And sevenday forecast at the bottom of the screen, you see your temperatures warming up today. The warming trend begins today in palo alto at 3 00, were looking at all sunshine. During that ride home, at 5 00, or 6 00, well be in the upper 60s. And then mostly clear skies tonight for a little while before the clouds start to move whack in. A look at the micro climates. Highs in the south bay in the low 70s. Palo alto 72 degrees. In San Francisco, 65 degrees. Fairfield at 73 degrees. Oakland up to 69. And some mid 70s for the tri valley, especially pleasanton. So that area of low pressure that gave us that ugly weekend we had, will give us some sunshine as it continues to move away from us and High Pressure moves in. That will also help warm up our temperatures for the middle of the week and before you know it, our valleys in the 70s and 80s. Still cooler than average today. By the end of the week, another area of low pressure will give us a strong onshore flow and bring in a few spotty showers possible for the north bay, just on friday. So look at the temperature trend for part of the tri valley. Well just pick out dublin here. It will be below average today. And then warming up tomorrow to 77 degrees. 79 degrees on wednesday. The two warmest days of the week will be wednesday and thursday. Start to come back down closer to average around friday and giving us a nice weekend ahead. Silicon valley startup bringing us closer to the future of drone delivery, starting with humanitarian aid. Our cameras were the first to see the zip line drone in action. Resembling a small plane can fly 70 miles at a time, delivering blood and medical supplies to clinics in rwanda. Its an early test on the promise of drone delivery. Zip line says this design makes for frequent and flexible flying. With a drone that looks like a plane like this, compared to a quad copter youre used to seeing, we can fly farther, we can fly faster and we can fly more reliably. Tonight at 6 00, business and tech supporter, scott budman, will take us on a first look tour inside zip lines headquarters and have more details about the delivery drones. After months of delays, the new bay bridge bike path is expected to open in september. Investigative reporter, Jackson Vander becken tells us that engineers have overcome a final challenge, ensuring that a super piece feature, an Observation Deck at the end of the path, is properly supported. Reporter on monday, crews are going to start putting in place the Observation Deck. A final hurdle in a project that cyclists say cant be done too soon. Our members, we have about 4,000 members in the east bay. Are ask me all of the time, when are we going to be able to ride to treasure island. So weve had quite a few delays. Were hale really hoping that it will happen this summer. Reporter getting the path open has not been easy. First, demolition of the old span needed to make room for the path, got held up. That put off construction for more than a year. Then el nino brought more delays. Caltrans had to devote 3 million for the paths safety rail. But the biggest challenge, making sure the Observation Deck, which juts out some 30 feet from the span, will be properly supported. Two years ago, bridge officials rejected the angled braces called for in the original design, in favor of a sleek threearm cant lever support system. It was supposed to cost 1. 1 million more. But the redesign added 2. 5 million to the cost. When engineers struggled to find the best way to attach the cantilever arms for beams to the concrete pier. Thats been a bit of a challenge. We had to find the right locations where we could drill holes, and insert bolts, large bolts into it, of which the cantilever beams will ultimately be connected to. Reporter in the end, caltrans beefed up the steel mounting plates on the arms. That allowed for dozens of new bolts to make sure the system held. On monday, those giant arms will be hoisted into position for testing. Caltrans engineers are now optimistic theyll make their september opening date. So were not expecting obstacles at this point. Reporter next week, a bridge Oversight Board will consider some 10 million in contract changes. Those changes will help finish the bike path and stabilize the hillside nearby. But sometimes when they go home, everything changes. Im liz wagner. Coming up next, the reason parents and a local lawmaker say california is breaking a promise for the sickest kids in our state theyre some of the sickest kids in california. They need care. 24 7. Advancements in medicine some of the sickest kids in california need care 24 7. Advancements in medicine allow these kids, once confined to nursing facilities, to go home. But we discovered Critical Resources arent always there for the kids when they arrive back home. Our Investigative Unit, liz wagner, joins us. Whats the problem exactly . Well, scott and kris, the demand for home care is increasing, but the Health Care Community says the supply just hasnt caught up. Some people blame low pay. Others a shortage of skilled nurses. But either way, many agree getting Vital Services is harder than it should be. And as youll see, some parents take extreme measures to get their kids the help they need. An unclenched hand. A breath without a ventilator. Two tiny victories. She fought to achieve. Fin weighed less than two pounds when she arrived eight weeks early. She was in the icu for 14 months. Fin is still surrounded by machines and medicine. But now hugs from mom happen in her own bed. We really, really wanted her home. Reporter would that have been a possibility if you stayed in the bay area . We would not have been able to bring fin home. Reporter lori and husband haus, new their daughter needed 24hour care. A team of specialized nurses to give her lifesustaining treatment. We check her gastric tube. Reporter but in napa where they live, their search for fulltime nursing support came up short. So they moved 500 miles south. You had had to uproot your family from the bay area, move down to san diego, to find nursing services. Yes. Reporter should it be that way . No. Reporter fins long journey home highlights what many call a lack of vital home care for really sick kids. The Investigative Unit contacted the Childrens Services departments in all nine bay area counties. Six report concerns or problems, like alameda, where clients are on waiting lists for months. Or napa, where none of the agencies could provide home health for kids. Its probably the hardest shift. Reporter chris frank works for one of