You can see the sandal left on the barbed fence as he was trying to jump over it sunday afternoon. Sources told nbc bay area that inmate made it over the first line but was arrested before he could make it over the second fence that surround the perimeter of elmwood. The Sheriffs Office hasnt identified the inmate but newly installed cameras captured the attempted escape. Cameras were only installed after nbc bay area reported a lack of cameras around the perimeter. Officials are trying to figure out what sparked a fire in a San Francisco neighborhood. Now he says the costs have jumped to as high as 118 billion. There is also changes in the focus with the developers not focussing on building a rail line first between the Central Valley and Silicon Valley. Look, the federal government is spending a lot of money on this right now and the state taxpayers are being put on the hook on this. And so i think they deserve answers. They say there has been progress, employing 276 contractors and say the revenue generator from that line connecting from Silicon Valley will attract private investors for the rest of the system. And mid 80s this afternoon around the trivalley and then we are going to be closely watching hurricane mad lin here approaching hawaii by wednesday but some moisture is getting drown towards california. Thats the reason we see high clouds right now and later tonight a very small weather system get involved with some of the moisture and that as it crosses the coast. We will bring a chance of seeing some thundershowers speespecial late of the golden gate. You will see showers and most of that staying off to the north and you will see the evening commute and this area here north of marin county with the best chance of isolated thunder. Thats how it should work. But a reporter revealed how the California Bar may have been putting legal client at risk. Now lawmakers are taking action. Guys the list of concerns has grown even since the last investigation. Questionable Financial Decisions and high priced salaries for bar employees. Lawmakers at the State Capitol are still fighting over how exactly to change the bar but there is a lot at stake for you at home. The bar itself and the woman now in charge of it all. We have challenges. There is no question. Elizabeth parker is the executive director of the california state bar. She took the helm last year and is part of major leadership change and a Public Agency that for decades faced heavy criticism over mismanagement and misspending. Weve got the right team in place thats working with a board to really make some of the changes that are needed and that have long been mentioned. California bar was created by the state nearly 90 years ago to protect the public from bad lawyers. But a recent state audit is accusing the bar of questionable or inappropriate Financial Decisions. The agencys largest expense is salaries for more than 500 employees but top executives at the bar get paid far more than other state employees in similar leadership positions. And in fact 13 employees at the bar receive bigger salaries than the governor. It may not be correct to assume there is just a one size fits all size of pay structures throughout californias governmental entities. That in fact is not the case. Critics say it is hard to justify salaries when the bar cant even afford to carry outity own basic responsibilities. The state bar has a fund to pay back client who are ripped off by dishonest attorneys. If that fund is dangerously low, according to that state audit, not only to the California Bar failed to take steps to address the problem or to communicate the funds true financial situation, it did the opposite. The fund totalled 2. 2 million last year. But the bar needed 18. 9 million po pay outity backlog of claims. Thats a shortfall of 16. 7 million. And the audit accuses the bar of trying to keep that gap secret from lawmakers. The audit found that some people are now having to wait between four and five years before they are ever paid. And thats a real concern. Parker says the bar has since transferred 2 million into the fund from other resources. But says a long term fix might mean raising membership dues that all california attorneys are required to pay. Nearly 400 each year. But we dont want to make that request before were certain that every dime we spend and indeed every charge we make is calibrated with Public Protection in mind. But why hasnt that been done already . I cant answer that question. I wasnt here then. But what about the last year when you were here . Well, its being done, thats what im telling you. Private consultants have been hired to look at spending with, including salaries and benefit packages. If the state bar cant afford to carry out its main mission, which is protecting the public, does that mean the bar is spending its money in way that it shouldnt. I have to say i dont agree with your premise. I think our issue is are we not doing wonderful protection work with a very impressive work force, but are we doing enough of it. And there i would say, no were not. Earlier this year we will show you how the bar is failing to keep watch over some of the states worst attorneys. I have to thank that news reporter. David chew says our investigation pushed him to coauthor legislation to reform the California Bar. He is now calling for more representation of nonattorneys on the bars board of trustees. And he wants the attorney general to appoint an independent enforcement monitor. We have been finding out theres a lot thats crawling under the surface that is not what it should. Chu also wants to create a commission to study whether the bar should split into two separate organizations since he says it currently serves as a lobbying group for lawyers and watch dog that is supposed to discipline them. We would separate those two functions as is the case for every other major profession in the state of california. Elizabeth parker wont say whether she supports that idea. But if despite new leadership, the bar is facing the same types of criticism year after year, doesnt that tell you something is wrong . Well, you know, i guess id say that i think were turning this ship around. And i think were going in the right direction. Now it is a big ship and it wont turn in a day but if you and i are sitting here in a year, im going to be able to show even more changes. Some would argue the ship is already sinking. I heard that. I dont agree. Attempts to split the bar in two or even just study the issue is now unlikely. After strong opposition in the state senate. Research shows that more parents are delaying for refusing to get vaccines for their children but the reasons why shifted. In 2013, 87 of surveyed pediatricians say that they faced vaccine refusals. This approaches the big island and will miss, looks like, the upper half of the hawaiian island. Possibly a big impact there on the big island. Notice how some of the moisture is pulled away, drawn upwards by upper level wind interacting with small weather system right there.
