Oakland police arriving after hearing a report of gun shots in an east oakland neighborhood. They found three victims dead from stab and gunshot wounds. We have new details on the case. It was reported on the website berkeleyside that the three victims were a lesbian couple and their son. Rivers is also being charged with arson of an inhabited structure or property and possession of metal knuckles. It was first reported on nbc bay area, rivers was born David Warfield and taught school in sacramento in the late 1990s. When warfield returned to school as a woman after gender reassignment surgery she was fired for discussing the lifechanging event. She is being held without bail at this time and police are not revealing exactly what the motive was behind this crime. Live in oakland. Thank you. The Minnesota Police officer who shot Philando Castile during a traffic stop is being charged with Second Degree manslaughter. You may remember the shooting that happened back in july as castilles girlfriend there broadcasting the moments right after the shooting on facebook. Prosecutors say the officer also endangered the lives of castilles girlfriend and her 4yearold daughter who was in the car at the time. We now know who the pedestrian is who was struck and killed on highway 580 earlier this week, and we know what kind of car the chp is looking for. Investigators say 31 lewis bablo was killed. Investigators say based on evidence at the scene, they believe that the person who struck and killed the man as he was walking on the street was driving a 2015 or 2016 dodge dart similar to the one that you see here on the screen. They posted this one on facebook as well. Investigators say it would have damage to the front passenger side. So if you see a 2015 or 16 blue dodge dart with damage, call the chp. In 30 minutes, a fire gutted a duplex in san jose. And now three people are out of their home. It is a story we first brought you this morning on today in the bay. Neighbors saw these flames on Cypress Avenue near Stevens Creek boulevard at 1 00 this morning and called 911. Three people managed to get out with one pet and had to watch the fire rip through the roof of their garage, ruining a classic corvette inside and doing too much damage for the home to be inhabitable. The duplex was for sale. It is listed at 799,000. All new at 11 00, a man and woman under arrest this morning accused of stealing mail in two bay area cities. Police say someone called them to report suspicious activity on torewood lane. When Police Arrived they found the two suspects sitting in a car nearby. Police say the two had come through the neighborhood specifically to steal mail and that they had stolen mail from nine homes in los altos and cupertino. Today the uc board of regents is expected to discuss raising tuition at uc schools by 5 next year. So to break that down for you, it would raise the cost about 280 more per year per student. Uc leaders say they need more funding to maintain the quality of the nations largest Public University system. Critics counter that the hike would put even more of a burden on students and lead to more dropouts. It would mark the first tuition increase in almost six years. Voters in Mountain View last tuesday approved a new rent control measure at the election requiring tenant evictions to be justified. Here is the problem. Theyre asking the Catholic Schools president to watch over their campus and offer safe haven to undocumented students and staff. Marys students feel about the letter asking the Schools College president and provost to make st. Marys a sanctuary campus. We dont really know whats going to happen. Reporter the letter is signed by dozens of students, staff and faculty and would like the administration to investigate, with urgency, what it would take to make the campus a sanctuary for its Community Members facing imminent deportation. The letter says some students and family members live in fear of the consequences of a trump presidency. The administration said they take the safety of all Community Members seriously and its important for people to know people should be safe on campus. Ryan buzz bee, a student who is part of the Republican Club on campus says the letter is unnecessary. We do not need to be offering a safehouse to people who shouldnt be here in the first place. In the last 45 minutes or so, the San Francisco examiner reported that the csu chancellor said the same thing, that the University System will not cooperate with federal immigration authorities who are seeking to deport undocumented students. Meanwhile in San Francisco where Police Reforms are under way many undocumented immigrants say they are afraid the police are round them up to carry out Donald Trumps deportation threat. People from communities of color told a joint meeting of the Police Commission and the board of supervisors that they are afraid of the socalled trump effect on officers. I have been already harassed before just because i look new to a neighborhood. I have an excellent gpa, i am on the youth commission. And i think that its very terrifying to have Police Officers, especially having the president on board saying hateful things. Were learning more about a body found floating off a San Francisco marina. Investigators found a mans body monday afternoon. Police tell us he was between 40 and 60 years old. Theyre in the process of notifying his family. The man was found in Oyster Point Marina close to 101 just north of sfo. Investigators believe he floated there from somewhere else. They say there are no signs of foul play. Three men right now are under arrest in berkeley this morning for allegedly trying to rob another man right by the cal campus. Berkeley police say they recovered this gun from the suspects car. You see it underneath the seat there. The victim says he was walking just south of cals Memorial Stadium monday night when he noticed a group of people getting out of a parked car. The suspects reportedly chased him, but he was able to call police. The men jumped back into their car, sped off, but a responding Police Officer pulled them over not far away. Voters chose to reform the Death Penalty on election day. The final decision could land in the hands of the court. Prop 66 is designed to speed up the Death Penalty process by cutting through the normal appeals process. This week a Civil Liberties group filed a lawsuit that could slow the plans to resume executions. That group is challenging a law that currently gives the department of corrections the power to decide the amount of lethal dosage to give to inmates. The