golden Gate Bridge. That, in conjunction with earlier this morning we have been on this story since 4 00 this morning. There were a lot of accidents out there because there was a lot of rain out there. A lot of people who were driving just way too fast. Lots of roadways. It was a particular area between 101 south and north around between millbrae and san mateo. Seemed to be more of a Bermuda Triangle where people were just either going slow, hitting some water pockets, and then, of course, we saw two accidents that we came upon and were able to do live shots on. Back live here on van ness, about to get on the 101 here in San Francisco. Once again, the roads didnt see a lot of high standing water. Just maybe a little bit on the side of the road. That was more up in marin. Well see how the south part of the city looks like and along the peninsula. Heard kari a little while ago she has pretty much given me my instructions of what well be doing later on today. I am on this throughout the day. Peninsula here we go. It is free for iphone and andeodoa android. Back to our coverage of the deadly oakland warehouse fire. Not just sadness this morning. Plenty of that, also a sharp tone of anger. Yesterday the frustrations seemed to boil over. A confrontation involving the owner of a well known oakland restaurant and a nearby warehouse. Dorothy king owns a warehouse next to the salt late. King says a fire at that warehouse could be deadly like the one on 31st avenue. The people who live there disagree with that take. I know for a fact its only one way in and one way out. There are two walkways where you can exit. There is also a fire escape which reporters might have noticed is at the front of the building. There are several massive windows on hinges that open up onto roofs next door and so on. Here is where dorothy king, the owner of the barbecue restaurant, is coming from. She lost a friend in the ghost ship fire and has lived in a warehouse herself. She is urging the city to help local warehouses so that artists can continue to live there safely. As we have reported this is not the first time oakland officials have found issues with that propertys owner and her family. Our team, kris, put together an ex ausive time line showing contacts between ing and the city of oakland going back almost 20 years. Steven stock shows us what hes uncovered. Reporter we used public records to put together this time line. It shows the ing family has had numerous complaints, citations and even liens against this property. April of 2000. A lien after records show they failed to clean up substandard conditions on the property. 2004, 2006, the city receives three more complaints about the vacant lot next to the ghost ship warehouse. February 2007. Oakland city officials send the ing family a notice of substandard building for the ghost ship and hit them with a 15,000 assessment. Then, 2009 and 2010, two other separate liens for substandard or Hazardous Conditions at another piece of property located a few blocks away from the ghost ship. And then, of course, in november 2016, the city gets two complaints on consecutive days about the ghost ship warehouse. One about trash. The other complaint about an illegal residential structure inside the building. And of course, late friday night, fire breaks out inside that living work space where at least a dozen people had taken up residence. 36 people die when the fire spreads due to no sprinkles, minimal fire escapes and a building crammed full of dry, Wooden Furniture and art. San Francisco Museum of modern art is providing the museum as a place for people to gather and mourn the victims of the warehouse fire. The museum is offering all visitors entrance for free tonight. The art museum says it welcomes anyone in need of a space where they can reflect, mourn and heal. Free admission is from 6 00 to 11 00 tonight. We are talking about a string of robberies across berkeley in the last week. Police think they could all be linked up. The three rob is all happened on virginia street about the same time, between 7 00 and 11 00. Police say all the victims were approached by two men and then robbed at gunpoint. The first robbery was a week ago, that was near arch street. The second one not too far away a day later near walnut. The third one, right in the middle. Was on tuesday near spruce. Police say that these could all be related to several other robberies dating back to last month. Coming up, most people only have seen giraffes in zoos. The International Union for conservation of nature has put the iconic giraffe on the red list of threatened species. The populations have declined by as much as 40 in the last 30 years. In 1985 there were more than 160,000 in the world. Most in africa. Today only 95,000 giraffes remain. Hunting and growing human populations are to blame for the declining numbers. For those of us who have seen them in zoos, you may have thought that they were everywhere. Clearly the number going down rapidly. We saw one of the baby ones as it was just born at the San Francisco zoo. To the arctic blast that has temperatures plunging coast to coast. In the pacific northwest, ice in oregon, sending a pickup into a building in portland, no one hurt. It spun out, hit the ice and turned a 180. Reporter elsewhere, bitter cold and even more snow in the forecast, especially in the northern Great Lakes Region from cleveland into upstate new york. In san rafael, the drivers are slow on 101 trying to make it into San Francisco. Heading down towards san jose, its bright and sunny. The reason we have the microclimates, we have a lot of different weather all across the bay area. The storm ranger is parked on San Bruno Mountain, so it gives us a view of whats happening in the areas where the rain has been coming down and hitting the hardest, around San Francisco and down the peninsula. Its more spotty for the east bay. We are taking a break from some of the heavier rain that we had this morning, but we can tell by the bright white intense clouds offshore that there is a lot of moisture that will continue to move in with this system. We do have a chance of more of the heavy rain later on today. So expect the chance of some pockets of heavy rain. Wont be widespread, but still isolated street flooding and winds gusting to 15 to 30 miles an hour, creating slick roads, even during the evening commute. In tahoe we have freezing rain and snow. Well talk about that. Once again, rainfall totals, over 2 inches in san mateo. And santa rosa. Oakland about. 75 inches. Gilroy and dublin,. 5 inches of rain. The same in concord. In san jose we havent even made it to. 1 inches yet. Kind of in a rain shadow. Temperaturewise, mid to upper 50s. The forecast shows that well have a lot of the rain moving through. Very hit or miss. Some breaks as well. Thats what we are seeing right now. And at times heavy downpours. Much of this tapers off tonight. Into tomorrow, some cloudy skies and a chance of rain through the morning commute and early afternoon. We see some of the rain picking up in spots through the morning.