the nations Largest Health care agencies. He says its a constant challenge to find services for fin. Are there times when your agency cant provide services to people in need . Yeah, every week. Reporter maxim funded this 2015 study, which found access to home care is decreasing for med cal patients. Roughly 4,000 are kids. Agencies are not taking these kids like they used to. Reporter state data we reviewed from 2014 shows 144 agencies in the bay area accept med cal but just 35 or less than a quarter, report they provided care for children. Breaking a promise to some of the sickest kids in california. And its unacceptable. It can last for years. Reporter north bay senator, mike mcguire, recently proposed legislation to raise pay for athome nurses who work with med cal patients. He says increasing pay could increase access. Has this reached a crisis level, in your opinion . Absolutely. And bureaucrats in sacramento are turning their head. But as long as they dont track the numbers, they can plead ignorant. Reporter i would say that we do not have a consistent or a systemic problem with access regarding home health agencies. Reporter Jennifer Kent is the director of Health Care Services, the Department Responsible for helping lowincome and disabled californians. She says the state doesnt track when agencies turn down care to patients. Beyond a few anecdotes, she says the department hasnt received consistent complaints. Are you asking for that information to help get a better picture of whats going on . If we were if we were worried about it, or thought that there was a systemic or even like a geographical problem, we could do that. Reporter kent says the state oversees the number of home care hours authorized, but doesnt track the hours agencies cant fill. Wouldnt it be worth looking into that information . Sure, yeah. Im happy to look into it. Reporter can you commit to doing that on a statewide level to see if there is an access problem . Yeah, we can do that. Reporter but objects questions arent limited to med cal patients. Larkin olearys 2yearold son james is covered by commercial insurance. After 40 days in the hospital following two throat surgeries, james returned to his santa rosa home. Its really scary those first few days of coming home. Reporter james eats through a feeding tube. When oleary found blood in his stomach fluid, she called kaiser. They said, well, did your Home Health Nurse come out to see you. And i said no, there is no Home Health Nurse. Reporter the hospital told oleary, theres not any Pediatric Home Health available in the area. Up, up reporter a nurse finally visited ten days after james came home. Kaiser told us it cant discuss the case because of privacy laws but says the shortage of Home Health Nurses is a challenge affecting the entire Health Care Community. Fins family says home care must be a priority. Wmplt with the right resources and committed caregivers, they believe kids like their daughter can thrive. Fin, you see, is a success story. They say its all because of opportunity. And shes getting more and more opportunities every day. Now were also hearing from doctors and icu nurses. They say kids have to stay in the hospital months longer than necessary in some cases, because they cant find available inhome nurses. And they warn, this is an expensive problem for the state. Even director of Health Care Services agrees. Not only is home a better place for children, but guys, its usually cheaper too. Right. And if you dont have enough staff to do Home Health Care to raise the rates and the staff will come in and attack that. Thats the possibility. Thats a thought. You heard state senator mike mcfwir talking about this. Possibly raising that med cal reimbursement rate. Could increase the pool of nurses available to help kids at home. But its a slowmoving train. Doesnt happen overnight, right . Doesnt happen overnight. I think a lot of pockets of people are acknowledging this is a problem. After a tragic accident, Kari Morrison decided her children would learn to save themselves if they ever fell in. Nbcs chenille jones reports the decision has led to a big debate. Reporter its poolside video thats igniting reaction across the internet. Josi morrison, just under 7 months old, reaching over and falling head first into the water before floating all on her own. On facebook, reactions like, these people are crazy. I couldnt finish the video. It made my heart sink. And i think this is a great idea, but it was hard to watch. Josis mother, kari, thinks what youre seeing is amazing. Youre seeing a 6monthold, sitting on the steps playing, which, you know, can be a real life situation. She falls in, and she turns over and saves herself and floats for over a minute and a half. I dont see how there could be anything negative about that. Reporter this technique, called infant swimming resource, or isr, teaches children as young as 6 months how to self rescue. Stacy van stanton, a certified instructor, teaches about 150 students these skills each summer, including josi. The lesson, she says, take time. Tenminute sessions, five days a week, for four to six weeks. The first thing we establish in our lessons is breath control. So before that child ever goes under water, i know that child can safely hold their breath. No one plans on losing their kid in a drowning. It can happen to anyone, any time, anywhere. Reporter three years ago, kari and her husband, rourke, lost their oldest son jake in a drowning accident. Do i expect my daughter at that young an age to be alone near the water . No. But the layers of protection can fail. It failed with my son. And it can happen. And i just want my daughter to be as safe as possible. Reporter the American Academy of pediatrics says that children over 1 may be at a lower risk of drowning if they have had some formal swimming instruction. But they go on to say that there is no evidence that it can prevent drowning in babies younger than 1 year of age. I wish i could go back in time and put my son in these lessons. Im pretty confident that he would be here. And as a parent, i feel like i failed my son. And i was just determined that was not going to happen with my daughters. If you had to cover a backyard drowning as a reporter . I have. And it is one of the most difficult stories. One of the things i feel most strongly about is you do what you want as far as teaching the children. If you have children that young, just dont have a pool. Thats the number one safety tip i can give. Dont have a pool. Wow. Well be right back.