group says it wants elected leaders to make those decisions instead. An internationally acclaimed uc berkeley professor is under fire after a student claims he sexually harassed her for years. Students protested outside of the school of architecture and are asking that the professor be removed immediately. The graduate student claims she endured four years of Sexual Harassment. Last week an investigator conclude the professor indeed violated the universitys Sexual Harassment policy. His Attorney Says he didnt do anything wrong. She never indicated to him that his conduct or behavior was in any way unpleasant or uncomfortable. I dont want any student anywhere to feel like, if this happens to her, she has to stay silent. Thats why i am coming forward. The professors Attorney Says he is entitled to a hearing and is urging students to not jump to conclusions. Still, many students say theyll no longer attend his classes. Staying at cal, on the cal campus this weekend, the big game. You can always expect the unexpected. But one thing that is already a given out of this weekends big game is that the stanford band is not going to be on the field. Its not even going to be in the stadium, for that matter. Clark county leaders approved a new tax to fund the construction of the football stadium planned for the raiders. The room tax has to cover 750 million in public financing. Attorneys for the Mission Bay Alliance today will argue an appeal to block the plans. Opponents last the original suit earlier this year. Arena planners agreed to delay Ground Breaking until the appeal is decided. Arena Ground Breakers got permit for preliminary work ahead of the construction. Gaming the system. Cheaters in workers comp caused a multibillion dollar drain on californias economy. Our Investigative Unit crunched the numbers they found from 2011 to 2015. District attorneys across the state convicted 3400 people of workers comp fraud. About 40 of them were medical providers. Inspectors pegged one local doctor as a scammer after an undercover agent visited his clinic. The doctor says Law Enforcement got the whole thing wrong. Cases against him were ultimately dismissed. He says what happened to him is also impacting other doctors. I can tell you that theyre scared of seeing patients. Theyre scared of scared about specifically seeing the injured workers. Nbc bay area is responding to a woman who says the post office is putting people at risk for identity theft. She claims the agency is not doing anything to stop it, though she complained about it. Chris chmura as the story. An email from a Credit Card Company confirming an application she hadnt submitted. You applied for the credit card. A suspiciously empty mailbox. Well, i hadnt gotten mail for a while. She suspected the two were connected. This is a big thing. Its fraud. But how. A call to the local post office connected the dots. The trail pointed to her mail. They said, you put a hold on it. I said, no, i did not. The post office produced this mail hold request. Someone, not rene. Submitted the form on the Postal Service website. That persons intent was then clear to rene. The thief applied for a credit card using her name, held her mail until the card would arrive and then planned to pick up the mail at the post office, where the soontobe stolen credit card would be waiting. Luckily rene intercepted the scam before it played out. Theyre allowing fraud to happen. She was shocked by the post offices lack of security. U. S. Post office would give a total stranger my mail. We were also surprised by easy it is. Anyone can log onto the usps website, hold your mail and then go pick it up. You dont grant permission, you dont get noticed, you dont have a clue until you are a victim. What house happened here is a federal crime. Jeff fitch is a federal agent who investigates postal crime. He says renes case is not isolated. People across the country are duped by the same scam. He says he has warned post master general that the hold feature needs tighter security. We work with the Main Post Office assessing security and looking at what can be upgraded or whats actually going on. What can be tightened up. Whats the post master general doing to prevent this particular flavor of fraud . Nothing. Yet. In a statement, the Postal Service acknowledged instances of fraud taking place using mail hold and said it regrets the inconvenience. It went on to say the Postal Service is working on Viable Solutions to prevent and reduce fraud via online mail hold. Rene says that response is not good enough. Increased security is needed now. One possible solution is simple. That they verify that the person who put the mail on hold had the home owners approval to do it. All right. Well, that was chris chmura reporting there. When you move and you submit an address change to the Postal Service website, security measures confirm that its genuinely you requesting the change. That tells us stricter security is possible, but just not a step that the Postal Service has taken about mail hold. Jeff fitch, the postal inspector. Mayor ed lee this morning announced a new wideranging partnership called the San FranciscoCancer Initiative aiming to reduce the number of deaths in the city from the most common types of cancers, especially among minority groups. Ucsf says cancer is the second largest killer in San Francisco behind heart disease. Happening today, the Childrens Discovery Museum of san jose is expanding. It is one of our happy places. A groundbreaking ceremony will be held this morning for bills back yard bridge to nature. Its more than 27,000 square feet of Outdoor Learning space. It will double the museums current exhibit space and is designed to help kids explore nature. There will be ten exhibit areas focused on science and Environmental Education as well. An event started on the east coast called cranksgiving part bike race, part scavenger hunt. Its a way to collect food donations for the hungry during the Holiday Season. Erin had participated in the one in boston and was hoping to join one in the south bay. Except it didnt exist. So she decided to start it. I just kind of walked up and said, hey, i have this idea. I want to do this. The number of people who were just like, i want to do it too or what can i do to help you, that makes me so happy. Reporter 65 bike riders showed up for the first annual cranksgiving san jose on sunday. Given a list of stores and a list of items, the Second Harvest food bank needed, the group crisscrossed the city, bringing donations by the basketful. Guys, we have more riders coming in.
